TIME ENDED : 7:30 P.M. MEMBERS PRESENT : Mary Jo O’Dea, Barbara Bor, Pamela Hartley, Martha DeHaven and Peter Brown MEMBERS ABSENT : Paula Andrzejewski add Kim Brouillet STAFF PRESENT : Environmental Coordinator Marty Asleson 1. CALL TO ORDER Ms. O’Dea called the meeting to order at 6:30 p.m. 3. APPROVAL OF MINUTES November 19, 2008 minute changes: Ms. O’Dea had one change in the first paragraph of page three. Change what the City can legally do to require this to what legal authority allowed there actions. Ms. Hartley made a motion to approve the November 19, 2008 minutes with changes. Mr. O’Dea seconded the motion. Motion carried unanimously. 4. APPROVAL OF AGENDA Ms. Hartley made a motion to approve the agenda as is. Mr. Brown seconded the motion to approve the agenda. Motion carried unanimously 5. OPEN MIKE Open mike opened and closed at 6:37 p.m. 6. ACTION ITEMS None. 7. DISCUSSION ITEMS A. Anoka Soil Water Conservation District/Public Education/Nate Zwonitzer Mr. Zwonitzer contacted Mr. Asleson regarding opportunities for free education workshops for residents. 1 ENVIRONMENTAL BOARD MEETING DECEMBER 17, 2008 He stated the Rain Garden Conservation Workshops is roughly 4 hours long. The first part of the presentation is indoor and seconded part is an outdoor hands on of what was learned indoor. Second is Water-Smart Landscaping Workshop. This workshop looks at ways residents can change the way they think of landscaping by focusing on finding ways people can reduce the size of their sodded lawns with other ideas and to teach people how to reduce water use. This is a two hour workshop done on a weeknight roughly 6:30-8:30. Third is the Shoreland Living Workshop. This workshop is geared toward people who live on the lakes. They will learn how to promote water quality in their water buffer, manage erosion problems, and reduce erosion issues. This is roughly a two hour workshop. Ms. Hartley questioned if the workshops were part of a PowerPoint presentation. Mr. Zwonitzer stated yes, except the Rain Garden Workshop. Mr. Zwonitzer stated they want to have people come in the door curious and going home wanting to implement the process. He stated cost share is available. Mr. Asleson will work with Mr. Zwonitzer to set up dates and for the workshops. The workshops will be advertised n the upcoming City of Lino Lakes Newsletter, website, Blue Thumb website and local newspapers. Mr. Hartley questioned if materials are brought to create a rain garden. Mr. Zwonitzer stated yes. Mr. Hartley stated this is really a great service to the community. B. 2009 Goals Board members approved the 2009 Environmental Board Goals as follows: • Promote environmental stewardship with the citizens of Lino Lakes by communicating environmental initiatives in the city using various means of communication such as: • City WebPages • Newsletter Spring-February 23rd Summer-May 26th Fall-August 10 Winter-November 6 • homeowners association meetings 2 ENVIRONMENTAL BOARD MEETING DECEMBER 17, 2008 • information kiosk • press coverage • Earth Day (April 18th) • Arbor Day (May1st) • Recycling Day (May 2nd) • Participate in Blue Heron Days (August 15th), providing public service educational material to the public. • Participate in Earth Day (April 18th) activities in the community, promoting environmental awareness and collaboration with other environmental focused organizations. • Monitor any activity in the AUAR as well as other proposed development areas, focusing on the values Lino Lakes citizens have expressed in the vision for our city and the unique ecological aspects of our wetlands, lakes and streams and subsurface waters. Apply mitigation plan as defined for that area. • Perform an evaluation of past Environmental Board recommendations for development projects. Review a sampling of a variety of projects by site visits, discussion with city staff, and landowners, neighbors, on the outcomes of the Boards recommendations. If necessary, submit a summary of significant findings resulting from the review in writing to the Community Development Director. In 2008, the Environmental Board visited the following sites: 1. Legacy of Woods Edge 2. Marshan Meadows 3. Pine Glen 4. Eagle Brook Church Conservation Easement and planting areas 5. Oak Savanna and wetland restoration areas at the Middle School. • Promote conservation development within the City incorporating the Open Space/Trail Plan and Handbook for Environmental Planning and Conservation Development within the scope of the new Resources Management Plan, and the Resources Management Plan RMP-3 • To meet or exceed our City recycling goal of 50 (1737 tons) percent or greater of our Municipal solid waste. Find innovative ways to promote and encourage recycling as a city. Add recycling materials to kiosk. • Continue to monitor the Heron rookery and water quality in the northern one third of Peltier Lake and to support the protection of resources in that area. • Participate in comp plan and process. • The Lino Lakes Environmental Board passed a motion to endorse and follow 3 ENVIRONMENTAL BOARD MEETING DECEMBER 17, 2008 the RMP/RMP-3 rule as a guide to the Resources Management Plan and acknowledged the unique collaboration that it sets between the RCWD and the City as a result of the Resources Management Plan. • Offer a series of conservation workshops for residents through the Anoka County Soil Water Conservation District. The Programs would be as follows: Shoreland Management-March 30th Landscaping For Wildlife-April 18th Water-Smart Landscaping-April 21st Rain Gardens-May 2nd Motion to approve 2009 goals as amended by Ms. Bor and seconded by Ms. DeHaven. All members in favor, motion carried. C. City Newsletter memo/Mary Alice Divine Mr. Asleson began a short discussion regarding an interest in interviewing people on recycle or water quality issues. Board members agreed this is a good idea. Connie Grundhofer’s name was mentioned as a contact. D. Update Mr. Asleson mentioned the City is looking at the stormwater ordinance at this time and most likely it will be presented to the board in the near future. 7. ADJOURN It was noted that the next meeting of the Environmental Board will be on January 28, 2009.
