TIME ENDED : 7:50 P.M. MEMBERS PRESENT : Constance Grundhofer, Mary Jo O’Dea, Martha DeHaven, and Kimberly Brouillet, Sara Norman and Barbara Bor MEMBERS ABSENT : Jeff McDowell STAFF PRESENT : Environmental Coordinator Marty Asleson, 1. CALL TO ORDER Ms. O’Dea called the meeting to order at 6:34 p.m. 2. APPROVAL OF MINUTES April 26, 2006 Ms. O’Dea recommended the following changes to the April 26, 2006 minutes. On page 3, 6th paragraph, change to read Ms. Brouillet stated not Ms. Brouillet said. Page 3, 6th paragraph change to read she thought it would instead of I think it will. Page 3, 7th paragraph change to read hay bails not bales. On page 4, 5th paragraph change to read Mr. Husveth said Not Ms. Husveth. On page 5, 5th paragraph to read June 28th not May 18. Ms. DeHaven made a motion to approve the April 26, 2006 amended meeting minutes with changes. Ms. Grundhofer seconded the motion. Motion carried unanimously. 3. APPROVAL OF AGENDA Agenda items added: 6. F. Growing Green Workshop Conferences 1. Environmentally Based Regional Smart Growth Planning & Design 2. Under Construction 3. DNR Sensitive Natural Resources Map ENVIRONMENTAL BOARD MEETING JUNE 28, 2006 2 APPROVED MINUTES Motion by Ms. Norman to approve minutes with amendments and seconded by Ms. Brouillet. Motion carried unanimously. 4. OPEN MIKE Open mike closed at 6:37 p.m. 5. ACTION ITEMS None. 6. DISCUSSION ITEMS A. Nature’s Refuge Ms. Asleson requested feedback on joint board meeting with council. Ms. Bor stated that we are moving in a new direction of different types of development and natural space. The ordinances currently supporting development were established with old development guidelines. We need to updated ordinances to support certain types of development. Ms. O’Dea stated that we do have a definition of conservation development in the city. We may need to wait for new conservation developments. Ms. Grundhofer stated that different developments could have different labels on them. Ms. Grundhofer asked when the city will be seeing EAW. Mr. Asleson said maybe this month. B. Stoneybrook Follow-up Mr. Asleson stated that staff is spending more time on this project. Mr. Asleson also stated that now is not the time to write a letter to the developer. Signage is still being worked on. There will be additional signs going in. There are a lot of encroachments in the conservation area. Mr. Asleson presented to the board for review a drafted letter to send out in the next week or so. Ms. Norman stated it is not good for homeowners to be allowed to keep their gardens that are in the conservation area this year. Next year they will say they can keep them as they have had them previously. ENVIRONMENTAL BOARD MEETING JUNE 28, 2006 3 APPROVED MINUTES Ms. Brouillet suggested adding sod recommendations and requirements to Mr. Asleson’s letter. Mr. Alseson suggested a map of Stoneybrook to be sent with the letter. Ms. O’Dea suggested a sentence stating Mr. Asleson will be in the development on a designated date and would discuss at that time the sod issues with interested residents at that time. Or say Mr. Alseson would be happy to come out and meet with you. Mr. Bor suggested to Mr. Asleson adding a sentence that explained the conservation easement. It was asked that when Tollefson calls a meeting with Stoneybrook residents will Mr. Grochala and Mr. Asleson be there? Would like Mr. Asleson to explain about conservation endowment programs. Stoneybook homeowners are debating whether to have Homeowners Association. Can Mr. Asleson explain what this means at the meeting? Mr. Asleson stated yes, he would be willing to talk at the meeting. Mr. Asleson stated that we are not ready to wrap up Stoneybrook Development with the City Council. City requested Tollefson for reimbursement for five or six areas of native plantings. Tollefson has complied. Ms. Brouillet asked Mr. Asleson if they could get more boulevard trees in the development and Mr. Asleson responded yes. Ms. O’Dea stated that we can not do a follow-up summary to council as of yet. C. Surface Water/Resources Management Planning Mr. Asleson stated that we are considering taking Open Space plan to the next level. We are looking at Resource Management Planning Areas. We would be working with RCWD and their Engineering Company (EOR) to define future wetland mitigation areas and banking. D. Blue Heron Days Blue Heron Days is August 18, 19 and 20. There is a link to this on the front page of the city web site. Ms. O’Dea stated that last year the board talked about handing out popcorn and being present during Blue Heron Days. It was suggested that the board could pick up trash at the end of the parade. The board could pass out a handout or maybe a ENVIRONMENTAL BOARD MEETING JUNE 28, 2006 4 APPROVED MINUTES recycle bag. Board would like to do something to promote the Environmental Board. Ms. Bor stated that the board could also pass out literature on the “Garden Club.” Ms. Bor stated that there are two sisters at Waldoch that would like to help with the “Garden Club.” Mr. Alseson will need to talk to Ms. Divine about garden club Ms. Bor will look into getting a tractor and wagon for the parade. The board wants to be at the end of parade. Ms. Hogstad will check into t-shirts for the board and the price for this. Board could pay $5.00 or so a shirt. Ms. Hogstad will also sign up board for parade. Ms. Hogstad will contact board regarding sizes of shirts and if anyone would like to order extras and pay for them. Ms. Bor will talk to Waldoch’s and see if they can do anything for us. Ms. Brouillet and Ms. Norman will check into making banner and how much. Ms. Bor asked Ms. Hogstad to contact parade committee to check if we would be able to have the tractor at end of parade. Add this to next meeting discussion items. E. Other Updates None. F. Add Growing Green Workshop Conferences Barbara Bor gave a brief summary of the Growing Green Workshop. She stated the conference was a good experience. Mike Grochala represented our city very well. A few Hugo council members present at the workshop asked Ms. Bor how we follow through with Environmental Board issues. Mr. Asleson stated that we make little accomplishments over a period of time. It really adds up. You all have been working off each other and changed how the board works for the better. Mr. Grochala and Mr. Smyser picked up a booklet that we should put in our library. There is a CD from the Growing Green Workshop and Ms. Bor will make copies for the Board. Ms. Bor reviewed items 1-8 on the conference agenda. 7. ADJOURN ENVIRONMENTAL BOARD MEETING JUNE 28, 2006 5 APPROVED MINUTES The next Environmental Board meeting is scheduled for July 26, 2006. This meeting has been changed to August 2, 2006.
