MEMBERS PRESENT : Mary Jo O’Dea, Barbara Bor, Paula Andrzejewski, Steve Heiskary, Martha DeHaven, Theresa Klaman and Nancie Klebba MEMBERS ABSENT : None STAFF PRESENT : Environmental Coordinator Marty Asleson 1. CALL TO ORDER Ms. O’Dea called the meeting to order at 6:40 p.m. 2. APPROVAL OF MINUTES February 23, 2011 Minutes – Page 1: Change Sprint to spring. Page 2, bottom of page: Change hours of Earth Day to 12:30-3:00 and change Rain Barrel Workshop to 12:30-1:30 and 1:30-2:30. Page 3, top of page: Change bouncy to inflatable play area. Mr. Heiskary made a motion to approve the February 23, 2011 minutes. Ms. Klaman seconded the motion to approve the minutes. Motion carried unanimously. 3. APPROVAL OF AGENDA Add swearing in of board members by Mayor Reinert Change Nancy to Nancie Move presentation by Paul Peterson above Action Item 5A. Ms. Bor made a motion to approve the agenda. Ms. DeHaven seconded the motion to approve the agenda. Motion carried unanimously 4. OPEN MIKE Open mike closed at 6:41 p.m. 5. ACTION ITEMS A. Motor Fuel Station, 7997 Lake Dr/Environmental Review ENVIRONMENTAL BOARD MEETING March 30, 2011 DRAFT MINUTES 2 Mr. Asleson presented his staff report on the proposed Motor Fuel Station at 7997 Lake Drive. The site had a gas station/convenience store until it was shut down in 2009 at which time the fuel tanks were removed. The owner would like to install a new canopy with gas pumps and fuel tanks. Reconstruction of this site will increase the impervious surface. The Conditional Use Permit (CUP) for this site allows the gas station to continue on this site as it previously operated. The CUP would allow expansion of the number of fuel pumps and a larger canopy. Mr. Asleson stated we need to investigate the unused well on the property. Ms. O’Dea would like shrubbery added on corner of the site. Ms. Klaman recommends River Birch instead of the Japanese Tree Lilac. Ms. Klaman states consider adding raingarden on west side of building to capture roof water. Ms. Klebba questioned the well. Mr. Asleson stated if they want to use fine, if they are not going to use, would like them to fill the well. Huge study going on now in Anoka County in regards to ground water. Wells are a huge consideration. Mr. Asleson will ask the developer/owner to do this. Ms. O’Dea questioned if the tree is too close to the tank. Mr. Asleson stated he will check into this. Mr. Asleson stated to add the following recommendations: Lighting. The lights meet our code standards. Lighting should be turned off during times of store closure. The site proposed photometric shows zero lumens at the property line. This also meets our city code. Pump Island: Pump Island must have an approved designed catchment for contaminants to prevent illicit discharge stated Mr. Asleson. Stormwater Pollution Prevention and Storm Water Attenuation For any project site disturbance determines the level of stormwater management. This project will create 3,572 SF of new impervious and disturb 10,629 SF. The RMP is not applicable at this level of activity. Landscaping: Per Mr. Asleson’s staff report. ENVIRONMENTAL BOARD MEETING March 30, 2011 DRAFT MINUTES 3 Natural Resources: There are no unique communities within 1500 feet of this site. There are no modeled geomorphic features that would support threatened and endangered species on this site or anywhere near this site. The Environmental Board recommends forwarding changes with above recommendations onto the Planning & Zoning Board as well as the City Council. Mr. Heiskary made a motion to forward. Ms. Andrzejewski seconded the motion to forward. Motion carried unanimously. 6. DISCUSSION ITEM A. Tree Use in Stormwater Management/Paul Peterson Mr. Asleson invited Mr. Paul Peterson to present his master thesis on Stormwater Attenuation Through the Use of Trees to the Environmental Board. Mr. Peterson’s article on Forestry and Water Resources was published in the City’s local Press Publications paper. He reviewed current thought and literature on the subject, explained how by using tools of urban forestry to increase total tree canopy cover in a watershed, storm water runoff can be reduced. Mr. Asleson stated he would email the board Mr. Peterson’s life cycle analysis. B. Heron Rookery Mr. Asleson stated Connie Grundhofer reported seeing the arrival of the first Blue Heron in Lino Lakes on St. Patrick’s Day. Mr. Asleson stated there were a group of people who performed maintenance on Peltier Island before the Blue Heron’s arrival. He stated he was satisfied they had completed everything that they could with the existing nesting trees. He mentioned a group will need to go back out on the island to flash the trees birds nest in that are not already flashed. Mr. Asleson stated there is a Peltier Island Facebook page. C. Earth Day/ Recycle Day Earth Day: Will take place on Saturday, April 30, 2011. There will be various service projects in and around the City from 9:30 a.m. to 11:30 a.m. Wargo Nature Center will be open to the public at 12:30 p.m. until 3:00 p.m. There will be various activities throughout the event. ENVIRONMENTAL BOARD MEETING March 30, 2011 DRAFT MINUTES 4 The Environmental Board will have a table set up at Wargo with many informational handouts for the public. Paula Andrzejewski will have a table with material on rain gardens. Mr. Asleson stated there will be a group 60 students from Centennial High School who are coming to Lino Lakes City Hall on April 21 for cleanup of the area and other related projects. Recycle Day: Will take place on Saturday, May 7, from 9:00 a.m. – 3:00 p.m. at 1189 Main Street. There will be absolutely NO propane tanks accepted. Ms. Hogstad-Osterhues, City of Lino Lakes, will have information boards made with Recycle Day information and see that the information is put on the City’s reader board. She will also make a sign to put on the boulevard at the public works building at 1189 Main Street D. Community Gardens Mr. Asleson stated the irrigation will be installed in April. He is in the process of contracting the digging out. The garden should be complete by the end of April. 7. ADJOURN It was noted that the next meeting of the Environmental Board will be on Wednesday, April 27, 2011at 6:30 p.m. There being no further business, Mr. Heiskary moved to adjourn at 8:15 p.m. Ms. Andrzejewski seconded the motion.
