HomeMy WebLinkAbout08-10-26 - City Council Work Session MinutesLINO LAKES CITY COUNCIL WORK SESSION MINUTES DATE: August 10, 2026 TIME STARTED: 6:00 PM TIME ENDED: 6:17 PM LOCATION: Community Room MEMBERS PRESENT: Mayor Rafferty, Councilmembers Lyden, Nelson, Ruhland and Rennaker ABSENT: None Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Finance Director Tracy Thoma, Community Development Director Mike Grochala, City Planner Katie Larsen, Public Service Director Rick DeGardner and Chief of Police Curt Boehme. 1. CALL TO ORDER Mayor Rafferty called the meeting to order at 6:00 p.m. 2. SETTING THE AGENDA Councilmember Lyden requested to add a discussion of water tower lighting, as part of the review of the regular agenda, Item 6A. The agenda was adopted as amended to include the discussion of water tower lighting. 3. REVIEW REGULAR AGENDA The City Council reviewed the Consent Agenda items. The Public Services Director provided an overview of the proposed Water Tower Lease Agreement with New Cingular Wireless PCS, LLC as presented as Item 6A. He stated that the revenue generated from the cellular tower leases are earmarked for buildings and facilities expenses. He reviewed the current lease agreements in place with other cellular companies. Council Member Lyden stated that he asked to discuss water tower lighting, as he had recently read an article regarding an area city's project to light up the water tower using LED lights. He noted that the community had used the lights to show support for different local organizations and events by displaying the event/organization colors upon request. The City Planner introduced the representatives of Lyngblomsten present this evening. She stated that they are requesting approval of the building project Planned Unit Development (PUD) Final Plan/Final Plat as well as approval of the Development Agreement. The Community Development Director presented the request to approve the contract with WSB for the preparation of the 2050 Comprehensive Plan technical reports. 4. CITY ADMINISTRATOR UPDATE No Report 5. ADJOURNMENT Mayor Rafferty adjourned the meeting at 6:17 p.m. These minutes were approved at the City Council Meeting on August 24, 2026.
