ENVIRONMENTALBOARDMEETINGJUNE24,2008 DRAFTMINUTES2 Mr.AslesonpresentedhisstaffreportonExpenditureReviewandYearlyWork PlanforFoxboroughDevelopment.Hepresentedthebackground,analysisand hisrecommendation. Mr.AslesonthenpresentedJasonHusveth,CriticalConnectionsEcological Services,Inc.’sRestorationandManagementPlanfor2009/2010. Mr.Aslesonstatediftheboardisinagreement,thereisaneedtowritea resolutionapprovingtheproposedworkplanonthisproject. Mr.BrownmadearecommendationtosupportthetasksoutlinedintheCritical Connections,FoxboroughRestorationandManagementPlanfor2009/2010and forstafftoprepareaResolutionandpresentittotheCityCouncil.Ms.DeHaven secondedtherecommendation.Recommendationcarriedunanimously. 6.DISCUSSIONITEMS A.BlueHeronDaysParade–GarbagePickUp ItwasnotedthattheupcomingBlueHeronDaysparadewillbeheldonAugust 22.Boardmembersreviewedpastrecommendationstobetterimprovevisibility ofthegroupattheparade.Membersrequestedtohaveabannermadetohangon thePolarisRangerATV. B.AgendaDiscussion.Mr.AslesonaddressedMs.Bor’semailofhowthe board’sagendaisputtogether.Shealsoquestionedifanyofthemembersseethis agendabeforeitissentout.Hestatedotherboardsarecancellingmeetingsdueto lackofdevelopment/review.Hestatedtherehasnotbeenasubdivision applicationsincelastyear.Hestatedmembersarewelcometocalloremailhimif theyhaveanitemtoputontheagenda.Mr.Aslesonstatedhewouldappreciate this. Ms.O’Deamentionedthatifanyboardmembersknowofanyonewhomaybe interestedinapplyingforapositionontheEnvironmentalBoardlettheCityknow astherearecurrentlytwopositionsopen. C.EagleScoutProject.Mr.AslesonstatedthereiscurrentlyanewEagle Scoutprojectunderwayatthemiddleschool.HestatedtheEagleScouthasraised allthemoneyforseedneeded.Hestatedthesitewillbereadyfortheseedina fewweeks.Hementionedthatthissitecouldbeonetovisitbeforethenext meeting. D.LeakyLoadLaw.Ms.DeHavenstatedifagarbagetruckisspottedwith garbagecomingoutthetopoftheirvehicletocalltheCity,thegarbagecompany andSheriff’sDepartment.Thehaulerwillbeheldresponsibletopickupanything thatcomesoutoftheirtrucksundertheLeakyLoadLaw. ENVIRONMENTALBOARDMEETINGJUNE24,2008 DRAFTMINUTES3 E.RecycleDay.Mr.Aslesonstatedoverallthetonnagecollectedonthe SpringRecycleDaywasverygood.TheCity’stonnagegoalhasbeenmet.He alsomentionedtherewerehigherchargesonelectronicsthanexpected. F.ArborDay.Mr.AslesonstatedhereceivedacallfromthePrincipalat RiceLakeElementary.HestatedRiceLakewillbeinterestedinTrishandthe Toonsperformingattheirschoolthisnextyear. G.WorkshopUpdate.Mr.Aslesonstatedthatpubliceducationisvery important.ThelastoftheworkshopsputonbytheAnokaCountyConservation DistrictandtheCityofLinoLakeswasheldonRecycleDay.Ms.DeHaven statedshelearnedalotfromit. H.EmeraldAshBorer(EAB).Mr.AslesonstatedtheEmeraldAshBorerhas beenfoundinSt.Paul.Hestatedhehasbeentoaseminarandthepresenterwas themanwhooriginallydiscoveredEAB.Minnesotaisprobablyoneofthe biggestAshtreestates.Thesetreescanbesavediftheyareinjectedeveryyear. Thechemicalitselfisnotextremelyexpensive.HestatedinLinoLakesthereare approximately427ashtreesonboulevardsandabout268inourcityparks.He statedthereisnowaytotelliftheEABisinatreeuntilthetreestartsdying.He willtrytogetanarticleonthisreadyforthenextcitynewsletter. I.BlueHerons.Mr.AslesonstatedhewillbegoingoutontoPeltierIslandthis comingMondaytocounttheHerons. J.WaterResourceTaskForceCommittee.Mr.Aslesonstatedhehasbeen sittingontheWaterresourceTaskForceCommittee.Hehasreviewed informationthathehaslearnedwiththeboard.Mr.Aslesonhandedoutamapon astudydonebytheDepartmentofNaturalResources(DNR)showinga drawdownofwater.Ifthisweretohappen,therewillbenolakesorwetlandsleft inthecity.ThisisanongoingstudythattheDNRwilltakealeadershiprolein. HestatedtheDNRwouldnotletthishappen.Hestatedthecitywouldprobably beaskedtoputinawatermonitoringsystemin.Hesatedthisisacomputer model,notafact.Ifthisdidhappenitwillbeaslownotsomethingthatwould happenovernight.
