Staff has thoroughly reviewed /considered several options. We are recommending that we convert to a Voice -Over IP system to provide telephone service at the civic complex and public works facility. An IP (Integrated Platform) system allows voice, data, and video to be transmitted over a single network. In addition, voice mail, email, and fax messages are all integrated. For example, staff can retrieve and respond to all messages from a PC, touch tone telephone, or over the internet. Voice -Over IP is the most efficient and inexpensive telephone system to meet our needs. This type of system is the standard of what is being currently installed across the country. We will be able to retain the same phone numbers. We have met with the city of Roseville MIS staff on several occasions to formulate the change over. The estimated project cost is $40,000. We also have to be prepared to fund up to $10,000 (worst case scenario) for potential outside consultant fees (Berbee). If any unforeseen problems occur during the changeover, it's possible that the city of Roseville may need some technical assistance due to time constraints, etc. Ongoing operating /maintenance costs are expected to be approximately $1,925 per month. (We are currently spending $1,525 per month for the operations /maintenance of the existing telephone system). • • • In order to ensure that the change over is completed by July 15, we need the city council to approve the installation of the Voice -Over IP System immediately. Equipment order /delivery, telephone lines relocations, etc. require several weeks lead time. Generator Hookup - Currently, there is not any type of emergency power backup for city hall and the ECFE should electrical service be disrupted to the civic complex. The existing generator provides back -up to the Police Department only. Hooking up the generator to provide back -up power to the entire civic complex will result in our ability to continue services (warming /cooling, computers, telephones, lights) in case of a power outage. This was originally planned when the civic complex was built, but was removed as a cost cutting measure. The total project cost to connect the existing generator to the entire civic complex is $70,000. If the city council is amenable to directing staff to pursue providing emergency power to the entire civic complex, we will begin preparing plans and specifications to advertise for bids. The city council will subsequently need to authorize the advertisement for bids, receive the bids, and finally award the contract for this project. Access Control System - Staff has researched the installation of an Access Control System (card readers and security management software) for city hall. This is similar to the system used at the police department. We have had difficulty retrieving keys from past employees and city council members. There is also the possibility of keys checked out by staff being lost or misplaced. The best long term way to provide a secure environment that can be controlled /monitored is to install an Access Control System. The cost to install an Access Control System (including proximity card readers, door status sensors, electric locks, and security management software) amounts to $11,150 for the four interior doors leading to the work area. It would cost an additional $9,000 to install the system to the two "exterior" door locations (The main outside door to city hall and the interior concourse door near the Community Room). REQUESTED COUNCIL DIRECTION Staff is requesting council direction on the above items. It is essential that the city council authorize funding for the Voice -Over IP System on April 10th. Secondly, staff requests that the city council indicate their support/non- support for providing emergency power backup for the entire civic complex and the Access Control System. Retreat facilitator Carl Neu has sent his report on the council retreat (attached). The council carried some goals forward which require updating of the objectives and specific actions. Additional new goals were identified which are to be further considered following a review and analysis of the City's long term financial situation. In view of the now known date for the presentation of the results of the community survey, staff has waited to complete the finalization of the 2006 — 2007 goals, objectives and actions until after receiving the results of the survey to allow for any needed changes in issues or priorities based on those results. The communication process to be developed by staff with assistance from identified council members has been discussed at the staff level. Due to Anoka County library and YMCA project activities, work has not progressed to the extent of meeting with council members. It is planned that this activity will be completed and presented to the Council at the May work session. Other decisions made by the Council at the retreat have already been implemented, including: increased use of consent agendas, instituting a summarized -brief form of minutes, and adhering to the adopted city code related to council deliberations. Staff has initiated work on the analysis of the City's long term financial situation and future council financial work session. Meetings have been held with Springsted and the city's auditor to discuss this project and develop a work program and schedule. It is planned to have the analysis completed to allow for a special council work session to be held in late May or early June. Neu, Jr. February 27, 2006 I. INTRODUCTION On February 20 -21, 2006, members of the City Council and City Management Team conducted a City Leadership Workshop. All members of the council and the management team were in attendance. A copy of the Objectives and Agenda for the workshop are attached to this report as Appendix A. II. KEY OBSERVATIONS AND CONCLUSIONS REACHED BY THE PARTICIPANTS A. Review of accomplishments made pertaining to the goals and objectives contained in the Council's Goals and Management Action Plan for 2005 -2006. The Goals and Management Action Plan for 2005 -2006 was developed based upon observations and conclusions made by the council and management team at a workshop conducted on May 22, 2004. Prior to this workshop, the city administrator provided the members of city council with a progress report pertaining to accomplishments made relative to the goals and objectives contained in the Goals and Management Action Plan for 2005 -2006. During this workshop, the administrator highlighted again the accomplishments achieved and answered questions from council members. After reviewing the report, the participants made the following conclusions: • • • • There still is a "lot to do" in furtherance of the achievement of the goals the council had adopted in 2004; • Overall, the council and city administration are "on track" in addressing issues of extreme importance to the future of the City of Lino Lakes; • A lot was accomplished, but a number of items still need to be carried forward in the Management Action Plan for 2006 -2007; • Resource limitations (funding primarily) necessitated having to postpone or scale back on some of the council's expectations relative to goal and objectives achievement. Participants identified the following items that needed to be carried forward from the 2005 -06 plan into the 2006 -07 Goals and Management Action Plan: • Funding for YMCA • Funding for Lake Drive • Establishing gateway structures • I -35E Plans, Joint Powers Agreement, and Interchange Improvements • Adopt a Redevelopment and Revitalization Plan • Diversify, expand, and enhance the city's tax base • Recreation: o Priority parks and trail projects o Recreation complex property • Complete Visioning Process • Complete Comprehensive Plan Update B. Goals and Objectives for Management Action Plan: 2006 -2007 1. Goals and objectives carried forward from the 2005 -2006 Goals and Management Action Plan that do not require further council guidance or policy direction to the city staff. A number of the goals objectives contained in the Goals and Management Action Plan: 2005 -2006 will be carried forward to completion to 2006 by city staff following guidance given to the staff previously by the city council. 2. Goals and objectives carried forward from 2005 -2006 that still require city council direction, policy setting, and leadership guidance to the city's staff. • • a. Goal: Complete Town Center (1) Objectives to be completed in 2006: (a) Finalize YMCA funding (b) Continue partnership with County and MnDOT for Lake Drive improvements (c) Start Lake Drive improvements (2) Objectives for 2007: (a) Start Lake Drive Improvements Funding is the primary issue to be addressed as to when starting of the Lake Drive improvements will occur. b. Goal: Plan for and implement needed local regional transportation improvements. (1) Objectives to be completed in 2006: (a) Complete plans for I -35E interchange and bridge (b) Identify funding sources for I -35E interchange and bridge c. Goal: Review and update the City Charter so that it reflects and facilitates current and future needs of the city that is becoming an urban city. Rationale for this goal: The City Charter: • Affects the city council's ability to fund certain items deemed beneficial to the community • Should reflect and facilitate processes for meeting current and future needs of the city that is becoming an urban city; i.e., manage change in a responsible manner for the entire community's benefit • Identifies ways to handle other problem areas that need to be addressed in a reasoned and expeditious manner. • • • (1) Objectives to be completed in 2006: (a) Identify issues that need to be addressed in the charter (council /staff assigned this task) (b) Conduct independent review of the issues and requirements for change (possibly involve the services of a consultant who can assist in this process) (c) Meet with Charter Commission to conduct a dialogue on these issues. (Dialogue will involve council, charter commission, city staff, consultant) (d) Establish an appropriate course of action for making charter amendments /revisions. (2) Objective for 2007: (a) Implement course of action depending upon 2006 outcomes (council and charter commission will implement this course of action jointly, as appropriate). Other considerations to be addressed in implementing this goal include: • Citizen communications and involvement • Funding for the process • A spirit of community building and teamwork. d. Goal: Complete the following: • Community visioning process • Updating the city's Comprehensive Plan • Adopting a Redevelopment and Revitalization Plan. e. Goal: Recreation • Determine and complete priority recreation and trail projects • Determine how City wants to deal with the recreation complex priority • Note: These first three items were combined into a comprehensive goal since they all are interdependent upon each other for completion of the process that will ensure a reasoned growth management plan and approach to "smart growth" that reflects the values of the community, intentional decision making, and ensuring that the type and quality of growth desired by the community will occur in a planned manner. The Community Visioning Process will involve insight from the community, the Comprehensive Plan update will produce required master plans for management of growth and development and the Planning and Zoning ordinances required to bring about this growth will need to be developed to ensure the effective implementation of the Comprehensive Plan which will lead toward the fulfillment of the community's vision for its future. (1) Objectives to be completed in 2006: (a) Complete Citizen Survey (to be completed by Decision Resources, Inc.) • (b) Review survey results (review to be conducted by council and city staff) (c) Define visioning process (council, city staff, and consultant) (d) Complete visioning process (process to be completed by consultant and citizen participation) (e) Define Comprehensive Plan process to be followed (this decision will be made by council, with input from the city staff and comprehensive plan consultant) (f) Perform Comprehensive Plan inventory (inventory to be completed by city staff and comprehensive plan consultant) (2) Objectives for 2007: (a) Establish a Comprehensive Plan Task Force (task force to be established by city council) • • • (b) Task Force complete Comprehensive Plan update recommendations (parties involved in this task will include Planning and Zoning Commission, Comprehensive Plan Task Force, Comprehensive Planning consultant) (c) Board review of Task Force recommendations (to be completed by appropriate city boards) (d) Planning and Zoning Commission action (responsibility of the Planning Commission) (e) Council adoption of updated Comprehensive Plan. Other considerations that need to be addressed for the implementation of this goal include: • Funding of the process • Obtaining necessary approvals from the Metropolitan Council • Community teamwork. 3. New City Council Priorities and Goals for inclusion in the Goal and Objectives Management Action Plan for 2006 -2007. a. Goal: Achieve infrastructure within areas of the city to ensure compliance with Comprehensive Plan requirements for these areas. Infrastructure includes: roads, water and sewer, parks and trails, stormwater. (1) Possible objectives for achievement of this goal: (a) Adopt an updated Comprehensive Plan for the city (b) Develop a comprehensive decision - making package to bring certain infrastructure improvements into affected neighborhoods • • • (c) Define contribution(s) the city would make to neighborhoods undertaking this effort (d) Work with Charter Commission (to achieve charter changes) that will address this issue in an effective and responsible manner. (e) Develop financing elements required for the implementation of this goal. (0 Establish a process for ensuring the integration of upgrading infrastructure with the Pavement Management Programs. Note: This goal and the proposed objectives clearly will require definitive policy decisions to be made by the city council. Further consideration of this goal has been postponed until Item II. C. 3 (pages 15 -16) has been completed by the city council. b. Goal: Diversify, expand, and enhance the city's tax base. In discussions pertaining to this goal, the following items were identified as ones that need to be addressed: • The city needs to develop a proactive, rather than reactive, economic development program designed to diversify, expand, and enhance the city's tax base. • Such a stance will require an aggressive marketing program to bring into the community "what the community wants in terms of economic development (mix of economic activities) ". • Creation of a clearly- defined marketing plan that identifies the types of economic activity the community is seeking to attract, what the community has to offer to the parties that will bring these activities to the city, and how these economic activities integrate into /link with the rest of the community in terms of development and growth. • Developing the necessary tools to attract and sustain economic development which include: o Tax Increment Financing policies (TIF) o Incentives • • • o Promoting Lino Lakes as a business - friendly community o Establishing the appropriate structure and staffing necessary to carry out this proactive and aggressive undertaking NOTE:Further consideration of this goal has been postponed until Item II. C. 3 (see pages 15 -16) has been completed by the city council. c. Establishing an appropriate revenue generation and allocation policy for the city; i.e., what is the city's tax policy? During discussion the following items were raised as ones requiring consideration; remembering that a city's revenue is a function of its tax base and tax rates • Appropriate taxes /city revenues will be defined by what the community's desires are relative to its vision for the future, its plans for achieving that vision, the revenues and resources necessary to fund those visions and plans. The tax rates and policies necessary to achieve those revenues will related directly to the city's tax base. • The real issue here is a balance of community desires and willingness to pay for the fulfillment of those desires through establishing appropriate prioritization and political decisions pertaining to taxes. NOTE:Further consideration of this goal has been postponed until Item II.C. 3. (see pages 15 -16) has been completed by the city council. C. Review of City Council Performance (How are we going to conduct the council's business) and matters affecting the Council -Staff Partnership (the capacity to achieve and sustain excellence in community leadership and administrative performance). The topics considered during this portion of the workshop were defined and affected by the following two conditions /items: • The city council membership for the next two years (2006 -2007) has been defined by the electorate. • • • • The workshop participants, (city council members, city administrator and city staff) completed a pre- workshop survey in which each person was able to identify issues for discussion during the workshop. A summary of the responses obtained through the pre- workshop survey was provided to the participants during the workshop. The participants identified the following three items as ones to be addressed: • Leadership provided by city council: o Capacity to speak with "one official voice" o Setting policy o Giving clear and definite direction to city staff and appropriate boards and commissions. • Relationships existing: o Within the city council among its members o Between the city council and the city management staff. • Financial situation: o Concerns pertaining to the city's finances raised by the staff o What do the city and city council need to do to address these concerns in terms of the risks involved and how to deal with them? 1. Leadership provided by city council a. Meetings: regular and work sessions (1) Issues pertaining to the purpose and conduct of meetings. The participants identified a number of issues relating to how council conducts its business at both its regular meetings and work sessions. The issues included: (a) Appropriate debate and deliberation guidelines: • focusing on the value of discussions and deliberations • eliminating redundancy; i.e., repeating at regular meetings discussions that occurred at work sessions 10 • • • • having appropriate guidelines pertaining to the conduct of meetings and debate procedures and limits to be observed during meetings (b) Increased use of consent agendas (c) Rules pertaining to the distribution of "new information" (d) Eliminating a "winner- loser" atmosphere that prevails at a number of meetings within the council and which then is carried out into the community after council meetings. (e) Elimination of information not relevant, or taken out of context, during discussions; i.e., keeping the debate focused on the item under discussion without introducing extraneous or irrelevant information. (f) How to give city council direction to staff both at regular meetings and work sessions so that staff understands clearly council's expectations as to what will be done by the staff in carrying out council's leadership and policy- setting directions. (g) How to ensure open- honest debate within council and that council decisions are represented to the community as council's "one voice "; i.e., ensuring that differing messages about what council is doing and pursuing are not disbursed throughout the community. (2) Directions /guidelines established by the participants pertaining to regular and work session meetings. (a) Council will review and adopt city council guidelines through the following procedure: • city council and city staff will draft proposed new guidelines • council will vote on the guidelines 11 • • • the guidelines will be framed and posted for the council, city staff, and the public • the guidelines will define how the council wants to identify its roles and responsibilities, conduct its business at regular and work session meetings, relate to staff, relate with boards and commissions, etc. (b) Council will make increased use of the consent agenda to expedite its business. (c) Distribution of "new information" will be handled in one of the following manners: • it will be distributed through the city administrator to the city council members • council, upon reviewing the "new information" may adopt a motion to postpone further consideration of the information until a time certain • council and the city administrator will enhance its planning and preparation for council meetings eliminating, to the fullest extent possible, the real or perceived need to introduce new information during debate at a meeting. NOTE: It was decided that a city council - city staff task force consisting of Jeff O'Donnell and Gordon Heitke (or someone he designates from staff) will prepare the proposed guidelines for submission to council at the April 3rd work session. The proposed guidelines, after review at the April 3rd work session, will be submitted for adoption at the April 10th regular council meeting. (d) City council will review the use of work sessions focusing attention on items requiring exploration and analysis, furthering council's ability to make an infotttted decision when the item comes forward for action/decisions at a regular 12 • • • meeting. The practice of reviewing the entire regular meeting council agenda at the work session will be modified to focus attention only on those items requiring further exploration by the council. (e) Minutes Council gave direction to staff that, starting immediately, all council minutes will be in summarized -brief form similar to the one used by the City of Eagan. The city administrator and city clerk will prepare an outline of the new minutes format that will be used in preparation of official council minutes. The draft City Council Guidelines may also address the issue of how the official minutes of city council meetings will be formatted and prepared. b. Providing clear policy direction to city staff. (1) At work sessions, the mayor will state the concerns of council or specific directions provided by council to the staff. The city administrator will request further clarification if he feels it is required so that there is a clear understanding of what council's expectations are in terms of the actions to be taken by staff. Note: This item will be addressed in the Draft City Council Guidelines to be presented to council on April 3rd. It was decided that in addition to Jeff O'Donnell and Gordon Heitke (or his designated representative), that the city attorney should participate in this discussion pertaining to the draft guidelines. (2) How do we handle data information requests that can absorb staff time away from pursuing guidance and priorities given to it by council? Note: This item will be researched and a proposed policy will be included in the draft City Council Guidelines. 13 • • • (3) Policy and Funding pertaining to attendance of a police officer at each city council meeting. (Police Chief has asked for specific direction and guidance on this matter) Note: It was agreed that the following actions would be taken: • This item also will be addressed in the draft city council guidelines • The rules and procedures that will be followed for deliberation and debate during a regular council meeting will be communicated to the public before the public hearings begin c. Official council direction It was decided that the "one voice" that officially represents council's decisions and direction will be determined by majority vote of the council. Once the council decision has been made, the council's and city administration's performance will be consistent with ensuring the effective implementation of that decision without council members or others trying to affect /invoke within staff differing viewpoints. It was decided that the following steps would be taken: • City council will maintain consistency in carrying out the direction and decisions made by council • Policies will be reviewed to insure that they reflect city council desires and decisions. 2. Relationships existing: • Within the city council among its members • Between the city council and the city management staff. a. Within council: the biggest issue identified by the participants is the level of trust that exists within the council among its members. b. Between city council and city staff: the trust issue also pertains to this relationship. 14 iProposed actions to be taken: • • • City council at all times will act as persons /group that exhibit trust in the relationships among council members and between council and city staff. • City Guidance: do not denigrate staff and their integrity or professional ability publicly. Be respectful in comments and issues raised. • Set aside times (mini- retreats) when city council and city staff can assess and discuss their working relationship and establish appropriate guidelines furthering the effectiveness of that relationship. 3. Financial Situation During discussion of the summary comments from the pre - workshop questionnaires, the staff raised concerns pertaining to the necessity for a comprehensive review of the city's long -term financial situation. The purpose of this review was to create a thorough understanding of the city's financial situation and future financial requirements and obligations resulting from city council decisions and policies. The purpose of this review is to provide opportunity for council to understand fully the long -term financial prospects of the city, the issues that the council must address relative to these prospects, and ensuring that the city does not encounter a financial crisis at some time in the future. It is extremely important to note that the city is not in a financial crisis. But, it is important that the city council have a long -term perspective of its entire financial situation and projected requirements. The following guidance was given by the city council to the staff: a. Prepare a general "look forward" financial workshop which will be conducted in a retreat setting. b. Define and articulate staff's concerns about city finances (long -term) and make specific recommendations /requests for city council action and guidance. c. This review should address the issue of roads and infrastructure requirements in the city. 15 • d. The review should address financial commitments the city has made and their implications long term. • • e. Other items the city council needs to recognize and deal with should be identified and recommendations made. f. The city council will suspend preparation of the five -year budget plan until this review has been completed. This will ensure that the five -year budget plan will reflect fully the thorough analysis that will result from this effort. The following assignments for preparation of the financial review retreat were made: • The city administrator will bring to the city council a work plan and schedule that will tie this review into the budget process and the eventual preparation of the five - year budget plan. • Responsibility for defining the content of the retreat is given to Al Rolek, Finance Director. He will be assisted in this effort by the city's auditor, finance advisor, and other resources he deems appropriate. The date and location for the retreat will be defined in the work plan submitted to city council by the city administrator. D. Unresolved Goals Three of the goals mentioned above: roads and infrastructure requirements in the city, taxes and revenues, and economic development could not be resolved definitively until council has had a chance to complete the Comprehensive Financial Analysis mentioned above and receive input from the community through the Community Visioning Process about what residents want for the future of Lino Lakes. The goals pertaining to these three items (Goals 3 a, 3 b, and 3c (pages 7 -9) will be held in abeyance until the financial review and possibility the Community Visioning Processes are completed. With information and insights attained from these two efforts, precise goals and objectives can be defined by the city council. E. Communication to Citizens It was recognized by the participants that the council must effectively and persistently communicate to citizens of Lino Lakes the issues it is addressing, the actions it has taken, and the directions that it is pursuing as 16 • • a result of these actions. This communications effort is designed to ensure the community is informed officially about what the city is doing and why it is doing it. This will help to minimize, and hopefully eliminate, misrepresentation and/or distortion within the community about city council actions, directions, policies, etc. The council recognized as a Basic Operating Principle the necessity to communicate effectively and continuously with the community. The following direction was provided to the city administrator: • Prepare and submit to council, with the assistance of Jeff Reinert, Donna Carlson and Mary Alice, a communications process to be used by the City of Lino Lakes and the city council to communicate fully what the city council is doing, why it is doing it, the outcomes it is attempting to achieve relevant to the issues being addressed, etc. This recommendation should also specify the city's spokesperson who communicates the city and council's positions on issues and items to the community. The recommendations pertaining to the communication effort should be submitted to the council for review at the April 3rd work session. III. RECOMMENDATIONS FOR FOLLOW -UP A. Immediate Actions The following recommendations pertaining to immediate actions are presented: 1. The city staff should prepare a Goals and Management Action Plan: 2006 -2007 for those goals that have been carried forward by council. The three goals that are being held in abeyance pending further consideration after completion of the financial review and possibly the Community Visioning Process should be identified but recognized as ones to be completed later for inclusion in the Goals and Management Action Plan. 2. A number of items were identified pertaining to creation of City Council Guidelines that will be submitted in draft form to the city council in April. Similar items pertaining to preparation of meeting minutes, etc. also need to be defined and acted upon immediately. The persons designated to prepare these guidelines and recommendations to council should move quickly to insure that they are reviewed at the April 3rd work session and carried forward for adoption at the April 10th regular council meeting. 3. The Financial Situation Analysis and mini - retreat should be • prepared for as quickly as possible so that information necessary 17 • for council to further complete the goals held in abeyance and a five -year budget plan will be available. • 4. Because the final definition of the three goals held in abeyance may necessitate having information from the Community Visioning Process, council should move forward quickly on deciding how this process will be conducted and the schedule for completing it. B. Longer -Term Actions 1. After completion of the Financial Analysis Mini - Retreat and possibly the Community Visioning Process, the council and staff should complete the preparation of the goals which have been identified to be held in abeyance. Once this is done, the council will have the information necessary to adopt the Goals and Management Action Plan for 2006 -2007 in its entirety. 2. The communications effort started in recognition of a Basic Operating Principle the council will pursue should be implemented as quickly as possible and continued assertively as an on -going communications commitment from the council to the community. The communications effort should utilize as many channels as appropriate to reach the entire Lino Lakes community so that citizens have access to easily attainable and accurate information about what the city and its council are doing. 3. The City Council Guidelines and other policies pertaining to the conduct of council business should be adhered to with consistency and conviction. Staff indicated to the City Council that the block party application and approval process would be reviewed for the purpose of improving the process for both the Council and applicants. Staff has completed this review and is recommending that the approval of block party permits be an administrative action. This will allow for a more timely approval process for applicants and preserve the council's limited time for more significant policy issues. Staff has revised the application form and developed a permit requirement agreement and notification form for affected parties. The new forms and agreement will ensure that the applicant understands all city regulations related to block parties, inform city staff of the planned specific activities and hours, and will allow staff to determine whether all affected parties are aware of the planned event and whether there are any objections. As always, any applicant may appeal the administrative decision to the City Council. Requested Council Direction Staff is seeking Council agreement with the new proposed block party application approval process. Attachments w1. Applicants shall be responsible for placement and maintenance of the barricades. The barricades shall be placed and maintained in the location set forth in the permit throughout the duration of the block party. Streets shall not be barricaded after 10:00 p.m. Applicant is then responsible for returning barricades to the corner for the city to pick up on Monday morning or next work day. 2. Traffic The total roadway portion of the right -of -way shall be barricaded. Motorized vehicles will not be permitted access /passage to any portion of the barricaded street. Barricades shall be temporarily removed for authorized or emergency vehicles only. 3. Surface of Street No materials of any type (such as powder, sawdust etc.) shall be placed . on the public right -of -way. 4. Supervision Applicants shall maintain adult supervision at all times during the event. 5. Clean -up Applicant shall provide trash receptacles to prevent littering. Applicant shall be responsible for the pick -up and proper disposal of trash by noon the day following the block party. 6. Speakers No load speaker system shall produce sounds audible outside the areas designated for the block party. Residents and guests shall fully comply with the city's Nuisance Ordinance (Chapter 900) and Public Property and Improvements (Chapter 301) 7. Council member O'Donnell, with assistance of staff, was to prepare the updated guidelines for presentation at this work session. The initial draft guidelines are attached. A final review of this initial draft by Councilmember O'Donnell and staff for compliance with the retreat recommendations will occur prior to the work session presentation. Requested Council Direction Staff is seeking direction as to any needed changes to the draft Lino Lakes City Council Guidelines prior to action at the April 10, 2006 city Council meeting. Positive Work Environment — Council members shall support a positive, efficient and effective environment for residents, businesses and City employees. Steward of City Funds — When the end of a Council member's service on the City Council has been determined by means of not seeking re- election, resignation, or the results of an election, that Council member shall not subject the city to unnecessary travel and /or tuition costs. Communication Sharing of Information - It is the responsibility of Council members to publicly share information that pertains to a topic under consideration that they have received from sources outside of the public decision - making process with all other Council members. Request for Information - All ele . fficials shall receive the same information at the same time when deemed ready fog tribution by staff. If an elected official requests information in advance of others on the City Council, the matter should be resolved by a majority of the City Council.
