Steve Bubul from Kennedy & Graven is continuing to work on the Redevelopment Contract to include all the terms of the agreement that were outlined to the council. The Springsted memo, which is the same as the one you have seen except for some changes to the Minimum Assessment Agreements and Minimum Value Requirements, outlines the terms of the agreement and is included with item 6C. This is a public hearing that is not required by law, but the City Council selected to hold the hearing to get public comment. On September 27, staff will recommend that council hear any public testimony and then continue the hearing to October 11. On October 11, the EDA and the City Council will consider approving the Redevelopment Contract. Normally EDA meetings are held at 6 p.m. before the Council meeting. Because the City Council is likely to want to hear any additional testimony and have public discussion of this item, staff is recommending that the EDA meeting be held after the Council meeting. Also attached is a memo from Hartford discussing the housing types that are proposed for Woods Edge. I have included pages of the Summerhill website that Hartford references. Representatives from Hartford will be at the work session to further discuss this part of the project. • HARTFORD UP K INC. Real Estate Development . Architecture • Engineering LEGACY VILLAGE AT WOOD'S EDGE RESIDENTIAL DEVELOPMENT SUMMARY The Hartford Group, Inc. and the City of Lino Lakes have been working cooperatively to create an acceptable mixed -use plan for the eventual development of the Legacy Village at Wood's Edge. For residential housing, the approved plan requires the following: • Total residential development will not exceed 450 -units • Affordable housing is required for 20% of the total units • Maximum percentage of rental units will not exceed 49% • Owner occupied housing may increase based on market conditions • The general area designated for townhomes will be owner occupied housing MARKET FEASIBILITY Hartford Group retained Dahlgren, Shardlow and Uban to conduct feasibility studies relating to the market for mixed -use products within the Legacy Village development. Additionally, we have reviewed information and studies from Anoka County and Health Planning and Management Resources. These studies have established the general parameters for product types for the development. AFFORDABLE HOUSING In July, 2004, an affiliate of the Hartford Group submitted an application for Low Income Housing Tax Credits (LIHTC) to the Minnesota Housing Finance Agency (MHFA). The proposed location of the development is Site 10, which includes 60 units located above first floor retail or commercial. The MHFA is now reviewing applications and will advise applicants of the status of requests in October, 2004. If LIHT credits are approved, the development is projected to begin in 2005. Construction will be completed in approximately one year. To fulfill the remaining obligation for affordable housing, a similar application for approximately 35 -55 units will be submitted to the MHFA in July, 2005 for potential construction in 2006. An affiliate of Hartford received the 5th largest LIHTC grant in 2003 from the MHFA for affordable housing at the Legacy Village of Maplewood. Construction will begin in fall, 2004 for this affordable housing development in Maplewood, MN. Generally, these projects have been assisted living developments, which incorporate the following services: • Entry level assisted living • Intensive assisted living • Care suites (24 -hours services) • Memory care These homes are considered to be market rate private pay with a minimal number of units considered to be "affordable ". Hartford is currently reviewing alternatives for the development of senior housing within the Legacy Village at Wood's Edge development. Alternatives include: • Senior cooperative housing • Assisted living • Independent senior housing • Affordable senior housing Senior Cooperative We are currently discussing the sale of a site at Legacy Village with Timothy Nichols, President of Nichols Development, LLC. Nichols is the developer of the Summerhill cooperative brand of senior housing. If Nichols determines that the project is feasible, a development of approximately 75 units will be proposed. Anoka County HRA Hartford will be meeting with the Anoka County HRA to discuss the potential for a small senior housing development that could be potentially located in the Legacy Village at Wood's Edge. OWNER OCCUPIED TOWNHOMES Hartford is currently negotiating with several builders to construct the townhome component of Legacy Village. We expect to identify the builder prior to October 15, 2004 with an application for site and building approvals to commence immediately. Construction is projected to begin in 2005. SUMMARY Hartford is excited to initiate the development of Legacy Village at Wood's Edge. This will involve waiting for the market to emerge for some components. With all product components being considered on the site, we believe that the City should extend maximum flexibility to The Hartford Group, allowing your team to modify your development plan to fit the changing nature of the market ". Thus, it is the objective of Hartford to proceed with development in an expedited manner to the extent possible based on market conditions. As the market is identified for each component, we expect to explore development alternatives with staff and present the selected developments to the City Planning Commission and City Council. An integral component of the plan implementation is to pursue conservation development through a collaborative City/Developer process. The proposed Fox Den Acres subdivision provides an excellent opportunity for the City to begin implementation of the plan. The intent of the conservation subdivision approach is to try and obtain identifiable public values including but not limited to the following: 1. Preserve more natural open space 2. Restore /enhance ecological systems on the site 3. Protect off -site ecological systems 4. Ensure long -term natural resource stewardship 5. Provide public park and trail opportunities consistent with the System Plan 6. Improve stormwater management (flow rates and quality) 7. Preserve open space aesthetic 8. Maintain natural buffer between established and new developments As a possible incentive to facilitate conservation developments, staff has been evaluating options that would provide development - phasing flexibility while still meeting the Comprehensive Plan's policy of "limit residential growth to an average of 147 units per year... ". One possible alternative is to allow a developer to advance lots under the phasing guidelines set forth in the growth management ordinance in exchange for the conservation development design that provides the identified public values. For Example (using Fox Den): Page 2 • • Under the existing Growth Management Ordinance requirements and the current lot availability for 2005 and 2006, a conventional Fox Den Acres development would fall within the following phasing scenario: 2005 2006 11 lots 44 lots In return for the conservation design the city could allow the developer to advance the 2006 lots for construction in 2005. While this method front loads 2005 by 44 lots it would still decrease the number of lots available in 2006 by 44 lots. The end result is that the same number of lots would be created over the two year period. It is important to note that under either the current growth management requirements or the alternative example, the total number of approved lots for Fox Den Acres at the end of 2006 is 55. The main difference is that, under the alternative example, we have a subdivision that provides for greater public values. Staff is working with the City Attorney and Jeff Schoenbauer to prepare language for a proposed ordinance amendment to facilitate this approach. Staff is proposing to hold a public hearing on the amendment at the October 13th, 2004 Planning & Zoning Board meeting. As you know, we had a royalty coronation on August 21, after the parade. This year's coronation was a success and we had wonderful candidates who were very excited to be a part of our program. This year we crowned one Queen and two Princesses. They have already represented the community and Blue Heron Days at several community parades and coronations. Currently, we are in the process of preparing a float for parades throughout the year. Not only do they attend parades and coronations. They are also scheduled to volunteer at other fundraisers and communities.
