TIME ENDED : 7:45 P.M. MEMBERS PRESENT : Mary Jo O’Dea, Barbara Bor, Paula Andrzejewski, Martha DeHaven, Steve Heiskary and Theresa Klaman MEMBERS ABSENT : Peter Brown STAFF PRESENT : Environmental Coordinator Marty Asleson 1. CALL TO ORDER Ms. O’Dea called the meeting to order at 6:30 p.m. 2. APPROVAL OF MINUTES July 28, 2010 Minutes Discussion Item 2, add the following paragraph: As the Emerald Ash Borer Preparedness Plan is developed, the City has an opportunity to remove trees that are unhealthy while not under quarantine and less costly to do so. Ms. Klaman made a motion to approve the July 28, 2010 minutes. Mr. Heiskary seconded the motion to approve the Minutes. Motion carried unanimously 3. APPROVAL OF AGENDA Add Race Track Update under Discussion Items. Ms. Klaman made a motion to approve the agenda. Ms. Bor seconded the motion to approve the agenda. Motion carried unanimously 4. OPEN MIKE Open mike closed at 6:40 p.m. 5. ACTION ITEMS A. Foxborough 2011 Management Plan Mr. Asleson presented Agenda Item 5A, Foxborough Conservation Development, Restoration and Management Implementation for 2011. ENVIRONMENTAL BOARD MEETING SEPTEMBER 29, 2010 DRAFT MINUTES 2 Jason Husveth from Critical Connections was present to update the board on the scope of work and cost estimate proposed for 2011. Tasks include: Continued management and removal of buckthorn, reed canary grass and other invasive species and noxious weeds. It was stated the 2010 spring burn was delayed until the fall due to lack of a burn permit. Mr. Asleson stated he would speak with and Fire Chief Jerry Streich as to the importance of the spring burn for the prairie. The Board will invite the Fire Chief to the next Environmental Board meeting. 6. DISCUSSION ITEMS 1. Blue Heron Days Parade Follow-Up It was stated that there was good community feedback 2. Woolan’s Park Update Update was given by Jason Husveth concerning the Woolan’s park wetland bank project. Part A: of the wetland banking application was submitted to BWSR. Part B will be submitted forthcoming. Part B consists of a management plan for the wetland bank process The physical aspect of the restoration is scheduled to begin January when the soil is frozen. 3. Community Garden’s Update Ms. Klaman stated she would attend a Planning & Zoning Board meeting to update members on the proposed Community Garden and possibly a farmer’s market. Mr. Asleson stated there was an article in the Fall Lino Lakes City Newsletter regarding the Community Garden. He stated he was contacted by 8 interested persons. He stated he will set up a meeting with interested persons when there is an approved land site for this project. 4. Rice lake Subwatershed Raingarden Project Update Mr. Asleson updated Board members on progress and status of the raingarden process and development in the Rice Lake subwatershed District. ENVIRONMENTAL BOARD MEETING SEPTEMBER 29, 2010 DRAFT MINUTES 3 5. Race Track Discussion There is concern from the Environmental Board as to Environmental Impact of the proposed race track. The Environmental Board would like a comprehensive survey done concerning this issue. It was stated the City should have a link on the front page of the City’s website to tell citizens where we are at in the planning process. It was questioned how this project would fit in with City’s AUAR. 7. ADJOURN It was noted that the next meeting of the Environmental Board will be on Wednesday, October 27, 2010 at 6:30 p.m. There being no further business, Ms. DeHaven moved to adjourn at 7:45 p.m. Mr. Heiskary seconded the motion.
