Mr.Nelsonaskedifthe400ft.wetlandfillneededtobeacondition.Mr.Bengtsonsaid thatstafffeltthatbecausethefillwasminimal ,aconditionforthisitemwasnot necessary. Mr.Pogalz askedabouttheconditionreferringto ane xistingsepticsyste mneeding tobe abandoned onthe site.Mr.Bengtsonstatedthatth isisa standardrequirementofthe ordinance,andthatthereis notnecessarily onein existenceonthissite. Mr.Rootaskedifthe6%deviationwas considered mino rduetothelargesize ofthe property .Mr.Bengtsonrepliedthatstaff didconsiderthe percentage tobe minorbecause ofthesizeofthis property. Mr.Pogalzaskedifthereisanystandingwaterinthisarea.Mr.Studenskirespondedthat thewetland areadoesholdwaterforaminimaltime,butitisnotanissueandwillbea citymaintenanceprocess. Applicant,Mr.FranTourville,6948LakeDrive,s ai dthatheagreedwithallofthe conditionslistedinthestaffreport.Mr.Tourvillecommentedth atRiceCreekWatershed hasinformedhimthathecanfill400feetasanamendmentonhispermit. Mr.NelsonaskedifMr.Tourvillehadconcernsiftheboardaddedthe400footfillasa condition.Mr.Tourvillestatedthathedoesnothaveanyconcern sandwouldnot mind if theyadded the condition. B.PUBLICHEARINGforanAmendmenttotheCityofLinoLakes ComprehensivePlantoincorporatetheHodgsonRoadandCount yRoadJ MasterPlanfortheareaaro undtheintersectionofCSAH49/CountyRoadJ Mr.Smyser present edthestaffreport.Mr.Smyserpointedoutthataneighborhood meetingwasheldbya“propertyowner”andthatinnowayisstaffconsideringany indivi dualapplicationsfordevelopmentwith thisprojecttonight.Hestatedthathewould presentabackgroundandthe city’sconsultantCarolynKrallofLandFormwillpresent theMasterPlan . Mr.Smyserpointedoutthatthe 49/J intersectionfunctionsveryp oorlyatthecurrent time.Studiesshowthattherewillbeanincreaseintraffic.BothHodgsonRoadandCty Rd J arearterialroadwaysservingmorethanjusttheimmediatearea.Thes tudyarea lackssufficientinternalroadways.Anybusinessexpansion willrequireextensivesite planning.S taffhasacknowledgedthecurrentandfutureneeds forpublicwaterand sanitarysewerinthearea . Mr.Smyserp o intedouttheimportanceofrecognizingtheimpacttoneighborhood residentialdevelopmentsinthearea.Staffistryingtoaccommodat etheinterestsof manyresidentsandpropertyowners.Theyneedtoconsidera ccessand traffic circulation and developmentpotential.Reducing the numberofaccesspointsisanimportantsafety issueandallowsbetterflowontheroads. Mr.Smyserpoin tedoutthatm ostofthetrafficgeneratedtothisareaisgeneratedoutside ofthestudyarea.AsignalisnecessaryattheCountyRdJ/HodgsonRdintersection. Mr.Smyserexplainedthatthereareanu mberofexistingdrivewayswithinthestudy area.T hec onceptistoprovideonemajoraccesspointtothenorthofCountyRoadJthat wouldconnecttointeriorstreetsleadingtodriveways.Staffhashad extensive discussionswiththeAnokaCountyHighwayDepttodeterminethelocationofthemajor access point.ThegoaloftheAnokaCountyHighwayDepartmentistoprovide circulationalongHodgsonRoad.TheAnokaCountyHighwayDepartment statedthata signalwouldnotbeallowedattheproposedaccesspoint. Mr.Smyserexplainedtheexistingwaterne tworkwithinthisarea ,pointingoutf our potentiallocationstohookupto the city’swatersystem.Hee xplainedtheexistingsewer systemandshowedareasofcapacityconstraintsontheeastsideofthestudyarea.The is sueistodeterminehowtohook uptoexistinglocations. CarolynKrall,LandForm ,statedthatsheisanu rbandesignerandarchitect whohasbeen workingonthisproject withcitystaff for the pasttwoyears.Ms.Krall presented the MasterP lan.Alightedintersectionwithpedes trianimpro vementswasakeyelementin the process.Planning determined itwasimportanttomaintainresidentialflowbetween LinoLakesandShoreview. Ms.Krall confirmedthisareais agatewaytothecity.Thereisano pportunitytocreate pleasinge lementsonth e corner sandprovide identitybywayofa w elcometothecity sign.Theydonotwanttocreatea genericsuburbanshoppingmallarea.Theyp laced businessesclosertotheroadway inordertobe pedestrianfriendlyand for traffic calming. Ms.Krallp ointedoutthatparkingisproposedbehindthebuildingswithwalkable connectionsbetweenthebuildings.Shee xplained the visionfortrailsthroughout the studyarea . Ms.Krallexplainedthattheproposedplanprovidesforav arietyofsm allretailand commercialbuildingswitharangeofhousingtypesthatmeetthecomprehensivePlan’s anticipateddensities.Shep ointedoutthattheareatotheeastisanecologicallysensitive areathathasbeenaddressedandaccountedfor.She address edtrailconnectionsto existingparks,bufferareas,wetlandmitigationandreducedparking.Sheaddedthatthey havet riedtoincorporate the interest s ofpropertyownersand int eresteddevelopersinthis area.Shesaidthattheyhavebeen approachedw ithaninterestforasmallbigbox and theyhaves tudied the potentialimpactforthisarea. Mr.Ladenasked if the fullydevelopedretailcouldpushtraffictothelimit.Mr.Smyser saidthatstudiesuseaninflationfac torforbackgroundtrafficandthenaddnew development.Mr.Laden askedwhatthetimeframeforthisdevelopmentis.Mr. Smyser repliedtheyarelookingat 2015forfulldevelopment. Mr.Nelsonaskedabouttheproposalforutilitiesandiftheyhave specificsolutions.Mr. Smyserrespondedthattheplanwillbeimplementedwitheachdevelopmenttoeventually fitwithintheplanandthatutilityconnectionswillbedeterminedasdevelopmentoccurs. Mr.Rootaskedifstaffanticipatesthatdevelopmen twilloccur throughPlannedUnit Developments(PUD).Mr.Smyser repliedthat mixedusealwaysrequireaP UDi nthis city.Headdedthat PUD ’s willprobablybethemosteffectivesolution. Mr.TralleaskedMs.KrallifHodgson Road willremaina55mile perhourroad.Ms. Krallsaidshehasnotbeengiventhatinformation.Mr.Smyserpointedoutthatin urbanizedareasyoudon’tdriveasfastwhentherearenotwideopenspaces ,andthat theyh avenotproposedreducingthespeedlimit. Mr.Tralleexpr essedconcernaboutincreasedtrafficbeingasafetyconcern.Ms.Krall respondedthat oneofthereasonstodoamasterpl a n is tomakesuretheymakethe necessaryroadimprovements. Mr.Smyserpointedoutthattheoverlayimagesshowthattheexisting businesseshave beenplannedtocontinuetoexistwithinthisplanuntiltheymaydecidetodevelop differentlyinthefuture.Staffandconsultantsdidthebesttheycouldtoplanaround existingbusinesses. Mr.NelsonaskedifSadder’swouldbeable toremain.Mr.SmyserandMs.Krall expressedthatphysicallytheycouldremain.Ultimatelytheyhopethateventuallythe entireplanwilldevelopasproposed,but that mayoccurpiecebypiece. Mr.Alan Klugman,W estwood P rofessional S ervices ,statedthat ,f ortherecord ,he com mendsthestudyandtheprinciplesinvolved,butlooksattheplanningstudywith concernsthatthestudyfavorsoneside ofHodgsonRoad overtheother.Hesaidthey h avereviewedtheplanningstudiestothisdate,stay ed currentwiththecity’sanalysis and requestedtolookatthenewesttrafficstudyresults.Heg reatlysupport s asignalized intersection,butknow s thatitwon’tgoinrightaway.Hewondered what wouldhappen betweennowand 2014.Heh asreviewedTKDAtrafficstudiesanddetermined that70% oftrafficisgoingtothesouthandthatonly30%isgoingtothenorth.Hesaidm ost criticalisaleftturnoutofdevelopments.Hestatedtheyd on’tagreethatbettermassing oftrafficistotheeastside. Mr.Smyserstatedthattheplanningobjectivesstate thattherearecertainthings establishedrightwheretheyareshown. Mr.Smyserstatedthat they haveworkedwithalloftheneighboringcitiesandcountiesin acollaborativeefforttogetanswersandmakedeterminations.Hesaid theyarenotatthe le velwheretheyneedto determinespecific dimensions ,andthey couldaddastatement thattheyarenotestablishingthelocationsandspecificsofanyshownmedians.He addedthatt hereisastatementintheplansayingthatspecificbuildingdetailsare notyet established. Ms.Krallreiteratedthatallexistingbusinessescouldfunctionwithintheproposedplan, butright -of -wayacquisitioncouldaffectparking. Mr.Trallecommentedthatthecitywillnotbeforcinganyonetosellbut thismasterplan willallowthosewhowanttodevelopanopportunitytodoso . CoreDevelopmentstatedthatiftheamendmentmovesforwardthisevening,thentheir proposalwillnotfitintothispropos edplan .Hesaidt heyhaveabigprojectandare preparedtoparticipatefinancially. Mr.Nelsonaskedhowlongtheyexpectton e edtoworkwiththecityandthecounty. M r .Coyle replied thebigboxispreparedtogo inimmediately,wouldfittheaccess points,andwouldfitwithintheproposedtrafficandconfirmedthathewouldliketo movetheaccesspointfurthernorthonHod gson.Herequestedthattheboardtablethe item. Mr.Tralleaskedwhentheyneedtomoveahead.Mr.Smyserstatedthattheearlierthey establishrulesfordevelo pmentinthisareathebetter. Mr.Coylestated thattheplan as presentedforeclosesopp ortunitiesthatcouldbe availabletothecityand he wouldlike achancetotryandworkontheirproposedplan. Mr.Raffertyaskedifitwouldbebeneficialtowaittomaketheirdecisiontoensurethey haveaccommodatedallpartiesinvolved.Mr.Smyse raddressedthatthelocationofthe accesspointonHodgsonroadisacriticalpieceofthemasterplan,thattheissuehasbeen addressedandallproposalshavebeenlookedatextensively f oralongtime ,andthatthe proposedlocationiswherethecity firmlybelievesitshouldbe. Mr.Raffertyexpressedconcernthatallcountiesarenotonboardwitheachotheratthis point.Mr.Krallrespondedthatthecountyhasnotacknowledgedimprovementsinthis areabecausenodevelopmentplanisinorderfor thisarea.Ms.Krallsaidtheyarenot abletomoveaheadwithfurtherplanninguntilaplanisinorder.Sheisnotconvinced thereisasmuchforeclosurewithpotentialbusinessasisbeingstatedtonight. Mr.Nelsonappreciatedstaff’seffortsover theyearsintheplanningofthisarea.Mr. Nelsonsuggestedthattheboardcontinuetodiscussthisfurtherandthattheboardhasnot hadadequatetimetodiscusstheplan. Mr.Smyserstatedthatthecityshouldnotmakedecisionsbasedononeapplica nt’s submittal ,addingi tistheresponsibilityofthecitytolookatthebigpictureandnotwhat Planning&ZoningBoard December13,2006 Page 9 APPROVED MINUTES individualdeveloperswanttodo.Heexplainedthe reason for plan ning anareaisto determinethebestcoordinateddevelopment toservethelargerpublic . Mr.Pogalz saidheunderstands themasterplanningprocessandthevision ,buthas troublewiththefactthatadeveloperhasproposedaplanandisreadytomoveahead. Boardmembersrequestedtohaveanopportunitytoseetheproposedplanandifitw ould havepotentialtoworkinthisarea.Mr.Nel s on wanted tohearandlearnmoreaboutthe accesspoint. Ms.Krallstatedthat a workshopsessionwiththeP&Zboardtoreviewthepossibilities of theplan couldbebeneficial.Ms.Krallstatedthatit shouldbeinaworkshopsetting,not apublichearing,thattheycouldexplainthealternativesandgiveabetterunderstanding ofthepossibilitiesforhisarea.
