HomeMy WebLinkAbout11-07-2005 Park Board MinutesPark Board Meeting – November 7, 2005 Minutes 1 The November 7, 2005 City of Lino Lakes Park Board meeting was called to order at 6:30 p.m., by Chair Lindy. Roll call was taken, members present were Pam Tasch uk, Aaron Frederickson, Pat Huelman, Bill Kusterman and Georg e Lindy. Absent members were Katie Boyle and Paul Montain. Also present was Rick DeGardner, Public Services Di rector. APPROVAL OF MINUTES FROM OCTOBER 3, 2005: Pam Taschuk made a motion, seconded by Pat Huelman, to approve the October 3, 2005, minutes as presented. The min utes were approved. SETTING AGENDA: Centennial Soccer Club was placed under open mike. OPEN MIKE: Centennial Soccer Club – Mr. Jay Peterson, Centennial Soccer Club, stated he is present this evening to represen t Youth Centennial Soccer. He provided his background in t erms of the Youth Soccer Club program noting he would like to o pen a dialogue with the Park Board. Mr. Peterson stated the Club puts in a request ever y year for field use within the City. He indicated the soccer program is looking for more practice time on the soccer fields . He advised the Club has looked for additional field space in o ther communities and it appears there is no additional s pace available. Mr. Peterson requested the Park Board look at addin g additional soccer fields at Lino Park and an additional practi ce field at Sunset Oaks Park. Mr. Peterson noted that Rick has alluded to the fac t that the maintenance of fields is a budgetary consideration. He stated the Club is willing to look at alternatives for mai ntaining the soccer fields. Chair Lindy suggested the Club approach surrounding communities to help with some of the needs for additional socce r fields. Rick distributed a packet that provided the backgro und and information regarding this issue. He reviewed the grid relating to the fields being used by the Centennial Soccer C lub as well as the percentage of Lino Lakes residents participatin g in the program. The grid showed that while Lino Lakes kid s represent 60% of Centennial soccer participants, the City of Lino Lakes provides 100% of the soccer fields for games. This includes Park Board Meeting – November 7, 2005 Minutes 2 soccer fields at Rice Lake Elementary, Centennial M iddle School, Sunrise Park, Marshan Park, and Lino Park. Rick st ated before we encroach into other neighborhood parks, the other c ities should be approached to provide soccer fields suitable for games. Rick stated that he discussed this with the Centennial S occer Board at their February, 2005 Board Meeting. Rick advised he is not prohibiting the use of Lino Lakes fields for the soccer program. He stated he is asking the participating communities that comprise 40% of participants in th e Centennial Soccer Club to provide some of the requested additi onal fields for the soccer program. Chair Lindy stated the City of Lino Lakes is not sa ying fields are not available. The City is saying other cities should develop fields for youth athletic activities. He e ncouraged the Club to approach other involved cities for addition al field space. Mr. Peterson indicated he would be speaking with th e School District regarding this issue. He added there is a meeting on Sunday and he would keep Rick updated on the situat ion as well as Aaron, who is on the Soccer Club Board. Chair Lindy asked Aaron to accurately represent the Park Board’s position at the Soccer Club meeting on Sunday. RECREATION DEPARTMENT UPDATE: Update - Rick referred to the Program Highlights Flyer from October 2005. He noted the City had a great turnout for the MEA break trips this year. The 4 th -6 th grade youth football players participated in an end of the season tournament Oct ober 24 – 29 and the Youth Soccer tournaments were played on Oct ober 29. Rick advised the 8 th Annual Family Turkey shoot would be held on Saturday November 12 from 10 a.m. – Noon at Centenn ial Middle School. As of October 31, 138 people had registere d for the Breakfast with Santa event. Rick added work is currently in progress on the win ter edition of the Recreation Review. Starting in 2006, a new dis tribution schedule will begin with the spring edition going o ut the first week of February as opposed to the last week of Feb ruary. Turkey Shoot Volunteers Flyer – Rick referred to a flyer requesting volunteer help at this year’s Family Tur key Shoot. Volunteers are needed between the hours of 8:30am t o 1pm. If anyone is interested in assisting with the event, c ontact Liz Benoit at City Hall. Park Board Meeting – November 7, 2005 Minutes 3 Volunteer Application Form – Rick referred to a copy of the volunteer application form that the Recreation Depa rtment has recently implemented. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Super visor, which summarizes the maintenance highlights for October 2 005. He noted new gates and stop signs were installed at the trai l entrance on the east side of Rice Lake Elementary School due to an accident. Chair Lindy requested Rick inquire about the Patrol Program at the school regarding this issue. NEW BUSINESS: Determine 2006 Park Board Schedule - Rick referred to a proposed schedule of 2006 Park Board meetings. It was the consensus of the Park Board to change th e July meeting to Monday, July 10, 2006. CONSIDER 2006 PARK BOARD GOALS: Rick advised it is time to start considering possib le Park Board Goals for 2006. He reviewed an updated Dedicated P arks Fund sheet noting the amount of total Undesignated Funds is $155,598. He noted the City Council has also designated $30,0 00 for trails development in the proposed 2006 General Fund Budge t. Aaron suggested the Park Board look at completing t he trail along Birch Street and possibly a survey regarding the ne ed for a dog park within the City. Chair Lindy suggested constructing a bridge in Phea sant Hills. Aaron excused himself from the meeting at 8:30pm. Pam suggested constructing open air shelters at Beh m’s and Highland Parks. Pat suggested the possibility of re-master planning Country Lakes Park. Rick advised the Park Board can continue this discu ssion at the meeting in December. Chair Lindy requested Rick inquire with the County regarding a dirt mountain bike trail within the regional park. NEXT PARK BOARD MEETING: Chair Lindy advised the next Park Board meeting wou ld be held on Monday, December 5, 2005, 6:30 p.m. Park Board Meeting – November 7, 2005 Minutes 4 ADJOURN: Bill Kusterman made a motion to adjourn, seconded b y Pam Taschuk.
