1. CALL TO ORDER
Ms. O’Dea called the meeting to order at 6:30 p.m.
2. SWEARING IN OF BOARD MEMBER
Mr. John Bergeson was present for the swearing in of Paula Andrzejewski.
3. ELECTION OF OFFICERS
There was a motion for Ms. O’Dea to continue as Chair and for Ms. Bor to
continue as Vice-Chair.
Mr. Brown made a motion to approve election of officers and Ms. DeHaven
seconded the motion. Motion carried unanimously.
4. APPROVAL OF MINUTES
December 17, 2008 minutes.
Ms. Bor made a motion to approve the December 17, 2008 minutes with minor
changes. Mr. Brown seconded the motion. Motion carried unanimously.
5. APPROVAL OF AGENDA
Additional item added by Ms. Bor regarding Environmental Board members
meeting to discuss environmental issues outside of a regularly scheduled meeting.
Ms. DeHaven made a motion to approve the agenda as is. Ms. Hartley seconded
the motion to approve the agenda. Motion carried unanimously

8. DISCUSSION ITEMS
A. Anoka Soil Water Conservation District/Rice Lake Stormwater
Retrofit/Nate Zwonitzer
Mr. Nate Zwonitzer from Anoka County Conservation District gave a
presentation to the Environmental Board members on the Rice Lake Stormwater
Retrofit Proposal.
Retrofit Goals consist of: Reducing the volume and pollutant load entering water
body of concern. Identify pollutant “hot-spots” within subwatershed: Prioritize
neighborhoods and project sites to maximize treatment per dollar spent and to
install retrofit projects.
Ms. O’Dea questioned why we want to reduce water. Mr. Zwonitzer stated when
you introduce impervious surfaces through new developments, we want to change
the way the water travels, not reduce it.
Step 1: Retrofit Scoping = Screen for retrofit potential, define retrofitting
objectives and identify preferred treatment options.
Step 2: Desktop Retrofit Analysis = Gather maps of stormwater practices, conduct
desktop search for retrofit sites and Prepare base maps.
Step 3: Retrofit Reconnaissance Investigation = Verify stormwater mapping and
Investigate Feasibility of Retrofit Sites.
Step 4: Retrofit Evaluation and Ranking = Compute volume and pollutant
reductions, compare results with restoration objectives and rank retrofit projects
according to effectiveness and cost.
Step 5: Subwatershed Treatment Analysis = (Evaluation and Ranking) Conduct
neighborhood consultations, develop retrofit screening criteria and create retrofit
project priority list.
Step 6: Finalize Designs = Obtain landowner approval, conduct bidding for
construction and assemble design packages.
Step 7: Construction: Oversee BMP Installation. Conduct pre-construction
meetings and Inspect construction progress.

Step 8: Inspection, Maintenance and Evaluation = Provide maintenance training
to landowners and continued project tracking and monitoring.

Pond modification
Roadway crossing storage
Conveyance system treatment
Parking Lots
Individual streets
Underground
Ms. O’Dea questioned who will pay for this? Mr. Asleson stated landowner
cooperation, cost share funds from Anoka County and State of Minnesota. Mr.
Asleson stated we don’t have a stormwater utility fund at this time. Ms. Bor
questioned if there would be a tax break. Mr. Zwonitzer stated there is cost share
available up to $5,000. Ms. Bor questioned if this is a collaboration with the Rice
Creek Watershed District. Mr. Zwonitzer stated yes.
Mr. Brown questioned if residents could use pavers for their driveways. Mr.
Zwonitzer stated yes, but a very expensive option. The cost is $20-$25 per square
foot. Mr. Zwonitzer stated if a resident was redoing their driveway, they could
install a trench grate which is flush with the new asphalt driveway and a rain
garden connected to that.
Mr. Asleson stated if Mr. Zwonitzer would come back when this project is further
along. Mr. Zwonitzer yes.
B. Updates
Recycle Bank
Mr. Asleson received information from Allied Waste regarding a RecycleBank
program. He reviewed the information with the board.
Ms. O’Dea questioned if this program is exclusive with Allied Waste. Mr.
Asleson state, at this time it is.
Earth Day
Mr. Asleson stated Earth Day will be celebrated on April 18. Wargo Nature
Center will be open to the public from 1:00 p.m. to 3:30 p.m. There will not be a
lunch or a petting zoo for volunteers this year.
Ms. Bor requested we look into purchasing new, brighter shirts this year for Earth
Day and Blue Heron Days clean-up. Mr. Asleson stated he would look into this.
Heron Task Force

Mr. Asleson stated there is an upcoming Heron Task Force meeting on February
26.
Water Resources Workshops Schedule
Shoreland Management – March 30, 2009: Mr. Brown will attend.
Landscaping for Wildlife – April 18, 2009: Ms. Bor will attend.
Water-Smart Landscaping – April 21, 2009: Martha DeHaven will attend.
Raingardens – May 2, 2009: Martha DeHaven and Pam Hartley will attend.
Additional Item: Environmental Board Meeting
Ms. Bor questioned if the Environmental Board does not have a regularly
scheduled meeting, would it be okay to get together and talk about newsletter
articles or discuss topics in depth without there being a violation of having a open
meeting. Ms. Hogstad stated she would find out from the Administration
Department and let board members know.
7. ADJOURN
It was noted that the next meeting of the Environmental Board will be on March
25, 2008.
There being no further business, Ms. Hartley moved to adjourn at 7:55 p.m. Ms.
DeHaven seconded the motion. Motion carried unanimously.
