Roll call was taken, members present were Pam Tasch uk, Pat Huelman, Katie Boyle, Aaron Frederickson and George Lindy. Members absent were Paul Montain and Bill Kusterman . Also present was Rick DeGardner, Public Services Di rector, Community Development Director, Mike Grochala (part ), and Economic Development Assistant Mary Alice Divine (p art). SETTING THE AGENDA: Rick added Item 1A, Administer Oath of Office to Aa ron Frederickson and Pat Huelman. Rick administered th e Oath of Office to Park Board members Aaron Frederickson and Pat Huelman. APPROVAL OF MINUTES FROM JANUARY 5, 2004: Pam Taschuk made a motion, seconded by Katie Boyle, to approve the January 5, 2004 minutes. The minutes were appr oved. WELCOME MR. AARON FREDERICKSON, NEW PARK BOARD MEMB ER: Chair Lindy welcomed Mr. Aaron Frederickson, new Pa rk Board member. OPEN MIKE: No one was present for open mike. LEGACY AT WOOD’S EDGE UPDATE (THE VILLAGE): Community Development Director Grochala advised in 1998 the City of Lino Lakes, following award of a metropolitan Co uncil Livable Communities Planning Grant, retained the services o f Calthorpe Associates to design a Master Plan for the City’s T own Center District. The purpose of the Lino Lakes “Town Cent er” development is to provide for the orderly and integ rated development of a high-quality Town Center which inc ludes a mix of shops, offices, entertainment, housing, recreation, community facilities and open space. The mix of uses is desi gned to implement the principles of the Livable Communities Act and the City’s Comprehensive Plan by creating a Town Center for the community and providing more diverse, life-cycle ho using--including affordable and rental housing--within an active and interesting pedestrian-oriented community. The dev elopment is a cooperative effort that will leverage public and pr ivate investment to create sustainable value, ecologicall y, economically and culturally. The City has concentrated its efforts to implement this plan on the land located adjacent to the Civic Complex, of which, approximately 6.7 acres has been reserved for the C hain of Lakes YMCA.
Park Board Meeting – February 2, 2004 Minutes 2 Community Development Director Grochala stated the staff would like Park Board involvement in the park development . The City has retained the services of Short, Elliot, Hendric kson, Inc., to prepare the infrastructure plans for the developmen t including the “Community Green”. A conceptual layout of the community green has been prepared which includes a large cent ral green space, seasonal gardens, as well as a performance c anopy. The green is intended to serve as a location for commun ity events such as a farmers market or art fair. The “accessible commons” area, within the residenti al district, will be developed in conjunction with the specific plan review for that area. Staff is currently working with the developer and the YMCA to allow for joint use of the area. A pedestrian/bicycle trail is proposed to be extend ed along Town Center Parkway and through the proposed YMCA proper ty, to connect with the Regional Park. Anoka County Parks is comm itted to working with City staff to coordinate the City’s tr ail extension with future trail improvements within the regional park. Community Development Director Grochala noted the p ark dedication will be a combination of both land and cash. The d ollar amount has not been finalized at this time. However, it i s anticipated that cash payments will be used to develop the park s and trail system within the project area. Economic Development Assistant Divine reviewed the background of the project planning noting it is intended that the project incorporate great diversity in housing, commercial and retail areas. The goal is a lot of activity and livelines s. That goal will be accomplished by bringing in many different types of uses to the area. The community green will serve as a g athering place for residents of the community. Economic Development Assistant Divine reviewed the project plans in detail noting the trails within the project will be connected to the trails in the Regional Park. Other park are as within the project include open spaces and green space with na tural grass and plantings. There will also be a small park wit hin the townhouse area. The YMCA will program activities w ith the City and will also include a teen center open to all tee ns in the area. Economic Development Assistant Divine stated staff is looking forward to any ideas the Park Board has for the com munity green. Chair Lindy asked if the Park Dedication would incl ude fees from the City property. Community Development Director Grochala advised staff has not yet determined the final park dedication
Park Board Meeting – February 2, 2004 Minutes 3 numbers. The park dedication will be based on the City owned property as well as the privately owned property. Staff is working on how to apply park dedication to the mixe d uses on the project. Chair Lindy asked if other smaller communities like Lino Lakes have similar developments. Economic Development As sistant Divine stated she believes the White Bear Lake downtown ar ea is similar. Newer developments have tried to incorporate all th e different types of uses but have not utilized all components of the plan. The trails within this type of development are key to making the project work. Community Development Director Grochala stated staf f will look for guidance from the Park Board when going over de tails of the community green and the townhouse park. Chair Lindy asked how close the trails in the Regio nal Park system are currently. Community Development Direct or Grochala stated there are mowed trails behind City Hall that go all the way to the Regional Park. It is anticipated that t hose trails will eventually be paved. There will also be a bik e trail along Town Center Parkway to the YMCA. Anoka County will work with the City on their trail connections when the City gets to that point in the project. Pat inquired about the relationship between this de velopment and the three other quadrants in the area. Community D evelopment Director Grochala stated some of the quadrants will be fragmented such as the Target area. The other two quadrants a re planned for commercial and the City hopes to link them together . It is anticipated that there will be a bike trail going o ver the bridge when it is reconstructed. There is land set aside on the Target site for bike trail development at some point in th e future. Community Development Director Grochala stated he w ould keep Rick informed on the project. It is intended that the d evelopment will take care of all park costs. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from January 2004. He noted 160 people attended the Snow Day event, wh ich was held on Saturday, January 24 at Wargo Nature Center. Th is attendance number is much higher than last year, but still not as high as it was the first couple years of the event. Over 120 people are currently signed up for the pre school parent/child Sweetheart Dance that will be held on Valentines Day (Saturday, February 14) at Centennial Elementary Sc hool. The first Community Outing this year is “I Do! I Do!” o n Valentines
Park Board Meeting – February 2, 2004 Minutes 4 Day. Participants will watch the Minnesota Showboa ts production and have lunch at Forepaugh’s Restaurant. Approxim ately thirty participants are signed up for this trip. Rick advised nine teams are participating in the Ad ult 5-Player Basketball program which is no in mid-season. Fitn ess programs Cardio Kick Boxing and Yoga saw significant increas es in enrollment this season. The warming house shelters are operating effectivel y this winter. There have been very few complaints over the closur e of the warming houses. Rick noted the spring edition of the Recreation Rev iew would be in homes the last week of February. Pam asked if the City is offering the Options Progr am again this summer. Rick advised the Options Program will be of fered again this year at the same location as last year. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Super visor, which summarizes the maintenance highlights for January 2 004. Rick noted the maintenance activities have included dail y rink maintenance that includes sweeping, blowing, shovel ing and flooding of all the City’s rinks. Staff has also been assisting the Street Department with plowing of parking lots, sidewalks, streets, cul-de-sacs an d trails after snow events. Twenty bluebird houses have been cons tructed and will be placed in City parks and trails. Rick added the annual employee performance reviews have been conducted and went very well. NEW BUSINESS: Appoint Park Liaisons and Community Service Award C ommittee – Rick advised each year the Park Board designates a park liaison for each neighborhood park. He referred to a list of year 2003 Park Liaison List as a reference. He noted a Commu nity Service Award Committee Member also should be appointed. M ichael O’Connor was the Park Board Representative in 2003. Rick explained when neighborhood meetings occur tha t relate to a certain park, that Park Liaison should be present. A Park Liaison also gives residents someone other than Cit y staff to discuss problems, concerns, frustrations, or compli ments in relation to City parks.

Rick distributed additional information on the sale of LaMotte Park and the possible trails serving the Stoneybroo k development. Recent implementation of the new Anoka County Stand ards relating to the placement of trails along county roads has r esulted in substantial increases of project costs. After further discussion of the Park Board Goals, i t was determined that Rick would meet with Anoka County P arks and Recreation Department to further discuss various tr ail segments along Birch Street. Rick indicated he will provide additional information regarding this issue at the March Park Board meeting. The tentative date to discuss the 2004 Park Board G oals with the City Council is at the March 3, 2004 Work Session.
