ViceChairPogalzopenedthePublicHearingat 6 :46 . MargoPolta,575AshStreet,applicantwaspresentforquestions. Mr.LadenmadeaMotionto closethePublicHearingat 6 :49 .Motionwassupportedby Mr.Rafferty.Motioncarried5 -0. Mr.Laden madeaMOTIONto approvethe ConditionalUsePermittoallowaPrivate DogKennelat575AshStreetsubjecttothefollowingconditions: 1.OngoingcompliancewithSections502and503and607oftheCityCode. 2.Atnotimeshalldogsthatarenot ownedbytheoccupantofthedwellingbeallowed toremainonthepropertyovernight. 3.Amaximumofthreedogsovertheageofsixmonthsshallbekeptonthepropertyat anyonetime. 4.Allanimalskeptonthepropertyshallbelicensedinaccordancewit hcitypolicies. 5.Failuretocomplywithanyoftheconditionsofthisconditionalusepermitshall constitutegroundsforrevocationofthelicenseofsuchkennel. BoardMembersagreedtoacceptasetofPlanning&ZoningBoardMeetingGuidelines tobedistributedatfuturemeet ingsintheeffortofpublicawareness.Theyalsosuggested addingtexttothebottomoftheagendanotingthat m eetingguidelines couldbefound on the reverseside. BoardMemberslateragreedtoaddtexttomeetingagendasrequestingthatallelectronic devicesbeturnedoffduringthemeeting.Citystaffagreedtoaddthesuggestedtextto futureagendas. B.C omprehensivePlanUpdateProcess Mr.Smyser state dthattheprocesstoupdatethecity’sComprehensivePlanhasbegun. He explaine dthattheprocessinvolves variousinterrelatedstepsincluding acityquality oflifesurvey,avisioningprocess&ultima telytheupdated C omp rehensive P lan.The cityintendstostartthevisioningprocessinthenextfewmonths.Hedescribedthatthe v isioningprocesswillleadtoasetofgoals,whichwillbeusedtoguidethe C omp P lan. Agroupofpeople willbeselect edt oserveon the visioningcommittee andCompPlan T ask F orce.Mr.Smysernotedthat,bylaw,thePlanning&ZoningBoardisthe leading bodyforprepar ationof theCompPlan,with theCityCouncil being thefinaldecision maker .StaffaddedthattheC ityCouncil’sgoalistogettheplantotheMetropolitan Councilbythee ndofyear2007 .Bylaw,theplanm ustbe completedbythe endof2008. Staff noted thatthecitycharterwillbeexaminedaspartofthecomprehensiveplan updateprocess ,butany changestothechartermustbeapprovedbythevoterswitha referendum.
