TeresaO’Connell from LinoLakes saidthati tisgreattohavesomanypeople applying tothe Environmental Board. Openmikec losed at 6:44 p.m. 5.ACTIONITEMS A.IntegraHomes –ThePreserve,PUD,Conservation Development/PreliminaryPlat. Mr.Asleson gavea briefsummary ofhow the EnvironmentalBoard reviews actionitems forthe newmembers. Mr.Aslesonnotedthat thisparticularprojecthasbeen inplanning foraboutayear now.Mr.Aslesonthenwentontogivehisstaffreport. BrianBarossa and Jason Husveth,MS with CriticalConnections Ecological Services,Inc.,arehererepresentingIntegraHomes.Jasonhas worked with inthe Cityof LinoLakessince2000.Jason wentovertheManagementPlan withthe Board.Jason haspreviously workedwithRoyalOaksattheFoxboroughsite. Mr.Husveth inventoried this site in detail andgavehis assess mentofresourceson the52½acre property totheBoard. TheRestorationandManagementPlan describe specieslists,aswellasatimeline andtasksprovidedtoessentiallyguideusthroughthenextfiveyears. Integra islookingatdoing mostof theworkupfront.Mr.Husveth recommends thisapproach.Restoration projectstakealotofinitialtime. Ms.DeHavenaskedwhatconstitutesagoodcattail.Mr.Husvethsaid thatthereis onlyoneinthestate.Hesaidthatmostof the cattailmarshesyouseein the metro areaareinvasivecattailmonotypes.Theyhaves omehabitatvaluebutverylittle. Goodcattailmarshes wouldbe15 to 20percentcattailtoprovideopportunities Ms.DeHavenasked if cattailseasily adapt.Mr.Husvethsa idyesthey do. Ms.DeHaven askedif cattails are easily eradicated.Mr.Husvethsaid with researchprairiesgrasswouldbeeasiertouprootthancattails.Youhaveto physicallyscraptopsoiloffinthewinter. ENVIRONMENTALBOARDMEETING APRIL26,2006 3 DRAFTMINUTES Ms.Grundhofer askedoncetheyare scrappedwhatdoyoudowith themuseas compostordryoutandburn.Mr.Husvethsaidthey havecompostedit.Youcan alsouseastopsoilforlawns,therearelotsofthingsyoucando. Ms.Grundhofer asked howmuchspace Orchids needto survive.Mr.Husveth saidasmuchas youcangivethem.The Orchidswillnotdirectlybeimpacted. Healsosaidthegrading isnowhere near the Orchids. Onethingtorecognizeisthe Tubercled-Rein Orchids (Plantantheraflavavar. herbiola)areendangeredspeciesandareprotectedbyl aw.Therearesubstantial fines ifthesespeciesaredisturbed. Ms.Grundhofer askedaboutthe burns andifthe homes are farenoughaway.Mr. Asleson hasbeenverysuccessfulwithburnings.Theideaistorestorewhilethe lotsaregoinginandthen itis justamatteroffuelmanagement.Theyburnswill takeplace every3to5years.Therewillbeaprescribedburningplan . Ms.Brouillet asked who willbe monitoring the builders.Mr.BarossawithMFI saidtheStormWaterPollutionPrevention.Whoever’ssignatureisonpermit is responsible.Thingshavebeentighteningup inthecity.Weareshuttingprojects downiftheydonotunderstandthelaw.Mr.Barossa saidthat thereisa responsibilitywiththedeveloperuntil theprojectisdone. Ms.Brouilletstated th atIntegra didagreatjobofresearching.Shethoughtit would beagreatpreserveandanyonemovinginwouldbeadvocatesofpreserving thearea. TheBoardrequestedthat haybal es beaddedalongwith signsanddoublesi lt fencesso areas donotgetdisturbed.Itwasmentionedthatthedeveloperwillbe livingonthesite. Ms.O’Dea saidthatthisisawonderfuldevelopmenttocometotheboard. Mr.Asleson’srecommendationsaretomoveforwardtherecommendations. MikePreveylivesacrossthepondfromthisdevelopment.Hehasaquestion aboutthecattails,etc.Hewantedtoknowifthecityordeveloperwouldalsobe cleaninguptheothersideofpond.Itisamatterofworkingwithadjacent propertyowners.Mr.Husvethsaidanareaaroundthepondiscityproperty. Ms.Grundhofersaidthatthereshouldbeataxtohelptheenvironment.Maybe wecanworkonagrantorsomething Mr.Aslesonsaid .Itwasmentionedthata callcouldbemadeto RiceCreekWatershedonthat. Mr.Asleson recommendedtwothings.Onebeing signageinconservationarea andtwobeing nosoil tobe importedorexportedwithoutcityapproval. Ms.O’Deaaskediftherewillbea monumentwithlights.Mr.Barossasaidthat therewillbe somethingsmall certainly notalitmonument.Mr.Barossasaidthey willtrytobeminialasperflashfactor.Ms.O’Dea doesn’t want maintenance to be an issue. Ms.O’Dea askedif thelotoffofBirch/BirchParkisgoingtobeanytypeof buffer.Mr.Barossasaidthatthere willbe alandscapeplan.Thereareafewoaks andastripforlandscaping. Mr.Husveth saidtheyarelookingatnativetrees.Ms.Grundhofer wasconcerned abouttherecommendedcrabtrees notproducing fruit.Sherecommendedthatwe have sometypeoffruitbearingtree. StaffRecommendations: 1.Citylightingordinance needs tobefollowed.Keeplightingand monumenttominimum. 2.Signage forconservation easement . 3.Noimportor exportofsoilsw/outcityapproval 4.Wouldlikeacceptablelandscapeplan. 5.Recommendationto developerto usemodifiedwalkouts . 6.Haveadocumentproducedto homeowners toevidence Association and deed restrictions.Declarationofcovenants. 7.Ensurethat a maintenanceplan is includedwithsubmittal . 8.Removereferencetoshallowmashrestorationareabeingdesignedby others. 9.Havea phonenumberavailable 7daysaweek to contactpersoninthe SWPPP . Mr.McDowell askedwhatexactlyareweapproving.Arewerecommending approvalofthisplanandalsorequiring mitigation that Mr.Husveth hasput forwardhere.Mr.Asleson saidyes.Mr.Asleson’s recommendation totheBoard isto move thisplan ontoP&Ztogoforward with oncontingency.This recommendation includesJason’s plan. Ms.Grundhofer madea motion toapprovewithrecommendationsfromstaffand the Board.Ms.DeHaven secondedthemotion.Motioncarried unanimously. 6.DISCUSSIONITEMS A.Stoneybrook The Board will discussthisissue atthe upcomingmeeting of June 18,2006.The Boardwillsendalettertodeveloper.Mr.Aslesonsaidhehadadiscussionwith thedeveloper.Thisitemwill also beaddedtonextmonth’sagenda. B.RecyclingDay Recyclingday isthefirstSaturdayinMay.Itwasnotedthattheflyerisonthe frontpageofthewebsite andwasadvertisedintheQuadpaper.Mr.Aslesonsaid hewouldlikeanyBoardMembers whocan to bethere. C.ArborDay ArborDayis May5 a t LinoLakesElementary.Theeventwilltakeplaceat2:00 p.m.TherewillbeatreeplantingbyMr.Asleson.Thisyear thetreeis dedicated tothememoryofOfficerShawnSilvera who oncewasaDAREofficerhereat LinoLakesElementary. Ms.Grundhofer gaveasummaryofhoweverythingwentat herboothat Earth Day.Shenotedthat 80childrenstampedtheirheartsout withfive nativeleaf stamps. D.Recyclingitems.
