1. CALL TO ORDER
Ms. O’Dea called the meeting to order at 6:32 p.m.

2. APPROVAL OF MINUTES
December 15, 2011 Minutes
Page one - Approval of Agenda Change Ms. Heiskary to read Mr. Heiskary
Page four - Community Gardens, last paragraph change the word show to shown.
Mr. Heiskary made a motion to approve the December 15, 2011 minutes. Ms.
DeHaven seconded the motion to approve the minutes. Motion carried
unanimously
3. APPROVAL OF AGENDA
Amend Agenda to reflect the following additional items:

D. Solid Waste Amendment Ordinance Update
E. Recycling Update
Ms. Bor made a motion to approve the agenda. Ms. DeHaven seconded the
motion to approve the agenda. Motion carried unanimously

5. ACTION ITEMS
A. Storm Water Ordinance Review and Comments
Mr. Asleson stated the Environmental Board reviewed the Storm Water
Ordinance in April of 2010. Since that time, board members comments have
been added to the document.
He stated the illicit discharge section was taken off the document. Since then
there has been a separate ordinance created to address illicit discharge.
Mr. Asleson stated he would like board to review document again for comments.
Ms. O’Dea started the review going page by page through the document.
Ms O’Dea stated the new document has been written very well. The formatting
is much better.
First Section Statutory Authorization: No changes or comments.
Findings: No changes or comments.
Purpose: No changes or comments.
Definitions: Section of LANDDISTURBING ACTIVITY needs to be hyphenated
to read LAND-DISTURBING ACITIVITY.
Applicability: No changes or comments.
Exemptions: No changes or comments.
Technical Reference: No changes or comments
Grading, Erosion and Sediment Control Requirements:
Stormwater Management Requirements: Page 13, between I and J there are a
couple of dots. Delete them. Page 14, bottom of the page, the number 1. needs to
be moved to the top of page 15. Page 17, bottom of the page graph is the top of
the table that belongs on page 18.
Inspections and Maintenance: Add a definition of what a private stormwater
facility is. Say who will inspect the private facilities

Plan Review procedure: No changes or comments.
Financial Procedures: No changes or comments
Enforcement: No changes or comments
Severability: No changes or comments
Abrogation and Greater Restrictions: Page 24, Table A. What does the **
reference?
The Board would like the final version brought back to a future meeting to include
engineering clarifications.
It was noted to add the review date.
6. DISCUSSION ITEM
A. Goals Schedule
Mr. Asleson stated February 2nd, is when he will present the 2011 Environmental
Board Goals to the City Council.
B. Community Garden Schedule
Mr. Asleson stated he will wait to invite residents who are interested in the
Community Garden until the February meeting.
Planning & Zoning Board passed the ordinance to allow community gardens in
zoning districts as a permitted use.
Mr. Asleson stated the plots for the Community Garden should be available this
year.
C. Peltier Island/Herons meeting Discussion
Mr. Asleson stated Wayne LaBlanc dropped of the Blue Heron Nesting Report.
He found 35 whole nests, 12 smaller nest and 26 trees were being used.
Ms. Bor would like to propose February 26 at 9:00 a.m. for an organizational
meeting. Ms. Bor will put this date out to Eagle Brook Church. She would like
board members to join in a daytime field day out to the island.
Add this as an Action Item to the February agenda.

D. Solid Waste Amendment Ordinance
Mr. Asleson stated the Noise Ordinance has been changed in regards to waste
haulers start times. The new start time for residential hauling will be 7:00 a.m.
instead of 6:00 a.m. The start time of 6:00 a.m. will stay in place for commercial
business hauling only.
E. Recycling update
It was suggested teaming up with Aveda on recycling plastic bottle caps.
Mr. Asleson will research bottle cap recycling and put an article in the upcoming
Lino Lakes newsletter regarding this program.
Mr. Andrzejewski will ask students at Rice Lake Elementary to write articles on
ways kids utilize recycling. Mr. Asleson stated we could possibly put the
article(s) in the newsletter.
OTHER:
Mr. Asleson talked briefly about having rain barrels for sale during Earth Day.
It was questioned if somehow there could be something honoring Al DeMotts
during the Earth Day/Arbor Day celebrations.0
7. ADJOURN
It was noted that the next meeting of the Environmental Board will be on
Wednesday, February 23, 2011at 6:30 p.m.
There being no further business, Ms. DeHaven moved to adjourn at 7:30 p.m.
Ms. Andrzejewski seconded the motion. Motion carried unanimously.
