CALL TO ORDER
Mayor Rafferty called the meeting to order at 6:00 p.m.
SETTING THE AGENDA
The agenda was adopted as presented.
REVIEW REGULAR AGENDA
The City Council reviewed the consent agenda items.
The Human Resources and Communications Manager presented the names of the two candidates
for appointment this evening as Police Officers. She stated that both are current Community
Service Officers (CSO's) and the appointments will be effective upon receipt of POST licensure,
which is anticipated around August 1011
Mayor Rafferty recognized the commitment of the two current CSO's to serving as Officers with the
City of Lino Lakes.
The City Engineer reviewed the 2026 Seal Coat and Crack Fill Project, stating that the project is now
complete and therefore the final payment is being presented for approval. The total project costs
were just under budget.
The Community Development Director presented the request to purchase wetland credits for the
Otter Lake Road Extension Project. He noted that a with this project the final city owned credits
would be applied and additional outside credits would also be purchased.

The Community Development Director stated that two quotes were received for the materials
testing work for the Otter Lake Road Extension Project. The low quote was received from WSB and
that is recommended for approval this evening with Resolution No. 26-142.
The City Engineer presented the 2026 Birch Street Sewer Crossing project with a request to award
the construction contract and approve the construction services contract. She stated that this
project was re -bid with a later timeframe based on the high bid prices received with the original bid.
The low bid with this new timeframe was $230,000 less than the original low bid.
The City Engineer reviewed the request to approve Payment No. 2 and Final Payment for the Andall
Street Culvert Project. She stated that the project replaced the culvert in kind and meets the
requirements of the Rice Creek Watershed District.
Mayor Rafferty asked the Community Development Director for an update on the Public Works
Building construction project.
The Community Development Director stated that environmental review was conducted prior to
construction and is continuing during construction. With the start of construction, the area under
the building was found to have material that has been sent for water and soil environmental testing.
Work is on hold until the results are returned. Once the results are received, if needed a Rapid
Action Plan will be developed and submitted to the MPCA for any remediation. Possible remediation
could include soil replacement or installing a vapor barrier depending on the test results. The
project timeline related to the paving work is of the biggest concern, if there are project delays.
CITY ADMINISTRATOR UPDATE
The City Administrator presented the 2027 Budget meeting schedule. The Preliminary 2027 Budget
& Levy will be presented for action at the September 14th meeting. The Final Budget & Levy will be
presented at the December 7th meeting. The City is currently waiting on tax information from Anoka
County to finalize the first draft of the 2027 Preliminary Budget & Levy.
