CALL TO ORDER
Mayor Rafferty called the meeting to order at 6:30 p.m.

PUBLIC COMMENT
Mayor Rafferty opened the Public Comment period at 6:31 p.m.
Scott Coggins, 15043 Thrush Street NW, Andover, presented a report on behalf of the citizen group,
Anoka County Election Integrity Team (ACEIT). The report was titled "Why Were the Federal EAC
Marks of Certification Removed from Anoka County's Electronic Voting System in April of 2020 and
What Does this Mean?"
Kevin Stanton, 1157 Main Street, Lino Lakes, reviewed his legal matters and requested assistance in
furthering his complaint to the FBI.
Chris Stowe, 426 Pine Street, spoke in opposition to the use of the Flock camera system, noting that
another area city discontinued the use of the cameras.

Mr. Stowe thanked the Council for not advancing the proposed $100,000 sign near City Hall and
cautioned against future concepts that could create light pollution, involve advertising, or use water. He
stated that LED lighting for the water towers discussed at the Work Session was unnecessary given road
repair needs. He also raised concerns about a panhandler at a local intersection and suggested the City
consider an ordinance if one does not exist.
