HomeMy WebLinkAbout05-01-2006 Park Board MinutesParkBoardMeeting –May1,2006 Minutes 1 The May1 ,200 6 CityofLinoLakesParkBoardmeetingwascalledtoorderat6:3 3 p.m.,byChairLindy.Rollcallwas taken;memberspresentwerePamTaschuk,AaronFrederickson,Paul Montain,PatHuelman,BillKustermanandGeorgeLindy.Membersabse nt wasKatie Boyle .AlsopresentwasRickDeGardner,PublicServicesDirector andSandieWood,Public ServicesDepartmentOfficeManager .SwearInNewlyAppointedParkBoardMembers –MayorBergeson MayorJohnBergesonsworeinPamTaschukandBillKuster manasre -appointedPark BoardMembers.APPROVALOFMINUTESFROM MARCH6 ,200 6 :PaulMontainmadeamotiontoapprovetheMarch6,2006minutes.Secondedby PamTaschukandapproved.SETTINGAGENDA:Therewerenochangestotheagenda.OPENMIKE:Noon ewaspresentforopenmike.REVIEW“THEPRESERVE”PRELIMINARYPLAT :Rickindicatedthat “ThePreserve”isa52.56acre(14.97acresofupland)residential developmentlocatedsouthwestofBirchPark.Theproposeddevelopmentconsistsof 31singlefamily residentialunits.Ricksaidthereareinternaltrailsproposedconsistingofbothboardwalksegmentsand bituminoussegments.HeexplainedthatTrailSegmentAbeginsatKilldeerDriveand extendsdirectlysouthtoPheasantRunS(betweenLots1and 2ofBlock5).Thistrail segmentconsistsofapproximately160’ofboardwalkand240’ofbituminoustrail.Rick toldmembersthat TrailSegmentBextendsinaneasterlydirectionfromTrailSegment AtoPheasantRunS(nearBlock2,Lot7).Thistrails egmentconsistsof approximately220’ofboardwalkand440’ofbituminoustrail.Hewentontosaythat TrailSegmentBtraversesthroughaconservationareathatwillrestore/enhance severalecologicalsystemsaspartofthedevelopmentprocess.Mr.DeG ardnersaidthe ParkDedicationfeesamountto31lotsx$2,075=$64,325.Estimatedconstructioncostsofthetrail(dependinguponfinaldesignoftheboardwalk)areestimatedtobe$63,000.HetoldParkBoardMembersthatthe City willneedto workcl oselywiththedevelopertofinalizeconstructioncostsfortheproposedtrailsto ensurethatwewillnothavetopayadditionaldollarsforthetrailswithinthis development. ParkBoardMeeting –May1,2006 Minutes 2 Mr.BrianBourassafromMcCombsFrankRoosAssociates,Inc.waspresenttopr ovide moredetail s totheBoard.Afterseveralquestionswereanswered by BrianandMr.JasonHusveth,CCES,PaulMontainmadeamotion,secondedbyPamTaschuk,to approve “ThePreserve”preliminaryplatasproposedwiththeunderstandingthata futures tewardship/endowmenttomaintainthewetlandareabeincludedintheplan.Themotionpassedunanimously.RECREATIONDEPARTMENTUPDATE:RickreferredtotheProgramHighlightsFlyerfrom April2006 .Hesaidtheearlyt -ball classeshavebeenfilled.He talkedabouttheKidsGarageSale,whenthenext brochurewillbeinresident ’shomes,and said thatstaff finished interviewingapplicants forsummer employmentpositions .PARKSDEPARTMENTUPDATE:RickreviewedamemofromMikeHoffman,ParksSupervisor ,whichsummarize d the maintenancehighlights for April2006 .Ricknoted citystaffhasremovedandreplaced siding,windowsandtrimonthewarminghouseatCityHallPark.Hecontinuedby saying s taffalsoremovedanoutfieldfence,threepowerpoles ,onetree ,andleveled andseededthearea atLinoPark.HetoldMembersthatMaythroughJulywillalsobe verybusy .Rick askedthemtocontacthimiftheyhadany other questionsaboutthe remaininginformationinthememo.NEXTPARKBOARDMEETING:Ri cktoldMembersthatthereisgoingtobeaCityCounciland A llBoardsmeetingon Wednesday,May31 ,6:30p.m.todiscussaproposedconservationdevelopmentnear LinoElementarySchool.He stated therewouldbeaParkBoardmeetingafterthe conclusiono fthatmeeting ,ifnecessary .Hesaidt herew ould notbeaParkBoard MeetingonJune5.ADJOURN:PamTaschuk madeamotiontoadjourn,secondedby PatHuelman .Themeetingwas adjournedat 7 :3 0 p.m.RespectfullySubmitted,SandraWood PublicServi cesOfficeManager TheseminuteswereapprovedattheNovember6,2006ParkBoardMeeting.
