TIME ENDED : 7:45 P.M. MEMBERS PRESENT : Mary Jo O’Dea, Martha DeHaven, Steve Heiskary, Paula Andrzejewski and Nancie Klebba MEMBERS ABSENT : Barbara Bor STAFF PRESENT : Environmental Coordinator Marty Asleson 1. CALL TO ORDER Ms. O’Dea called the meeting to order at 6:35 p.m. 2. APPROVAL OF MINUTES None. 3. APPROVAL OF AGENDA Add: F. Target Landscaping G. Japanese Beatle discussion. Remove: C. Goal discussion for 2013 until next meeting. Mr. Heiskary made a motion to approve the agenda. Ms. Klebba seconded the motion to approve. Motion carried unanimously 4. OPEN MIKE Open mike closed at 6:35 p.m. 5. ACTION ITEMS None. 6. DISCUSSION ITEM A. Wollan’s Park Restoration Update/Jason Husveth ENVIRONMENTAL BOARD MEETING September 26, 2012 DRAFT MINUTES 2 Mr. Jason Husveth from Critical Connections was present to review this project with the Board. He stated he has been working on the Minnesota Wetland Bank Plan application for 18 months. He stated Part A is fairly simple. It includes pages of tables and information to check with and check off. It is a concept plan of what is being done at the park and with the property holders, etc. He stated the most important piece is a section on the Application for Exceptional Natural Resource Value (ENRV). There is a special provision on page two of the banking application for this. These projects have to meet existing criteria to meet exceptional features. The responsibility is upon the City to show this. Part B was submitted a few weeks ago to the state and Department of Natural Resources (DNR). He stated they have asked for the maximum credits which is 110 credits. There was a question as how the City is thinking about managing the property so it does not revert back to a low quality state after the work has been done. He stated the restoration is modeled after other projects he has worked on. The model for this project is different in that city crews and city equipment will do much of the work. Mr. Husveth will oversee the project. He stated it is not guaranteed the application will be approved under an ENRV. He stated he will be attending a meeting at Anoka County Technical Evaluation Panel (TEP). There are a few minor things they have been requested and he will negotiate for eligibility. Mr. Husveth stated in the future there will be a need to communicate with adjacent property owners. Mr. Asleson stated they may try to acquire a conservation easement for some properties, assuming approval of the application. Mr. Husveth stated we want to make sure we are good neighbors and keep property owners informed. Ms. O’Dea inquired about the approval process. Mr. Husveth stated we should have an answer fairly soon. If approved, the next step would be to have all the paperwork signed. Work would commence in the winter. Ms. O’Dea asked if we take on the responsibility and the fund gets cut, what then? Mr. Asleson stated the City never stops managing parks. He stated looking at the long term, there is really nothing crucial left. The heavy work will be done in the first 3-5 years. After that, the work will be minimal. Mr. Husveth mentioned if burning is a problem, there are alternatives such as raking. Raking is more expensive but holds that line until you can get back on track once it is restored. The Board mentioned they would like a site visit before the next Environmental Board meeting on Wednesday, October 24, 2012 at Wollan’s Park. B. New Recycling Initiative/Updates and Recycling Expenditures to the End of the Year. ENVIRONMENTAL BOARD MEETING September 26, 2012 DRAFT MINUTES 3 Mr. Asleson stated Amy Ulbricht and Amanda Lee from Anoka County Integrated Waste have done quite a bit of calling to Lino Lakes businesses regarding recycling. They have scheduled a few site visits to promote a recycling initiative program. Mr. Asleson stated he has narrowed down two locations for recycling can cage enclosures to go. The locations are Centennial Fire Station and Lino Park. Both are located on Lake Drive. The first monthly recycle day took place on September 16th, at Lino Park. Freimuth Enterprise reported the following recycle day totals: Scrap Steel and Appliances: 16,840 lbs Tires: 2,820 lbs Electronics: 8,160 lbs Bulbs: 260 Larry Schatz, who recycles small engines, reported the following recycle day totals: Steel: 3,100 lbs Aluminum: 379 lbs There were approximately 25 bikes collected to be rebuilt. Apogee Retail, LLC/collection of household goods reported the following recycle day totals: 667 lbs. It was stated that there were roughly 100 cars that came through on recycle day. C. Goals Discussion for 2013 Environmental Board goal discussion postponed until the October meeting. D. Community Garden Update/Grant Submittal Mr. Asleson submitted a grant request in the amount of $4,369.40 for the following: 1. Expansion of water supply for 68 new plots. 2. Mr. Asleson stated he would like to have the Quad Press talk to a current community gardener’s and write an article for the paper. Mr. Asleson stated he would like to have signs made for the Community Garden site for 2013. Ms. Andrzejewski stated if we do not receive the grant we could expand the current plots, and the plots would still have access to water. E. Fall Arbor Day at Lino Lakes Elementary Mr. Asleson stated Lino Lakes Elementary will be having a fall Arbor Day on Thursday, October 4, 2012. F. Target Corporation Mr. Asleson stated Target will be revamping the plantings in the infiltration ponds on Apollo Drive. He stated he will send out an email with dates for anyone interested in digging up native plants for their gardens. Target is planning on having more formal plantings with native species. He stated there will be 500 cubic yards coming out of the ponds. He stated the grates for sediment traps are cleaned 8 times a year. G. Japanese Beetle Mr. Asleson stated the Japanese beetles come out in June and July to eat tree leaves. In August and September they eat the roots of your turf. Ms. DeHaven questioned if there is a spray for getting rid of the beetles. Mr. Asleson stated yes, they can be easily killed on the trees with an insecticidal soap. Mr. Asleson stated it would be a good idea to put an article in the spring issue of the City’s newsletter on how to treat for the beetles. 7. ADJOURN It was noted that the next meeting of the Environmental Board will be on Wednesday, October 24, 2012 at 6:30 p.m. There being no further business, Ms. DeHaven moved to adjourn at7:45 p.m. Ms. Andrzejewski seconded the motion.
