PARK BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Chair Gooder called the Lino Lakes Park Board meeting to order at 6:30 p.m. on March
4, 2026.
2. PLEDGE OF ALLEGIANCE

There was no one present for public comment.

The agenda was approved as presented.
5. APPROVAL OF FEBRUARY 4, 2026 MINUTES
Mr. Huelman moved to approve the February 4, 2026 meeting minutes. Motion
seconded by Mrs. Cutts. Motion carried 6 – 0.
6. ACTION ITEMS
A. CLLL Proposal for Additional Ball Field at Sunrise Park Select Chairperson and Vice-
Chairperson
Mr. Rick DeGardner, Public Services Director, summarizes the proposal for the
additional ball filed at Sunrise Park. There are currently 4 youth ball fields at Sunrise
Park. Centennial Lakes Little League (CLLL) is proposing the construction of an additional
field. Concept plans and background information were not submitted by February 26, so
staff was not able to provide any specific comments pertaining to this proposal.
However, staff has developed a list of items for Park Board consideration:

• Any additional impervious surface may trigger water quality requirements.
• Any project that disturbs over an acre of soil requires an NPDES permit.
• Staff should review any proposed tree removals.
• This general area has been used by Centennial Soccer Club for practices in the
spring and summer, and Centennial football in the fall.
• There are approximately 128 parking spaces. Need to verify whether additional
parking is needed for a fifth ball field. City ordinances require hard surfacing such
as asphalt or concrete. Gravel is not permitted.
• Need a breakdown of estimated costs.
• What financial commitment does CLLL have, and what amount of funding is
needed from the City?
• An additional field would create additional impacts to the neighborhood. Area
residents should have an opportunity to comment on any expansion of Sunrise
Park.
If the Park Board is supportive, a formal site plan review would need to be prepared and
submitted. Planning Department staff would evaluate factors including required
setbacks, stormwater management, tree impacts and mitigation, parking requirements,
etc.
Pat Mahr, President of CLLL is in attendance.
Mr. Mahr discussed the strong working relationship with the City of Lino Lakes and
would like to discuss adding another field to Sunrise Park. He reviewed renovations
completed in 2025, including remodeling fields 1 & 2 for fastpitch use, new dugouts,
fencing, bases, and benches. Mr. Mahr stated they have a potential solution parking
issues but don't have a drawing yet. The proposed field would be located on the left-
field side of field 1.
Mr. Huelman asked whether the CLLL group plans to cover the project cost but would
want labor assistance from the Parks Department. Mr. Mahr replied yes.
Mr. Gooder asked if any trees would need to be removed. Mr. Mahr replied no.
Mrs. Schmidt stated she is in favor of the additional field and noted that residents have
previously had concerns regarding parking.
Mr. Gooder discussed how the CLLL helps clean up the park in fall and spring.
Mrs. Cutts is also in favor of the additional field.
Mrs. Mouser is concerned that the proposed field location seems to have flooding
issues.

Mr. DeGardner stated this is a significant change to Sunrise Park and we should reach-
out for residents' feedback.
The Park Board consensus is they are in favor of the new ball field if the off-street
parking is addressed.
Mr. DeGardner discussed that there is another group besides CLLL that would like to use
Sunrise Park for baseball games. Mr. Mahr discussed how much CLLL has invested in
Sunrise Park. He stated Friday the fields are mostly open for other teams to use.
Mrs. Schmidt stated she doesn’t want to see other groups shut out. When it’s time for a
bigger discussion, she would like to hear from the other group. I would like to keep this
in mind when City Hall Park is built out.
Mr. DeGardner stated he has asked each group to provide data on how many Lino Lakes
residents are registered.
Mr. Gooder asked if the middle school ball fields could be used. Mr. Mahr replied CLLL
hasn’t used those fields.
Mr. Huelman inquired what condition the Birch Park field is in. Mr. DeGardner replied
Birch Park is considered a truly neighborhood park and the parking is very limited.
7. DISCUSSION ITEMS
A. New Pheasant Hills Playground Equipment
Mr. Rick DeGardner, summarizes the Pheasant Hills Playground equipment (originally
installed in 1996) is scheduled to be replaced this Spring. The Parks Department staff
will take care of the removals of the existing equipment, border, and pea gravel. The
configuration of the play area will be slightly enlarged with new concrete edging
installed by the Parks Department. A certified playground installer will assist the Parks
Department with the installation.
Mr. Gooder asked whether the playground includes handicap accessibility. Mr.
DeGardner replied that it does; with the use of wood fiber surfacing, the entire
structure is ADA accessible.
Mr. Gooder asked whether the proposed color scheme has been used at other parks
throughout Lino Lakes.
Mr. Huelman likes the color scheme but mentioned the park equipment could get
warm. Pheasant Hills Park benefits from tree cover, which helps with shading.
Mrs. Schmidt asked what’s the price for shading equipment? Mr. DeGardner replied, do
you have a particular park in mind, noting that costs can vary depending on the park.

Mrs. Schmidt wants to know in general how much one shade sail would cost and
suggested Lino Park would be a good candidate.
Mrs. Schmidt discussed Centennial Library parking having a transfer mate to the swings
for easier access for wheelchairs. Would like to know the price of adding mates.
Mrs. Cutts expressed concerns that the playground equipment doesn’t seem to have a
platform from the monkey bars to the climbing wall. For a smaller child the jump could
be a little too far for them.
Mrs. Schmidt stated she likes the overall look of the park and expressed interest in
adding imaginary play elements in the future.
Mrs. Cutts asked if there are benches included. Mr. DeGardner replied yes, outside of
the playground area.
Mr. Huelman stated he would like Shenandoah Park to have a nice entrance to the
playground and since Birchwood Acres Park is in close proximity maybe add some
different features to Shenandoah Park.

AGENDA ITEM: Review Robinson South PUD Concept Plan
INTRODUCTION
The applicant, Twin Cities Land Development, is proposing a master planned development
located on the south side of Main Street (CSAH 14), east of Sunset Avenue NE (County Road
53), and north of Carl Street. The proposed development is bordered by Blaine to the west. The
development contains approximately 149.52 gross acres and consists of mix of residential
housing and a proposed school.
BACKGROUND
The applicant is proposing the following mix and number of housing types:

Single Family 65’ lots = 178
Single Family 80’ lots = 8
Row Townhomes = 73
Total Number of Units = 389
The Mapping Northwest Main – Main Street Master Plan was prepared by Kimley Horn in 2025.
Scenario 2 is the approved master plan that guides future development in this area. From a
parks, trails, and greenway perspective, the Robinson South – Concept Plan is generally
consistent with the approved master plan.
A few observations/comments:
1. A public trail system is shown within the development connecting from Main Street
and running through open space to the public park system consistent with the Master
Plan.
2. The area’s development will feature the construction of a segment of the Central
Anoka County Regional Trail along Main Street. This should be reflected in the concept
plans.
3. A local paved trail should be depicted along the east side of Sunset Avenue/CR 53.
4. Figure 10-2, Neighborhood Service Areas of the 2040 Comprehensive Plan depicts

Century Farm North Park to serve as the neighborhood park for this area. The City
acquired approximately 6.3 acres of park back in 2011 when the Century Farm North
development was platted.
RECOMMENDATION / REQUESTED DIRECTION
1. Park Dedication cash-in-lieu of land. Dollars will be designated for development of Century
Farms North Park. Credit for trail construction to be determined.
2. Trail Connections to incorporate into the design:
a. The future Anoka County Regional Trail along the south side of Main Street should be
depicted.
b. A trail is needed along Sunset Avenue and should be depicted.

SCENARIO 2 - MOBILITY
TRAILS
A portion of the study area is anticipated to
be used for city park use, as well as several
greenway systems, which allow for a natural
resource enhancement/conservation area.
The area’s development will feature the
construction of a segment of the Central
Anoka County Regional Trail along Main
Street. Upon completion, the trail will span
three cities, extend 14.5 miles, and connect
to a wider regional trail system. This scenario
proposes a network of trails throughout the
future development, totaling approximately
41,500 linear feet (LF) of asphalt trail and
5,200 LF of regional trail. The City will work with
Anoka County to incorporate the plan’s vision
of the natural amenities (i.e. water bodies,
landscaping, trees) into the design of the trail.
Sidewalks will be installed along all local roads
except for cul de sacs which will be reviewed
