Studenski, City Engineer RE: Pine Street Improvements Petition The City has received a petition from residents and property owners on Pine Street to pave Pine Street from. Lake Drive to 4th Street. A copy of the petition and a map of the resident locations are attached. Pine Street is currently a gravel road that is shared between Columbus Township and Lino Lakes. The Columbus Township Town Board met Wednesday, May 12, 2004 and directed their Town Engineer to work with Lino Lakes in this improvement process. The Town Engineer for Columbus Township will produce a preliminary estimate for a 24 -foot rural street with 3 inches of bituminous. The next step would be to hold a joint neighborhood meeting with Columbus Township and Lino Lakes to discuss the public improvement process, the City Charter, and an overview of the construction process. Following the neighborhood meeting, Staff will give a review of the meeting to the Council. Council would then determine if Staff should prepare a feasibility study with Columbus Township. The study will address, on a preliminary basis, design, cost, assessment, schedule, and other issues as they relate to paving the road. In presenting this petition we are asking that this project get top priority as it is a local issue that the majority signing petitioners, residents on Pine, Zodiac and Jodrell Streets, have suffered with for years with little help to address the increasing unsafe conditions. Our initial desire based on resident signatures is that of getting Pine paved from Lake Drive to 4th Street. This stretch of road carries the majority of traffic and safety issues, which need to be addressed. We are not asking that the speed limit or weight limit be changed, as it is adequate. However it would be beneficial to post speed limit, weight limit and critter crossing signs at both entrances to Pine. Other affected side streets can determine on their own if they want their section of road paved and many have indicated that they do or will support the main paving of Pine St. As to expedite action on this project it is being submitted today. We want to keep the petition open to all who want to join in on this who may not have been contacted. Any questions can be directed to myself, Joe Torgerson or Jo Waldoch initially.
