He will have a summary available that will be forwarded to the Council before the work session on Wednesday. In response to council discussions regarding housing, the developer has committed to the following: Total number of units: 450 Total number of owner occupied units (60 %): 270 Total number of rental units (40 %: 180 Total number of affordable units (20 %): 90 Total number of owner occupied affordable (36 %): 30 Total number of renter occupied affordable (67 %): 60 Total minimum senior units (13 %): 60 The developers are continuing to work on a variety of senior housing alternatives, including condominiums, cooperative housing, assisted living and rental. • • WS -3 WORK SESSION MEMORANDUM To: City Council From: Michael Grochala Date: October 6, 2004 Re: Work Session Item No. 3 — Hardwood Creek Project Update On September 20, 2004, Hardwood Creek, LLP., held a public informational meeting at the Lino Lakes Senior Center. Approximately 20 community residents attended. A project summary including a summary of comments received at the meeting is attached for your review. Staff will also provide a review of the I -35E corridor study proposal which is scheduled for City Council authorization on October 12, 2004. • O Memorandum to Lino Lakes City Council for October 06, 2004 City Council Work Session Project Name: Hardwood Creek of Lino Lakes Description: Developer: Community Partners: Community Involvement: Conclusions from Various Community Meetings: Master - planning the 362 acre site which is located adjacent to I -35E and County Road 14. The site is currently guided to be primarily industrial. We are researching and master - planning the site with alternative uses. April 29, 2004 City of Lino Lakes Work Session with various City committee members - discussed the master planning the project and the issues affecting the project. May — August, 2004 meetings with various community partners. September 20, 2004 Community Information Meeting Feedback received to -date has been consistent with typical community surveys and informational meetings recently conducted by the Anoka County Highway Department related to planning highway improvements in the area. • Residents are primarily concerned with the current and growing traffic congestion in the area. Next Steps: Most residents have indicated a desire to see the site developed with uses other than industrial. We received positive feedback for planning the site as multi -use residential, commercial and retail. Most residents wanted to maintain a sensitivity to the environment as well as including more landscaping, plantings, etc. • Contribution to the City of Lino Lakes' AUAR study • Preparation of assumptions for the AUAR • Project Schedule (attached) • Continued Community Involvement We are in the process of setting up a website at www.hardwoodcreeklinolakes.com for presenting information to the community on the project and for residents to send in comments. The website will be linked to the City of Lino Lakes website, too. • • • WS -4 WORK SESSION STAFF REPORT Work Session Item No. 4 Date: Council Work Session, Wednesday, October 6, 2004 To: City Council From: Mary Divine Re: Proposal for Apollo Business Park United Properties is interested in building approximately 100,000 sq. ft. of • warehouse /office space on the 9.8 -acre site remaining in the Apollo Business Park. The project would be a good quality spec building designed for one or several users, similar to other facilities they have done in the metro area (see attached), with a value of approximately $6 million. They have also said they have guaranteed jobs in the 40 -60 range on these types of projects. • The parcel is within TIF District 1 -9, which expires in December of 2009. Because the district is aging, new projects would not generate enough increment to provide the type of subsidy most users are requesting without creating a new district, and the parcels have remained undeveloped. United Properties is requesting TIF to cover the assessments only to make the project economically feasible. Assessments in the Apollo Business Park were deferred, and are paid as parcels develop. The city can only recoup its investment in the Apollo Drive improvements if a property is developed. Assessments on this parcel are estimated in the range of $170,000. Early estimates of the increment that would be generated indicate assessments could be paid off in approximately two years. I'm seeking council direction on whether members wish to pursue this project using TIF to pay assessments on the parcel.
