CITY OF LINO LAKES
RESOLUTION NO. 26-146
APPROVING PURCHASE AGREEMENT FOR WETLAND CREDITS, OTTER LAKE
ROAD EXTENSION PROJECT
WHEREAS, the City awarded the Otter Lake Road Extension project on June 22, 2026;
WHEREAS, the project will impact 3.4034 acres of wetland; and
WHEREAS, the Rice Creek Watershed District, acting as the Local Government Unit for
administration of the Wetland Conservation Act has issued a permit for the wetland impacts
requiring replacement of 3.4034 acres, and
WHEREAS, the City is fulfilling the requirement by use of 2.6417 acres of City owned
wetland credits from Bank 1601 and purchase of the remaining credits from a local approved
bank; and
WHEREAS, the City has obtained quotes from two banks located with the RCWD as
shown below:

WHEREAS, the City Council finds that it is in the best interests of the City to approve the
purchase agreement with the owner of Bank 1722,
NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota that:
The Purchase Agreement with MPJWR, LLC is hereby approved in the amount of
$89,585.06 plus state withdrawal and stewardship fees and the Mayor and Clerk are
hereby authorized to execute the agreement on behalf of the City,
Adopted by the City Council of the City of Lino Lakes this 271h day of July, 2026.
