Staff Members Present: City Administrator I<aren Anderson, City Clerk Roberta Colotti,
Finance Director Tracy Thoma, Human Resources and Communications Manager Meg Sawyer,
Community Development Director Mike Grochala, Fire Chief Dan L'Allier and Chief of Police Curt
Boehme.
1. CALL TO ORDER
Mayor Rafferty called the meeting to order at 6:00 p.m.
2. SETTING THE AGENDA
The agenda was adopted as presented.
3. REVIEW REGULAR AGENDA
The City Council reviewed the Consent Agenda items.
The Chief of Police provided an overview of Item 1 G, Mutual Aid Agreement, State of Minnesota
Department of Corrections, Lino Lakes. He reported that mutual aid has not been requested in
recent years, however, this agreement sets the legal framework for providing assistance and
outlines the cost share responsibilities. It would be most likely that it would be used in the event of
a natural disaster.
The Finance Director reviewed Item 2A, Approving Adoption of a Housing Program and Issuance of
Senior Housing Revenue Refunding Note.
The Human Resources and Communications Manager presented the request to appoint a new
Police Officer.
The Community Development Director reviewed the 2026 Trunk Watermain Project contract bid
results and proposed contract with WSB for construction services for the project.
The Community Development Director reviewed the draft Ordinance No. 05-26, Vacating Utility
Easement, Outlot C, Lyngblomsten at Lino Lakes Addition, being presented for a public hearing and
first reading this evening.
The Community Development Director reviewed Item 7C, Resolution No. 26-163, Accepting Bids,
Awarding Construction Contract, Water Service Connection Project.
4. CITY ADMINISTRATOR UPDATE

5. ADJOURNMENT
Mayor Rafferty adjourned the meeting at 6:16 p.m.
