1. CALL TO ORDER
Ms. O’Dea called the meeting to order at 6:35 p.m.
2. SWEARING IN OF BOARD MEMBERS
Barbara Bor, Steven Heiskary, Nancy Morin
3. VOTE CHAIR AND VICE-CHAIR FOR 2013
Ms. Andrzejewski nominated Ms. O’Dea as Chair and Ms. Bor as Vice Chair.
The nomination was seconded by Ms. DeHaven. The nomination was
unanimously approved.
4. APPROVE MEETING DATES FOR 2013
There were no meeting dates in packet so it was tabled till next month.
5. APPROVAL OF MINUTES
December 12, 2012 Minutes have been approved with a few small changes.
Ms. Andrzejewski made a motion to approve the December 12, 2012 minutes.
Ms. Bor seconded motion to approve the minutes. Motion carried unanimously
6. APPROVAL OF AGENDA
REMOVE: Approve meeting dates for 2013 till next month

ADD: Item F, VLAWMO working with local schools
Ms. Bor made a motion to approve the agenda. Mr.Heiskary seconded the motion
to approve the agenda. Motion carried unanimously
7. OPEN MIKE
Open mike closed at 6:40 p.m.
8. ACTION ITEMS
No action items.
9. DISCUSSION ITEM
A. Earth Day
Mr. Asleson stated that Earth Day will be on April 20 at Wargo Nature
Center. There will be Build Your Own Rain Barrel and information on
Emerald Ash Borer, Recycling and Surface Water Treatment.
There will be other vendors there with environmental information
B. Heron Rookery Update
Wayne LeBlanc presented the board with a hand out on the work that was
done on February 23. He feels that because of the flashing there is an
increase in the number of heron’s nests.
Ms. Bor suggested that a thank you should be sent to the Blaine JC for
their donation. And Ms. O’Dea recommends that Mr. Asleson present the
Heron Rookery information to the City Council.
C. Grants:
1. Forest Bonding Grant 2012-2014
Mr. Asleson was able to get an extension on the grant.
2. Solid Waste and Solid Waste/Recycling Update

Mr. Asleson presented the board with monthly totals and stated that
there was an increase on the months that the advertising post cards
went out to residents. Mr. Asleson also stated that the annual city wide
recycling day is Saturday, May 4 this year.
Ms. O’Dea asked what the difference was between the monthly
recycling and the yearly recycling day. Mr. Asleson stated that the
yearly one will have new this year a paper shredder locked container
for residents, mattress drop off for a charge of $15.00 as well as the
usual vendors as in the past. Mr. Asleson said that residents are
notified in the city newsletter and a newspaper ad. Ms. Andrzejewski
recommended that a postcard would also be a good way to notify
residents.
Mr. Asleson stated that there is a need to get people more involved and
thinking of recycling and Ms. Bor suggested in doing a youtube video
on the subject. Ms. Andrzejewski suggested that the elementary
schools could make a video and hold a competition.
D. Emerald Ash Borer Update
Mr. Asleson stated that a complete inventory of all the trees has been
accomplished. There is a plan and Public Works will help with taking down
some of the trees and treating other trees within the city. There are three safe
chemicals that you can use to treat the trees. Only one of these you have to be
a licensed applicator.
Ms. O’Dea suggested that Mr. Asleson may want to look into doing a
cooperative with some of the nearby cities in helping keep the cost down in
treating the trees.
E. Project Updates
A. Wollan’s Park Wetland Banking
Mr. Asleson stated that the City is still waiting to get clear title from the State
and County.
B. Preserves
Mr. Asleson stated that they are still working with engineers with the wetland
areas. Biggest issue is getting the flow to Clearwater Creek. Ms. Bor was
hoping that it would not be piecemeal together.

C. Community Gardens
Ms. O’Dea questioned if the Park & Recreation Department is now in charge
of the gardens. Mr. Asleson remarked that he will still be in working with the
gardens but the Park & Recreation Department have the manpower to help
maintain the gardens and have taken over the registration process.
Ms. O’Dea asked about the Community Garden sign. Mr. Asleson said he is
working on that and knows it is one of the 2013 goals.
D. VLAWMO article in the Quad
Ms. O’Dea brought an article about the Chippewa Middle school and Vadnais
Lake Area Watershed district working together in doing rain gardens. And at
the end of the article was a listing of upcoming workshops. She stated that she
thinks that maybe Rice Creek Watershed and the Middle School could work
together on a project. Mr. Asleson said he would contact someone at the
Middle school and Kyle at Rice Creek Watershed to see if they can’t do a
project together.
10. ADJOURN
It was noted that the next meeting of the Environmental Board will be on
Wednesday, March 27, 2013 at 6:30 p.m.
There being no further business, Mr. Heiskary moved to adjourn at 8:22 p.m.
Ms. DeHaven seconded the motion. Motion carried unanimously.
