Regular Agenda Items 5. 2010 Budget Adjourn PAGE 1 WS — Item 1 WORK SESSION STAFF REPORT Work Session Item 1 Date: Council Work Session, December 7, 2009 To: City Council From: Michael Grochala Re: I -35W Sound Wall Background The Minnesota Department of Transportation (Mn/DOT) recently completed construction of a sound wall along the north side of I -35W extending from Sunset Avenue to approximately the eastern edge of the Apollo Meadows Townhomes. On September 18, 2009 the City received a petition requesting that the City and /or Mn/DOT erect a sound barrier along the south side of 35W, past St. Joseph's to the elementary or middle school. Several residents attended the September 28, 2009 City Council meeting to express their concerns stating that noise levels have increased since the installation of the north wall. The council directed staff to forward these concerns to Mn/DOT and report back to the council on the matter. The sound barrier construction along the north side of 35W was initiated and funded by Mn/DOT based on a prioritization list developed following completion of a Highway Noise Abatement Study conducted in 2001. While the south side of 35W does qualify for inclusion on the priority list, its ranking was not as high as the north side. Noise monitoring by Mn/DOT, after the installation of the wall, showed that 2009 noise levels are lower than those taken in 2001. The noise level readings were taken at the same location, south of the freeway, for both the 2001 and 2009 measurements. The area in question currently ranks 105th on Mn/DOT's current project ranking list. Funding for sound barriers is extremely limited. The top 13 projects are identified for possible funding through 2018. As an alternative the city could pay for construction of the project. However, funding would need to come from special assessments to benefiting property owners and /or voter approved property tax levy. Staff is not certain that these are viable alternatives. 1 Representatives from Mn/DOT will be present to provide an overview of the noise wall program and to address questions from the city council. We are also anticipating representatives from the neighborhood to be present at the meeting. A copy of the staff report has been forwarded to Chris Schneider, who was designated as the neighborhood contact at the September meeting. Council Direction None Required. Attachments 1. Cathy Bennett, owner of Bennett Community Consulting, has worked extensively for the past 15 years within local community development in Roseville and Mounds View and in the past two years private consulting for local government, non - profit and private development sectors. She has background in public - private alliances, project management in all facets of housing strategy development and economic development, including affordable housing implementation, housing plan strategy development, and public financing. She has helped cities develop a systematic process that provides the necessary policies and strategies associated with the city's affordable workforce housing goals. She recently completed a term as president of the Economic Development Association of Minnesota and is a certified Economic Development Finance Professional. Colleen Carey, president of the Cornerstone Group, brings 18 years of experience in the field of real estate development and finance. Prior to establishing The Cornerstone Group, Ms. Carey served for seven years as the Executive Director of Twin Cities Housing Development Corporation, during which time the organization participated as a developer in over $130 million of housing developments with projects ranging in size from five units to 1,300 units. She was also in charge of raising nearly $45 million in private equity investments through the sale of low - income housing tax credits. Carey has completed a number of historic restorations, several commercial developments, and for -sale housing projects in addition to her extensive multifamily rental development experience. She is familiar with many financing alternatives including conventional 1 sources, public /government funding, tax - exempt bond issues, and credit enhancement vehicles. She has considerable experience in the use of public - private partnerships to facilitate real estate development. She is currently serving as Chair of the Urban Land Institute of Minnesota, which brings together public and private sector leaders to foster collaboration, share knowledge and join in meaningful strategic action in the areas of housing, environment, transportation, and jobs and economic development. Ms. Bennett and Ms. Carey will begin with a presentation to the council and then take questions. This is council's opportunity to ask about the questions you have had, such as what local ordinances work best to control the type and quality of affordable housing; how important are local incentives to the attainment of affordable housing; or how affordable housing can be incorporated as a part of a new, market rate residential subdivisions. Rondo Community Land Trust - Guide the update to Rondo's Five -Year Strategic Plan. Tasks include the review of RCLT performance since 2002, facilitation of board meetings regarding goals for the upcoming 5 -years and updating the strategic outcomes for a new Five -Year Strategic Plan. City of Columbia Heights — Develop the City's housing plan and report on the effectiveness of the city housing programs. This included working with City Council and Planning Commission for the evaluation of current and future housing goals and strategies and incorporating the housing plans into the city comprehensive plan. Also, assist in the development of a point of sale ordinance for the inspection of homes prior to sale. City of Anoka — Develop the Anoka Housing Renewal Plan and facilitated a strategic planning update for the Anoka HRA which was incorporated into the city comprehensive plan. In addition, provide ongoing consulting guidance related to housing development projects and downtown business renewal. City of Ramsey — Prepared the Ramsey Housing & Redevelopment Authority Housing Plan, facilitated a discussion with the HRA concerning affordable workforce housing and need for a full range of housing options that included a survey of employment needs. Sudivision 1. Regular Meetings. The city council shall have regular sessions on the 2nd and 4th Mondays of each month at 6:30 o'clock p.m. and if such Monday shall fall on a holiday shall have its regular session the next following day, and adjourned and special sessions at any other time the council may deem proper. The proposed 2010 schedule (attached) includes the required bi- monthly council meetings and continues the current practice of holding a regular work session the first Monday of each month and a shorter work session previous to the 4th Monday of the month council meeting. Two work session dates fall on a holiday in 2010 (July 4th holiday observance on July 5 & Labor Day on September 6). Therefore regular work sessions for July and September are not noted on this calendar but will be rescheduled at the direction of the council. Staff review of the budget during this week has made an additional $130,000 available due to these reductions. Staff suggests that these additional funds be applied to the areas identified by Council at the last work session - increasing street maintenance and storm drainage maintenance efforts, capital equipment replacement and contingency. This would help to bring these areas more in line with the where they should be according to city documents. Council member -elect Rob Rafferty distributed a matrix at the last work session relative to budgeting for health insurance, showing actual to budgeted amounts and the discrepancy between them. The budgeting philosophy and general policy followed by staff for many years has been to budget for employee health insurance using the family contribution rate and to factor in an adjustment for the expected increase in premiums for the coming year. Up until the last year, the city's renewal date for health insurance was September 1. Last year this changed to January 1. This method of budgeting is conservative given certain uncertainties in expected increases, employee status changes, etc.. For example, the expected premium increase used in 2009 for budget purposes was 15 %, but actually was 30 %. This method of budgeting allowed the additional 15% to be absorbed in the budget as presented. At the same time, actual benefit levels offered in the city offered health insurance plans have decreased over the last few years. The budget philosophy being used now results in a difference of about $180,000. A less conservative budgeting approach may be closer to actual cost but would not provide for these unknowns.
