Mr. Schilling made a MOTION to approve the presented minutes of the December 8,
1999, meeting of the Lino Lakes Planning & Zoning Board, and was supported by Ms.
Lane. Motion carried 5 -0 -2 with Mr. Zych and Mr. Rafferty abstaining.

A. Martha Houle/Herman Zuettel, 1600 Birch Street, Subdivison
Staff advised this case involves a request for a minor subdivision of the property on the
south/west corner of Birch Street and Centerville Road. The site is approximately 40
acres in size and zoned Rural. The existing land use map indicates the site as rural. The
draft comprehensive plan guides the property for rural development through 2010 and
low /medium density residential on the western edge and commercial on the eastern edge
some time after 2010. There are considerable wetlands on the parcel, particularly on the
eastern edge along Centerville Road.

Ms. Lane asked for the reason behind the condition regarding City sewer and water. Staff
advised the plan originally involved moving an existing home onto the property. The
assessment policy has been revised to enable utilization of City utilities. This condition
was part of the previous approval that has never been satisfied. Staff noted the
assessment is reasonable.
Mr. Corson asked about the future land use plan for the area. Staff referred to a map
indicated the area is in the second growth plan of the draft Comprehensive Plan. The
north/east corner is shown as commercial. The balance of the area is low to medium
residential.
Mr. Rafferty asked if both land users understand the land plan is for after the year 2010.

advised the land users are aware the land use plan is for after 2010. Staff also advised
there is a plan for the home being built. The hold up on the home being built is the fact
there is not clear title to the property. At this time the property is in joint ownership. The
subdivision should correct that and the applicant will be able to obtain a mortgage.
Chair Schaps asked if the City has a time limit regarding the completion of homes. Staff
advised there is a long period of time for completion that is part of the building code.

Ms. Lane made a MOTION to approve minor subdivision based on the following
conditions:
1. An additional 27' of right -of -way for Centerville Road shall be dedication to Anoka
County along the easterly border of the parcel.
2. The single family home currently under construction on the westerly parcel must
connect to City water with the understanding that there is a deferred assessment on
the balance of the property payable upon future • lopment of the site. This differed
assessment shall also apply to the newly creat 1B and also . be payable upon
future development of that site.
3. Any development on the easterly parce hal ire Park Dedication as outlined in
the Subdivision Ordinance.

A. Thomas McDo <''k, 25 Ash Street, Subdivision
Staff advised Mr. Tom McDonough is the owner of two parcels of property in the
south/west corner of the City. Parcel lA contains 2.47 acres and a single family home,
Parcel 2A contains 2.82 acres, and the total site is 5.29 acres. The City's Zoning
Ordinance requires a minimum of 10 acres as the property is Zoned Rural, guided rural in
the existing land use plan and is located outside the MUSA boundary. However, both
parcels are considered pre- existing non - conforming lots of record. The vacant parcel is
buildable as it exists. The draft comprehensive plan guides the area for residential and
the specific parcels for medium density residential.
Mr. McDonough is asking for a minor subdivision that would allow the sale of the
existing home on a one acre lot with the combination of the balance of the site and
potential sale of that parcel as a 4.24 +/- acre parcel. There is a large wetland on the
north/west corner of the property, which would not preclude any future construction on
that parcel. Staff reviewed the description of the surrounding property and the Findings
of Fact.

Staff noted Mr. McDonough does have a buyer for both parcels.
Chair Schaps clarified the variance is needed for a subdivision less than 10 acres that is
not served by City sewer. He asked how long the applicant has owned the property. Staff
advised Mr. McDonough has owned the property since 1982. He was advised in the mid
80's that City sewer was coming soon. Staff noted that it is unlikely utilities will be
available in this area unless a development goes in enabling the City to assess the costs.
Mr. Zych asked about the large wetland in the area. Staff referred to a map pointing out
the wetlands noting that the property is developable.
Chair Schaps asked if the applicant will be building on the 4+ acre parcel. Staff advised
the applicant has a buyer for the larger parcel. The buyer will build a home on the
property.

Mr. Rafferty asked how the subdivision fits into the draft Comprehensive Plan. Staff
advised Mr. McDonough has no intentions of pursuing multi - family zoning. Staff will
recommend keeping the area residential.

Mr. Johnson made a MOTION to approve minor subdivision and variance based on the
following conditions:
1. The applicant provide a current survey of the two new parcels. The lot
containing the dwelling shall be one acre in size with 227' of lot frontage and
configured as indicated on sketch B, which is attached. The vacant parcel shall be
combined into one 4+ acre parcel.
2. The applicant shall provide documentation that there is an alternate site for a
septic system on the existing homesite should the existing system fail.
3. Park Dedication shall be required for any new construction on the larger parcel
per the Subdivision Ordinance.

D. PUBLIC HEARING, Shafer Contracting, 7504 Lake Drive, Conditional Use
Permit and Zoning Ordinance Text Amendment
Staff advised Shafer Contracting has received the contract for concrete pavement
resurfacing on 35W from MnDOT. This work is scheduled to take place between April
and June /July of 2000. The project area is from Sunset Road north easterly to the
35W/35E junction. Shafer Contracting would like to set up their batch plant on the Tagg
property (Artic Sandblasting) at 7504 Lake Drive. Temporary, portable concrete batch
plants are needed to conform to MnDOT's specifications /limits for concrete placement
within 30 minutes of production. This location will provide quick access, reduce traffic
conflicts with hauling trucks, eliminate the need for Shafer to dismantle and relocate their
plant during resurfacing, and provide timely completion of the project. They have signed
a lease agreement with the property owner.

In review of this item, City staff has concluded that an interim use permit may be the
appropriate vehicle to facilitate this proposal. The property is Zoned LB, Limited
Business and is the only LB District within the City. Staff proposed an Ordinance Text
Amendment that would add "Temporary Concrete Batch Plant" as an Interim Use within
the Limited Business Zoning District. It is also anticipated that in the near future this
entire site (Town Center) will be rezoned to a more appropriate category to facilitate the
future plans for the Town Center. This interim use permit would not affect the ultimate
development of the area. The LB Zoning District in this location is a very temporary
condition.
The City Engineer and the Environmental Board have reviewed this request. Staff
reviewed to a copy of their comments and the conditions of approval incorporate their
suggestions. Staff recommended approval of an Interim Use Permit to Shafer Contracting
for a Temporary Concrete Batch Plant at 7504 Lake Drive based on conditions.

trips per day on the site. Mr. Palke stated the project will begin on the south bound lane.

Staff advised they do not anticipate any major chaos with the traffic. The south bound
ramp will be closed during construction and vise versa when there is construction on the
north bound lane. There will be no traffic contribution from the freeway ramp.
Chair Schaps asked if regular sweeping will occur. He also asked if the speed limit in the
area will be reduced. Mr. Palke indicated regular sweepings will occur. He stated a
reduced speed limit would be beneficial.
Staff advised it is possible to get the speed limit reduced. The road is a County road and
a request has to be made to the County. Staff advised they will speak to the County about
a reduced speed limit.

Mr. Schilling commented on 3,500 yards being a typical pour. He asked if there is a back
up plan. Mr. Palke stated there is not a back up plan and they would have to shut down
for the day if there is a problem.
Mr. Schilling asked about the addition of additives and hours of operation. Mr. Palke
indicated the additives used are required. There will be no danger to the environment.
The working hours will be approximately 7:00 a.m. to 7:00 - 8:00 p.m.
Mr. Schilling expressed concern regarding the clean up issue and asked that it be
addressed.
Mr. Rafferty asked if the main entrance and exit to the site will be through the Tagg
property. Mr. Palke advised the entrance for the raw material will be through the Tagg
site. It is anticipated that access will be put through the freeway fence for the north bound
lane.
Chair Schaps asked about the number of raw loads p ay. Mr. Palke advised raw

Ms. Lane made a MOTION to approve Interim Use Permit for Temporary Concrete Batch
Plan based on the following conditions:
1. The City adopt Ordinance No. xx — 2000 adding Temporary Concrete Batch
Plant as an Interim Use to the Limited Business Zoning District.
2. The Batch Plant shall be located as far west as possible to avoid negative
impacts on the wetlands at the eastern edge of the Tagg property.
3. Hours of operation shall not be subject to the restrictions of Ordinance No. 04
— 96 due to the nature of this project.
• 4. Should access to the freeway occur directly from the Tagg property, location
and site grading shall be reviewed and approved by the City Engineer.

5. The use shall terminate upon completion of the project and the site shall be
returned to its pre - constructed state. Shafer Contracting shall provide communication
to the City stipulating this completion date along with a bond or letter of credit in an
amount determined by the City Engineer to guarantee site restoration.

E. PUBLIC HEARING, Zoning Ordinance Text Amendment to add Exterior
Storage as a Conditional Use in the Light Industrial Zoning District
Staff requested the Planning and Zoning Board consider amending the Zoning Ordinance
to add Exterior Storage as an accessory use in the Lid' dustrial Zoning District with a
Conditional Use Permit. Staff referred to the draf nce and reviewed the special
provisions.

involves outside storage.

Mr. Rafferty stated ordinance and special provisions are an outline for residents. He
expressed concern regarding the language "appropriate manner" used in the provisions.
He clarified that each case will be reviewed by staff, Planning and Zoning, and the City
Council.
Chair Schaps suggested the language be changed to read "in a manner approved by the
City ".
Mr. Johnson asked if there is a limit to screening height. He also suggested the language
in the provisions be cleaned up. He stated he would prefer that a storage area not abut a
paved street. Staff advised if a variance must be granted for a fence higher than 10 feet.
A provision regarding storage areas not abutting a paved street would restrict H. & L.

Mr. Schilling asked if the City has control over the type of material that can be stored.
Staff advised that legally the City couldn't distinguish between types of materials. It was
noted that at times storage material can stick up over a fence. Therefore, storage will be
limited to internal light industrial properties.
Mr. Zych suggested this item be deferred in order to clean up the provision language. He
asked why staff is requesting a change in the ordinance that was adopted two years ago.
Staff clarified the difference between accessory use and principal use. The 1997
ordinance allowed a conditional use permit for exterior storage as an accessory use
meaning the business had to have another principal use. Exterior storage as a principle
use is allowed as interim use only that will be terminated at some future date or event.
Mr. Corson asked if the 4:1 ratio has been thought over carefully. Staff advised the ratio
should be changed to 3:1. Staff also advised that changing the original ordinance by
deleting exterior storage as an accessory use was an error.
Chair Schaps clarified the amendment will allow for backyard storage that cannot be seen
from the freeway, prohibits abutting a neighborhood school, will require fencing,

Mr. Barry Birnberg, Real Estate Broker, came forward and asked if the front yard is the

Mr. Biernberg stated the first draft of the amendment showed a 4:1 ratio. It has been
suggested to change it to 3:1. He indicated their storage area is a little over 3:1 and they
abut the prison. Staff suggested the ratio be changed to 3.5:1.

VI. DISCUSSION ITEMS
A. Town Center Update: Rezoning and Special Meetings
Staff advised they have been working with Calthorpe and Associates on the Town Center
Master plan, which was funded by a grant from the Metropolitan Council. The Town

Center will be a new zoning district with its own zoning standards. Staff distributed a
map of the land use plan and schedule for review and rezoning of the Town Center.
A preliminary master plan has been developed that includes mini zoning districts that will
be pedestrian friendly. Staff reviewed the City process that the zoning amendment will
have to go through.
Staff requested the Planning and Zoning Board schedule six special meetings to review
sections of the master plan. The meetings will be open to the public and land owners.
The Planning and Zoning Board scheduled the following meetings:
1. Tuesday, January 25, 2000, 7:00 a.m.
2. Tuesday, February 1, 2000, 7:00 a.m.

Chair Schaps stated the document is impressive. He expressed appreciation for all the
work put into the plan. He asked if the Environmental Board will make a
recommendation regarding where to start with the Plan.

Mr. Houchins advised the Board will make recommendations. The Board wants a
commitment from the City Council that the recommendations will be considered.
Chair Schaps asked if recommendations for specific areas will be made.
Mr. Houchins stated the Board will take sections of the City and carefully go through
them. Recommendations about each section will be made.
Mr. Corson asked about an area that is forested north/east of Lake Amelia.
Mr. Houchins indicated there is a large area of wetlands north/east of Lake Amelia.
Staff advised the recommendations in the plan are important and the City will try to
implement them in the future. Some recommendations, such as preservation
development and conservation easements, have already been implemented.

Background
On January 10, 2000 the City Council approved the amended preliminary plat
and amended PDO for the Highland Meadows subdivision. As required by the
ordinance and as one of the conditions of the approval T.S.M. Development has
submitted a complete site plan application for the townhome development. The
site plan is subject to the review of the Planning and Zoning Board for
recommendation and the approval of the City Council. The applicant has also
submitted the Final Plat for Highland Meadows West and is seeking approval for
the Final Plat to proceed.
The site is zoned R -3, Medium Density Residential and is designated for Single
Family Residential use in the City's 1990 Comprehensive Plan which was
amended to allow the attached housing.
To accommodate the development proposal, the following approval is necessary:

NAC recommends approval of the Final Plat for Highland Meadows West and

approval prior to issuance of building permits.

Issues Analysis
SITE PLAN
Site Plan Layout
The site plan layout is consistent with the approved preliminary plat with regard
to density, lot size and setbacks.
Residential Units
Each structure contains four units with two common walls in each unit. Each unit
has two exterior walls with windows and access that includes a regular door and
a patio door. Each unit has a 14'x7' concrete patio area outside the front entry
with a 4'x7' slab at the regular door access. The exterior of the units is proposed
to be a combination of vinyl lap siding with brick trim and asphalt shingles.
The buildings are all slab on grade, two -story townhome units with two
bedrooms, 1 -' baths, kitchen, living room, dining room, and laundry area. Each
unit has an attached double garage.

Landscaping Plan
A landscaping plan has been submitted for the general area. Plantings have
been concentrated in areas abutting existing development. No foundation
plantings have been shown but they are required and the applicant is preparing a
plan.
The ordinance requires a minimum open space of 35% and the site as proposed
provides 52% open space.
We believe that additional plantings /groundcover should be provided on the
south side of Oak Drive and surrounding the wetlands. The landscape plan is
subject to the review and approval of the City Environmental Specialist.
Access /Parking
Curb cuts or driveway access is limited to 26 feet in width. There are several
areas where this is exceeded in order to provide direct access into each unit.
The accesses should be narrowed to meet the ordinance. The accesses may be
widened outside of the right -of -way.
The ordinance requires 2 Y2 spaces per unit, which is 130 parking spaces. Each
unit has two interior spaces and two exterior spaces plus 26 guest parking stalls
for a total of 234 spaces provided.
It appears that units 35 and 36 could be served by extending the drive from the
north and eliminating the access onto the cul -de -sac. This option should be
explored along with other measures to enhance access.
Drainage and Utilities
Detailed grading, drainage and utility plans have been submitted for the review
and approval of the City Engineer.
FINAL PLAT
T.S.M. Development Inc. has submitted an application for Final Plat. The
request is to plat 55 single family lots, 52 multi - family lots, a lot for common
space in the multi - family area and Outlots A -F as Highland Meadows West. The
proposed final plat is consistent with the approved preliminary plat.
CONCLUSION
The site plan is consistent with the general layout submitted with the preliminary
plat and it meets the intent of the ordinance regulations. The final plat is also
consistent with the approved preliminary plat. We recommend approval of the
site plan and final plat with the conditions as outlined in the recommendation
section of this report.

In addition to the comments we have provided previously with regard to the Highland
Meadows plat, please note the following:
1. The minimum pipe size for storm sewer is 15 -inch.
2. The minimum pipe size for watermain is 8 -inch.
3. The drawing scale shown in the legend on sheets 3 and 4 are incorrect. The correct scale
should illustrate a 1 " =60' scale.
4. Gate valves need to be shown on the proposed water main. Valves shall be placed
throughout the distribution system so that each portion may be isolated with the least
interruption of service. Generally, place valves at each roadway intersection or
intersection of water mains.

Shiloh Church, 1189 Main Street
BACKGROUND
Shiloh Church of Lino Lakes has approached the Lino Lakes Senior Citizens requesting
permission to use their space at 1189 Main Street (the old City Hall) for church services.
The property is Zoned Rural. Churches are only allowed with a conditional use permit
(CUP).
The Seniors lease a portion of the City's building at 1189 Main Street. The Seniors asked
the City Council in October last year if it would be acceptable for them to schedule other
groups in their space. The City Council was comfortable with this, and they agreed that
the Seniors could do so. However, neither staff nor the City Council knew the
contemplated use was a church. When staff learned this, after the church began using the
facility, we advised them they needed a CUP. The Shiloh Church has, therefore,
submitted this application for a CUP to use the old City Hall building for their church
services.
In addition to the church needing a CUP, the City's lease with the Seniors did not provide
for other users. City staff has reviewed that lease and is revising it to ensure that the
Seniors can schedule other users in the building and that a church can be accommodated.
The Seniors will be able to schedule their leased space according to guidelines in the
lease document. These guidelines will include churches with a CUP.
Required CUP Findings and Criteria
As stated in Section 2 Subd. 2 of the Zoning Ordinance (Conditional Use Permits), the
Planning and Zoning Board shall recommend a conditional use permit and the Council
shall order the issuance of such permit only if it finds that such use at the proposed
location:
a. Will not be detrimental to or endanger the public health, safety, comfort,
convenience or general welfare of the neighborhood or the City.
b. Will be harmonious with the general and applicable specific plans and policies of
the comprehensive plan of the City and this ordinance.
c. Will be designed, constructed, operated, and maintained so as to be harmonious
and appropriate in appearance with the existing and /or intended character of the
general vicinity and will not change the essential character of that area.
d. Will be served adequately by essential public facilities and services, including
streets, police and fire protection, drainage structures, refuse disposal, water and
sewer systems, and schools; or will be served adequately by such facilities and
services provided by the persons or agencies responsible for the establishment of
the proposed use.
e. Will not create excessive additional requirements at public cost for public
facilities and services and will not be detrimental to the economic welfare of the
community.
f. Will not involve uses, activities, processes, materials, equipment and conditions
of operation that will be detrimental to any persons, property, or the general
welfare because of excessive production of traffic, noise, smoke, fumes, glare, or
odors.
g.
Will have vehicular approaches to the property which are so designed as not to
create traffic congestion or an interference with traffic on surrounding public
thoroughfares.
h. Will not result in the destruction, loss, or damage of a natural, scenic or historic
feature of major importance.
i. Will conform to specific standards of this ordinance applicable to the particular
use.
In addition, according to the Section 5, Subd. 1.H. 5 (conditional uses in the Rural zoning
district), a CUP may be granted for churches provided the following criteria are
reviewed:
a. Side yard setbacks shall not be less than fifty (50) feet.
b. Adequate screening from abutting residential uses and landscaping is provided in
compliance with Section 3, Subd. 4.S. of this Ordinance.
c. Adequate off - street parking and access is provided on the site or on lots directly
abutting directly across a public street or alley to the principal use in compliance
with Section 3, Subd. 5 of this Ordinance and that such parking is adequately
screened and landscaped from surrounding and abutting residential uses in
compliance with Section 3, Subd. 4.S of this Ordinance.
d. Adequate off - street loading and service entrances are provided and regulated
where applicable by Section 3, Subd. 6 of this Ordinance.

We believe the above findings and criteria are satisfied. The church will make no
alterations to the existing building. No activity will occur outside the building that would
affect the neighboring residences. Parking by church members will not be any different
than parking by City employees or others at the building. Therefore, the new use does
not warrant any new screening or landscaping.
The parking ordinance requires 1 space per 4 seats based on design capacity. The
"church" has a estimated capacity of approximately 200 seats: 100 in the old Council
Chambers and another 100 in the Senior Center area. This would equate to 50 parking
spaces. The parking areas in the front and east side of the building totals about 60
parking spaces. There could be another 20 on the west side of the building. Adequate
parking is available on the site. At this time the church has a congregation of
approximately 50 members. We will monitor the parking situation and if it becomes a
problem, we can address it in the future.
Conditions of Approval
Staff recommends approval of this conditional use permit based on the listed findings and
criteria. The following conditions should apply:
1. Shiloh Church shall enter into a facility use agreement with the Lino Lakes
Seniors subject to the Seniors' lease with the City.
2. Adequate parking must continue to be available. Parking shall be reviewed
annually by City Staff to assure adequate capacity for continued use of the
facility by the Church. If parking becomes inadequate due to growth in
church membership, the City may require the church to relocate. The City
shall establish a reasonable amount of time for the church to do so.
3. The church will be allowed a temporary sign, to be placed no more than one
hour prior to events and removed one hour following events. The sign size
and other characteristics shall meet with the requirements of the City's Sign
Ordinance (no flashing beacons). A sign permit is required.
OPTIONS
1. Approve Conditional Use Permit for Shiloh Church based on findings in the report
and with the conditions listed above.
2. Return to staff for further consideration

DESCRIPTION OF REQUEST:
This case involves a variance request to allow construction of a single family home at
6750 West Shadow Lake Drive within 100' of the Ordinary High Water Level (OHW) of
Reshanau Lake. The property is Zoned Rural but considered a pre- existing non-
conforming lot of recorded as it was platted in 1982 prior to adoption of the 10 acre
minimum requirement for rural lots and adoption of the Shoreland Ordinance. The
applicant has agreed to construct the house at the 30' front setback line. The proposed
setbacks are as follows:

Recreational Development Lakes, unsewered)
A variance of 16' - 27' from the OHW is requested.
The Zoning Ordinance and the Shoreland Ordinance allow construction on
nonconforming lots of record and a variance procedure. According to the Ordinance "in
evaluating the variance, the City Council shall consider sewage treatment and water
supply capabilities... ". The DNR must be notified of any hearings.
Staff has received a recommendation from Tom Hovey, DNR Area Hydrologist
concerning this request. His comments are attached and indicate that he "would not
object to the granting of a variance if the lake setback is maximized and a condition
involving vegetation is placed on the variance". He has recommended that the shore
impact zone be maintained or established in native, unmowed vegetation. The
Environmental Board reviewed the request and concurred with his recommendation but
suggested an unmowed area of 40' from the OHW. They also suggested the applicant
work with the Environmental Specialist on modifications to the septic system that would
include a pretreatment system.
We believe the variance criteria can be met in review of this case. There is a hardship,
not created by the property owner; the hardship is not economic; the property is unique as
it was created prior to the adoption of the 10 acre minimum requirement in the Zoning
Ordinance and the Shoreland Ordinance. There is 145' from the front property line to the
OHW level. A 30' front setback and a 100' OHW setback would leave only 15' to build
in thus making the property unusable. The balance of Reshanau Lake properties maintain
a similar setback to that requested. The variance criteria are as follows:
Findings of Fact. In considering all requests for variance or appeal and in taking subsequent action, the
City shall make a finding of fact:
1. That the property in question cannot be put to a reasonable use if used under conditions allowed by the
official controls.
2. That the plight of the landowners is due to physical circumstances unique to his property not created
by the land owner.
3. That the hardship is not due to economic considerations along and when a reasonable use for the
property exists under the terms of the ordinance.
4. That granting the variance requested will not confer on the applicant any special privilege that would
be denied by this ordinance to other lands, structures, or buildings in the same district.
5. That the proposed actions will be in keeping with the spirit and intent of the ordinance.
In summary, staff would recommend approval of the variance as requested with the
following conditions:
1. The home is construct at the 30' front setback line with a varied lake setback
of 71' to 84'.
2. A revised survey document is provided for building permit purposes.
3. Maintain 40' in native unmowed vegetation in the shore impact zone.
OPTIONS:
1. Approve variance as requested with conditions outlined above.
2. Return to staff for further consideration.

I have reviewed the above referenced proposal and have the following comments.
It is the preference of the Department that setbacks are maximized for all new construction. It
doesn't appear that lake setbacks have been maximized on this proposal. The two adjustments
that seem most obvious are moving the deck to the side of the house and further reducing the
street setback.

Swimming Beach Buildings, Anoka County Parks
BACKGROUND
The application from Anoka County Parks is for a site and building plan review for four
structures on the west side of Centerville Lake. The buildings represent further
development of an existing beach facility area.
The site is within the Rice Creek Chain of Lakes Regional Park Reserve (the Park). The
Park is zoned PSP Public Semi - Public. Public parks and recreation facilities as well as
all public county government buildings are permitted uses in this zoning district. The site
is within a shoreland overlay district as well, so shoreland regulations apply.
All buildings are well under the 45' maximum height allowed by the zoning ordinance.
Because the facilities are within the large Park, the site plan meets the maximum building
coverage and minimum green space requirements for the zoning district, which are both
35 %. The shoreland maximum coverage of 60% also is not a problem.
The shoreland ordinance classifies Centerville Lake as a recreational development lake
and requires a setback of 75' from the ordinary high water level. The ordinary high water
level has not been specifically determined for Centerville Lake. However, staff from the
MN Dept. of Natural Resources (DNR) notes that the ordinary high water level is stable
and is about the same as the shoreline on this lake. The buildings are over 140' from the
shoreline at the closest point.
Building permit applications will be reviewed by the City Building Inspector.
Structures: There are four structures to be built. A gazebo, multi - purpose building,
and restroom building will be clustered around a concrete patio area. This cluster will
connect to the beach and parking lot with concrete walkways. A picnic shelter will be
separate with its own walk to the parking area.
The gazebo (see drawing A3, lower center)) will be a 20' x 20' square with a concrete
floor and an open roof reaching a height of 13 feet. The support columns will be covered
with cedar lap siding.
The multi - purpose building (drawing A6) is 20' x 20' with a two -foot roof overhang all
around. The pitched roof will have asphalt shingles and will peak at a height of about
14'. Cedar lap siding (horizontal, 1" overlap, 7" exposed) will cover the exterior walls.

Three walls will include windows. This building will have vending machines on the
exterior of the northwest wall. The building will house the lifeguard office and locker
room
The restroom building (drawing A6) will be approximately 25' x 25' with an additional
roof overhang. The overhang on two sides will be about 7' and 2' on the other two sides.
Asphalt shingles will cover the pitched roof which will peak at about 15' in height. The
north and south sides will feature barrel vaults on the roof with louvres. Cedar siding
will cover the exterior walls.
The picnic shelter (drawing A7) measures 50' x 50' square. A concrete floor will be
covered by a sheltering pitched roof topped by a clerestory structure. A 24' x 30' area
will have an overhead trellis extending from one side of the shelter. On another side, the
floor slab will extend out to a 6' fire pit surrounded by crushed rock.. The roof will peak
at 24' in height and will be covered with asphalt shingles. The support columns will be
covered with cedar lap siding.
Roads: Access will be via the access road to the Park. off Main St.
Utilities: An existing 6" water well on the site will continue to serve site, including
the new buildings. The site will connect to Centerville sanitary sewer. We have not seen
the utility plans for the sewer connection. A condition of approval should require that the
utility plans must be submitted for review by the Lino Lakes City Engineer.
Environmental Board Review: The Environmental Board reviewed this project at
its January 26 meeting. The Board had no recommendations on the project.
Conditions of Approval
Staff recommends approval of the site and building plan with the following conditions:
1. Final utility plans shall be submitted for review by and obtain the approval of the
Lino Lakes City Engineer.
OPTIONS
1. Approve site and building plan as submitted with the conditions listed in this report.
2. Table application and return to staff with direction.
