TOPIC: Approve Application of Living Waters Lutheran Church
to Conduct an Excluded Bingo Event
VOTE REQUIRED: Simple Majority (3/5 Vote)
BACKGROUND:
The City has received an application from a representative of Living Waters Lutheran
Church to conduct an excluded bingo event at the church at 865 Birch Street on June
19, 2010.
Under Minnesota Statutes, Section 349.166, excluded bingo may be conducted by an
organization that conducts four or fewer bingo occasions in a calendar year, or in
connection with a county fair, the state fair, or a civic celebration if it is not conducted
for more than 12 consecutive days. The Living Waters Lutheran Church as an
organization meets this requirement. The church also meets the requirements of the
Lino Lakes City Code since the physical site where the organization regularly conducts
its activities is located within the city.
City policy requires a background investigation on the applicant and staff has conducted
an investigation and found no reason to deny the application.
The application, a certificate of non - profit status and the results of the background
check are on file in the city clerk's office.
OPTIONS:
1. Approve the request to conduct the bingo event.
2. Deny the request.

Resolution No. 10 -47, Accepting Bids and Recommend
Awarding a Construction Contract, Pine Street Paving
Improvements
Simple Majority
Sealed bids were received and publicly opened at 10:00 a.m. on May 13, 2010. The results of the
bid opening are presented below. A Public Hearing regarding the project was previously held.
City Council action is required to award a construction contract to the lowest responsible bidder.

The low bid is approximately 18% under the Engineer's Estimate for this project. A copy of the
complete bid tabulation is attached. The City of Columbus accepted the bids and awarding of the
contract at their May 26th meeting contingent on similar approval by the City of Lino Lakes.
The final completion date for this project is September 15, 2010.
RECOMMENDATION:
Staff recommends approving Resolution Number 10 -47 Accepting Bids and Recommending
Awarding a Construction Contract, Pine Street Paving Improvement

RESOLUTION ACCEPTING BIDS AND RECOMMENDING AWARDING A
CONSTRUCTION CONTRACT, PINE STREET PAVING IMPROVEMENTS
WHEREAS, pursuant to an advertisement for bids for the construction of Pine Street Paving
Improvements, bids were received, opened and tabulated according to law, and the following
bids were received complying with the advertisement:

AND WHEREAS, it appears that Rum River Contracting is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO
LAKES, MINNESOTA:
1. The Mayor and Clerk are hereby recommending the City of Columbus to enter into a contract
with Rum River Contracting, in the name of the City of Lino Lakes for the construction of the
Pine Street Paving Improvements Project according to the plans and specifications approved
by the City Council and on file in the office of the City Clerk. The City of Columbus
accepted bids and awarded a contract at their May 26th meeting contingent on a similar
approval by the City Lino Lakes.
