On December 19, 2005, the Council approved having Decision Resources, Inc. add to the survey to determine public opinion on Anoka County holding a referendum prior to the implementation of a county -wide sales tax to partially fund a sports stadium. Decision Resources Ltd. (DRL) has drafted questions to ascertain public opinion on that issue. This week, staff from the Anoka County Library System inquired as to whether it would be possible to survey the public's interest in having a county library as part of the Legacy at Wood's Edge Project. Since this question is very similar to one contained in the 1996 survey related to having a YMCA in the town center project, DRL offered to draft the question for your consideration. Requested Council Direction Staff is seeking Council acceptance of the additional questions, enabling DRL to finalize the survey. Attachment 1. Sports Stadium and library questions as drafted by Decision Resources, Ltd. 1 PROPOSED STADIUM QUESTIONS As you may know, Anoka County and the Minnesota Vikings are proposing to construct a sports stadium in the City of Blaine, with a portion of the stadium funded by a county -wide sales tax. 1. Do you support or oppose the construction of the sports stadium? (WAIT FOR RESPONSE) Do you feel strongly that way? IF "OPPOSE" OR "STRONGLY OPPOSE," ASK: 2. Why do you feel that way? IF "SUPPORT" OR "STRONGLY SUPPORT," ASK: 3. Would you still support this stadium proposal if Anoka County imposed the county -wide sales tax increase without allowing county residents to vote on the sales tax increase? PROPOSED LIBRARY QUESTIONS 1 During the past year, have you or members of your household used an Anoka County Library? If Anoka County were to build a library in the Town Center at the Lake Drive and Interstate 35 -W interchange area.... 2. The council appointments information is Item 3A in the regular meeting packet. Staff will provide an updated report on advisory board applications at the meeting. The proposed schedule for 2006 meetings is attached. Requested Council Direction Council Appointments — Finalize the recommended appointments for council action on January 9. Advisory Board Appointments — Determine the process and schedule for advisory board applicant interviews and appointments. 2006 meeting Schedule — Approve the schedule for 2006 regular council meetings and council work session meetings. The Council has committed to holding annual retreats for the purpose of engaging in teambuilding, goal setting, etc. sessions. Requested Council Direction Please contact Jean Viger (651- 982 -2402) to register for the LMC conference. Staff needs direction for scheduling the 2006 council retreat. If Mr. Neu is to be retained as the facilitator, the City has attempted to minimize travel costs by scheduling the retreat at times that Mr. Neu is in Minnesota for other meetings. Suggested date to accomplish that would be February 15 -16 or Feb. 20 -21. Attachment 1. The City of Centerville is not opposed to development, however the scope and speed of the proposed development presents major concerns for the City. We would like you to consider delaying any significant development in the AUAR planning area until the CSAH 14 reconstruction is underway and a roadway completion date is identified. Any development that would provide significant traffic generation should not be allowed to happen until there is certainty in the improvements to CSAH 14. Secondly, the improvement to CSAH 21 (20th Avenue) and 21st Avenue should be prerequisite to the development of the AUAR planning area. The Eaglebrook Church has given us a foretaste of what it may be like when your AUAR planning area is developed. Traffic will be a major problem even with the road improvements. But, if significant traffic is added before all of these road improvements are completed, it will be untenable. Also, for clarification, we would not like to see 21st Avenue take a different alignment than it is at present. We don't support a new intersection west of the bank. Being a current resident of Lino Lakes myself, I am aware of and followed the planning process for this particular parcel. North Oaks does not have any particular concerns with this proposal as long as the sewer capacity is available and the proposed amendment does not negatively impact the sewer availability for any planned North Oaks development projects. I have also witnessed the traffic impacts from the opening of the Eagle Brook Church project. The thought to have any potential developer participate in traffic improvement measures required as part of the approval process for this future development is wise. As a member of the I -35E corridor management team, I am also aware of the bottlenecks that we are seeing with the bridge at County Road 14 and I -35E and the increase in traffic along Centerville Road near the County Road J intersection at peak times. Properly addressing the traffic impacts from this future development will hopefully aid in not exacerbating any other existing traffic issues.
