MEETING GUIDELINES
Open Mike — The purpose of a Board Meeting is to accomplish the business of the city.
When presenting at a meeting please remember to be respectful, and follow these
guidelines:
• Please address the meeting chair.
• State your name and address for the record.
• Please observe a 4-minute limit.
• The topic must relate to city business.
• Open Mike is for items not on the agenda.
• A spokesperson must represent a group of five or more — groups will have 8 minutes.
• The Presiding Officer may limit duplicative presentations.
• Remember, the meeting is to discuss city business only.
Public Hearing - Held as a separate item of business on the agenda. The public hearing
segment is your opportunity to tell the Board how you feel about issues scheduled to be
heard. Typically, a hearing follows these steps:
• The Presiding Officer (Chair or Vice -Chair) will announce the proposal to be reviewed and
ask for the staff report. The presiding Officer shall maintain strict order and etiquette at all
meetings.
• Staff will present their report on the proposal.
• Board members will then ask City Staff questions about the proposal.
• The Presiding Officer will then open up the public hearing for anyone present who wishes to
comment on the proposal. This is the time for the public to make comments or ask questions
about the proposal.
Comments should be limited to four (4) minutes unless further time is granted by the
Presiding Officer. All comments should be directed to the Board as a body and not to any
individual Board Member or City Staff Member unless permission is granted by the Presiding
Officer. No person shall be permitted to enter into any discussion, either directly or through a
member of the Board without the permission of the Presiding Officer.
• After everyone in the audience wishing to speak has given his/her comments, the Presiding
Officer shall close the public hearing.
• The Board will then discuss the proposal. No further public comments are allowed.
• The Board will then make a recommendation(s) and/or a decision.
When you are called upon for your comments, please step to the microphone at the
podium and state your name and address for the record.

Chair Tralle called the Lino Lakes Planning and Zoning Board meeting to order at 6:30
p.m. on March 12, 2014.
2. ELECTION OF CHAIR AND VICE CHAIR
Mr. Root nominated the current chair and vice chair for 2014.
The board re-elected Paul Tralle as Chair and Michael Hyden as Vice Chair for 2014 by
unanimous vote.
3. APROVAL OF AGENDA
The Agenda was approved as presented.

February 12, 2014
Mr. Hyden made a MOTION to approve the February 12, 2014 Meeting Minutes.
Motion was supported by Mr. Evenson. Motion carried 6 - 0. (Tralle abstained.)

6. ACTION ITEMS
A. CONTINUED PUBLIC HEARING to consider a Rezone and Preliminary Plat
for a three -lot residential subdivision to be called Talan Ridge located at 260
Linda Avenue
Katie Larsen, City Planner, presented the staff report.
Ms. Larsen reviewed the items discussed at the last meeting. Staff pointed out the
difficulty of balancing the desires of the neighborhood with the rights of the property
owner.
Jason Wedel, City Engineer, addressed some of the concerns of the neighborhood
regarding stormwater management and drainage issues. Mr. Wedel stated that soil
borings done by the developer show that groundwater levels meet requirements. Staff has
discussed the drainage issues on Linda Avenue and Laurene Avenue and the city plans to
make improvements to that area in 2014. Grading work will be done in the right of way
along the ditch line of Laurene Avenue and the city will work with property owners.
Staff will study the area to determine what the final improvements will be. Staff noted
that the proposed ponding exceeds the city's standards. Mr. Wedel explained the
infiltration process.
Ms. Larsen noted that the developer will need to delineate the existing wetland in order to
develop the third lot, which would not occur until the spring.
Staff specified that the board will take action on the Rezone and Preliminary Plat only.
The Final Plats will be reviewed at future meetings. Staff recommended approval of the
Rezone and Preliminary Plat. Staff noted that the developer plans to make improvements
to the existing house on Lot 2.
Applicant Pat Judge, 3128 Priest Lane, Mound, MN, was present for questions. Mr.
Mattke, surveyor, was also present for questions. The applicant and surveyor understand
the recommendations of staff and that there is a chance that this project may result in only
two lots.
Chair Tralle declared the Public Hearing open at 6:54 p.m.
Lara Verrecchio, 250 Linda Avenue, distributed a photo from March 10, 2014 showing
standing water at the corner of Linda Avenue and Laurene Avenue. Ms. Verrecchio
asked if the city's water management project for this area would include the culvert issue
at 260 Laurene Avenue. She also wondered if the newly proposed houses would be

approximately the same size in comparison to the existing house on the property,
commenting that it would be less of an issue if the new houses were as small as the
existing house.
Tom Brunner, 270 Linda Avenue, asked that the board members take a look at the lots in
this area. He stated that this area has been a problem for many years. He said that the
ponding area has changed and since one pond was filled in, he now gets flooding on his
property. He is concerned about overflow to the south going onto his property. His
septic tank previously flooded. He does not agree with the lot width of the newly
proposed lots. He is concerned about where water is going to go if two more lots are
developed. He stated that this area is very low and flooding occurs frequently. He asked
that this area be looked at in May or June.
Connie Grundhofer, 235 Linda Avenue, commented that the lots to the north on Laurene
Avenue are large lots and the lots to the south are rural. She said this gives the area a
relaxing, country feel. She pointed out that if this project is approved there would be six
homes on the south side of the street and three homes on the north. She stated that the
neighbor directly across from the property was unable to attend the meeting, but was
concerned about drainage. Ms. Grundhofer stated that the neighbors were not in favor
when the sewer installation occurred. They understood that the sewer installation was for
Fox Trace. She said the neighbors like the big lots and country feel. She distributed a
document showing a delineation of a pond in 2001. She stated that the previous owner of
the property was filling in the pond area. She asked for the board to consider consistency
as the residents on Linda Avenue want to keep their large lots.
Chair Tralle noted that two of the neighboring properties are approximately'/2 acre in
size.
Paul Whaley, 6200 Laurene Avenue, agreed with Ms. Grundhofer and Mr. Brunner that
the proposal is inconsistent with the neighborhood and will lower property values. Mr.
Whaley was concerned about increased drainage if two new homes are built. He
explained some of the drainage issues in the area and expressed concern about narrow lot
lines. He suggested that this project be delayed until the snow has melted. Mr. Whaley
asked what the process is for the neighbors to continue to try and get this project stopped.
Judy Brunner, 270 Linda Avenue, agreed with the previous comments. She stated
concern that no curb or gutter is proposed. She is worried about future drainage issues.
She noted that the property to the south is not just wetland, but is used and enjoyed by her
children and grandchildren. She does not think this should even be considered until curb
and gutter are in place. She asked that the board consider not just the sizes of the lots, but
the layout of the houses and how close together the proposed houses will be. She
understands that this area has a high water table, but wants to be able to use their property
without dealing with increased water issues. She is concerned about water runoff onto
her property.

David Berg, 283 Linda Avenue, spoke on behalf of property owner Anthony Czeck. Mr.
Berg agreed with all of the previous comments and does not understand how this will
work. He said that flooding is terrible and needs to be addressed. He feels that this area
must be left alone.
The board addressed the resident concerns:
Mr. Wedel stated that the city project proposed for this year would include revisiting the
ditch system that runs along Linda Avenue and Laurene Avenue. He explained that the
area would be surveyed to determine issues with the culvert and address what
improvements need to be made.
Chair Tralle addressed that this area includes a variety of lot sizes, noting that all three of
the proposed lots will be larger than existing lots across the street. He suggested that the
residents look at the map of the area on the Anoka County website to view the
inconsistency of lot sizes.
Chair Tralle pointed out that the existing houses vary in design and age, and that people
have a right to choose what they build on their property. If a house meets code
requirements, then it can be built.
Mr. Wedel addressed how the water will flow from the proposed pond. The pond is
designed to handle a 100 year flood. Developers have to meet requirements for runoff
and what is proposed will not exceed the existing runoff. The site will be inspected by
the city for conformance with design.
Chair Tralle explained that residents can attend the City Council Meeting for this item to
state their case. He reminded the audience that the P&Z board is an advisory board to the
council, and that the board members are also city residents whose role is to look out for
the best interest of the city. Mr. Tralle stated that the city must allow a property owner to
utilize their land as allowed by regulations.
Judy Brunner reiterated her concern for the distance between the proposed houses. She
pointed out that the property owner purchased a rural lot and she does not think that
rezoning the property to residential is in the best interest of the neighborhood for many
reasons.
Staff displayed a proposed footprint for the houses.
Staff pointed out that the adjacent parcel to the west was rezoned to single family
residential in order for the property to be subdivided. Staff reminded the board that the
proposed zoning is consistent with the city's comprehensive plan and meets performance
standards, giving the property owner the right to rezone.
Staff noted the location of existing utilities and stated that the proposed lots will be
required to hook up to city sewer and water.

Board member comments included:
• Concern with timing of the process. Would it be beneficial for the city to
postpone this project until spring?
• The project has been reviewed by city staff and they need to trust staff s review.
Staff described that the preliminary plat would likely go before the City Council in April,
the final plat for the 1 st Addition around June and the 2nd Addition around July or
August.
Staff explained that the only unresolved item is the wetland delineation boundary from
the Rice Creek Watershed District, which does not affect Lot 1. Staff reiterated that the
property has been surveyed and elevations have been determined. The RCWD has no
opposition to the first proposed lot.
Mr. Wedel stated that delaying the project would not change staffs review. The
developer has provided all necessary information to make a decision on the first proposed
property. The developer has submitted a survey, existing and proposed contours, and
plans for earthwork to raise the house pads.
Ms. Larsen stated that staff has reviewed all of the required information and there is no
basis for the city to delay taking action on the Preliminary Plat. She reminded the board
that since the last meeting, staff has received design information for the creation of
swales and ponding areas and the developer has fine tuned the drainage plan and
provided soil borings.
Ted Mattke, Mattke Surveying, developer and surveyor, stated that he is a resident of
Lino Lakes and has been doing plats in the city for many years. He is a licensed surveyor
and professional engineer. He described how the proposed improvements to the lots will
improve drainage in the area. He explained how the ponding area will be excavated and
improved. He anticipates that wetland delineation will be completed by the end of April
and they will survey the area right away to present to the city. Mr. Mattke explained how
the proposed improvements for drainage will take place.
Mr. Judge, applicant, does not see a reason for the city to delay this project. He has
submitted all required information necessary for the preliminary plat to be acted upon.
He stated that there are no wetland or drainage issues with the preliminary plat. He
explained that they submitted soil borings and went out of their way to show that
drainage is acceptable with the first proposed lot. He understands the concerns of the
residents. He stated that he would not do this project if he thought he would be doing
hardship to the neighbors.
Paul Whaley said that a previous proposal for six lots was denied about 14 years ago. He
reiterated his concern for drainage and flooding as well as the value of his property. He
is in favor of tabling the project.

Mr. Wedel stated that the pond design has been addressed sufficiently.
Tom Brunner added that he has lived at 270 Linda Avenue for 35 years. He restated his
concern of the wetlands and increased drainage issues. He is opposed to the project. He
does not want to see the property drowned.
Connie Grundhofer stated that she was told by an employee of the RCWD that wetland
delineations are done between May 1 and October 1. She explained that the delineation
handout that she distributed was from 2001 and was told by an employee of the RCWD
that delineations are only good for 5 years. She distributed the document to show what
was delineated in the past. She expressed concern that the proposed lot frontages are
inconsistent with the area.
Judy Brunner reiterated that the neighborhood has issues with the proposed building on
the lots, not that they would be unkind or unwelcoming to new residents.
Mr. Masonick made a MOTION to close the Public Hearing at 8:03 p.m. Motion was
supported by Mr. Hyden. Motion carried 6 - 0. (Tralle abstained.)
Mr. Evenson made a MOTION to recommend approval of rezoning the property at 260
Linda Avenue from Rural to R-1, Single Family Residential, based on the following
conditions of approval to be met prior to final plat:
1. All comments from the City Engineer letter dated March 5, 2014 shall be addressed.
2. All comments from Environmental Coordinator letter dated February 3, 2014 shall be
addressed.
3. A Land Use Application for final plat shall be submitted by the developer.
4. A Development Contract shall be drafted by the City, executed by the City and the
developer and recorded with Anoka County in conjunction with the final plat.
5. The final plat shall be resubmitted to Anoka County Surveyors Office for review after
City Council approval.
6. A wetland delineation shall be completed and approved by RCWD prior to any final
platting of the proposed Lot 2, Block 1 Talan Ridge.
7. The Developer shall provide the City and RCWD with an as -built grading plan prior
to issuance of any building permits.
8. Sheet 1-Certificate of Survey:
a. Revision number and date shall be included.
9. Sheet 2-Resources Inventory:
a. Revision number and date shall be included.
10. Sheet 3-Preliminary Plat:
a. Revision number and date shall be included.
b. The Total Upland calculation 57,828 s.f. does not equal the upland areas shown
on the individual lots. Please revise.

The Board asked the developer to respond to Condition No. 14C.
Mr. Mattke stated that they do not anticipate removing the large Willow trees, but they do
anticipate removing a broken River Birch tree on the SE corner of the property that is in
poor condition.
Mr. Evenson made a MOTION to recommend approval of the Preliminary Plat for a
three -lot residential subdivision to be called Talan Ridge located at 260 Linda Avenue,

based on the condition of approvals as previously listed. Motion was supported by Mr.
Root. Motion carried 5-1. (Masonick voting nay. Tralle abstained.)
Mr. Laden noted that it could be helpful for neighbors to organize as a group and
consolidate speakers, or even sign a petition, before going to the City Council Meeting on
April 14th.
6. DISCUSSION ITEMS
A. Proiect Updates
Katie Larsen, City Planner, provided an update of current city projects.
Staff agreed to speak again with the police department about posting speed limit signs on
Old Birch Street.
Chair Tralle asked about Lennar Next Gen housing. Ms. Larsen stated that the city
currently allows for accessory apartments in all residential zones of the city.

BACKGROUND
Century Farm North is a residential Planned Unit Development (PUD) in northwest Lino
Lakes and was approved in 2003. It includes a mix of housing styles including typical
single family lots, single family airpark lots with hangars, single family detached
townhomes (individual house lots located within a commonly owned yard lot) and

attached townhomes. The original development consisted of 27 low density units and 223
medium density units on 85.3 net acres of land resulting in a net density of 2.93 units per
acre.
There have been five (5) final plats and one (1) PUD amendment to date. The first
amendment allowed for the conversion of 16 single family detached townhomes to 16
single family lots. Five (5) of those single family lots were final platted as part of the 5th
Addition.
The current Land Use Application is for the following:
• Rezone property located at 7880 Sunset Avenue from R-Rural to PUD-Planned
Unit Development.
• Amend the Development Stage Plan/Preliminary Plat of Century Farm North to
expand project boundary, realign Robinson Drive and create new parcels.
• Vacate dedicated parkland (City Council action)
The applicant is requesting an amendment to the PUD Development Stage
Plan/Preliminary Plat of Century Farm North to include a 0.991 acre parcel located 7880
Sunset Avenue owned by Jeff Morell. This parcel is currently zoned R-Rural and
requires rezoning to Planned Unit Development to be consistent with Century Farm
North. The project also includes the realignment of Robinson Drive.
The proposed PUD amendment occurs within Outlot A of Century Farm North 5th
Addition. This will be the second PUD Amendment to Century Farm North.
The preliminary plat of Century Farm North 5th Addition consists of 10 single family
detached townhomes and 16 single family lots. Five (5) of those single family lots have
been developed. The proposed Century Farm 6th Addition will include the remaining 1 I
undeveloped lots from the 5th Addition, convert the 10 single family detached townhomes
to single family lots and create an additional 11 single family lots for a total of 32 single
family lots. Outlot C is for future townhome development.
A portion of dedicated parkland will need to be vacated to accommodate 3 proposed new
lots.
A land use application to amend the PUD Development Stage Plan/Preliminary Plat for
Century Farm North was submitted in May 2013 and the public hearing was continued
through several Planning & Zoning Board meetings. The applicant formally withdrew
the application in January 2014.
The following staff report is based on the newly submitted plan set prepared by Plowe
Engineering, Inc. dated March 10, 2014 and received by the City on March 10, 2014.

ANALYSIS
Rezoning
The 0.991 acre parcel located at 7880 Sunset Avenue is currently zoned R-Rural. The
PUD amendment proposes to amend the boundary of the Century Farm North
preliminary plat to include this parcel. The property requires rezoning from R-Rural to
PUD-Planned Unit Development to be consistent with the current development.
Lot Summary
The Lot Summary reflects changes from the approved original PUD Development Stage
Plan/Preliminary Plat, final plats and amendments. The proposed Phasing Plan combines
the 6tn & 71h Phase.

*The Density Calculations shall be verified by the applicant and noted on the preliminary
plat.
The density calculations are based on the entire preliminary plat for Century Farm North.
At the time the original PUD was approved in 2003, the City's Comprehensive Plan for
medium density residential development allowed for 3 to 6 dwelling units per acre and
the original density was 2.93 units per acre. Although the current Comprehensive Plan for
medium density requires 4.0 to 5.9 dwelling units per acre, the developer has the right to
develop at a density consistent with the original PUD. The increased density to 3.81
units per acre moves in a direction more consist with the current Comprehensive Plan.
Zoning Requirements and Standards
The PUD provides flexibility from the strict standards of the zoning ordinance; however,
the proposed development shall model the R-2 District regulations. Unless otherwise
stated in the PUD resolution, the regulations and performance standards of the zoning
ordinance and R-2 Two Family Residential District will be in effect.

Building Design Standards
The developer is proposing several different housing models and product types to provide
customers with options and development variations. The building design standards as
established in the R-2, Two Family Residential District shall apply to the single family
lots except the following PUD criteria regarding garages and front porches shall apply:
a. All single family dwellings shall have a minimum double garage.
b. All single family dwellings shall include a front porch or stoop that is
covered, unenclosed and a minimum of 3 feet in depth.
c. All single family dwelling and garage elevations shall include a variation
in exterior building materials such as brick, stone, rock face, concrete

block, wood, stucco, vinyl, steel, fiber cement and aluminum siding.
d. Side or rear loaded garages are permitted. The elevation facing the street
shall require a minimum of one (1) window.
e. The garage doors shall incorporate architectural design features such as
decorative windows, panels, hinges, etc.
f. Garages in excess of two stalls shall be broken up so the additional stalls
are recessed from the main garage fagade.
g. Garage width does not exceed 32 feet.

Subdivision Ordinance
Conformity with the Comprehensive Plan and Zoning Code
The rezoning and PUD amendment have been reviewed for compliance with the
comprehensive plan, zoning and subdivision ordinance. The proposed development is not

considered premature, is consistent with the original PUD and meets the performance
standards of the subdivision and zoning ordinance.
Blocks and Lots
The preliminary plat amendment creates 5 blocks with 32 lots and 3 Outlots and will be
final platted as Century Farm North 61h Addition. Outlot A and B protect wetlands and
ACD 10-22 drainage ditch corridors. Outlot C is proposed for future townhome
development and shall require final plat. Typical lots are shown as 62 feet wide and 130
feet deep.
Streets and Alleys
Robinson Drive is classified as a minor collector roadway and shall be constructed in its
entirety the full length from CR 53 (Sunset Avenue) to Century Trail (approximately
1,600 feet) with this next phase of development. CR 53 (Sunset Avenue) is currently
classified as a major collector and 60 feet right of way from centerline is being dedicated
as required. Trail and/or sidewalk shall be constructed along Robinson Drive.
Easements
Standard drainage and utility easements are shown around the interior perimeter of lots
and around wetlands and storm water ponding areas. Per Rule C.IO(d), projects within
CWPMP areas, the wetland management corridor (WMC) boundary delineation, buffer
and easement requirements found at Rule F.6 apply. This may require more than the 10
foot buffer shown around the wetlands.
Storm Water Management and Erosion and Sediment Control
A Stormwater Drainage Report was prepared by Plowe Engineering, Inc. on March 10,
2014. The existing site was partially graded as part of a previous phase. Robinson Drive
was graded along an assumed alignment to avoid the Morell parcel and connect to Sunset
Road. A pond was also excavated adjacent to the public ditch. The eastern half of the site
drains to an existing pond constructed in a prior phase. The remainder of the site
generally slopes to an existing ditch (ACD 10-22-32 Branch 1) that runs north/south
through the approximate mid -point of the parcel, and an existing pond adjacent to the
ditch.
Drainage patterns will remain generally unchanged from what previously proposed with
the 5th Addition rough grading. However, due to changes in RCWD, rear yards will be
collected and routed to ponding areas.
Infiltration has been deemed infeasible due to:
(a) Presence of seasonally high water tables in several of the on -site borings. The
3-foot separation to water table cannot be achieved.

(b) Ponding areas have already been excavated per previous 5th Addition grading.
The ponds provide the necessary dead storage volume (calculations below), utilize an
outlet structure to control the 2-, 10-, and 100-year storm events, utilize a submerged inlet
pipe to prevent migration of floatable debris and oils, and have a stabilized emergency
spillway.
Two six-plex townhouse units are designated as future. However, the areas have been
included in the drainage calculations and analysis below.
The stormwater management plan and SWPPP shall be reviewed by the City Engineer,
Environmental Coordinator and Rice Creek Watershed District for compliance.
Utilities
Public water, sanitary and storm sewer utilities will be installed in conjunction with the
construction of Robinson Drive. The watermain will also extend south along CR 53 and
connect with the existing watermain to loop the system for better fire protection and
water quality.
Public Land Dedication
Staff needs to further analyze the best location of the trails and parkland vacation. Based
on the proposed plans, the PUD amendment includes the creation of 11 additional lots
and the vacation of approximately 0.545 acres of previously dedicated parkland. The
vacated parkland would be used to create 3 additional lots along Robinson Drive. The
newly created lots would be subject to the City's Park Dedication fee of $2,500 per lot.
Additionally, the City would need to be reimbursed for the value of the land dedication
made at the original time of approval. The value of the land dedication at the time of
original approval was established at $50,000/acre. Assuming acceptance of this request,
the following park dedication requirements would need to be met:
0.545 gross acres — 0.00 acres wetland = 0.545 net acres
0.545 acres x $50,000 (value of land at time of dedication) = $27,250
11 lots x $2,500 payment in lieu = $27,500
TOTAL = $54,750
Note that any wetland on the vacated parkland shall be subtracted from the total area.
Only upland can be used to calculate the reimbursement amount.
On a separate note, unsuitable soils were used for fill material on approximately 3-4 acres
of the dedicated parkland. The owner is responsible for correcting this situation.

Tree Preservation and Mitigation Plan
A Tree Preservation and Mitigation Plan is not required since the site has been rough
graded and any potential tree removal is within the basic use area (BUA) and the basic
use area is not an environmental sensitive area (ESA).
Landscaping
Landscaping is subject to the approved PUD Landscape Plan. In previous phases of
Century Farms North, the developer installed the required and additional trees along the
boulevard. Staff recommends that the developer plant and guarantee for 1 growing
season the required boulevard trees according to the submitted Landscape Plan. Staff
also recommends that additional trees not be installed if there is conflict with
underground utilities. It is recommended that the decision to not allow additional trees
on any one site will be at the discretion of City Staff. A determination for the suitability
of additional trees shall be made when the new tree locations are staked out for Gopher
state one calls. The City shall maintain the right to reject any trees brought to the site for
planting on City boulevards based on City horticultural standards.
It is also recommended that additional landscape plantings on outlots and boulevards be
installed by the developer, and not adjacent property owners.
Comprehensive Plan
Resource Management System
The Resource Management Plan identifies a greenway system, future neighborhood park,
proposed designated bike route along CR 53 and the need for a future north -south trail in
the subject site area. The greenway and wetlands are being protected via easements or
dedicated parkland. Additional right of way is being dedicated along CR 53. Six acres of
parkland were deeded to the City as part of Century Farm North Fifth addition. An 8 foot
wide bituminous trail is proposed to extend north -south throughout the development and
is consistent with the Park, Greenway & Trail System Plan.
Land Use Plan
The land use is guided for medium density residential development per the
Comprehensive Plan and is within the IA Utility Staging Area.
Housing Plan
Key goals of the Housing Plan are to ensure housing development is compatible with
existing and adjacent land uses and provide accessibility to key community features and
natural amenities. The PUD provides a variety of housing stock from standard single
family lots to smaller single family lots and townhome development.

Transportation Plan
Per the Transportation Plan, Robinson Drive is a minor collector and shall be constructed
the full length from CR 53 (Sunset Avenue) to Century Trail with this next phase of
development. CR 53 (Sunset Avenue) is classified as a major collector and proper
turning lanes shall be constructed.
Transportation includes all multi -modal systems which accommodate pedestrians,
bicycles, roadways and transit. Staff needs to further analyze the best location of the
trails and parkland vacation. An 8 foot wide bituminous trail is proposed to extend north -
south throughout the development and is consistent with the Park, Greenway & Trail
System Plan. Sidewalk and trail are proposed along the south side of Robinson Drive.
Alternative Urban Areawide Review (AUAR)
The site is not within the I-35E AUAR Corridor.
Wetlands
A Revised Wetland Delineation Report was prepared by Wenck Associates in December
2013. One wetland area was identified within the project area. Rice Creek Watershed
District (RCWD) reviewed and approved the delineation on January 2, 2014.
Per RCWD Rule C.I0(d), projects within CWPMP areas, the wetland management
corridor (WMC) boundary delineation, buffer and easement requirements found at Rule
F.6 apply. This may require more than the 10 foot buffer shown around the wetlands. A
permit from RCWD shall be required.
Floodplain
There is no floodplain located within the project site.
Growth Management Policy
Per the Comprehensive Plan, an annual average of 230 units per year over each 5 year
phasing period not to exceed 345 units in any 1 year is allowed. At the end of the 5 year
phasing period unallocated units will be averaged out over the next 5 years.
A phasing plan indicates 32 single family lots to be developed in Phase 6 & 7 and 12
townhome units to be developed in Phase 8.
Final Plat
A land use application for PUD Final Plan/Final Plat for Century Farm North 6tn
Addition shall be required. At such time, the developer shall enter into a Development
Contract and other documents as the City deems necessary.

RECOMMENDATION
Staff recommends continuation of the public hearing of the rezoning and amendment to
PUD Development Stage Plan/Preliminary Plat for Century Farm North. The following
are preliminary comments:
1. All comments from City Engineer letter dated April 2, 2014 shall be addressed.
2. All comments from Environmental Coordinator letter dated April 1, 2014 shall be
addressed.
3. All comments from Anoka County Highway Department letter (to be provided)
shall be addressed.
4. Approval or Conditional Approval Pending Receipt of Changes (CAPROC) from
Rice Creek Watershed District shall be required.
5. A summary table created in Microsoft Excel by lot and block and outlots of lot
sizes (gross, unbuildable and net area) and setbacks (front, rear and side) shall be
required.
6. The original approved PUD Preliminary Plat for Century Farm North shall be
incorporated into the plan set.
7. Drainage and utility easements shall be dedicated over stormwater drainage areas.
8. Drainage and utility easements or conservation easements shall be dedicated over
wetland buffer areas as required by Rice Creek Watershed District.
9. Outlots A and B shall be deeded to the City.
10. A Petition and Waiver Agreement regarding public improvement construction and
assessments shall be drafted by the City and signed by the owners or a
Development Contract regarding public road and utility improvements shall be
drafted by the City and signed by the owners.
11. Unsuitable soils were used for fill material on approximately 3-4 acres of the

Sanitary Sewer and Watermain Comments:
1. The location of the proposed garages needs to be added to the plans so that we can confirm
that the house services will not be located in the driveways. It currently appears that Lot 10
Block 3 would have the utilities located within the driveway.
2. The proposed 8-inch watermain loop along Sunset Road needs to be extended further south
and connect into the existing watermain located at the intersection of Century Trail rather
than constructing it east across Outlot C as currently shown.
3. The existing private well shown on Lot 7, Block 4 needs to include a note that it needs to be
properly abandoned.
4. It appears that the house pad on Lot 10, Block 3 is not within 250 feet of a proposed hydrant.
Revise the hydrant spacing so that all of the house pads will be entirely within 250 of a
proposed hydrant.
Storm Sewer and Drainage Comments:
1. The alignment of the storm water pipe outlet for the pond located in Outlot B needs to be
revised so that it is not discharging into the existing ditch at a 90 degree angle. The
discharge pipe should be angled so that the flow is more in line with the ditch flow.
2. All of the proposed storm sewer that is shown between lots will require a minimum of 10-
feet of drainage and utility easement on either side of the pipe. Currently, the drainage and
utility easements shown vary in size from 5-feet to 7.5 feet on either side of the pipe.
3. Storm sewer design calculations must be provided for review and approval prior to final plat
approval. Profile drawings of public utilities will also be needed with this submittal.
4. Design must be revised so that proposed peak discharge rates do not exceed existing peak
rate for the 100-year, 24-hour event.
5. Verify proposed outlet design provides a water quality release rate of less than or equal to
5.66 cfs/acre of pond surface area, per MPCA Construction General Permit requirements.
6. Curve Numbers used in the HydroCAD model should match standards outlined in RCWD
Rules.
7. Site area in the Drainage Report does not match the areas given on the Stormwater Pollution
Prevention Plan Sheet (10.8 acres versus 16.98 acres).
8. Verify the total runoff area as the HydroCAD output shows an increase from existing to
proposed conditions, while the watersheds shown on plans did not change.
9. The total new impervious/disturbed impervious area contributing to Pond G (288,401 square
feet) is more than the project total new/disturbed impervious area (220,600 square feet).
10. Proposed culvert not shown in HydroCAD model, please provide culvert design calculations.
Grading Comments:
1. The grading plans identify locations in a number of the back yards as Emergency Over Flows
(EOF), but they are actually high points. For example there are EOF's identified between
Lots 6 & 7, Block 3, behind Lot 10, Block 3, behind Lot 1 Block 4, behind Lot 6, Block 4,
behind Lot 1 Block 2, between Lots 4 & 5, Block 1.
2. The locations of the soil borings is shown on the grading plan but the actual borings were not
provided. The soil boring reports needs to be submitted for review.

3. The required minimum rear yard swale is 2%. The grading plans appear to show 1.5%
swales.
4. Note that the proposed project exists in an area of Anoka County that was previously
unmapped by FEMA. The 2013 revised preliminary Flood Insurance Rate Map (FIRM) data
for Anoka County shows Pond B, portions of proposed Street B and Block 4 lots may be in a
future special flood hazard area Zone A. The preliminary data can be downloaded from the
Minnesota Department of Natural Resources at:

5. The high water elevations on grading plan for Pond B must match results shown in
HydroCAD output and on Detail Sheet.
6. The seasonally high groundwater elevation of 897.0 is higher than the permanent pool
elevation of 895.5, besides constructability issues, the groundwater may seep into the pond,
reducing the active storage capacity.
7. Pond G outflows increase under proposed conditions, verify existing outlet protection is
adequate for these increased flows.
8. Emergency overflow locations and elevations not shown for Pond G.
9. Benchmark or datum should be provided on grading plan.
Detail Sheet Comments:
1. The invert shown on the pond outlet weir wall detail does not match rest of plans.

Re: Environmental Board Recommendations for Century Farms North
The following recommendations were made by the Lino Lakes Environmental Board
on March 26, 2014 concerning Century Farms North:
Late in 2012 the Environmental Board reviewed this plan and determined that
the boulevard trees would consist of alternating American Linden and Swamp
White Oak. This is still part of the plan. The Environmental Board also stated
that under no circumstances would any species of Green Ash be allowed in
the plant pallet.
Staff recommends the developer plant and guarantee for 1 growing season
the required boulevard trees according to the submitted Landscape Plan.
Staff also recommends that additional trees not be installed if there is conflict
with underground utilities. It is recommended that the decision to not allow
additional trees on any one site will be at the discretion of City Staff. A

• The Storm Water Pollution Prevention Plan be as site specific as state law
requires and include the following:
1. The permitees must, before construction begins, provide training
documentation that the individuals listed as SWPPP overseers are
certified by a MPCA approved training method. With that, the City would
need names of the person or persons involved with SWPPP
management, dates of training and the names of instructors of entity
providing training, and the content of the training course or workshop
including the numbers of hours training
2. The specific location of the SWPPP must be located on the map as well
as where all required weekly and follow up inspections and corrections
can be found.
3. The owner must identify who will have the responsibility for long-term
operation and maintenance of the permanent stormwater management
system. The owner must include in the SWPPP a chain of responsibility
with all operators on the site, or if not known, the title or position of the
responsibility of responsible party, to ensure that the SWPPP will be
implemented and stay in effect until the construction project is complete,
the entire site has undergone final stabilization and a "Notice of
Termination" has been submitted to the MPCA.
4. Proposed erosion prevention and sediment control BMP's to control the
discharge of sediment and/or other pollutants from the site, particularity at
the point(s) of intended discharge. All surrounding stormwater inlet drains
within 200 feet of the site that have water draining to them must have a
city approved stormwater inlet protection device installed prior to
construction.
5. The SWPPP must incorporate the requirements (MPCA Stormwater
Discharge Design Requirements) including calculations for the project.
6. Site specific quantities must be included for all erosion prevention and
sediment control BMPs.
7. Must include maps of all surface waters and wetlands and storm ponds or
basins that can be identified on maps such as a USGA 7.5 minute
quadrangle map, the NWI maps or equivalent maps within one mile (aerial
radius) from the project boundary that will receive stormwater associated
with construction activity during or after construction. This site is within
one mile of a receiving lake.
8. The SWPPP must describe a maintenance plan identifying who will be
performing future maintenance of permanent stormwater treatment
systems on the site.
