Interview engineering firms • 6:00 p.m. SEH • 7:00 p.m. WSB • 8:00 p.m. TKDA • Next steps Adjourn MEMORANDUM DATE: April 14, 2011 TO: City Council FROM: Michael Grochala, Community Development Director RE: City Engineering Services Interviews — April 18, 2011 Interviews for City Engineering services will be held on Monday, April 18, 2011 beginning at 6:00 in the Community Room. The schedule is as follows: 6:00 SEH 7:00 WSB 8:00 TKDA The firms will be allowed approximately 15 minutes for a presentation to be followed by a question and answer period. A list of questions has been prepared and is enclosed. Each of the firms recommended for interview are full services firms and are well qualified to provide the services requested by the city. Enclosed are copies of each firm's proposal. Each firm has taken a slightly different approach to compensation. I should note that the proposals are not readily comparable. TKDA has proposed standard hourly rates for all services. SEH has proposed a "City Engineer" hourly rate and a standard hourly rate based on specific services. WSB has proposed a "Retainer" for predetermined general services and a standard hourly rate for additional projects. The WSB retainer fee is not all inclusive of engineering requirements and should not be considered a "total" fee for engineering services. Each of the proposals are open for discussion and negotiation should the council determine a preferred firm. Enclosures Engineering Interview Questions Engineering Proposals Request for Proposal Document Interview Questions — City Engineering Services Note: Interview format — 15 minute presentation followed by question and answers. 1. Please tell me what you know about our City and its engineering needs? What do you think will be the 2 most challenging issues from a Municipal Engineering perspective for the City of Lino Lakes in the next 5 years? 2. Do you work exclusively with the public sector? If not, who are your "other" clients? What percentage of revenue is from "PRIVATE" work? 3. What other cities does the primary engineer work with? Can the primary engineer respond to immediate concerns given other work commitments? 4. Situation: The City undertakes a road reconstruction project in a traditional residential neighborhood setting for which your firm is primarily responsible for the design, oversight and execution of the project. With the completion of the project in one cul -de -sac area a resident's basement is now flooding due to the elevations of road surface being altered. In your opinion, who is financially responsible to correct these elevations and to reimburse the resident for damages? 5. Does your firm have an internal "Quality Control" capability. Please explain how the City of Lino Lakes would be benefitted by such capability. Tell us about a significant mistake was made with a city client, how it was found, how it was corrected, and how did you ensure it didn't occur again. 6. What process do you use to replace a team member assigned to Lino Lakes if they should leave, retire or be reassigned within your company? 7. The City will retain the right to send out RFP's for engineering services for particular projects, would you have any issues or problems as the City's General Engineer with this approach? FOR SEH AND WSB ONLY. Would this effect your proposed "City Engineer Rates ". 8. Describe your experience preparing a Storm Water Pollution Prevention Plan (SWPPP), Plan implementation and annual reporting. FOR SEH AND WSB ONLY: Is this work included in your City Engineer Rate? 9. Describe your experience preparing and maintaining a Pavement Management Plan including pavement ratings, and recommended maintenance activities. FOR SEH AND WSB ONLY: Is this work included in your City Engineer Rate? 10. FOR SEH AND WSB ONLY: If selected as City Engineer how do you address inefficiencies during the "learning curve" for your various Project Managers and key inspectors and how long would this take? This provides an opportunity for all staff members to participate and share constructive comments and ideas on topics that are relevant to the continued growth and success of WSB. t• „■... _. Almormano In 2010, the leadership at WSB committed to enhancing our customer service and value to the clients we serve. A concerted effort was put into determining what engineering service attributes and customer service elements our clients value. Numerous discussions with our clients, contractors, 4 WSB: 2010 Year in Review and staff resulted in the development of the following initiatives: • Project Delivery Metrics - Used to track our performance on engineering projects and make improvements to our internal processes. • Customer Relationship Management Hardware - Provides a single point for data collection related to our client contacts and a method for documenting potential work opportunities. DRACL_EE CRM ON DEMAND • Project Specific Client Satisfaction Interviews - Used to gain feedback from our clients regarding our performance on specific projects and general engineering duties. • Project Change Management Flowchart — Promotes dialogue with our clients regarding project changes and makes certain that their input is documented and evaluated. The goal of these efforts is to provide our clients, and the people with whom we work, enhanced project delivery and customer service that will ultimately result in stronger and mutually beneficial relationships. DLVR DLVR PROGRAM DEVELOPING LASTING AND VALUED RELATIONSHIPS Pond Maintenance - This campaign generated our greatest number of contacts to date. As a result of those contacts, 29 clients attended the "lunch and learn" taught by Todd Hubmer and Paul Hudalla. With a timely topic, this "lunch and learn" provided WSB with an opportunity to inform our clients and allowed our staff and clients to build stronger relationships. Erosion and Sediment Control Certification Program — WSB provided an opportunity for our clients to attend a two -day Erosion and Sediment Control Certification Program taught by Erick Francis and Travis Fristed. Over 35 individuals from various cities and counties attended the program. WSB's Environmental Group provided up -to -date, real life examples of effective erosion control for small projects. INFOLINK INFQLINK *OIjflk In 2010, WSB's IS staff implemented our next generation web mapping application — InfoLink. The goal of InfoLink is to provide the GIS framework that will be required by organizations in the years to come. This begins with providing users with the ability to integrate data from other databases and web sites into a single web application. Going beyond displaying data, InfoLink provides users with the ability to update and create data through a web mapping interface. THE SOURCE The Source was developed to provide a transportation - focused newsletter featuring projects, current transportation topics, and highlighting WSB staff members. The goal of The Source is to share our transportation - related expertise with our clients. OPEN NTIC WSB started the program, Open Microphone, to enhance our staff's presentation and question answering skills. Communication is essential an we expect our staff to communicate in a manner that enhances our client's position. Presentations occur approximately twice a month over the lunch hour. In some cases, it is a presentation that has or will be given to clients or at a conference. In other cases it is something the presenter has worked on or finds interesting but is looking simply to improve. Afterwards, the audience provides constructive feedback to the presenter. In some cases, presenters have recorded their presentation so they can also critique themselves later. Nancy Zeigler led the program development and is currently coordinating it with several other engaged volunteers. Azzomama WSB produced revenue growth in 2010 and maintained a respectable profitability. The profits were reinvested into our staff retirement accounts and allowed the company to replace a portion of our fleet and invest in other capital expenditures to improve efficiency. To better accommodate our increased work in design build, we have chosen to increase our professional liability insurance to a level of $5/$10 Million. This is a significant upgrade from the $2/$4 Million that we carried previously and will allow us to compete for the significant projects that we regularly undertake. We have increased our cash balance in each of the past three years, which has allowed us to hire and maintain key staff that will help us continue to succeed in this new economy. Meanwhile, the City's infrastructure will continue to need ongoing maintenance or outright replacement. Although there isn't one easy solution, Short Elliott Hendrickson Inc. (SEH ®) has identified some opportunities to provide highly efficient, cost - effective City Engineering services that helps the City's bottom line by: • "Right sizing" engineering services • Reducing project costs • Supporting City referendum efforts As your proposed City Engineer, our team would build on the successes we have experienced in other communities, such as the City of Cambridge, where we have: • Achieved project savings of $867,000 over the last three years • Realized NO cost overruns on $23 million of 2001 -2010 street improvements • Secured $10.5 million in funding from a dedicated team of funding specialists SEH has supported the City on a range of municipal projects for more than 20 years. We look forward to building on the work that we've already completed with the City, including New Subdivisions, the Lake Drive Interchange, Town Center improvements, and our ongoing Geographic Information Systems (GIS) support. We believe these examples demonstrate our commitment to helping the City achieve its objectives across the breadth of SEH's technical disciplines. The City will receive proposals from a variety of firms with the technical expertise necessary to deliver City Engineering and support services; however, we are confident that SEH is the best fit to help the City of Lino Lakes deliver quality services in a value- oriented manner. City of Lino Lakes • City Engineering Services 1 page 4 Basis for Compensation Our primary goal in serving you is to provide superior service at a fair price. Hourly rates are just one factor in the total cost of services and more importantly, the value that you receive. Sometimes artificially low rates mean that less experienced staff provide most of the service while spending more hours, or billing for every minute, phone conversation and meeting, resulting in higher total costs. When reviewing our hourly rates, you will find them to be fair and comparable with similarly qualified firms. We propose the following: SEH Hourly Billable Rates Principal /City Engineer $120 $140 Assistant City Engineer $95 $110 Project Manager $95 -145 Project Engineer /Architect/ Planner /Scientist $80 -125 Lead Technician $90-115 Staff Engineer /Architect/Planner / Scientist $70 -105 Senior Technician $75 -105 Survey Party Chief $65 -95 Technician $50 -80 Survey Assistant $40 -70 Associate Technician $45 -70 Office /Administrative $45 -70 Effective: January 1, 2011 Expires: December 31, 2011 Other Fees and /or Charges • Because general City engineering services (non - project work) are usually funded by your General Fund, we have reduced our standard billable rates for the City Engineer and Assistant City Engineer for these services. This type of work includes providing regular City Hall office hours, attending regular meetings with staff, managing your stormwater system, coordinating with developers, administering the Municipal State Aid street system, certificate of survey reviews, and updating your CIP and GASB annual asset inventory. • In order to provide more value for you, we will provide the following at no charge: — Attendance at your regular City Council meetings. — All work involved with the transition from your current Engineer, including attending City staff meetings and reviewing your policies, procedures and practices. — Routine phone calls. basis for compensation 1 page 1 • Rates include overtime premiums, computer costs, cell phones, and routine copying and postage. • Services will be invoiced at our proposed billing rates plus the actual cost of reimbursable expenses on a monthly basis. Reimbursable expenses include plan and report reproductions, survey equipment and mileage at the current IRS rate. • Project related work including conducting feasibility studies, preparing plans and specifications, and observing and administering construction will be invoiced at standard billing rates. • Project budgets will be reviewed and approved by City staff and Council and fees incurred above these budget limits will not be invoiced unless otherwise approved by the City. If the City is interested in negotiating a fixed retainer fee for these services instead of using an hourly basis, we will do so. The specific services covered by the retainer would be reviewed and negotiated in detail by both parties, and then reviewed and renegotiated annually. Approach to City Engineering for Lino Lakes As one of the largest and most diverse municipal consulting firms in the region, SEH has the comprehensive resources and staff to deliver all services identified in your request for proposals. As a key member of the City's staff, your City Engineer must function like a full -time staff member while also providing the right amount of services to meet your needs. We must constantly tailor services to meet your current needs but yet always be available to provide more when necessary. Proven Extension of City Staff We have dedicated Todd Blank as your City Engineer. Todd has over 23 years of Municipal Engineering experience, is a Principal of SEH, has provided effective City Engineering solutions for more than 15 years, and is supported by a full- service team with successful Lino Lakes experience. Todd will be assisted by Tony Kutzke. We will review your needs together with you and determine ways to reduce your engineering costs. This may include finding ways to provide accessibility to you and the public while reducing standard City Hall office hours, or finding ways to use tools like GIS to improve operations. Todd will provide flexible City Hall office hours that allow appropriate access while potentially reducing your engineering costs. We will provide a level of service that efficiently fits your current needs and creates more value for you. When not at City Hall, we are still accessible to your staff and constituents. You can expect a prompt response, sometimes within minutes, even if just to acknowledge an issue and discuss solutions. If we are not at City Hall, we can be there in less than 30 minutes. As a City Engineer, Todd has attended regular Department Head meetings, Community Development team meetings, held regular City Hall office hours and even served as acting Community Development Director when there was a staff vacancy. This experience allows us to get up to speed quickly to provide more value for you. Transition Plan When a City makes a change in their professional staff, one concern is the transition to a new firm that may not be familiar with the City or City staff. Having worked for the City for over 20 years, and most recently on the Town Center and Lake Drive Interchange projects, we are familiar with the City. Todd has also worked closely with Mike Grochala in the past as his City Engineer when Mike was Community Development Director for the City of Cambridge. Tony also has experience in serving Lino Lakes. Therefore, a transition would be relatively smooth and would not take long. To provide you better value, we will attend City staff meetings and review your policies, procedures, practices, and systems at no charge during the transition period. We will continue this until you are comfortable this transition is complete. Cost- effective Implementation of your Capital Improvement Program (CIP) With a multimillion dollar CIP and an increasing need to reconstruct your aging streets, you must be confident that your projects will be completed as expected, on time, and under budget. It also means that property owners are informed and involved, and assessments are fair for the improvement value received. For your street and utility projects, Todd Blank will be the Project Manager assisted by Tony Kutzke as the Lead Project Engineer. They will be supported by other professional staff as necessary. Todd and his team have successfully delivered these projects for other communities for over two decades and provide you confidence in your future success. For other capital projects, Todd Blank will be the Principal -in- Charge with overall responsibility for delivering our services, and will be assisted by various specialized SEH teams. We will involve project property owners, business owners and other stake- holders up front with informational meetings, design updates, clear and complete information for public hearings, and regular construction updates so that the project is accepted and successful for all. Over the last 10 years, Todd has successfully used this process to help the City of Cambridge improve over 12 miles of their downtown and surrounding neighborhoods. All of these projects, totaling $23 million, have been completed for less than the low bid amount with no contract overruns. This provides more funding for additional projects. Todd and his team have also successfully completed major street and utility reconstruction projects for the City of Oakdale every year for the last 17 years totaling more than $30 million. During the construction process, we will conduct weekly progress meetings that can also be attended by your staff. We provide written updates of weekly progress to City staff and Council, and have a full communications support staff to assist with informing the public. Advocate for the City with Agencies We have long- standing working relationships with agencies including the Minnesota Department of Transportation (Mn /DOT), Anoka County, the Rice Creek Watershed District, the Vadnais Lake Area Water Management Organization, the Minnesota Department of Natural Resources (MNDNR), the MPCA, and the Minnesota Department of Health (MDH). We routinely work with Anoka County staff at all levels on projects ranging from signal systems to freeway interchanges like your recent Lake Drive project. We also work with and maintain close working relationships with Mn /DOT staff at all levels and are fully experienced in maintaining Municipal State Aid street systems and maximizing funding opportunities from annual funding allotments to cooperative agreements to turnback projects. Some projects take creative partnerships and flexible project delivery approaches in order to be successful. An example of this is when Mn/ DOT finalized their plans to reconstruct Trunk Highway 95 in Cambridge and the City also had a need to improve two adjacent local streets. We worked closely with Mn /DOT to determine the most efficient way to achieve the best finished product and ended up designing the City's improvements, incorporating that design into Mn /DOT's, and then partnering with Mn /DOT to perform the actual construction. During construction, Public Works led the City's efforts and we supported them as needed. This flexible, non - traditional approach was the best one to use on this project, it was successful, and it saved the City money. I am pleased to hereby recommend SEH as a full service engineering firm, and specifically Todd Blank and his team as City Engineer. We have worked side by side with SEH and Todd for nearly 20 years, and they have served as our City Engineer for the last 15 years. I have personally worked with them closely over the last 8 years to improve our community. Todd is an effective extension of City staff. He holds regular office hours at City Hall to provide better contact with staff and the public, and is flexible with this in order to be cost effective. This can range from being on call and visiting when warranted to regularly spending 1 -2 days per week depending upon City projects under construction. This flexibility helps us because it provides the right amount of engineering services at the right time, and we don't pay for more. As City Engineer, Todd has also been a key part of our team that improves our community both commercially and residentially. From concept development through platting, site plan review and construction, he and his team assure that the City's goals and requirements are met and that costs are fairly covered from the developer. Todd also developed and continues to implement our successful street reconstruction program. This was started in 2001 with the most difficult area in the heart of downtown, and has continued annually. He works closely with City staff to develop public support and secure funding for these projects, design them cost effectively, and manage them to come in under budget. Over the last 3 years alone we have achieved over $800,000 in savings that we can now use for additional projects in these fiscally challenging times. SEH, Todd Blank and his team have supported the growth and success of our community, given us a great return on our engineering investment, and I am confident that they would do the same for you. City Engineering Services City Engineering Services that assist Lino Lakes in: • Reviewing your engineering operations and identifying ways to reduce your budget. • Assisting you with continued growth to improve your tax base. • Helping you implement a successful street reconstruction program. Improving Your Community and Tax Base We will be a key member of your team to help improve your community with new and redeveloped commercial and residential areas which in turn improves your tax base. We will be work closely with Community Development and Public Works staff to ensure that these projects achieve not just the developer's or business owner's goals, but also the City's goals and requirements. We will review concept plans and provide guidance to help shape the project, review and recommend approval of preliminary and final plats, site plans, and corresponding public infrastructure improvements, and help you administer construction to ensure that you receive the improvements you expect and also that your costs are covered. Maximizing Your State Aid Funding We will review, maintain and update your Mn /DOT Municipal State Aid (MSA) street system to help maximize your funding for street maintenance and improvement. This Mn /DOT program requires annual review and reporting, and is the basis for your share of gas tax funds which you receive annually. This is a finite revenue source shared by all Cities, so it is important that your system is properly managed to receive the most funding. Our management along with a positive working relationship with your local Mn /DOT State Aid Engineer, Greg Coughlin, assures you receive maximum funding. Todd has over 15 years experience successfully managing a state aid street system highlighted by increasing annual funding received by 20% over the last five years, securing an additional $350,000 in funds for a trunk highway turnback project — even after funding was at its capped limit, and negotiating a $2.1 million payment from Mn /DOT for another trunk highway turnback. Capital Improvement Planning (CIP) and improving Your Streets We provide you a team whose focus is street reconstruction. We will work closely with your Administrator, Public Works, Community Development, and Finance staff to review, update and successfully implement your CIP and especially your street reconstruction program. Todd and his team have helped initiate, implement and administer these programs in the cities of Cambridge, Oakdale, Vadnais Heights, Crystal, and Plymouth. Aging streets must be improved to meet your community's needs and to maintain property values. With over 100 miles of public streets to maintain, this is an increasing challenge for you. Maintenance with seal coating and overlays alone are not enough and eventually a street must be reconstructed. These projects are not always popular, and they are difficult to do with your Charter rules, but they are necessary and must be done. With our public communications support staff, we will work closely with you, your attorney, and financial advisor to fund a way to improve your streets. Our proven record of consistently delivering these projects under budget provides confidence in future success. It is difficult to implement and maintain a successful street reconstruction program. We provide you a proven team. Working closely with Mike Grochala, Todd has done this before in the City of Cambridge where, about 15 years ago, another consultant tried to start a street reconstruction program but after two years was unsuccessful. SEH performed a pavement management study, prepared a comprehensive street reconstruction program, and began implementation in 2001 with a downtown area reconstruction. Ten years later, over 12 miles of business district and residential neighborhoods have been improved at a total cost of more than $23 million with no cost overruns. Our proven record of consistently delivering these projects under budget provides confidence in future success. We look forward to this same success with Lino Lakes. 8 years of experience Master of Science, Infrastructure Systems Engineering, University of Minnesota - Twin Cities Bachelor of Science, Civil Engineering, University of Wisconsin- Madison reconstruction and Tony Kutzke, PE Assistant City Engineer As your Assistant City Engineer, Tony will work closely with Todd as an extension of your staff. Tony routinely assists the City Engineer with project design, construction administration, and attending City Council meetings. Tony was a construction site engineer for your Town Center and Lake Drive interchange projects, and he currently is the primary engineer serving the City of Vadnais Heights where he is responsible for delivering a wide variety of services including annual street maintenance projects. Todd and Tony are both located in the SEH St. Paul office, which is less than 15 miles from Lino Lakes City Hall. They are available to provide City Hall office hours to best fit your needs. Our team is less than a half -hour away and with a support staff of over 20 other municipal engineering and approximately 200 other engineering professionals from this office alone, they have the full resources to quickly meet all of your needs. We do not serve the City of Hugo, North Oaks, Circle Pines, or Columbus, and we occasionally do some specific project related work for the Cities of Blaine and Shoreview. Any work done in those two cities that affected the City of Lino Lakes would be done by separate staff from the Lino Lakes team and the work would be discussed with the City of Lino Lakes ahead of time to ensure no potential conflict of interest exists. We therefore do not see any conflicts of interest in serving the City of Lino Lakes. As your City Engineer we will become an effective and flexible part of your staff. Ethics and Insurance Claims We have had one ethics complaint within the last five years. When a developer failed to pay for our services, we filed a mechanic's lien against the fee owners of the subject property, one of them being a seller to the developer. The seller responded by filing an ethics charge with the state licensing board. The board found no violations of any statutes or rules and the charge was dismissed. As with any large firm operating out of almost 30 offices between Denver and Indiana, there are from time to time claims filed against the firm. A good share of the claims are nuisance or third party claims. We involve our insurance carrier early to assist in resolution of claims well before any court appearance might become necessary. Most issues are resolved through negotiation or mediation, rarely by the courts. We are unable to share any information on most of our claims because they are settled confidentially through mediation. However, one example of a potential claim relates to the permeable pavers installed on the Lino Lakes Town Center project. Settlement occurred unexpectedly in the newly place street paver bricks, SEH and the contractor worked out a solution and shared in the cost of the repair without involving the city or even our insurance carrier. It is our practice to take responsibility for our actions, and correct issues that do not meet expectations before they escalate to claims. Overall, our insurance agent contends that our claims history is better than average, which is reflected in reduced insurance premiums again this year. page 25 1 Short Elliott Hendrickson Inc. City of Lino Lakes • City Engineering Services 1 page 26 WSB & Associates, Inc. Engineering 1 Planning 1 Environmental 1 Construction 701 Xenia Avenue South Suite 300 February 18, 2011 Minneapolis, MN 55416 Tel: 763-541-4800 Fax: 763-541-1700 Mr. Michael Grochala, Community Development Director City of Lino Lakes 600 Town Center Parkway Lino Lakes, MN 55014 Re: Proposal to Provide Engineering Services for the City of Lino Lakes -- Dear Mr. Grochala: The delivery of public services is under pressure due to the redirection of public funding. Conventional thought says that you now have to get by with less. At WSB, we believe that it is time to do things differently. We have found a way to develop honest relationships and deliver engineering services in a cost effective, thoughtful, and project driven manner. In fact, we were recently asked how we are different than other engineers. We would answer that question like this: • Our City Engineering client relationships, service areas provided, and our staff numbers are growing. WSB has added five new City/Township Engineering client relationships over the past two years. Additionally, at the request of some of our clients last year, we added Community Planning and Environmental and Stormwater Compliance services to our list of expertise. Even though the recent economic downturn has caused most of our competitors to cut staff and reduce services, we have been growing! • We deliver funding to leverage city dollars. We understand that in order to be an effective City Engineer, we need to bring funding with us to the communities that we serve. From $1.5 million for a water reuse facility in St. Anthony to $9.2 million in SaM funding for an interchange in Rogers, to water system and park funding, we have been successful at doing just that. WSB is the engineer for three transportation corridor advocacy organizations (TH 169,1-94, TH 23) and we regularly advocate for projects in our communities at the State Legislature and in Washington DC. A list of some of WSB's funding successes is shown on page 22. • We understand how to deliver projects efficiently and effectively. We are creative in finding solutions with a "can do" attitude. Our approach to developing projects focuses on _ determining how a project or a task can be completed, as opposed to why it can't be done. We are confident that our municipal client references can attest to this approach, and to the high quality results of our mutually beneficial relationships. • We serve numerous municipal clients and maintain many direct City Engineering relationships. As you will see on page 13 of the proposal, we serve more than 50 municipal clients in the metro area, 21 of them as the City/Township Engineer. We have two City Engineering Clients that work with WSB as their in- house staff similar to the City of Lino Lakes' current consultant relationship (Rosemount and Champlin). We are able to utilize this base of knowledge and expertise to provide new and creative solutions for municipal projects in the City of Lino Lakes. • Municipal engineering is our primary business. 75% - 80% of our business is derived through our municipal client base. Although we have expertise in all of the engineering disciplines that will be required by the City's infrastructure projects, our core business and our strong reputation is as a City Engineering firm. Minneapolis 1 St. Cloud Equal Opportunity Employer Mr. Michael Grochala February 18, 2011 Page 2 of 2 We hope that you consider three things when you compare WSB to the other firms that are proposing their services to the City of Lino Lakes: 1. Jason Wedel has unique experience and is the most qualified candidate. Jason has experience working as a consulting engineer for the City of Lino Lakes and has been a staff Public _ Works Director /City Engineer for the City of Savage (population 25,000). He has also worked for a national land development and home building company that has been more affected by the economic downturn than any other industry. He will bring insight from multiple perspectives and has references that will attest to his character, personality, and qualifications. We hope that after you review this proposal and contact his — references, you will agree that he is highly qualified and the top candidate for your position. -- 2. WSB is proactive in delivering creative funding solutions that benefit our clients. WSB believes that by thoroughly understanding the goals related to a City's infrastructure system and economic development plan, we are able to create a roadmap that will lead to funding opportunities. We have developed a grant and funding database and have secured millions of dollars in funding assistance to address the needs of our clients. Page 22 provides some information related to WSB's assistance with our clients funding success. 3. Brian Bourassa is committed to developing a successful engineering relationship. Some of the proposal reviewers know Brian Bourassa. He is a 23 -year resident of the City of Lino Lakes who previously worked as a consultant engineer for the city, has been an active citizen, and has developed a love - for the community. You can be assured that Brian's commitment to the City of Lino Lakes will result in a high level of customer service from the WSB team and responsiveness to any and all issues. His role as the City's Client Advocate will guarantee that the City's needs are put first in our relationship. Brian's role as a member of WSB's leadership team provides him access to resources beneficial to the City. Finally, as you consider transitioning your City Engineering duties, your thoughts may turn to loss in regards to your current engineer – loss of relationships, of institutional knowledge, and efficiency. It is often said that people resist ▪ change when in reality; people don't resist change, but rather resist their real or perceived loss. WSB has transitioned into 21 communities as City Engineer over the last 15 years, with the latest being the City of Rogers. To give you a — sense of how that has gone, consider this quote from a current Rogers council member: MINIM "There were no costs incurred by the City of Rogers that I can attribute to the transition to WSB. This was impressive considering our long history with the previous consulting firm... I've seen that their thinking out of the box and personalized service has been beneficial to many of the projects we've undertaken because they've taken the time to get to know us and our community." Jay Bunting, City of Rogers Council Member We are excited about the prospect of developing a lasting, collaborative, and trustworthy relationship with you and your staff. Thank you for the opportunity to illustrate our engineering capabilities. Please contact either of us at ▪ 763- 541 -4800 to discuss our next steps together. - Sincerely, WSB & Associates, Inc. Jason Wedel, PE Brian J. Bouras §a, PE Proposed City Engineer Associate /Proposed Client Advocate yin Bring S eivi1cres ,, Basis for Compensation We recognize that compensation for services is a critical component to a successful engineering relationship. Additionally, there are several options for establishing a compensation program for City Engineering Services. Some of the options for compensation that we are aware of are listed as follows: • Standard hourly rates • Reduced rate for general engineering • Variable rate for engineering services - general engineering vs. city improvement projects vs. developer projects • Reduced rate for a defined amount of hours • Hourly rate for general engineering duties with a maximum annual fee • Flat rate retainer for general engineering We recommend a customized approach to providing engineering services. Our customized approach provides a flat rate retainer for general engineering duties and standard hourly rates for additional project assignments. The flat rate retainer would provide for office hours and establish a defined list of general engineering assignments to be completed. In the Approach to Scope of Services section we have identified the list of assignments that typically would be required for a City similar to Lino Lakes. However, since each City is unique, we propose that the final list of general engineering assignments be established and mutually agreed upon during the transition period. We believe that a reduced Flat Rate Retainer for general engineering services and a standard hourly rate for WSB AIMMININk & Associates, Inc. additional engineering assignments will provide several benefits for the City: • Detailed and specific general engineering services established and agreed upon • Budget consistency • Accountability from the Engineering Consultant • Staff direction regarding the role of the City Engineer • Provides a consistent fee structure for public and private improvement projects We understand that the City's current consultant engineer provides office hours for 40 hours per week. However, based on the current economic downturn and the lack of development activity, we believe that a reduction in the office hours is warranted, provided that the general engineering duties are completed and the level of service is maintained. On the next page, there are two scenarios for you to consider regarding WSB's Customized City Engineering Services and Flat Rate Retainer Compensation Program. Basis for Compensation 11.1 Scenario 1 (Recommended) • Complete all of the general engineering activities agreed upon • Provide office hours for an average of 24 hours (three days) per week. - City Engineer for an average of 16 hours (two days) per week - Assistant City Engineer for an average of 8 hours (one day) per week • Provide additional engineering services as directed by the City Council and City Administrator according to the attached Fee Schedule. Flat Rate = $5,200.00 per month ($62,400 annually) Scenario 2 • Complete all of the general engineering activities agreed upon • Provide office hours for 40 hours (five days) per week. - City Engineer for an average of 24 hours (three days) per week - Assistant City Engineer for an average of 16 hours (two days) per week • Provide additional engineering services as directed by the City Council and City Administrator according to the attached Fee Schedule. Flat Rate = $8,500.00 per month ($102,000 annually) We understand that based on the level of development and construction activity, the City may require that the office hours remain fluid to maintain the desired level of service. We can adjust the required office hours or duties assigned as the City desires. We will also carefully track our time spent on engineering activities to facilitate an easy review and potential modification of the required office hours and assignments. We further understand that the City has strong opinions on how to structure the compensation portion of this agreement and are willing to discuss the compensation method that is the most desirable for the City of Lino Lakes. Part of the value that WSB will bring to the City of Lino Lakes is a solid business perspective. Should City staff change or the need for engineering services decrease, we will be proactive in adjusting our service. We will inform the City Administrator of our perspective on the change and recommend a modification of office hours and /or duties, to reduce the Flat Rate retainer. Our fee schedule, general approach to compensation, and sample invoices for general engineering services (retainer) and project specific services (hourly rate) are shown on the following pages. WSB & Associates, Inc Basis for Compensation Costs associated with word processing, vehicle mileage, cell phones, reproduction of common correspondence and mail- ing are included in our hourly rates. Our 2011 billing rates are shown above. In these challenging economic times, we realize that is it not business as usual from a billing standpoint. We have continued to tighten our belts and have found efficiency and technological solutions that have allowed us to maintain the same billing rates that we have had since 2008. In addition, WSB has always maintained an open door /open communication policy with our clients and we do not charge for general telephone calls. We feel it is important for our clients to be able to call our staff for general information or advice without the anxiety of getting invoiced for a ten minute phone call. He knows how difficult it can be for commissioners to make recommendations on projects, especially when there is public opposition, and can use his experience to facilitate meetings to reach the best possible outcomes for both the community. Related Experience Examples of Resolving Complex Issues One of the benefits of working with WSB is the depth and experience we have working on complex projects. Amongst our various disciplines, we are continually working on new and complicated projects. This provides a valuable resource for the City of Lino Lakes to utilize as a reference for future projects. Innovation Saves $2 Million One example of resolving a complex issue was B.J. Bonin's and Jamie Wallerstedt's experience working with the City of North Branch to locate their newest well. WSB located and designed Well No. 5 for North Branch Water and Light. The geology around North Branch posed significant problems that limited the yield of wells and made them prone to collapse. WSB conducted a geological study that resulted in Well No. 5 yielding 1,500 gpm of sand free water. Well No. 5 produces as much water as all of their other wells combined. This saved North Branch over $2,000,000 by eliminating the need for two or more wells, along with the associated pump houses. This project was honored with a MSPE Merit Award in 2008. Multiple Creative Concepts Facilitate Efficient State Review Another example of WSB's ability to work through complex issues is the work Brandi Popenhagen and Barritt Lovelace have done for the Anoka County Highway Department on the layout for the proposed interchange at TH 10 and CSAH 83 in the City of Ramsey. WSB's currently working through the federal EA (Environmental Assessment) process for a grade separated interchange at this location. This project involves a number of public agencies WSB MiiM & Associates, Inc. including Mn /DOT, Anoka County, BNSF Railroad, and the City of Ramsey. The federal EA process typically takes years to complete. To assist in expediting Mn /DOT's review of the interchange, Brandi and Barritt were proactive in creating 22 different alternatives for the proposed interchange. The preferred alternative has been identified and the EA is now focused on just one design, which created a much more efficient analysis for the remainder of the study. Experience with other Governmental Agencies Anoka County There are several recent and ongoing projects that WSB has been involved with Anoka County. • Federal Environmental Assessment (EA) for Lexing- ton Avenue (CSAH 14 to Bunker Lake Boulevard) — Blaine, MN • Signal Justification Report (SJR) for intersection of Bunker Lake Boulevard and Lexington Avenue — Ham Lake, MN • Pre - design and Federal EA for grade separated interchange at intersection of TH 10 and Armstrong Boulevard, including crossing of the BNSF railroad tracks — Ramsey, MN • Currently leading the first of its kind county design - build project on CSAH 14 — Coon Rapids, MN WSB's experience and familiarity with the Anoka County staff will ensure that all projects completed in the City of Lino Lakes will be coordinated efficiently. Related Experience gig Mn/DOT WSB has successfully worked on numerous projects with Mn /DOT over the years. A recent example is the new bridge that was constructed at TH 95 over 1 -35 in the City of North Branch. WSB was retained by the City to design a new four lane bridge along TH 95 with turn lanes, ramp reconstruction, and revised signal systems. The project included a pathway system as part of the pedestrian enhancements and safety improvements. The bridge was constructed in two stages to allow TH 95 to remain open throughout construction. WSB's services included the concept development, design of a Mn /DOT staff approved layout, right of way, environmental documentation, and assistance to the City in obtaining funding. The project was very important for the community; however, the City of North Branch was concerned over their share of the project cost. WSB facilitated negotiations between the City, County, and Mn /DOT that ultimately resulted in the approval of cost participation agreements. The City also received a cost savings, due to the streamlined design which led to their ability to capture stimulus funding. Based on the development of the cost participation agreements and design initiative, WSB was able to help make this project financially feasible. WSB's experience working with Mn /DOT will be invaluable to help the City maximize their MSAS Needs funding and facilitate future State Aid street projects in the future. WSB & Associates, Inc. Rice Creek Watershed District WSB has extensive experience working with the Rice Creek Watershed District. One recent project WSB completed within the RCWD is the Baldwin Park Water Reuse System located in the City of Circle Pines. This system was constructed to meet Rice Creek Watershed District's infiltration requirements. The project was part of the City of Circle Pines' 2010 Street Improvement Program. An existing irrigation system was modified so that stormwater runoff from a nearby pond could be used as the primary source for irrigation water. The system exceeds the District's rigorous infiltration requirements for the 2010 project, and will result in volume control "credits ", which the City can use to meet the District's infiltration requirements on future projects. This innovative approach facilitated retrofitting the District's infiltration requirements into an existing neighborhood. The system also reduces the potable water used for irrigation by two million gallons annually, and cost approximately $30,000 less than a conventional infiltration system to construct. WSB has a very strong working relationship with the Rice Creek Watershed District and a thorough un- derstanding of their design and permit- ting requirements. This background will provide the City of Lino Lakes with an unequaled capability to complete new projects in innova- tive and cost effective ways. It will also ensure the City of Lino Lakes has the greatest opportunity to receive any grants the watershed may be providing for special proj- ects. Over the past few years, WSB has been able to secure over $200,000 in grants from the RCWD for our clients. Related Experience Vadnais Lake Area Watershed Management Organization ( VLAWMO) WSB is familiar with the VLAWMO through our work on the City of White Bear Lake's public works facility. In addition, WSB has extensive experience working with or directly for a large variety of WMO's. We have prepared the WMO plans for the following organizations: • Elm Creek WMO (Champlin, Corcoran, Dayton, Hassan, Maple Grove, Medina, Plymouth and Rogers) • Rum River WMO (Ramsey, Anoka, Coon Rapids and Andover) • Gun Club Lake WMO (Eagan, Mendota Heights and Inver Grove Heights) • Richfield- Bloomington WMO (Richfield and Bloomington) • Lower Mississippi River WMO (Inver Grove Heights, Lilydale, Mendota Heights, St. Paul, South St. Paul, Sunfish Lake and West St. Paul) In the event that coordination is needed with the VLAWMO within the City of Lino Lakes, we are confident that our staff has the knowledge and expertise to work through any projects that may arise. WSB & Associates, Inc. Additional Relevant Information Alternative Engineering Techniques — "Green Design" Staff at WSB embraces the notion of developing sustainable or "green design" solutions. Balancing engineered solutions with natural resources and long- term maintenance is critical in developing a valuable green design. One recent example of developing a project using a green design was located in the City of St. Anthony. The City had several issues related to potable water demand and treatment, as well as drainage issues near Central Park. WSB developed a first of its kind, innovative project, which incorporated alternative uses for surface water runoff and filter media backwash water from the City water treatment plant. The design allows this water to be used for irrigation on their 20- acre City Park and City Hall site. The project reuses water currently discharged to downstream water bodies and eliminates runoff and the associated pollutants to Mirror Lake and the Mississippi River. WSB assisted the City in securing more than $1.5 million in outside grant funding from the Mississippi River WMO, Hennepin County, and the RCWD to assist in the construction of these improvements. The City did not have to contribute financially to the project! The project also received the following awards: • 2010 ACEC /MN Engineering Excellence Grand Award • 2009 LMC City of Excellence Award — Population 5,000 to 19,999 • 2009 MPWA Project of the Year — Honorable Mention • 2008 CEAM Municipal Project of the Year - Honorable Mention Related Experience 111. Approach to Scope of Services We understand that the City's current consulting engineer provides office hours to the City an average of 40 hours per week through a combination of the City Engineer's time and an associate's time. WSB is prepared to continue this level of service to the City of Lino Lakes if so desired. However, based on our experience of providing City Engineering services to other cities of comparable size, staffing levels and complexity, we believe that we can provide innovative and cost effective solutions to the City with fewer hours. Customized City Engineering Services Program As the economy has slowed over the last several years and land development has decreased, we have been proactive in refining how we provide service to our municipal clients. We also understand that no two cities are the same, so therefore the services that are provided need to be customized. WSB's Customized City Engineering Services Program is an innovative approach to providing a municipality with all of the typical benefits of a consultant City Engineering relationship and the benefits of an in -house engineer, together with a flat rate fee for general City Engineering duties. WSB developed this unique approach to providing City Engineering services based on input from Cities regarding routine engineering matters and their desire to better manage the budgeting process. At this time, we assume general engineering services to include the following items: • Hold office hours at City Hall (recommended three days per week • Attend City Council and Advisory Board meetings • Attend city staff meetings • Capital planning • Policy formulation • Infrastructure planning and maintenance reviews • Other agency technical report review "Working with WSB has helped make this extremely complex project exactly what it should be - a positive experience. The staff members have provided service beyond what we expected and they've taken immense pride in making our project a success." - MARK CAMPBELL MAYOR OF SAUK RAPIDS As discussed in the separate Compensation section, we propose the City's general engineering services be billed at a flat monthly rate and engineering services outside those general duties be billed at our standard hourly rates. WSB & Associates, Inc. • Preliminary meetings with potential developers • Respond to residents requests • Establish a library for City Engineering documents including updating maps and utility records • Compiling data annually related to sewer and water rates • Coordinating charge back costs related to developer projects • Acting as the City's liaison with other / agencies • Providing advice and recommendations to the City Administrator related to engineering needs • Developing policies for the Engineering Department • Maintain maps and GIS database • Annual MSAS Needs documentation Services outside the above services are provided at hour hourly standard rates and include items such as: • Storm water management and MS4 NPDES requirements • Miscellaneous surveying Approach to Scope of Services MN • GIS /asset management and rating of City infrastructure such as pavement and signage • Construction Services • Preparation of Engineering Reports /Studies • Private Development Review and Land Use Applications • Preliminary and Final Engineering Design • Contract /Construction Administration To fully develop the specific details regarding WSB's Customized City Engineering Services Program for the City, a complete assessment of the following information will be completed during the four to six week transition period. • Develop a comprehensive understanding of the City's policies and goals related to engineering items (Comprehensive Plan and other documents) • Develop a clear understanding of the City's engineering staff requirements - Office Hours - City Council and Advisory Board meeting schedule • Develop an understanding of any existing City Staff resources that could potentially assist with general city engineering or other engineering duties. • Identify the potential Capital Fund Engineering Projects and other Special Projects to be completed (CIP and /or Budget Review) • Identify the potential Development Projects to be completed (Review of Planning Cases) Based on this information, WSB will work with City staff to identify opportunities for increased efficiency and effectiveness in providing engineering services to the City. We are confident that we can enhance the organization performance and significantly reduce the City's existing expenditures for engineering services while still providing quality and timely service utilizing an experienced and highly motivated staff. WSB & Associates, Inc. A detailed description of our proposed service offering is provided in the attached Basis for Compensation section of this proposal. Comprehensive Transition Process We recognize that the current engineering consulting firm for the City has been in place for a number of years and that there might be some apprehension in regards to making a change and the perceived Toss of institutional knowledge. To address that concern, WSB has created a Comprehensive Transition Process. This process allows us to familiarize ourselves with the City's goals, needs, and policies. During the transition process we will review documents, meet with City staff, and educate ourselves. We expect that this process will take approximately four to six weeks to complete, after which we will deliver a report that provides the following benefits: • Clearly identifies the key elements of our relationship • Makes recommendations related to the City's goals and policies • Provides a tool for the City of Lino Lakes to look back on and measure the effectiveness of the WSB Team • Provides a resource about the City Engineering role for new staff, council, and board members All expenses incurred by WSB during the transition period will not be charged to the City. This will include time required for review and coordination that may be required with your current consultant as they complete their projects, including: • CSAH 14/35E Bridge • Ware Road and Birch Street Signal • Main Street and Lake Drive Signal Approach to Scope of Services References, Potential Conflicts, and Claims References City of Rosemount Dwight Johnson - City Administrator (651) 322 -2006 dwight.johnson@ci.rosemount.mn.us Ask Dwight about how WSB assisted the City in actively pursuing and securing a $2.96M Federal Stimulus for CR 73 (Akron Avenue). References, Potential Conflicts, and Claims Conflict of Interest WSB does not perceive any conflicts of interest with the City of Lino Lakes. We take the issue of conflict of interest very seriously throughout our organization. Since our inception, we have chosen to work with governmental agencies and do not work for private developers involved in residential and commercial development. WSB feels that the conflict of interest in working for private developers is one that is difficult to overcome with the general public when working for public clients. While we regularly have dealings with agencies on behalf of clients, we believe in solutions with mutual benefit for our clients. WSB & Associates, Inc. Insurance Claims/ Ethics Complaints WSB has been named in two lawsuits in the past five years. The first one was a delay claim for issues out of WSB's control and was recently settled out of court in mediation. The second one was just recently filed and is related to a personal injury claim for a project that was designed by WSB and constructed by others. We are unable to provide any other information at this time in this proposal. We would be happy to meet with you individually to discuss if necessary. We have not ever had a claim end up in court and we have maintained positive relationships with all of our clients. References, Potential Conflicts, and Claims elli WIMM Proposal to Prop ICe fwd Funding for Municipal Projects WSB diligently tracks and stays atop of funding and grant opportunities. We developed an extensive grant database that gives key grant representatives within the company notifications of upcoming grants. These alerts are distributed throughout the company and are available to our clients as well. Our database also includes archived successful grant requests. These provide examples which allow us to best prepare for and position our clients for successes related to grant and funding applications. Having served your community for 29 years, we have stood next to you during infrastructure growth and budget challenges. Though many aspects of the community have changed, our commitment to providing excellent customer service and the most efficient, cost effective solutions has never wavered and will continue into the future. Our strong relationships with Lino Lakes staff stems from having the right City Engineer in place to serve your needs. Jim Studenski, P.E., has made it a priority to get to know each staff member and to understand how Engineering and TKDA staff can best serve the City. His role as team member, consultant, and leader through economic challenges and staff changes has helped the community grow, and the City carry out its vision for the residents who live and work in the community. Throughout our tenure at the City, many improvements and efficiencies have been put into place. TKDA created building permit review forms, building foundation surveys, and certificates of grading to address building construction issues. Surface water management inspection and construction programs have been put into place to meet MS4 requirements. An inventory of the surface water system was created to help establish maintenance programs and prioritize improvements. A street maintenance program called CarteGraph was initiated which, for the first time, helped to efficiently inventory and rate the condition of all City streets. It utilized City staff input and defined a cost effective maintenance program. Rehiring TKDA through this process will continue our history of providing the City with high quality professional services that are responsive to your residents and staff. We will remain flexible in support of your needs as they vary through the years, and cost effective, adding value to the City. Our formula for success: Historic Knowledge + Long Standing Relationships = Value to the City Our Proposal has been submitted pursuant to your Request for Proposals and presents our understanding of Lino Lakes' needs. City of Lino Lakes i City Engineering Services • • 11 PERSONNEL QUALIFICATIONS Workload, Staff, and Resource Capacity Jim has been the City Engineer for Lino Lakes since 2002. His current workload allows him to cover City Hall full -time or at any reduced number of hours. He is also Baytown Township's Town Engineer which requires a very small amount of time each month. The proposed TKDA team is committed first and foremost to Lino Lakes and does not present any limitations to meet the needs of the City relating to both specific types of work and capacity. TKDA will meet your workloads because we are already staffed to do exactly that and have successfully increased and decreased our capacity over the years since 1982. In addition, as a "one -stop shop" with engineering expertise in traffic and transportation, water resources, utility repair and replacement, water treatment, lift stations, bridge design, public buildings, and sustainable design, additional TKDA staff and professionals are readily available to provide technical assistance for the City Engineer on any infrastructure need. The already dedicated TKDA team will continue to be available for the work anticipated by the City for 2011 and beyond. Adjusting our workloads to be commensurate with the needs of the City is the nature and responsibility of the consulting engineer. We have a history for adjusting our capacity to meet the City's needs as demonstrated by ramping up to meet a peak workload demand in 2004 and ramping back down significantly in 2008, 2009, and 2010. As future work dictates, Jim, Chris, and Gary are available to adjust capacity as needed. Their hours are split between day -to -day assistance on engineering matters, projects for the City and other communities. Chris is available to complete assignments as directed by Jim at a significantly reduced hourly rate. Time Sensitive Requests TKDA is fully prepared to meet the capacity and workloads for the City of Lino Lakes, including all time - sensitive or short notice requests. Our firm currently has three full -time staff that have a full understanding of the City's existing and planned infrastructure, and with the day to day operations of the City Engineering department. This unmatched institutional knowledge and redundancy provides the City with multiple resource options for timely response and to get answers quickly as issues and emergencies may arise. TKDA ENGINEERING • ARCHITECTURE • PLANNING Our Team approach will also provide continuous service to City staff and residents by the engineering staff during vacations, illnesses, and emergency situations. If the City Engineer is not available, the assistant engineer and lead construction services staff person are available to cover office hours and respond to resident or other stakeholder concerns. Other staff is available to provide specific technical assistance for time - sensitive or short notice requests and /or complicated issues. TKDA has been successfully providing services to the City since 1982. As specific situations have arisen, TKDA has been able to adjust accordingly. We offer a continued commitment to provide the necessary services to the City. Ware Road in Lino Lakes, MN Philosophy The City Engineer is responsible for implementing the vision of the City. Infrastructure can be built a variety of ways; the engineer must assimilate the community culture and advance the management and construction of infrastructure consistent with the core values of the community. Jim remains committed to creating value for the City of Lino Lakes in line with City values as he has for the past eight years. In his time with the City, he has developed an effective approach and philosophy for serving the City based on his commitment to infrastructure. His formula for success, Historic Knowledge + Long Standing Relationships = Value to the City is described below. City of Lino Lakes 1 City Engineering Services 12 PERSONNEL QUALIFICATIONS TKDA ENGINEERING • ARCHITECTURE • PLANNING Historic Knowledge TKDA has served as City Engineer for 29 years, with Jim working at Lino Lakes for 8 years. This historic knowledge of the community is extremely valuable to City Staff and Council Members. It means that project after project there is no "learning" costs to the City; there is no additional billed time to hunt down records or determine who to ask when. In addition, our experience has driven us to create many improvements and efficiencies for the City over the years resulting in a better use of City dollars. Many responsibilities of the engineering department contain elements that are repetitive from annual regional agency reporting requirements and preparing cost estimates, to the development of feasibility reports and construction documents for annual street projects. Using templates increases quality control and the overall quality of the final product while reducing the costs and associated engineering fees. Some specific examples of efficiencies we have developed include creating building permit review forms, building foundation surveys, and Certificates of Grading to address building construction issues. Surface water management inspection and construction programs have been put into place to meet MS4 requirements. An inventory of the surface water system was created, maintenance programs were established, and improvements were prioritized. A street maintenance program called CarteGraph was initiated which, for the first time, rated all City streets, utilized City staff input, and defined a cost effective maintenance plan. Knowing how the City operates, Jim can efficiently manage any project. He manages resources by assigning the team member with the right level of expertise for a particular task, delivering the best value to the City. Long Standing Relationships Jim views the engineering staff as a critical extension of City staff. It is important that he works together with City staff to help implement the goals of the City Council. This is best accomplished through open dialog and strong relationships. Jim has made it a priority to develop a professional relationship with each staff member. He asks the tough questions when needed and prioritizes projects based on goals of staff and council. Success as City Engineer also depends on the ability to learn quickly the unwritten rules of the organization, the unmapped paths to consensus building and approvals. Having worked with a variety of staff and council members at Lino Lakes, Jim is a valuable resource who can efficiently build consensus and move projects forward to meet the City's infrastructure needs. His relationship building stretches beyond the City to residents in the community; staff at surrounding communities; regional, county, and state agencies; and contractors who work in the area. All these connections help projects move smoothly and efficiently for Lino Lakes. City of Lino Lakes 1 City Engineering Services • • 13 PERSONNEL QUALIFICATIONS Value to the City Budgets are tight. Residents are looking to Staff and Council to make decisions that improve quality of life while being fiscally responsible. TKDA is the right choice to provide for your City Engineering services. We will: 1. Build on the already - established processes to continue to reduce fees. 2. Continually search for ways to more efficiently deliver services without compromising quality. 3. Utilize City staff to assist the engineering department with tasks such as administrative mailings, permitting, and infrastructure oversight. 4. Propose TKDA staff that is most cost effective to meet the project requirements. 5. Tap into relationships locally and regionally to better serve the community. -' Approach to Communication Effective communication is the key to a successful relationship between engineering staff, City Council, Administrator and Staff, the public, and the media. Jim will continue to use effective methods of communication including face to face, telephone, and emails, along with technical review memorandums, -- engineering studies, and construction documents. Reports, memorandums, and letters will be used extensively to document key decisions for future reference. Weekly staff meetings are a critical and effective tool for the provision of cost effective and efficient public services. Staff meetings between the City Engineer and the City staff including the Community Development Director, Planners, and Building Officials are held weekly to review engineering staff priorities and to get direction on project issues. These meetings help to ensure that the engineering department is working only on necessary assignments that cannot be handled by other City staff. TKDA ENGINEERING • ARCHITECTURE • PLANNING Jim is also responsible for preparing Agenda Statements for Council meetings. When making presentations to City Councils it is important to provide the appropriate amount of information to assist them in making an informed and educated decision and to preserve the official record for the matter being decided. Presentations must be carefully executed to help the City Council make decisions, being careful to stay high level and focused on key points adding detail only as support. An example of a weekly engineering update used for the City of Lino Lakes is included at the end of this Proposal. We believe that cities need to - work in partnership with the development community to provide for the successful development of new neighborhoods and retail and business opportunities. To create and implement a successful partnership with the development community, the engineering staff must be committed to proactive and high quality infrastructure planning, the use of standards, and a well defined communication and development review process. These key factors provide clear up front expectations for all parties resulting in streamlined plan preparation and plan reviews. Immo tOmm UMW Surface water improvements in Lino Lakes, MN It is equally important to be professional, fair, prompt, —' and timely when reviewing submittals or responding to construction questions while remaining committed to building quality infrastructure that will result in low long -term operation and maintenance costs in the best interest of the City. On occasion, the engineer's commitment to infrastructure with low long -term maintenance and operations costs comes in conflict with a developer's interest to have low capital costs. When this conflict arises, it is important for the engineer to review this conflict with community ▪ development, public works, and administration staff to determine a fair and acceptable resolution for moving forward in the best interest of the City. TKDA ENGINEERING • ARCHITECTURE • PLANNING Complex Issues TKDA has a long history of working on complex issues and tackling complicated projects, from difficult public facilitation meetings for the purpose of extending sanitary sewer to the City of Lake Elmo in the aftermath of the Met Council mandate, to being a key part of the technical team for rebuilding the I -35W Bridge in the wake of its collapse. Oftentimes in municipal engineering it is the simple, less glamorous projects that can be the most complex. Two specific projects in the City of Lino Lakes had complex issues to solve. Jim was the Project Manager for both. Elm Street Reconstruction: Many obstacles were present at the start of the project design, including gaining the full confidence of the public. The area was partially served by City utilities and required several different connection locations to provide sanitary sewer and water services. Under Jim's leadership, TKDA staff embraced the active public involvement to successfully navigate the assessment process. With the unique nature of the City's Charter, public confidence in the project was essential. Through extensive resident design involvement and communication, the project was accepted by the residents. This project involved the reconstruction of a State Aid Route consisting of 5,000 feet of collector street, 1,500 feet of watermain pipe, and 3,200 feet of sanitary sewer pipe. The roadway was widened and curb and gutter were added together with a pedestrian /bike path. The existing right -of -way varied throughout the project which required many acquisitions. Also, additional storm water facilities were necessary to meet Rice Creek Watershed District's storm water requirements. This required backyard easements to increase existing storm ponding including a vacant lot purchase to install a new ponding system. Storm ponding improvements were even necessary approximately one mile away from the project. Jim facilitated extensive coordination and unique designs to address concerns from the wide variety of properties along the road. The project went past residential properties, a senior resident complex, a church, and an elementary school. Traffic calming and trails were a high priority with the significant pedestrian traffic to and from the school. Continuing access throughout the project to the various types of properties required weekly meetings and notifications. Well No. 5: Placing a public building into an existing and established residential neighborhood requires significant efforts to make it acceptable to area City of Lino Lakes 1 City Engineering Services 16 RELATED EXPERIENCE residents. The City needed to add a water supply new well. A new site was planned on the north side of Birch Street at Black Duck Drive. This was a site that would be cost effective but also had its challenges. TKDA had designed the water system to take advantage of the Birch Street watermain corridor due to the location . _ within the entire City and the geological nature of the City's aquifers. MOOSE Inman The site was originally planned as a housing development. However, because of the site's significant wetlands, it couldn't be properly developed and the site became a City parcel. The well location presented many challenges to deal with the wetlands and the surrounding residential homes. Coordination with the residents was vital to address the well's visibility and solve other concerns about living in close proximity to a well. There were many construction hurdles to address with neighboring residents regarding noise and drainage concerns. Construction access required a very detailed plan for the watermain installation due to the large number of residents affected by any road restrictions during the excavation activity. The City Council was very involved in the process. ▪ They provided significant upfront guidance in the design to provide for a successful project. The City ▪ Council decided upon a few building design options that they wanted to see. Jim's staff then prepared the building options in large scale exhibits that showed how the final products would look in the future on the site. This allowed for the City Council to make a subjective decision on the building style. All of the components careful considerations provided the City with a successful new well. TKDA ENGINEERING • ARCHITECTURE • PLANNING Agency Experience Jim, as well as numerous TKDA staff members, have a strong professional and personal relationship with the Anoka County Highway Department, the Minnesota Department of Transportation (Mn /DOT), Rice Creek Watershed District (RCWD), and Vadnais Lakes Water Management Organization (VLWMO). In the role of Lino Lakes City Engineer, Jim is in constant contact with Anoka County coordinating City and County projects. Almost daily, he is in contact with RCWD regarding City and Watershed projects and residential issues. TKDA designs and oversees several projects for Anoka County and Mn /DOT on an annual basis and has been doing so for over 15 years. Currently, TKDA is facilitating Mn/ DOT's implementation of the quality management process for design- bid - build. As the City Engineer, Jim performs all the required annual Mn /DOT reporting including Certificate of Street Mileage, traffic counts, map updating and State Aid System Updates. He has also been the VLWMO representative for their monthly meetings. Funding for Municipal Projects As Municipal and City Engineers, the capital planning for public infrastructure is one of the core functions of our expertise. Critical to this expertise is the knowledge and understanding of how to pay for municipal infrastructure projects. There are many grant and low interest rate loan programs available to local governments to assist communities when the need for infrastructure exceeds the capacity of the community to pay for it. Specific programs exist for various types of infrastructure including water supply systems, wastewater conveyance and treatment, critical transportation systems, regional and recreational trails, innovative storm water management, and infrastructure support for economic development. For many infrastructure components, such as transportation systems, there are numerous funding assistance programs with very specific goals and priorities. TKDA staff understands what these programs mean to communities and to the viability of major improvement projects. We track these programs closely, paying attention to the annual funding levels, application cycles, eligibility criteria, ranking and priority criteria, and we maintain close working relationships with the funding program staff. We remain well versed in the programs and work diligently to bring critical infrastructure funding assistance to the communities we represent. Jim has experience with funding applications and remains current on funding trends locally, regionally, and nationally. He most recently submitted an application to the Minnesota Department of Health through the Drinking Water Revolving Fund (DWRF). DWRF provides below market rate loans for public water system improvements. City of Lino Lakes 1 City Engineering Services • • 17 ammo APPROACH TO SCOPE OF SERVICES TKDA has assembled an experienced and seasoned team to continue the role of City Engineer for the City of Lino Lakes. Jim will be assigned as your City Engineer. He is an experienced municipal professional with the knowledge, professionalism, and capabilities to manage your municipal infrastructure and function as part of your staff. Chris will assist Jim, taking on many of the routine functions of the position and completing these tasks and assignments at a reduced cost. General Services To be successful at the position of "City Engineer," it is vital to have a competent professional that can understand a City's multi- faceted perspective from the viewpoint of the many stakeholders. The City Engineer must work diligently to nurture strong relationships and must become assimilated to the culture of the community. Then, the day -to -day services must be proactive, responsive, and cost effective. Providing engineering services to the City requires a close partnership between TKDA, City staff, City Council, and other stakeholders and agencies. We must work closely with the City staff to accomplish this. Conversely, TKDA will not provide a positive engineering opinion that is not supported by sound engineering principals. We will provide the engineering facts as they are, and present them for the City's consideration and decision. Throughout his appointment, Jim will provide leadership in the role of City Engineer and will provide carefully considered guidance on engineering issues. He will look for opportunities to implement efficiencies and work proactively in delivering his services to the community. Jim will work closely with the City staff and developers to solve the problems that arise. The key is to clearly communicate City standards and expectations early in the process and continue close communication throughout the project. The goal is the best possible development for the City while ensuring a well built, easily maintained infrastructure. TKDA city engineers continuously monitor funding opportunities for our client's projects. Serving as the city engineer for several metropolitan area cities allows us to divide the task and more efficiently monitor funding programs and ideas. We can then determine how our clients may benefit from them. The constant collaboration _ of our engineers provides added value for our clients. As City needs develop and change, tasks and work elements will evolve in step. TKDA will remain flexible at all times and will tailor our services and approach TKDA ENGINEERING • ARCHITECTURE • PLANNING to the needs of the City. Our philosophy is based on building a long term relationship by providing the level of service the City desires. Project Management TKDA has established a "project management culture" to emphasize quality project delivery. We define project success as completing project deliverables on time, within budget, and to the level of quality defined by our client at project start. TKDA project managers prepare written project management plans to a level of detail appropriate for the size and complexity of each project, identifying critical success factors. To further support and emphasize our project management culture, TKDA's Senior Management Committee, consisting of our CEO, President, and the Vice President of each of TKDA's operating divisions, conducts monthly reviews of five to ten projects. Having extensive training in Project Management techniques, Jim strives to have all projects completed on time and within budget. Projects are kicked -off with both a client team meeting and an internal TKDA meeting setting expectations for project budgets and outlining client defined critical success factors. Weekly tracking and reporting is used to make certain that the team remains on scope, on time, and within budget. As the City Engineer for Lino Lakes, Jim is responsible for the monthly review of invoices to the client to verify accuracy and value. From there, he creates monthly summary reports which detail the charges to the City compared to the various City fund accounts. While invoices provide detail of time charges, the goal of the financial reports are to provide transparency to the City so staff can see the big picture of how resources are being allocated. TKDA was never asked by the City to provide such detailed financial reporting. It has been TKDA's own initiative and desire for transparency that has driven the implementation of this monthly financial reporting system initiated for the City in 2006. Construction Services Communication is a primary contributor to success for any construction project. Our approach to managing construction services is to focus on the perspective of the stakeholders, namely, but not limited to, the adjacent residential and commercial properties. A strong communications plan must be prepared in writing at the start of a project. Neighborhood meetings must be held at various project stages to communicate project progress and expectations, and to engage the public. Ongoing communication with residents throughout the project using a variety of communication tools is vital to project success. City of Lino Lakes 1 City Engineering Services 18 APPROACH TO SCOPE OF SERVICES A well defined project endpoint must be created as part of the contract documents. Through the development of City standards, TKDA can ensure that every project in the City, whether a City project, outside consultant project, or private development project, incorporates contract requirements that will position the project favorably for a smooth, timely, and quality finish. Preparation of Engineering Reports and Technical Correspondence Whether routine letters or detailed reports, TKDA is careful to prepare concise and accurate correspondence. Being able to advise the City Administrator and City Council on when studies, reports, or other information is needed is a primary -- role for a City Engineer. Jim has extensive experience providing this direction to cities and preparing all types of reports and correspondence. TKDA professionals use state -of- the -art technology, communications, design software, and asset management programs. Whether it is GPS surveying equipment, EFRI ArcView, and AutoCAD 2011 for preparation of plans and specifications, or GIS and CarteGraph software for mapping and asset management systems, you can be assured that TKDA has the technology to meet your needs. City Meetings Meetings are an important part of the City Engineer position. They must be viewed as an opportunity to Immim liamme TKDA ENGINEERING • ARCHITECTURE • PLANNING establish and build relationships, and to address and resolve issues. Successful meetings typically result when a clearly defined purpose was established before the meeting was scheduled. Excellent oral and written communication skills are necessary to best represent the City when conducting or participating in meetings. It is important that the City Engineer be capable of communicating technical information in a manner that is relevant to meeting participants and will help to facilitate productive discussion and decision making. Response to Constituent Requests and Issues as Directed by Staff Responsiveness is the cornerstone to building trust and respect in any relationship. Responding in a timely manner to residents, business owners, developers, and staff is a priority for TKDA professionals. Therefore, we focus on active communication to let constituents know that we have received their request and are working to resolve their issue. We feel that if we hear from a constituent before we are able to provide them an update, then we waited too long. In addition, TKDA employees treat citizens with respect when dealing with issues. Whether in person, at a meeting, or over the telephone, citizens are always treated courteously. Telephone calls are returned promptly. We do not shy away from difficult topics and some callers actually seem surprised when called back, especially if they left a somewhat terse message. We appreciate all input from citizens, whether positive or negative, about an issue.
