HomeMy WebLinkAbout11-06-2006 Park Board MinutesParkBoardMeeting –November6,2006 Minutes 1 TheMay1 ,200 6 CityofLinoLakesParkBoardmeetingwascalled toorderat6:30p.m.,byChairLindy.Rollcallwas taken;memberspresentwerePamTaschuk,Aaron Frederickson,PatHuelman,BillKusterman ,PaulMontain and GeorgeLindy.Absentmembersw ereKatieBoyle .AlsopresentwasRickDeGardner,PublicServicesDirector and SandieWood,PublicServicesDepartmentOfficeManager .APPROVALOFMINUTESFROM May1 ,200 6 :PatHuelman madeamotion,secondedby PamTaschuk ,toapprove the May1,2006 mi nutesaspresented.Theminuteswereapproved.SETTINGAGENDA:Therewerenochangestotheagenda.OPENMIKE:JimMarch,1543ShermanLakeRoadwaspresenttotalktothe boardaboutinstallingabridge,boardwalkorsometypeof structuretospanthe pond.Hesaid theresidentsandhomeowners associationhavemetaboutthisandtheyfeelth ere isabig safetyissueand arevery concern ed.Theyhavenoticedan increaseinusageofthetrailinthisarea ,andfeelthisshould begivenhighpriority.J im andthepresidentofthe homeowners associationsaidtheyhopedtheParkBoardwouldconsiderthis projectwhentheyworkonthe2007goals.Mr.March also mentionedthattheassociationwouldalsobewillingtodosome costsharingforthisproject.Membershadquestionsaboutthewidth anduse ofthepond,and whatitwouldcosttoput in a bridge .Rickresponded that preliminaryestimatesrangefrom$100,000 -$122,000dependingon thetypeofbridgeused.Rickmentionedthatstaffispursuing l esscostlyoptionssuchasusingboardwalksectionstospanthe pond.MembersaskedJimwhatthepondwasusedfor.Jimsaid thepondwasusedinthewinterforiceskating .Therehasalso beenpeoplecanoeingonthe p ondbuthedoesn’tthink canoeing i s ahighpriority.Healsostatedhedidn’tthinktherewasanyone opposedtodoingthis project .REVIEW2006SUMMERPLAYGROUNDREPORT:Ricktoldmembersthatthe2006PlaygroundReportpreparedby Mrs.LizBenoit,RecreationSupervisorwasincludedint heir packets.HesaidtheymayrecalltheformatoftheSummer PlaygroundProgramwasdrasticallychangedduetotheelimination oftheprogram’sgeneralrevenuefunding.Hecontinuedbysaying althoughtheregistrationfeeswerethesameaslastyear,t he programhourswerereducedfromaneightweekprogramtoaseven weekprogramaswellasmeetingtwodaysperweekratherthan ParkBoardMeeting –November6,2006 Minutes 2 fivedaysperweek.Inaddition,severalcostcuttingmeasures werealsoimplementedwhichmayhaveaffectedtheprogramqual ity fortheparticipants.Forexampletheuseofspecialistand performerswerereducedandt -shirtswerenotprovided.Hesaid t heoverallattendanceoftheprogramdroppedfrom342 participantsin2005to272participantsin2006.Rick toldmembersth atitshouldbenotedthattheproposed2007 budgetincludesreinstatingpartialfundingoftheSummer PlaygroundProgram.Membersaskedifthedecreaseinnumberswas duetoprogram offeringsofsurroundingcommunities ,orbecauseofless services.Rick respondedthat hefelt itwasacombinationof lessserviceand increased programcost s .Hedidn’tthinkother communityofferings impacted ourprogram numbers .RickwillbringthisissuebacktotheParkBoardinMarchor Aprilforfeedbackonwhatthe programshouldofferin2007.DETERMINESKATINGRINKLOCATIONSANDHOURS:Rick said staffisrecommendingthefollowingwarminghouse sheltersandhoursofoperation whicharethesameaslastyear:PARK LOCATION WEEKDAYHOURS WEEKEND HOURS Sunrise Park 6918SunriseDrive 4 -9pm(M -F)Saturday1 2 -9 pm 2hockeyrinksandgeneralskating Sunday 12 -6pm BirchPark 6520PheasantRunS 4 -9pm(M -F)Saturday12 -9pm 1hockeyrinkandgeneralskating Sunday12 -6pm CityHallPar k 1189MainStreet 4 -9pm(M,W,F)Saturday12 -9pm Hockeyrinkandgeneralskating Sunday12 -6pm S taffalsorecommendsthefollowingicerinklocationsthatdo nothaveshelters:LinoPark 7850LakeDrive Generalskating Hetold membersthattheCentennialHockeyAssociation will utilize theCityHallParkwarminghouseandrinkonTuesdaysand Thursdaysforpractices.Rickalsosaidstaffhasdonemaintenanceontherinksandare readytostartflo od ingassoonasweatherallows . ParkBoardMeeting –November6,2006 Minutes 3 Member FredericksonaskedifRickhadheardfromresidentsabout puttingarinkinClearwaterCreekPark.Rick’sresponsewasno andthatitwasdecidednottoputarinktherebecauseof the damageitdoestotheareagrass.Hesaidseveralresiden tsin thatareaareputtingrinksintheirownyards.MembersalsowantedtoknowifanyLinoLakeshockeyrinkswere pavedinside.Ricksaidtherewerenonepaved inLinoLakes .Some ParkBoardMembers statedthey havenoticed that thepaved Centervi llehockeyrinkisnotusedverymuch.Itwasthought maybethiscouldbeconsideredwhenre -masterplanningLinoPark.OLDBUSINESS:Therewasnooldbusiness.NEWBUSINESS:8a.Follow -UponI -35EDevelopment,Mr.Frederickson:MemberFredericksonexp ressedhisconcernswiththeproject.Hethoughttherewasavocabularydifferencebetweenthe developerandCityCouncil.He expressedthathehadstrong concernsaboutthedevelopmentofparks/greenspaceinthe development.He also feels theprogramme dparkareaha s to o limited amountof parking be ingproposed .ChairLindysaidthe developerhadbeentoldthattheCitydidn’twanttheleftover land (unsuitableland)forparks.HesaidtheParkBoardtold thedeveloperwhattheywouldliketosee in thisdevelopment.Mr.Fredericksonthenexpressedconcerns aboutthetotalunits proposedandtheincreaseinpopulation.Asindicatedin previousemailssentto Mr.Frederickson ,Ricksaidthedeveloper isworkingonsomesignificanttransportationissu eswithcounty staffandcitystaff.When thetransportationissuesare resolved,thesiteplanningprocesswillagaincommencewiththe developerincorporating the issuesthathavebeenpreviously identifiedby C itystaffandadvisoryboards.Forexampl e,C ity staffexpressedastrongdesiretoprovidea10acreparkareaas wellassmallerneighborhoodparkareasthroughoutthe development.Staffanticipatestheamendedpreliminary developmentsiteplanchangingdramaticallyfromwhatwas reviewedbyt headvisoryboardsinApril.Oncethesiteplans arereviewedbyCitystaff,theadvisoryboardswillagainhave anopportunitytocommentontheplansfortheVillageof H ardwoodCreekDevelopment.TheParkBoarddecidedtowaituntil therevisedplans aresubmittedforreviewbeforediscussingthe developmentfurther.8b.RevisitIssueofFormerRiceLakeEstatesPark,Mr.Frederickson:Member Fredericksontoldmembersofhisconcernsabouttheold playgroundequipmentbeingtakenout atBaldwinPark .Hefeels ParkBoardMeeting –November6,2006 Minutes 4 CirclePinesdidn’ttreatLinoLakesresidentsfairly.George saidhefelttheoldequipmenthadbeenremovedbecauseofsafety issues.Ricksaid$25,000hadbeenspentonnewequipmentwith anadditional$25,000being spentonsafetysurfaces ,concrete pads,and installation oftheplaygroundequipm ent.Hewenton tosaythattheCityofCirclePines willbe makingadditional improvements toBaldwinPark in2007 includingapicnicshelter andnewfencingforthebaseballfield.Futureimprov ements includerelocatingthehockeyrinkandpavingitsoabasketball courtcouldbeused,trailimprovements,andrelocatingthe parkinglot.RickstatedthattheCityofCirclePineshas fulfilledtheirobligationsrelatingtotheRice L akeEstates Pa rk s ituation.OtherParkBoardMembersfeltCirclePinesdidagoodjobin reconstructingthepark.8c.AnokaCountyTrailMap:Amapwasincludedin the ParkBoardpackets.Rickadvised membersthatadditionalmapsareavailable freeofchargeatC ity Hall.MembersaskedaboutthetrailfromBunkerParktoLinoLakesand FridleytoLinoLakes.Ricksaidthecountyhadnotputproposed trailsonthemap buttheyarebeingworkedon .8d.SuperRinkSkatingPass:Ricktoldmembersthataspartof theagreementwiththeCityof LinoLakesassistingtheCentennialYouthHockeyAssociation (CYHA)insecuringuseofaskatingfacilityattheNational SportsCenter,theCityha d received216 freeskatingpassesfor useduring“openskating”sessionsat theSuperRinkinBlaine.Hestated thatallthepassesweregivenout.Hesaidthep ass es were limitedtoonepassperfamilymember.Hewentontosay thatt hescheduleof“openskating”sessionsattheSuperRink canbeviewedat www.superrink.org .Mr.DeGardneralsosaidthat there hadbeen afree“openskate”sessiononSaturday,November4,from1 –3pmattheNational SportsCenterforallLinoLakesresidents.ParkBoardmembersthoughtthefreeskating passes wereagreat idea.Onememberhadplannedtoattendthefreeskateon Saturdaybutdidn’tmakeit andwaswonderingifRick hadheard howtheturnoutwas.Rickrespondedno.
