RESOLUTION NO. 26-149
APPROVING LYNGBLOMSTEN AT LINO LAKES SECOND ADDITION PUD FINAL PLAN/FINAL PLAT
WHEREAS, on June 11, 2026, the City received a complete land use application for
Lyngblomsten at Lino Lakes Second Addition PUD Final Plan/Final Plat hereafter referred to as
Development; and
WHEREAS, City staff completed review of the Development based on the following
plans and information:
• Lyngblomsten Lino Lakes Campus -City Submittal Plan Set prepared by Wold Architects
and Engineers dated July 22, 2026
• Lyngblomsten Lino Lakes Campus -City Submittal Final PUD (Amendment 4) Plan Set
prepared by Wold Architects and Engineers dated July 22, 2026
• Stormwater Management Report prepared by Bolton & Menk revision date March 6,
2026
• Geotechnical Evaluation Report prepared by Braun Intertec dated June 4, 2026
• Traffic Study prepared by Transportation Collaborative & Consultants, LLC dated March
6, 2026
• Use Area Tabulation submitted by Wold Architects and Engineers dated June 8, 2026
• Title Commitment dated May 26, 2026; and
WHEREAS, on May 11, 2026, the City Council approved a preliminary plat amendment
with Resolution No. 26-64; and
WHEREAS, on July 8, 2026, the Planning & Zoning Board reviewed and recommended
approval of the Development; and
WHEREAS, the proposed Development is not considered premature and meets the
performance standards of the subdivision and zoning ordinance; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota:
FINDINGS OF FACT
Per City Code Section 1001.057 Review, Approval or Denial:
(2) The following requirements shall be met before consideration of the final plat by the City
Council:
(a) The final plat shall substantially conform to the approved preliminary plat and phasing
plan.
The final plat substantially conforms to the amended preliminary plat and phasing plan.
(b) For plats that consist solely of individual single family residential lots, final plat
applications for subsequent phases shall not be approved until building permits have
been issued for 40% of lots in the preceding phase. This division applies only when the
preceding phase consists of 40 or more lots.
NA. This is a mixed use development.
(c) City attorney approval of the status of title/property ownership related to the final plat.
The City Attorney reviewed the title commitment and final plat. All mortgage holders
may need to consent to plat and the development agreement.
(d) Completed development contract.
A Development Agreement has been completed and shall be executed.
(e) Conditions attached to approval of the preliminary plat shall be fulfilled or secured by
the development agreement, as appropriate; and
The conditions of the preliminary plat have been substantially fulfilled. Securities will be
required with a Development Agreement.
(f) All fees, charges and escrow related to the preliminary or final plat shall be paid in full.
All fees, charges and escrow related to the preliminary or final plat shall be paid in full
prior to release of the final plat mylars.
BE IT FURTHER RESOLVED the Lyngblomsten at Lino Lakes Second Addition PUD Final
Plan/Final Plat is approved subject to the following conditions:
1. The requirements of Ordinance No. 07-19, Resolution No. 19-42, Resolution No. 20-44,
Resolution No. 20-94, Resolution No. 23-126, Resolution No. 26-04, and Resolution No.
26-64 are still in effect.
2. The amended Design Guidelines-Lyngblomsten at Lino Lakes provide additional
development guidance.
3. A separate administrative permit application is required for the restaurant accessory
outdoor dining.
4. Commercial tenant storage areas and materials shall not be visible from the outside.
BE IT FURTHER RESOLVED the following items shall be addressed prior to release of the
final plat mylars:
1. All comments from City Attorney regarding the title commitment and final plat shall be
addressed.
a. All mortgage holders need to consent to plat and the development agreement.
BE IT FURTHER RESOLVED the following items shall be addressed prior to issuing a
building permit:
1. All comments from the City Engineer memo dated August 4, 2026.
2. All comments from the Environmental Coordinator memo dated August 4, 2026.
3. The following documents shall be recorded:
a. Final Plat
b. Development Agreement
c. Anoka County License Agreement
d. Ordinance No. 04-26 vacating drainage and utility easement.
Adopted by the City Council of the City of Lino Lakes this 10th day of August, 2026.
