1. CALL TO ORDER
Ms. O’Dea called the meeting to order at 6:33 p.m.
2. APPROVAL OF MINUTES
Ms. O’Dea had a change to the March 28, 2007 minutes on page 3, should read:
Motion carried 6-0, not 7-0. Page 4, second paragraph, should read: include a
burn, not berm at the end of this year.
Ms. Brouillet made a motion to approve the March 28, 2007 minutes with
changes. Ms. Andrzejewski seconded the motion. Motion carried unanimously
3. APPROVAL OF AGENDA
Ms. Brouillet made a motion to approve the agenda as is. Ms. Bor seconded the
motion. Motion carried unanimously.
4. OPEN MIKE
Opened and closed at 6:35 p.m.
5. ACTION ITEMS
A. LaMotte Soil Excavation
Mr. Asleson presented his staff report to board members. He noted that at this
time, Rice Creek Watershed District has determined this application to be
incomplete.
Mr. Asleson stated that a tree preservation plan is not necessary.
Mr. Brian Baroussa from MFRA Engineering was present to answer questions.

Ms. O’Dea questioned if this was a stock pile. Mr. Bourassa stated this project is
not an ongoing pit application. The purpose of this project is to excavate good
material from this site and bring it to a project around the corner. Mr. Baroussa
stated this is a temporary project that will be rimmed with silt fence. Ms. O’Dea
asked what we are creating. Mr. Bourassa stated basically a hole in the ground.
Mr. Bourassa stated that organic material will be placed at the side slopes and
seeded. Mr. Brown asked Mr. Asleson if this is a good or bad way of doing this.
Mr. Asleson stated this is an economical way.
Ms. Bor questioned the safety of children. It was stated the side slopes are 4 to 1.
Ms. O’Dea asked if there will be three holes that will be dug. Mr. Bourassa said
at this time it is only a proposal. All three holes might not be dug.
Ms. Brouillet questioned at what point if the hole(s) become a pond can Rice
Creek Watershed District come in and say they are going to delineate? Mr.
Asleson stated after 25 years. Mr. Asleson stated this isn’t the first time this type
of project has been done in the city.
Mr. Bourassa stated Rice Creek Watershed District has asked for additional
information on this project. MFRA has submitted the information to Rice Creek
Watershed District twice. They are reviewing MFRA’s material at this time. The
material that will be going to be put back in the MFRA analysis shows they will
not draw down on the wet land area.
Ms. O’Dea asked if the wet land started to dry up is there a way to deal with that?
Mr. Bourassa has requested a dewatering permit from the city engineer.
Mr. Brown asked how many gallons of water will be retained in the holes. Mr.
Bourassa stated he did not know at this time. He stated he believes the pond will
be ½ the elevation of the existing ground water. Ms. Brouillet questioned if there
will be a buffer between the existing lots in Trappers Crossing and this project.
Mr. Bourassa stated that they will not be taking any trees. He stated the project
will take place approximately 30’ from their property lines.
Ms. O’Dea asked for motion to approve or deny this project and for staff
recommendations.
Ms. Bor made a motion to forward with the following staff recommendations:
1. Add Rice Creek Watershed District approval.
2. Add fencing or other barrier around the property for safety purposes.
Ms. Andrzejewski seconded the motion. Motion carried unanimously.

A. Comprehensive Plan Draft Goals and Strategies
Mr. Grochala was present to update the board on the first phase of the
Comprehensive Plan process. The advisory panel has been meeting over the past
two months.
Ms. O’Dea noted on page 11 of the Draft Goals and Strategies, under Strategies,
the SHEP program information should be included. Board members discussed the
wording to be used. It was decided that the following language would be added
to the Draft Goals & Strategies document on page 11 under Strategies: 4.
Continue to support programs that utilize environmental best practices.
Ms. O’Dea noted on page 4 of the Draft Goals and Strategies, under Goal 3, add
#8. Encourage the use of green building techniques.
Mr. Grochala stated the word “new” will be added under sewered section. Under
the current zoning ordinance, we will not rezone any property or industrial district
unless public sewer and water are available. Another change will be that
commercial, industrial and institutional buildings or any type of building of that
magnitude will also be covered by this.
Ms. O’Dea asked the board members if there were any other questions. There
were none. Ms. O’Dea stated the document is very well put together.
Mr. Grochala stated that the format will continue to be changed and updated with
new information.
B. Arbor Day, Recycle Day and Earth Day
Arbor Day - Arbor will take place April 27, 2007 at Lino Lakes Elementary
School at 2:00 p.m. Mayor Bergeson will present the Tree City Award and give
the proclamation. There will be a tree plated and dedicate to the teacher from
Blue Heron Elementary who passed away in an automobile accident this year.
Mr. Asleson stated that if other schools want to participate in Arbor Day, he is
open to doing this.
Recycle Day – Lino Lakes Recycle Day is scheduled to take place from 9:00 a.m.
to 3:00 p.m. Saturday, May 5. This will be the only recycle day of the year for
the city. Mr. Asleson stated that if there are board members who would like to
volunteer to help they could come at anytime during scheduled hours.
Ms. Brouillet mentioned that Walter’s Recycling has donated a dumpster for
recycling day.

Earth Day – Mr. Asleson stated that about 735 people attended the Earth Day
celebration at Wargo Nature Center. He stated that this event was a success. Ms.
Andrzejewski had a booth at Wargo Nature Center for the event. She brought
information resources and activities for the kids.
C. Project Updates: Blue Heron Days, Spring Restoration Burns and
Heron Colony Update
Blue Heron Days - Walter’s will donate trash bins with wheels for Blue Heron
Days stated Ms. Brouillet.
Spring Restoration Burns. Mr. Asleson reviewed with the board where burns
have taken place in the past week. He stated that a Blanding’s turtle was found
on the Fox Borough site. Mr. Husveth from Critical Connections will document
the finding. Pictures were taken and the turtle was then released.
Heron Colony Update: Mr. Asleson is looking into an inventory flyover of
Peltier Island to record the number of Blue Heron nests present at this time.
7. ADJOURN
It was noted that the next meeting of the Environmental Board will be on May 30,
2007.
There being no further business, Ms. Bor moved to adjourn at 7:30 p.m. and Ms.
Brouillet seconded the motion. Motion carried unanimously.
