I've given numerous State of the City addresses, but when I look back over this past year, I realize it was different from any other. It has made me more convinced that we as a city council, with staff and dedicated citizen advisory boards, are doing the right things. Our collective talents will weather the recent economic downturn and keep us on solid ground. We have dedicated the past several years to our future. It was 2006 when we began our three - step planning process with a community survey, followed by a Vision Plan, and lastly the update of our Comprehensive Plan. I will admit that such planning sometimes works slower than I would prefer, but the process is working, and we have come a long way in accomplishing our goals. Our draft Comprehensive Plan was based on a lot of community input, detailed data gathering, multi - agency collaborations, and, last but not least, common sense. I believe it is a good plan; it protects our natural assets, and provides for systematic growth and affordable housing opportunities. Our resource management plan is farsighted, and has become a model that other cities are emulating. I want to thank the thoughtful and dedicated group of citizens who worked so hard on this Comprehensive Plan, and am hopeful we will have something we can all be proud of when it goes to the Metropolitan Council for review. Lino Lakes has not been immune from all recent the grim economic news. New home construction has declined over the past few years, but in 2008 a noticeable slowdown occurred, with only 31 new single family and townhome permits issued. Commercial growth slowed dramatically also, from $9.5 million in new construction in 2007 to $1.5 million in 2008. Much of the revenue that the city receives from building permits came instead from storm - related roof and siding replacements. Our building department issued more than 2,700 roofing permits and 1,600 siding permits. While that revenue helped to make up for the slowdown in new construction, we certainly hope to do without damaging hail and winds in 2009. 1 As the state tries to deal with its deficit, it continues to cut assistance to cities. $120,000 that Lino Lakes expected to receive in Market Value Homestead Credits this past December was cut. Even with tightening in every department, a 1.58 percent increase in the budget was required for 2009. It's fortunate that the city council completed a 5 -year financial plan in 2008 which was based on a conservative estimate of future new construction. This tool will help us to better anticipate the future when we put together our annual budgets. It's always reassuring to see decisions that were made in the past pay off as expected in the future. The city's investment in the Town Center, through the contract with Target and Kohl's, has ended, adding nearly $27 million to the city's market value tax base. Each year the City Council sets goals, and periodically reviews them to see how we're doing. We're continuing to monitor the status of the Town Center development to determine what strategies will best work in the current economic climate, and how best to move forward to complete the downtown area. Among the council's biggest goals and accomplishments this year were planning and implementing regional transportation improvements. The completion of the 35W bridge over Lake Drive, and the reconstruction of Main Street — through the regional park and Centerville to the 35E bridge —were essential investments so that Lino Lakes can continue to mature as a city. The next critical section is the reconstruction of the 35E bridge at Main Street. Funding for this project in these tough economic times is a challenge, but we thank our partners at Anoka County and the Minnesota Department of Transportation for helping us explore funding opportunities. Because of concerns by residents and businesses about traffic and safety on Birch Street, a Corridor Study is now underway to develop a future roadway concept. This will allow the city and county to pursue planning activities, such as right -of -way preservation, access management, and official mapping of the corridor. There are many opportunities for citizens 2 to get involved in these discussions, so watch for opportunities on the city's website and in the local papers. Trail connections are important to Lino Lakes residents, and in 2008, funding was received to begin the first phase of the Rice Creek North Regional Trail in Lino Lakes. This section will begin at the YMCA and go through the park reserve to Rice Lake Elementary. It should be completed by May 2010. Our public services department has continued to expand on our city- wide system by completing the Pheasant Hills boardwalk and trail project to Sherman Lake Road. As costs for providing services rise, we must get more creative with how to pay for them. Last year, the city council established a new water conservation rate schedule to provide financial incentives to homeowners who conserve our limited and valuable water resources. This helps to reduce the expansion of pipes, wells and water storage. We also offer programs, such as free rain sensors for home irrigation systems, and workshops that educate our residents on best practices for water conservation. One unresolved issue that the city council, the Lino Lakes Charter Commission, and city residents must continue to explore, is an amendment to the city charter regarding construction of public improvements. A petition from residents to change the charter was placed on the ballot in November, but did not pass. I am confident that together we can find a solution that allows for basic necessary improvements like reconstruction of deteriorated streets while protecting the rights of our citizens. Our reputation for public safety continues to be a high priority in Lino Lakes. According to current statistics, Lino Lakes continues to have the lowest crime in Anoka County. That can be attributed to our police /community partnerships, dedicated volunteers and public education. Our volunteers donated more than 7,600 hours in 2008. Through a police department reorganization, our police teams are more effectively using our community oriented philosophies. The city again received national recognition for its outstanding 3 r participation in National Night Out. In 2008, 49 neighborhoods held celebrations, and our city also boasts 74 Neighborhood Crime Watch groups. In 2008 the police department, with the Centennial Fire District and the YMCA, held the first annual safety fair for seniors, with 85 seniors participating. On the second Thursday of each month, the police hold free educational seminars on such topics as identity theft, interne safety, and adult drug awareness. The police department also started a Community Emergency Response Team program to train citizens to assist others in the absence of emergency responders. 39 Lino Lakes residents are now trained to respond in the case of a major disastrous event. Our public works crews are often seen in the trenches, literally, repairing failing catch basins or renovating park buildings, repairing street signs, patching roads, snowplowing, planting trees. New emergency generators were installed at three lift stations last year. The recreation division processed more than 3,000 registrations in 2008, from summer playground tq football and soccer. If you are new to the city, check out the many special events offered through our parks and rec division. These events may become a new tradition in your family as they have in many families in Lino Lakes. With a population of about 20,000, Lino Lakes isn't a large city by most standards. But to the people who call Lino Lakes home, it's the most important place in the world. Stay informed about what is happening in your city through the city website and newsletter, cable tv, and the local papers. Maybe you don't have time to participate in local government, but you decide to become better educated on how to mitigate stormwater runoff on your property. Maybe committees aren't your thing, but you might enjoy helping the police department by being a part of the parks patrol program when you are using a trail. Each of these actions is appreciated by your fellow citizens. They help save the city money and raise our quality of life. The 2008 Charter Administration budget has been overspent. The total budget of $5,700 for all charter activities has been exceeded by $166.63, prior to payment of this $1,126.65 invoice. It is the practice of staff to seek Council direction prior to processing expenditures which will necessitate a budget amendment. The Council reviewed this matter at the February 2, 2009 work session and directed staff to obtain an itemized bill for consideration. The Council has received additional correspondence regarding this matter from the Charter Commission attorney and city attorney that was distributed with the Weekly Update on February 13. Approval of Invoice for Services to Charter Commission — Administrator Heitke reported that the Charter Commission has submitted an invoice for payment for some 2008 services however their 2008 budget has been overspent. Staff is seeking council direction prior to processing the expenditure since it is outside of the approved budget. In response to a council question, Mr. Heitke explained that the funds to make the requested payment would come from remaining overall fund balance or, if there is none, fund reserves. The council identified that the submitted bill was not itemized and requested that staff obtain an itemization of the charges; the council will consider the bill with that additional information at work session on February. 2. Fire Department - Lease Agreement with North Ambulance — Centennial Fire Chief Jerry Streich reported that in the course of a liability survey by the League of Minnesota Cities Insurance Trust it was discovered that although a North Memorial ambulance is currently providing services out of Fire Station No.2, there is no contract over that situation. The League identified some potential issues with this uncontracted situation related to potential liability, financial considerations and employee standards. Staff is seeking council direction on the development of a contract. The council directed the City Administrator to work with Chief Streich to initiate development of an appropriate contract to address the aforementioned issues and to report back to the council with a recommendation. 40 3. Fire a Department — Standardization of Burning Permit Fees — Centennial Fire 41 Chief Jerry Streich explained that permits for open burning are issued by the Fire District. 42 Since the District includes three municipalities that independently set fees, the fee amount 43 is not consistent. He is recommending that the three cities, Lino Lakes, Circle Pines and 44 Centerville, all adopt the same fee amount for this permit. His recommendation is $50 to 1 -22_ CITY COUNCIL WORK SESSION February 2, 2009 DRAFT 45 cover the cost for the related service (inspection) of issuing such a permit. 46 47 The council concurred with the Chief's recommendation and directed staff to prepare the 48 necessary amendment to the 2009 Fee Schedule. 49 4. Comprehensive Plan Update — Community Development Director Crrochala 50 reviewed his written report outlining the outcome of the council's joint meeting with the 51 Comprehensive Plan Advisory Panel. At that meeting, the panel reviewed the Plan 52 changes proposed by the council and accepted those changes with some modification 53 relative to residential density and affordability. When the period for outside jurisdictional 54 comment ends, the comments and those from individuals will be reviewed and addressed 55 accordingly. The Plan, as amended, will then be presented at a public hearing held before 56 the Planning and Zoning Board tentatively scheduled for mid -May. The council would 57 then receive the Plan for preliminary approval before it is forwarded to the Metropolitan 58 Council for review. Staff is requesting that the council confirm the proposed changes as 59 recommended by the Advisory Panel and instruct staff on their desire for future review 60 meetings. 61 62 After discussion of the possibility of requesting additional change from the Metropolitan 63 Council guidelines, the council requested that the item remain on the work session agenda 64 for future meetings. At the next meeting, staff should present some information on how 65 the city's ordinance regulations could be amended to accomplish the council goals. 66 5. Strategic Planning Process — Administrator Heitke referenced recent economic 67 conditions that are and will impact city finances, including the nnallotment of state funds 68 for 2008 and possibly the receipt of none of those dollars (approximately $237,000) in 69 2009. It is clear that the city will have a budget problem but the specifics are yet unclear. 70 There will definitely be some policy decisions requested from the council. Each year the 71 council engages in goal setting as well as the required approval of a five -year financial 72 plan. In November, the council held off on the five year plan so as to engage in a 73 strategic planning process to determine how to best meet the needs of the city within the 74 current and pending financial changes. Staff is requesting that the council establish at 75 least two meeting times to embark on the strategic planning process; staff is 76 recommending use of a facilitator for those sessions and requests council concurrence. 77 78 The council concurred with the use of a facilitator and decided upon the following 79 tentative meeting dates: February 18, February 26, March 16, March 24, and March 26 80 (all for 3:00 to approximately 7:00 p.m.) The council anticipates that meetings will be set 81 for two of those dates. Staff will present information on possible facilitators at a special 82 meeting to be held after the next regular council meeting on February 9. 83 6. Policy for Community Information Sign — Administrator Heitke noted that the 84 community information sign that was donated by the Lino Lakes Lions has been installed 85 and will be functional soon. Since the sign is property of and will be maintained by the 86 city, a policy governing how it will be used is appropriate. Staff is also requesting council input for the formal policy. 90 91 The council suggested that there should be some consideration of what the Lions 92 envisioned when they donated the sign. They understand there must be limitations and 93 suggest the city attorney opine on some parameters such as messages of religious 94 organizations. 95 7. City Code Project - The council posed no questions regarding their independent 96 review of portions of the updated code. City Clerk Bartell provided the council with 97 updated pages reflecting changes reviewed and/or requested at previous review sessions 98 and amendments approved by council. The clerk then reviewed with the council Chapter 99 216 regarding Campaign Regulations. City policy requires a background investigation on the applicant and staff has conducted an investigation and found no reason to deny the application. The Panel members should have received a • 21 communication indicating the topics for discussion. He introduced project consultant 22 Ciara Schlicting of Bonestroo•to review the discussion items. Overall 46 they recognize the value and need for that type of housing. The council has proposed that 47 the city use incentives to developers to get to affordability within all densities. Under state law and the city charter, the ordinance must be published in the official newspaper. The approved ordinance is very lengthy. State law and the charter allow for the publication of a summary of the ordinance. Minnesota Statutes 412.191 provide that the city council may by a four -fifths vote of its members direct that only the title of the ordinance and a summary be published. The summary must be an intelligible synopsis of the essential elements of the ordinance. OPTIONS 1. Approve Resolution 09 -xxx, approving the summary of Ordinance 02 -09 for publication. 2. Return to staff with direction.
