STAFF PRESENT : Environmental Coordinator Marty Asleson,
5:30 p.m. site review at Legacy at Woods Edge. Ms. O’Dea, Ms. DeHaven, Ms.
Andrzejewski and Mr. Traylor were present. Ms. O’Dea stated this review is very
helpful to see what is working and what needs to be adjusted.
1. CALL TO ORDER
Ms. O’Dea called the meeting to order at 6:32 p.m.
2. APPROVAL OF MINUTES
April 25, 2007 Meeting Minutes
Ms. Andrzejewski made a motion to approve the April 25, 2007 minutes with
changes. Ms. Brouillet seconded the motion. Motion carried unanimously
3. APPROVAL OF AGENDA
Agenda Item 6A moved above Action Items.
Add Discussion Item 6D: School Activities
Ms. Andrzejewski made a motion to approved amended agenda. Ms. DeHaven
seconded the motion to approve agenda. Motion carried unanimously

5. ACTION ITEMS
A. Grandview Preliminary Plat and Variance – Royal Oaks Realty

Mr. Asleson presented his staff report. He stated Grandview Plat is a preliminary
plat, not a preliminary plat and variance as stated on Environmental Board
Agenda. Mr. Black, who is the developer, will not be in attendance. Mr. Asleson
stated the variance has been straightened out concerning this project.
The following are board recommended changes and additions to Mr. Asleson’s
recommendations.
7. Change to read: Developer shall prepare brochure, instead of Suggest that the
developer prepare. Add: City will review and approve document before being
given to homeowner
10. Change to read: Literature shall (not should) be given to new residents. Add:
Literature shall be reviewed and approved by the city.
Items 8 and 12 are basically the same. Delete 8 and leave 12.
Add new #12: Verify delineation.
Ms. Andrzejewski questioned if there will be consequences if residents do not
obey conservation easement signs. Mr. Asleson sated the city has been enforcing
conservation easements. Ms. O’Dea asked to review a sample conservation
easement document. Mr. Asleson stated Ms. Hogstad will email the document to
board members.
Ms. O’Dea asked if there was a motion to approve, deny or move this item
forward.
Ms. Bor made a motion to move forward to the Planning & Zoning Board with
added recommendations and changes. Ms. Brouillet seconded the motion.
Motion carried unanimously.
6. DISCUSSION ITEMS
A. Water Emergency and Conservation Management – Verne Jacobsen
Marty Asleson gave a short background on groundwater.
Mr. Verne Jacobson was present from TKDA to present the Water Emergency
and Conservation Plan.
Mr. Jacobsen discussed DNR requirements for the Water Emergency and
Conservation Plan. Mr. Jacobsen noted it is in the City’s best interest to comply
with the DNR requirements. The DNR requires permit approvals based on
meeting specified benchmarks. He reviewed with the board unaccounted water
benchmarks. Ms. O’Dea asked if farm land would be exempt. He replied this is

strictly residential. He reviewed the residential gallons per capita benchmarks
and the board peak demands benchmarks. The City of Lino Lakes has
implemented an odd/even water sprinkling ban. An alternative could be to have
absolutely no sprinkling between peak summer days during certain hours. The
City is developing a conservation rate structure. Water rates in Lino Lakes have
been the same value for the past 10 years. Currently, the City is below the
maximum threshold of 10% unaccounted water so our established practices are
working appropriately. Mr. Jacobsen stated the only way to reduce water
consumption is to put a cap on water usage.
The DNR has very strict guidelines. They require cities to be at 75 GPCD
(Gallons Per Capita Day). Lino Lakes is currently at 90 GPCD. The City needs
to take a serious look at water reduction and supply.
Mr. Jacobsen opened up to questions.
Ms. O’Dea asked if the City can measure impact of the odd/even sprinkling ban,
as it has been in force for such a short amount of time. Mr. Jacobsen stated the
odd/even sprinkling ban is beneficial in lowering peak demand during daytime
hours. Ms. O’Dea questioned if residents watered from 10:00 p.m. to 6:00 a.m.
along with the odd/even water ban would the impact be greater. Mr. Jacobsen
stated it would be substantial.
The board discussed ways to educate the public on water consumption.
Mr. Jacobsen stated the plan is very important as it will be our plan for the next
10 years.
Ms. Bor questioned residents who use private wells. Mr. Jacobsen stated well
usage is not in the equation. Residents with there own well are free to do what
they want.
Ms. Bor questioned if the DNR has information the City can work from. Mr.
Jacobsen stated there are many sources we can utilize.
The Water Emergency and Conservation Plan has to be submitted to the DNR by
October 15 of this year stated Mr. Studenski. This item will go to city council at
their next work session.
Mr. Jacobsen stated as of right now, the City is allowed a certain amount of water
usage during a year. If we go above that amount, the City gets penalized.
Mr. Traylor asked what is being proposed next week to the council. Mr.
Studenski stated basically the same document and information that was presented
to the Environmental Board.

Ms. O’Dea stated one thing that should be presented to the public is that the City
has not had a water increase for 10 years.
Ms. Bor suggested members come up with ideas before the next board meeting.
B. Recycling Day: Mr. Asleson stated that recycling day was very successful
and that we met our goal for the 19th year. Ms. Hogstad will send Walter’s
Recycling a thank you for their donation. Ms. Bor will look into putting a thank
you in the paper.
C. Updates
Minnesota Environmental Initiatives Award: Mr. Grochala announced the City of
Lino Lakes is very happy and pleased to accept the award presented by the MN
Environmental Initiative Bloomberg & Podpeskar LLP and Great River Energy
for the Lino Lakes I-35E Corridor AUAR Green Building & Development. There
were press releases in the St. Paul Pioneer Press, Star and Tribune, Quad Press
and will be in the Citizen. Kudos to all.
Solid Waste Award: Anoka County awarded the City of Lino Lakes a certificate
stating we have consistently met our goals for recycling for the past 19 years.
Heron Update: Mr. Asleson reported that the Blue Heron’s are doing great this
year. Number of active trees detected: 24, number of active nests detected: 36
and number of eggs found (chicks): 27
Blue Heron Day Parade: It was noted that Ms. Hogstad will fill out the
application and mail it in for the 2007 Blue Heron Day Parade. The date of the
parade is Saturday, August 18.
D. School Activities
Ms. Andrzejewski stated Rice Lake Elementary has a nature section on their web
site as well as a section on their Osprey pole. Ms. Andrzejewski asked Mr.
Asleson if there was a way to connect schools that have similar goals and
purposes. Mr. Asleson stated he would try to find a way to connect these
projects.
7. ADJOURN
It was noted that the next meeting of the Environmental Board will be on June 27,
2007.
There being no further business, Mr. Brown moved to adjourn at 8:03 p.m.
Brouillet seconded the motion. Motion carried unanimously.
