TIME ENDED : 7:35 P.M. MEMBERS PRESENT : Mary Jo O’Dea, Paula Andrzejewski, Pam Hartley and Peter Brown MEMBERS ABSENT : Kim Brouillet, Barbara Bor and Martha DeHaven STAFF PRESENT : Environmental Coordinator Marty Asleson 1. CALL TO ORDER Ms. O’Dea called the meeting to order at 6:33 p.m. 3. APPROVAL OF MINUTES February 25, 2009 minute changes: Change the word quorum to open meeting on page 4. Mr. Brown made a motion to approve the February 25, 2009 minutes with changes. Ms. Andrzejewski seconded the motion. Motion carried unanimously. 4. APPROVAL OF AGENDA Mr. Asleson stated he had a few updates to add under Discussion Items/Updates at the end of the meeting. Ms. Andrzejewski made a motion to approve the agenda as is. Mr. Brown seconded the motion to approve the agenda. Motion carried unanimously 5. OPEN MIKE Open mike opened and closed at 6:35 p.m. 6. ACTION ITEMS Mr. Asleson introduced Item 5A, Annual Storm Water Pollution Prevention Program. Mr. Studenski gave background information on working to put the plan together and submittals. He stated he was in attendance for support and questions. 1 DRAFT MINUTES ENVIRONMENTAL BOARD MEETING APRIL 29, 2009 Mr. Tim Payne, Natural Resources Specialist from the City of Lino Lakes presented his report. Mr. Payne reviewed the Clean Water Act, the NPDES Stormwater Permitting Program, and what is required of municipalities. The City Code adopted the Storm Water Pollution Prevention Plan (SWPPP). As part of the SWPPP the City must solicit public input at an annual meeting required under the Public Education and Outreach Plan. He presented the analysis of common pollutants found in stormwater runoff. The Stormwater Program for Municipal Separate Storm Sewer Systems (MS4’s) is designed to reduce the amount of sediment and other pollutants that enters surface and ground water from storm sewer systems to the maximum extent practical. All municipal SWPPP's must have six points in common: They are: Public Involvement, Illicit Discharge Detection and Elimination, Construction Site Stormwater Runoff Control, Post-Construction Stormwater Management in New Development and Redevelopment and Pollution Prevention and Good Housekeeping for Municipal Operations. He reviewed the 2008 Management Practice, Implementation and Accomplishments. He presented the 2009 Best Management Practice and Implementation Goals. He reviewed the Storm Sewer Inspection Map and the 2008 Surface Water Management Project location map. Mr. Asleson noted there are many nonscheduled inspections at locations outside the annual inspection zones based on calls from residents. Ms. O’Dea questioned if a pond was located on private property, or homeowners association, are they still inspected? Mr. Payne responded yes. The results are then forwarded to the owner or association. There are resources and educational information pertaining to storm water available to the public that would be beneficial for homeowner’s associations. Ms. O’Dea asked Mr. Payne to describe the Wellhead Protection Program as it relates to stormwater. Mr. Payne stated that the Minnesota Department of Health has given recommendations for infiltration considerations within the city DWSMA(s). Ms O’Dea questioned if the work is completed annually or is this a process that has just been started? Mr. Studenski stated it is updated every five years. 2 DRAFT MINUTES ENVIRONMENTAL BOARD MEETING APRIL 29, 2009 Mr. Payne stated there has not been a Wellhead Protection Plan (WHP) implemented before this prior cycle of storm water inspections. Ms. O’Dea questioned if problems are found while an area is undergoing inspections, is there a list created? Mr. Payne stated yes. Ms. O’Dea stated it is very helpful to the Environmental Board to have this type of information presented at the meetings. Ms. Andrzejewski questioned if Mr. Payne was speaking about municipal or private wells. He stated municipal only. Mr. Studenski addressed complaints about residents abusing stormwater basins, dumping into stormwater conveyences, etc. If residents don’t correct the issues as requested, than the city can go in, fix the problem and then charge the residents or homeowners associations. Mr. Asleson stated the city does not impose fines or penalties at this time. Ms. O’Dea questioned if the 20% of wetland areas being inspected includes conservation easements. Mr. Asleson stated yes. Ms. O’Dea questioned if anyone in the audience would like to address the board on this matter. There were no questions form the audience. Mr. O’Dea questioned the audience if anyone present would like to address the board at this time for the Open Public Meeting on this issue three seperate times. There were no questions from the audience all three times. The Open Public Meeting closed at 7:08 p.m. Mr. Brown made a Motion to close the public meeting. Ms. Andrzejewski seconded the Motion. Motion carried unanimously and passed by board at 7:09. 7. DISCUSSION ITEMS A. Other Updates Earth Day Mr. Asleson stated the turnout at the Earth Day event held on April 18 at Wargo Nature Center was a success. Ms. Hartley stated the tree house of horrors was on display on Earth Day. She stated there were many questions asked and answered. Recycle Day 3 DRAFT MINUTES ENVIRONMENTAL BOARD MEETING APRIL 29, 2009 The City of Lino Lakes Recycle Day will be held on May 2 from 9:00 a.m. to 3:00 p.m. Mr. Asleson stated volunteers would be appreciated. Arbor Day The Arbor Day celebration will take place on May 1st. This will be the 20th year! An Autumn Blaze Maple will be planted at Lino Lakes Elementary. Trish and the Toons will perform two shows at the school. Ms. O’Dea questioned if other schools would be interested in having Trish and the Toons perform. Mr. Asleson stated he has called other elementary schools with no interest. Ms. Andrzejewski stated she will check with Rice Lake Elementary school to see if they would be interested in 2010. Emerald Ash Borer: Mr. Asleson stated there has been report of emerald ash borer in Minnesota. Water Resources Workshops Schedule There will be a Raingardens Workshop at Lino Lakes City Hall on May 2. Ms. DeHaven and Ms. Hartley will be in attendance. Blue Herons Mr. Asleson stated there are currently 19 herons that have been counted standing on their nests this month. Pheasant Hills Preserve Mr. Asleson stated he was in attendance for a special meeting held by the Pheasant Hills Preserve neighborhood association. He addressed stormwater pond issues. He stated there were many questions asked. Overall it was a very good meeting. Living Green Expo Ms. O’Dea stated that there will be a Living Green Expo at the MN State Fair Grounds the first weekend in May. Other Updates -Mr. Brown was in attendance for the Shoreland Management Workshop. He stated it was very informative for residents. -Mr. Brown stated there were many Eagles on Lake Reshanau during the spring thaw. 4 DRAFT MINUTES ENVIRONMENTAL BOARD MEETING APRIL 29, 2009 5 DRAFT MINUTES 7. ADJOURN It was noted that the next meeting of the Environmental Board will be on May 27, 2009. There being no further business, Ms. Hartley moved to adjourn at 7:35 p.m. Ms. Andrzejewski seconded the motion. Motion carried unanimously.
