Re: Proposed Winter Parking Ordinance
The Public Services Department's most important and visible task during the winter
months is keeping the city streets in a safe, passable condition for vehicles. After a
typical snowfall, it currently takes maintenance staff approximately 10 hours to clear
the 180+ lane miles of city streets, 159 cul -de -sacs, 31 dead ends, and 17 parking
lots. The most common and time - consuming problem we encounter is when
vehicles are parked on the street during snow plowing operations. Not only is a
large wind -row of snow left on the street when the snowplow operators drive around
the "snowbird" vehicles, but the snow plow operators have to then drive back to
where the vehicles were parked to clean up the "snowbird" areas. It's not
uncommon for the snowplow operators to travel back to "snowbird" sites the
following day to find that the vehicles haven't been moved.
To allow city staff to clear the roads efficiently, I am recommending that the City
Council consider implementing winter parking restrictions as follows:
No parking is allowed on any city street between 2 :00 am — 6:00 am, November
1— April 1. In addition, parking is not allowed when 2" or more of snow has
fallen until the street has been plowed.
Lino Lakes is one of the few metropolitan cities that currently do not have any winter
parking restrictions. I have enclosed a sample of other city's parking restrictions.
If approved, we will inform residents via the city newsletter and placing signage at
the entrance of each development.
From a public safety perspective, Dave Pecchia has indicated his support for an
overnight parking ban. The Public Safety Department is prepared to provide permits
for unusual circumstances such as out -of -town guests, Tate -night parties, house
construction, etc. Residents can also call Anoka County Dispatch at 763 - 427 -1212
after hours if an overnight parking permit is needed.

2004 PARKING RESTRICTIONS SURVEY
Centerville No parking allowed 3:OOam - 7:OOam year round.
Circle Pines
No parking allowed November 1 - April 1 between 2:OOam and 6:OOam. No
vehicle allowed during a snow removal period. However, parking of vehicles
may be resumed on individual streets as soon as all snowplowing on that
street has been completed.
Hugo No parking allowed November 1 - March 31 between 2:OOam and 7:OOam.
Outside of these dates same restrictions if snow accumulation of 2" or more.
Shoreview No parking allowed between 2:OOam and 6:OOam year round. Also, vehicles
impeding snowplows may be towed without warning at owner's expense.
Blaine No parking allowed November 1 - April 1 between 2:OOam and 7:OOam.
Vehicles may not park on any city street for 12 hours after a snowfall.
Vadnais Heights No parking allowed November 1 - March 31 between 1:OOam and 6:OOam.
On- street parking is not allowed after a 2" snowfall until the street is completely
plowed.

Ramsey
Coon Rapids
Ham Lake
Crystal
Robbinsdale
No parking allowed November 1 - April 15 between 1:OOam and 6:OOam. Also,
no parking after accumulation of 2" or more until street plowed.
No parking allowed between 2:OOam and 6:OOam year round. Also, no parking
permitted when within the preceding 24 hours, a combination of falling and
blowing snow has accumulated to a depth of 3 inches or more at street level
anywhere within that block.
No parking allowed November 1 - April 1 between 2:OOam and 6:OOam. Also,
no parking if accumulation of 3" within the past 24 hours until the entire street
has been plowed.
No parking allowed on roadway during snowfall. Officer shall issue a tag,
providing 24 hour notice to remove. During a heavy snowfall a vehicle shall be
towed immediately without notice.
No parking allowed between 2:OOam and 5:OOam year round. Parking on
public streets prohibited after a snowfall of at least 11/2 inches until street has
been plowed and the snow removed to the curb line.
No parking allowed for more than 4 consecutive hours between 12:OOam and
8:OOam nor for more than 6 consecutive hours at any time. After a snowfall of
at least 2 inches, parking is prohibited. Parking may not resume until it has
been plowed and the snow removed to the curb line.

New Hope
No parking allowed between 2:OOam and 6:OOam and limited to six
consecutive hours at any other time. No parking on street after a snowfall of
11/2 inches or more until snow has been removed.
Columbia Heights No parking allowed November 1 - March 31 between 2:OOam and 6:OOam.
Parking on streets is limited to 6 consecutive hours and is enforced by
complaint only. Ordinance regulating overnight parking. Between April 1 and
May 1 it is unlawful to park between 2:OOam and 6:OOam if snow has
accumulated to 31/2 inches or more on the roadway. After a snowfall of 31A or
more inches, no street parking is permitted until the road has been plowed
curb -to -curb.
Prior Lake
No parking allowed November 1 - March 31 between 2:OOam and 6:OOam.
Outside of these dates same restrictions if snow accumulation of 2" or more
until the snow has been plowed or removed to the full width of the street.
Northfield No parking allowed November 15 - March 15 between 2:OOam and 6:OOam.

Re: Development Proposal, Lake Drive
Background:
Council member Carlson and Dahl originally requested this item be placed on the July 21
work session agenda and then removed it from the agenda and asked that it be and placed
on the next work session agenda, noting that staff may be contacted by a real estate agent
regarding this issue in the meantime. I did receive a call from a real estate agent
representing a potential buyer of a property for the intended purpose of constructing a
church. He was informed of the CUP requirement and process and understood that is was
premature for this issue to be brought to the Council at this time.
I have placed this item on the agenda because it was a different realtor, representing the
owner of the property, who has been in contact with Council member Carlson.
