TIME ENDED : 7:50 P.M. MEMBERS PRESENT : Barbara Bor, Paula Andrzejewski, Martha DeHaven, Steve Heiskary and Theresa Klaman MEMBERS ABSENT : Nancie Klebba and Mary Jo O’Dea STAFF PRESENT : Environmental Coordinator Marty Asleson 1. CALL TO ORDER Ms. Bor called the meeting to order at 6:25 p.m. 2. APPROVAL OF MINUTES April 27, 2011Environmental Board Minutes Approved. Ms. Klaman made a motion to approve the April 27, 2011 Environmental Board Minutes. Mr. Heiskary seconded the motion to approve. Motion carried unanimously. 3. APPROVAL OF AGENDA Add D: Rice Lake Elementary Rain Gardens Add E: Quality of the Lino Lakes trail system. Add F: Community Garden discussion on rules. Ms. Andrzejewski made a motion to approve the agenda. Ms Klaman seconded the motion to approve the agenda. Motion carried unanimously 4. OPEN MIKE Open mike closed at 6:58 p.m. 5. ACTION ITEMS Oppidan Grocery Store Proposal – Hodgson Road/County Rd J Concept plan review for Oppidan Grocery Store proposal on Hodgson Road and County Road J. Mr. Asleson stated the Board’s focus is on environmental issues. ENVIRONMENTAL BOARD MEETING July 27, 2011 DRAFT MINUTES 2 The intention of the owner is to build a grocery store, attached liquor store, and multi tenant building on 8 acres of land. Should the concept plan go forward to a formal submittal, the development will occur under the rules of a Planned Unit Development (PUD). Ms. O’Dea, Environmental Board Chair, sent her comment to be read as she was not present. She requested a much more detailed landscaping plan from developer. Mr. Asleson reviewed his staff report with the Board. He reviewed Unique Ecologic Features, Stormwater and Wetlands, Soils, Lighting and his recommendation. Mr. Asleson stated he found an unprotected abandoned well just off of the site. He is in the process of getting it capped. All board members stated they would like to see a detailed landscape plan. Ms. Andrzejewski questioned who is responsible of maintaining landscaping. Mr. Asleson stated the developer should be looking at maintaining a 5 year plan with irrigation. Ms. Andrzejewski stated the neighbors were concerned about hydrology. Mr. Asleson stated there is an infiltration plan required for this project. This project is a proposal, not a sketch. Whether a pond or not, there will be infiltration. All board members would like to see an infiltration planning evaluation of the impact of the adjoining neighbors. If there is a 40’ wide berm, the board wants to see irrigation to maintain health and guaranteed plant replacement. It was stated it would be nice if they incorporated organic matter in the existing soil and tilled as a BMP. The Board would like to see any type of road curbing that would allow reptile movement. Mr. Bor stated looking at sustainable businesses to establish and identity that one would relate to. Such as, a unique identity, welcoming site aesthetics and architecture and landscaping. Incorporate LEED designs into the site as much as economically possible in hopes it is a sustainable business. Ms. Klaman moved to approve the above recommendation and Ms. DeHaven seconded the recommendation. Recommendation carried unanimously. 6. DISCUSSION ITEM A. Pheasant Hills Preserve - Floating Bog – Pond D The Environmental Board requested a site visit to view the progress of the floating bog in Pheasant Hills Preserve. Mr. Asleson stated the bog was not doing well and there was nothing to look at, at this time. Pheasant Hills Preserve Association paid for a floating bog. Aryls Freeman from Midwest Floating Island, LLC was present and explained how their product would clean up the pond in Pheasant Hills Preserve. She had someone from her company look at the site. It was reported that there was not water fowl protection. Midwest Floating Island, LLC will put water fowl protection on the bog as well as replace the plants. Water fowl protection is like a fence that you can see though with tomato stakes. It provides habitat for ducks and birds. Ms. Freeman stated they do not want geese to chomp it up. In the next few weeks the work will be done to bring the bog back in order. Ms. Freeman stated she had concerns about how the previous testing was done. Normal levels of phosphorus for every 1 acre of surface area recommended for 660 sq’ of island. They have less than half of what they needed. We will not get results as quickly. She stated the bog is a module so you can keep adding to it in the future. Ms. Bor questioned the intent of the association and was it for habitat. Mr. Asleson stated no, that was not the original intent. B. Blue Heron Days Parade – Saturday, August 20, 2011 – 11:00 a.m. Mr. Asleson stated the City will have garbage cans set up along parade route. Ms. Hogstad-Osterhues mentioned there will be a few girls from Girl Scout Troop 52831 and a few girls from Centennial Middle School who will help carrying the banners. There will be two banners in the parade. One banner will state how many tons have been recycled in 2011 thus far. Environmental Board members are asked to wear their Earth Day t-shirts and bring gloves. ENVIRONMENTAL BOARD MEETING July 27, 2011 DRAFT MINUTES 4 Meet behind Target/Kohl’s about 12:00 stated Mr. Asleson. C. Peltier Island Heron Rookery/Tiger Productions Mr. Asleson stated Tiger Productions, who is part of National Geographic Magazine, will be in Lino Lakes to produce a segment on the Blue Heron Rookery. The Environmental Board and the City of Lino Lakes will be mentioned in their production. They will be in town August 1, 2nd and 3rd. D. Rice Lake Elementary Rain Gardens Ms. Andrzejewski stated there are a couple of areas the rain gardens have not been completed. One garden did not have the drain installed and the sand bags were not there. It was stated that Dawn Pape from Rice Creek Watershed District (RCWD), has been contacted regarding this. The garden in front of the school holds too much water. A storm drain needs to be connected and drain tile added. Ms. Andrzejewski mentioned she would like educational signs for the gardens and she had spoke with Dawn Pape, at RCWD, who stated she would have a sign printed. E. Lino Lakes Trail System Maintenance Mr. Klaman stated her concerns are the trails behind City Hall. She stated there are three major sites underwater. Mr. Asleson stated the water level in the Chain of Lakes is very high this year. Anoka County is aware of the problems and is looking into the issues. Mr. Asleson stated he would ask Mr. DeGardner if Public Works could sweep to make safer. F. Community Gardens discussion and rules Change the Community Garden Guidelines under fencing to state: Use metal or mesh fencing, no plastic fencing allowed. 7. ADJOURN It was noted that the next meeting of the Environmental Board will be on Wednesday, August 31, 2011at 6:30 p.m. There being no further business, Ms. Andrzejewski moved to adjourn at 7:50 p.m. Mr. Heiskary seconded the motion.
