CITY OF LINO LAKES <br />RESOLUTION NO. 26-66 <br />APPROVING RESIDENTIAL APARTMENTS CONDITIONAL USE PERMIT <br />FOR LYNGBLOMSTEN AT LINO LAKES SECOND ADDITION <br />WHEREAS, the City received a land use application for Lyngblomsten PUD Preliminary <br />Plan Amendment #4-Mixed Use Building hereafter referred to as PUD Amendment #4; and <br />WHEREAS, PUD Amendment #4 includes residential apartments; and <br />WHEREAS, the property is zoned PUD, Planned Unit Development and per Ordinance <br />No. 07-19 a conditional use permit is required for residential apartments; and <br />WHEREAS, the April 8, 2026 Planning & Zoning Board Staff Report and the May 11, 2026 <br />Council Staff Report provide supporting narrative and documentation for PUD Amendment #4; <br />and <br />WHEREAS, the legal description of the property will be Lot 1, Block 1, Lyngblomsten at <br />Lino Lakes Second Addition upon filing of the final plat; and <br />WHEREAS, City staff has completed a review of the land use application based on the <br />following plans: <br />• Lyngblomsten Lino Lake Campus Plan Set prepared by Wold Architects and Engineers <br />dated March 9, 2026 <br />• Applicant Narrative <br />• Design Guidelines Revised March 2026 <br />• Stormwater Management Report prepared by Bolton & Menk revision date March 6, <br />2026 <br />• Geotechnical Evaluation Report prepared by Braun Intertec dated March 6, 2026 <br />• Traffic Study prepared by Transportation Collaborative & Consultants, LLC dated March <br />6, 2026 <br />• Use Area Tabulation submitted by Wold Architects and Engineers dated March 9, 2026; <br />and <br />WHEREAS, the Planning & Zoning Board held a public hearing on April 8, 2026 and <br />recommended approval of the conditional use permit. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota that: <br />FINDINGS OF FACT <br />
