MEETING GUIDELINES
Open Mike — The purpose of a Board Meeting is to accomplish the business of the city.
When presenting at a meeting please remember to be respectful, and follow these
guidelines:
• Please address the meeting chair.
• State your name and address for the record.
• Please observe a 4- minute limit.
• The topic must relate to city business.
• Open Mike is for items not on the agenda.
• A spokesperson must represent a group of five or more — groups will have 8 minutes.
• The Presiding Officer may limit duplicative presentations.
• Remember, the meeting is to discuss city business only.
Public Hearing - Held as a separate item of business on the agenda. The public hearing
segment is your opportunity to tell the Board how you feel about issues scheduled to be
heard. Typically, a hearing follows these steps:
• The Presiding Officer (Chair or Vice - Chair) will announce the proposal to be reviewed and
ask for the staff report. The presiding Officer shall maintain strict order and etiquette at all
meetings.
• Staff will present their report on the proposal.
• Board members will then ask City Staff questions about the proposal.
• The Presiding Officer will then open up the public hearing for anyone present who wishes to
comment on the proposal. This is the time for the public to make comments or ask questions
about the proposal.
Comments should be limited to four (4) minutes unless further time is granted by the
Presiding Officer. All comments should be directed to the Board as a body and not to any
individual Board Member or City Staff Member unless permission is granted by the Presiding
Officer. No person shall be permitted to enter into any discussion, either directly or through a
member of the Board without the permission of the Presiding Officer.
• After everyone in the audience wishing to speak has given his/her comments, the Presiding
Officer shall close the public hearing.
• The Board will then discuss the proposal. No further public comments are allowed.
• The Board will then make a recommendation(s) and/or a decision.
When you are called upon for your comments, please step to the microphone at the
podium and state your name and address for the record.
Occasionally, the Board may continue a hearing to another meeting before taking action.
Meeting Etiquette
The Planning & Zoning Board must preserve order and decorum while the meeting
is in session. A resident shall not, by conversation or otherwise, delay or interrupt
the proceedings or the business of the Board, nor disturb any resident or Board
Member while speaking or refuse to obey the orders of the Board.

I. CALL TO ORDER AND ROLL CALL
Chair Tralle called the Lino Lakes Planning and Zoning Board meeting to order at 6:31
p.m. on February 14, 2007.
H. APPROVAL OF AGENDA
Mr. Pogal7 requested to move the election of chair and vice chair to the end of the
meeting.
The agenda was approved as revised.
III. SWEARING IN OF NEW BOARD MEMBERS
Mayor John Bergeson swore in the reappointed board members Brian Pogalz, Michael
Hyden and Michael Root.
Mayor Bergeson stated that he was pleased that an experienced group would be part of
the Comprehensive Plan update process.
IV. APPROVAL OF MINUTES:
January 4, 2007 — Special Work Session
Mr. Pogalz made a MOTION to approve the January 4, 2007 Minutes without changes.
Motion was supported by Mr. Laden. Motion carried 6 - 0.

• right -of -way needs in the future. Staff stated reasons for setback requirements include
visibility, safety and privacy reasons.
Mr. Hyden stated that he prefers enforcing existing ordinances, but struggles since there
is a fairness issue when others were allowed to violate an ordinance and a precedent has
been set, so he is inclined to allow the variance.
Mr. Root stated that five findings are supposed to occur and only one has been discussed.
He does not want to set a precedent with this variance.
Mr. Tralle commented that he is concerned that the city allowed the building of the
neighboring houses at the requested setback and this house would comply with the
neighboring setbacks.
Mr. Rafferty made a MOTION to recommend APPROVAL of the Variance to the arterial
setback for a garage addition at 7300 Terra Court. Motion was supported by Mr. Hyden.
Motion carried 5 - 1. (Root voting nay.)
C. PUBLIC HEARING for a Rezone to Planned Unit Development for a 17 -acre
mixed -use development to be called Comforts of Home, located west of Hodgson
Road and north of County Road J
Mr. Smyser presented the staff report.
Mr. Tralle requested that Mr. Smyser refrain from reading the entire staff report, as board
members received it in their packets, and to proceed with discussion and action on this
item.
Mr. Tralle opened the Public Hearing at 7:15 p.m.
Mike Witham, 211 Woodridge Lane, distributed a petition signed by a number of city
residents opposing the proposed development. Mr. Witham spoke on behalf of many of
the residents in the Woodridge Estates and neighboring developments. He stated they are
strongly opposed to the proposed development as well as any zoning change that would
allow this development to proceed. They feel the plan does not meet the requirements of
the Comprehensive Plan and would have serious negative consequences to the
neighboring homes and neighborhoods. They are not against all planning for the area,
but feel this should be a neighborhood area with neighborhood businesses. They do not
consider this plan to be neighborhood friendly. They stated that the P &Z Board and City
Council have the responsibility of determining what is right for all affected properties.
They do not agree with the proposed rezone and believe that none of the intended reasons
for allowing a PUD District are met by this proposal, listing a number of supporting facts
for this statement. Overall, they do not believe the proposed plan is the best for the area.
They are concerned about traffic, noise, water run -off and groundwater levels, property
value and lack of aesthetics. Mr. Witham reiterated that they are strongly opposed to this
development and the request for zoning changes, and requested denial of this application.
He stated that they appreciate the time and effort of city staff and board members.

• Mr. Bengtson presented the staff report. Staff recommended approval subject to the 18
conditions listed in the report.
Mr. Rafferty stated that he is in favor of the application but is concerned about the
excessive number of conditions. He preferred that the item be tabled until additional
conditions are met. Mr. Bengtson stated that some revisions have been submitted to staff
which will alleviate some of the listed conditions and noted that the applicant would like
to move forward with the approval process.
Mr. Nelson asked if there is a sense of urgency for this item. Michael Grochala,
Community Development Director, stated that the schedule for the Lake Drive
construction project will coincide with this approval. Mr. Grochala stated that Holiday
has worked well with city staff.
Mr. Rafferty asked why some of the conditions have not been met. Mr. Bengtson
specified that a colored elevation is not a requirement. Mr. Rafferty suggested requiring
colored renderings prior to a recommendation in the future.
Mr. Grochala explained the road construction schedule to the board. He pointed out that
the southernmost access to the site will close and the northern access will be a right -in
only for up to an additional two years before that access will also close.
• Mr. Grochala stated that improvements will be made to the site regarding truck parking.

Applicant, David Edquist, 16771 Jacksonville Ct, Lakeville, stated that they are very
willing to work with staff to resolve outstanding conditions. He said that he would
appreciate the board moving forward with the application.
Mr. Grochala explained that the City has been working with Holiday since last June, and
that the eminent domain process began in November or December.
Mr. Tralle opened the Public Hearing at 8:25 p.m.
Mr. Laden made a MOTION to close the Public Hearing at 8:26 p.m. Motion was
seconded by Mr. Hyden. Motion carried 6 - 0.
Mr. Pogalz made a MOTION to recommend APPROVAL of the Conditional Use Permit
for a motor fuel station with a commercial car wash and a Preliminary Plat for Holiday
Stationstore at 7509 Lake Drive subject to the 18 conditions listed in the staff report.
Motion was supported by Mr. Hyden. Motion carried 5 - 1. (Rafferty voting nay.)
VI. ELECT CHAIR AND VICE CHAIR.
Mr. Pogalz made a MOTION to re -elect Paul Tralle as Chair for the remainder of 2007.
Motion was seconded by Mr. Rafferty. Motion carried 6 - 0.

Rezone From Rural to R -1

BACKGROUND
Brennan Cox has requested approval of the Cox Estates plat. Much like Hailey Manor, Cavegn
Estates, and Golden Acres previously, this project involves the redevelopment of an existing
residential lot in the Mar Don Acres neighborhood into two residential lots. The existing
dwelling will remain on lot 2.
To accommodate the development proposal, the following approvals are necessary:
1. Rezoning from R (Rural) to R -1 (Single Family Residential)
2. Preliminary Plat
3. Final Plat
4. Allocation of 1.5 acre of MUSA reserve
ANALYSIS
The following is a summary of the proposal:

Growth Management, MUSA Reserve: The City obtained additional MUSA allocation from
the Met Council for all properties fronting on Lois Lane as part of the Hailey Manor project (east
of this site) which is to be allocated with the preliminary plat and granted with the final plat.
That is, the properties were not to receive MUSA until rezoned and platted.
Growth Management, Units/Year: The table attached to this report shows the status of
the staging plans for final platting new residential units. The new unit in Cox Estates would fit
within the policy of 147 per year and so could be final platted in 2007.
Rezoning
The site currently is zoned R (Rural). In order for the urban-sized lots to be created, the site
must be rezoned to an urban residential zone. As stated in the zoning ordinance:
The Planning and Zoning Board shall consider possible adverse effects of the proposed
amendment. Its judgment shall be based upon, but not limited to, the following factors:
1. The proposed action has been considered in relation to the specific policies and
provisions of and has been found to be consistent with the official City Comprehensive
Plan.
The site is currently guided for Low Density Sewered Residential and the application
includes a request to allocate MUSA acreage to accommodate the project and with
that approval the project would comply with the comprehensive plan.
2. The proposed use is or will be compatible with present and future land uses of the area.
The R -1 (Single Family Residential) zone would be consistent with adjacent
urbanized development. The rest of the Mar Don Acres neighborhood will remain as
larger lots unless further redevelopment occurs. Lot size alone does not create an
automatically incompatible situation.
3. The proposed use conforms with all performance standards contained herein (in the
ordinance).
The new lots will conform to the R -1 standards in the zoning ordinance.
4. The proposed use can be accommodated with existing public services and will not
overburden the City's service capacity.
Sanitary sewer and water are available within Lois Lane with stubs set up for the two
lots that are proposed. The utilities are appropriately sized to handle the level of
service necessary for the two lots within the proposed plat.
5. Traffic generation by the proposed use is within capabilities of streets serving the
property.
The addition of a single family home will not overburden the roadway system. Lois
Lane has outlets to the east and west.

The current rezoning proposal would apply only to the property included in the plat. Future
redevelopment of other properties within the area would require a rezoning and platting of such
properties.
Preliminary Plat
Lots: The lots will be approximately 470 feet in depth, a minimum of 76.5 feet in width, and a
minimum of 36,141 square feet in area. All of these exceed the minimum standards of the
zoning ordinance as the lot width may be reduced to 75 feet in width for any property 1.5 acres
in size or larger that existed prior to February 22, 1988.
Setbacks: The submitted plans depict a 13 foot setback to the west and east for the existing
dwelling, and all required setbacks will be enforced on both lots in the future.
Streets: No additional roads are being proposed and the full right of way is in place for
Lois Lane. The existing road system can accommodate the traffic generated by the new homes.
Park Dedication: The current subdivision ordinance includes park dedication in the amount
of $2075 per residential unit, less any land dedication. There is no land dedication needed, as
Highland Meadows Park is nearby.
• Utilities: Sanitary sewer and water is already in place in Lois Lane presently. Both
proposed lots, including the existing home, must connect to utilities. Onsite septic systems must
be abandoned according to law. In addition, existing wells likely will have to be capped because
of proximity to new sanitary sewer lines. These and other issues discussed in the City Engineer
review memo must be addressed to his satisfaction.
Grading: The grading plan has been reviewed by the City Engineer and his comments will
need to be addressed to his satisfaction prior to the site being developed.
Final Plat: The final plat is conforming with the preliminary plat and adequately addresses all
requirements of the subdivision ordinance and the zoning code.

RECOMMENDATION
Staff is recommending approval of this request, subject to the following conditions:
1. All lots in the plat, including the existing home, must agree to connect to City utilities. The
City will not approve the final plat without legally enforceable assurance that all properties
will connect and existing onsite septic systems will be appropriately abandoned.
2. Existing wells shall be capped when required by Minnesota Dept. of Health requirements.
3. Issues discussed in the City Engineer review memo must be addressed to his satisfaction.
4. A development agreement between the city and the developer must be executed prior to the
issuance of any building permits for the site.
5. Park dedication must be paid in accordance with the city's fee schedule.
6. The Rice Creek Watershed District must review the project prior to building permits being
issued by the city for any new construction.
7. A boulevard tree shall be provided for each lot frontage.

The following review is based on this submittal:
1. Stormwater Report for Cox Estates, submitted by Metro Land Surveying & Engineering, dated
February 26, 2007.
Drainage Review Comments:
1. Submit a revised existing drainage map that shows the watershed boundary between subcatchments
• X1 and X2.
2. The proposed 10 -year and 100 -year rates to Lois Lane do not exceed predevelopment rates. The
2 -year rate is exceeded by 0.05 cfs. This increase in rate for the 2 -year storm event is not significant,
and is therefore acceptable.
The proposed 2 -, 10 -, and 100 -year rates to the wetland located south of the site exceed
predevelopment rates by 0.05 cfs, 0.13 cfs, and 0.27 cfs, respectively. This increase in rate is not
significant and does not affect the high water elevation of the wetland, and is therefore acceptable.

Molin Concrete Office Building and Campus Addition
BACKGROUND
Molin Concrete is proposing a 7,785 square foot office building and some minor facade
improvements to the existing office building to create a more cohesive appearance to their
facilities at 415 Lilac Street. Additionally the grading plans indicate some wetland mitigation
and enhancement that will prepare the site for a future addition to the manufacturing building on
the east side of the site. These items are shown on the plans for informational purposes only.
The manufacturing addition and the wetland mitigation/enhancement areas are not part of the
current application and will be subject to a Conditional Use Permit Amendment application in
the future.
The Molin property is covered by a conditional use permit for the concrete plant. The northern
20 acres is covered by an interim use permit for outdoor storage. This new application does not
involve the storage area. The Conditional Use Permit covers the entire site. Building additions
such as those proposed in this application require an amendment to the Conditional Use Permit.
Because this application involves the CUP amendment, it is appropriate to review the conditions
placed on the site through the last CUP amendment in 2006. The City amended the CUP in 2003
with Resolution 03 -73, in February 2005 with Resolution 05 -13, and again in February 2006
with Resolution 06 -32.
Molin Concrete has sent a notice to the surrounding home owners to inform them of the
proposed expansion and invited anyone interested to provide comment. These same
homeowners were also noticed by the city of the public hearing in regards to this request.

SITE PLAN
Buildings: Site plans have been submitted for the proposal. The office building will occupy the
space between the existing office building and the existing maintenance building. It will be
single story with a trellis attaching the new office building to the existing to create a cohesive
appearance to the site. The building materials meet all of the city requirements and the design
appropriately addresses the base /middle /top approach required by the zoning ordinance.
Lighting: The lighting attached to the building will be required to meet all city standards for
downcast, shielded lighting. A lighting plan will be required prior to the issuance of building
permits that will confirm compliance.
Grading/Drainage, Utilities: A grading and utility plan was submitted with this application,
and was thoroughly reviewed by the City Engineer. A memorandum is attached to this report
that outlines all of the City Engineer's comments. The applicant is also required to submit their
plans to the Rice Creek Watershed District for review and to obtain any necessary permits.
The wetland mitigation and enhancement proposed on the site plan is not meant to be a part of
this request. It was shown on the plans by the applicant to depict the ultimate plans for the site.
A condition of approval clearly indicates that the wetland mitigation and enhancement shown on
the grading plan will require a separate conditional use permit amendment most likely to
coincide with the expansion of the manufacturing building.
Landscaping: With each addition to the site the largest concern has been the exterior
landscaping on the site, which continually is inspected by city staff for compliance. The City
Forester visited the site on April 5, 2007 and met with the applicant to address any landscaping
concerns that existed. This office building proposal will require some changes to the
landscaping plan to account for some building plantings.

RECOMMENDATION
Staff recommends approval subject to the following conditions:
1. Issues discussed in the City Engineer review memo must be addressed to his satisfaction.
2. All conditions of the previous amendments shall continue to apply.
3. A Performance Agreement between the applicant and city must be executed prior to the
issuance of building permits for the site.
4. A photometric lighting plan in conformance with the standards of the zoning code must
be submitted prior to the issuance of building permits. All lighting fixtures will be
downcast shielded as required by the zoning code.
5. Trash enclosures must incorporate the same materials used in the construction of the
main building.
6. The applicant shall have the proposal reviewed by the Rice Creek Watershed District, and
if necessary obtain a permit from them.
7. The improvements are limited to those areas depicted on the `Partial Site Plan', sheet
A1.1 as submitted on March 12, 2007. The wetland enhancement, mitigation, and
replacement depicted on the Grading Plan (sheet C1) require separate approval prior to
any construction.
8. The Grading Plan (sheet C1) shall be revised to depict only the improvements proposed
to coincide with the office building.

The following are significant issues that must be addressed prior to preliminary plat approval:
• 1. Provide information regarding the type of soil and ground water elevation at the location of the
Infiltration Basin. There should be a minimum of 3 feet of separation between the ground water
elevation and the bottom of the Infiltration Basin.
The following are minor plan, calculations, and drafting corrections that must be addressed prior to final
approval:
1. The Grading Plan shows that the proposed culvert located north of the proposed office building is
discharging towards the existing office building and ascending slope. Direct the culvert away from
the existing building.
2. Determine the high water level at the upstream end of the culvert located north of the proposed
office building. Label the high water level of the culvert on the Grading and Utility Plan.
3. Show the location and elevation of the emergency overflow for the proposed culvert located north
of the proposed office building on the Grading and Utility Plan. The low opening elevations of
adjacent buildings are required to be 1 foot above the emergency overflow elevation.
4. It appears that runoff from the parking area located south of the proposed office building flows
south to Lilac Street, not to proposed Pond 9, as shown on the watershed maps. Ensure that runoff
from the roof of the proposed office building is directed to Pond 9, not to the south parking area.
5. Include a rock construction entrance detail on the Plan.
6. Show the location of the rock construction entrance and silt fence on the Grading and Utility Plan.

BACKGROUND
Royal Oaks Realty is applying for an after the fact Conditional Use Permit for a earth material
storage stockpile near the northeast corner of the intersection of Birch Street (CSAH 154) and
20th Avenue South (CSAH 54). The site consists of a 9.3 acre parcel located on the east side of
20th Avenue South approximately 250 feet north of the intersection of Birch Street and 20th
Avenue South, as shown on the attached Exhibit A.
On August 3, 2006, City staff witnessed a substantial amount of fill material on this property. A
cease and desist order was sent on August 4, 2006 notifying the owner that the activity was in
violation of Section 3, Subdivision 12 of the Lino Lakes Zoning Ordinance. Specifically, when
five thousand (5,000) or more cubic yards of material is to be removed from or deposited on any
lot or parcel, a Conditional Use Permit shall be required. The zoning ordinance for Earth
Moving and Land Reclamation does provide a list of conditions as a prerequisite for granting a
permit.
After receiving the cease and desist order, the property owner contacted the City and stated they
had quit hauling and that a Conditional Use Permit would be pursued before any additional
material was hauled into the site. The required silt fence was installed within a couple days of
the contact with the property owner.
The property is owned by The Sanctuary LLC, Marcel Eibensteiner is the president of that
partnership. Royal Excavating will operate the earth material storage yard with the permission
of The Sanctuary LLC.
The content of this earth material storage stockpile is intended to be topsoil or "black dirt". The
attached site plan (Exhibit B) estimates the current size of the stockpile to be 5,605 cubic yards.
The Applicant intends to use the material on an "as needed" basis on various constructions sites
in the general vicinity. Dump trucks would be used to deliver earth materials from the site and
haul clean fill back into the site. The amount of earth material on the site would not exceed
15,000 cubic yards.
The City has sent a notice to the surrounding home owners to inform them of the proposed
Conditional Use Permit and invited anyone interested to provide comment. These same
homeowners were also notified by the city of the public hearing in regards to this request.
Attached Exhibit C shows residences neighboring the earth material storage site.
The City has forwarded this Conditional Use Permit to Anoka County Highway Department.
Anoka County has informed the City that they will require a Haul Permit and a Driveway Access
permit to be submitted by the property owner, before any further activity can commence on the

site. Anoka County is reviewing the proposal and will respond to the City related to their
requirements.
The deadline for the Conditional Use Permit in which the City must take action is June 6, 2007.
This date requires the City Council to take action at their May 29 meeting.
ANALYSIS
Comprehensive Plan, Land Use and Zoning:
The table below identifies the existing land use and zoning as well as guided land uses for the

Buildings:
The home on the site has been removed, one barn and some farm equipment remains. The
foundation of the house still exists and must be removed. A gravel driveway provides access to
all the structures.
Traffic:
20th Avenue is a County Road and Anoka County has jurisdiction over the road. Traffic control
will be addressed in the Anoka County haul permit.
The road was designed for a 9 -ton load limit. Anoka County had previously posted it at a 7 -ton
load limit keeping heavier traffic off the road. Anoka County changed the load limit a couple of
years ago to the designed 9 -ton posting to allow heavier traffic to access the surrounding
businesses.
Grading/Drainage:
Attached is a site plan for the earth materials storage site, which details the current stockpile.
Silt fence has been installed and the stockpile will be subject to regular NPDES inspections
conducted by City staff.

Rice Creek Watershed District (RCWD) has reviewed the site and confirmed that the property
doesn't have any wetlands and is outside of the floodplain. The stockpile is partially vegetated
and will require additional stabilization. RCWD does not require a formal permit for this
activity. They will monitor the site for erosion and sediment control.
Tree Preservation Plan:
The applicant shall provide a tree preservation plan. The tree preservation plan shall be
completed in accordance with the City Tree Preservation Policy. A tree preservation plan will
not be required if the materials storage pile is moved at least 50 feet from the existing trees.
Recommendations:
Staff recommends approval of the conditional use permit subject to the following requirements:
1. A Stormwater Pollution Prevention Plan (SWPPP) in accordance with
Minnesota Pollution Control Agency (MPCA) requirements must be
prepared by the applicant.
2. Properly fence and barricade entrances to prevent the general public from
depositing garbage or refuse.
3. The house foundation must be properly removed from the site.
4. The existing septic system must be abandoned according to City
requirements.
5. The site must be cleared of debris and other objects to provide a safe
situation for the proposed material hauling operation.
6. Must provide a tree preservation plan or move the storage pile at least 50
feet from the existing trees.
7. Maximum slope on the pile shall be a 1 to 1 and in such condition as not
to be dangerous because of sliding or caving banks.
8. Limit any fill material to clean fill, defined as rock, sand, gravel, clay, or
other like and similar non - decomposable material. Concrete, asphalt,
metal, wood, and other debris shall be prohibited.
9. Prepare a site plan showing proposed grade elevations for a maximum
amount of 7,000 cubic yards of material. The site plan must show a
permanent berm location around the stockpiled earth material.
10. The maximum height of the stockpile material shall be 35 feet from grade.

11. The maximum number of trips per day shall be limited to the lowest
figure, either 50 trips per day or the allowable number from the Anoka
County Highway Department.
12. A rock trench entrance shall be installed and maintained at all times.
13. Dust must be confined to the site and be controlled by watering the
driveway as necessary.
14. Materials hauled in must have vegetation applied within 48 hours of its
arrival.
15. All construction activity shall be limited to the hours set as follows:
Monday through Friday 7:00 a.m. to 7:00 p.m.
Saturday 9:00 a.m. to 5:00 p.m
Sunday and Holidays No working hours allowed
16. Reimburse the City for the cost of periodic inspections by the City for the
purpose of determining that the terms under which the permit has been
issued are being complied with.
17. Post a form of security to the City, conditioned to pay the City the cost and
expense of repairing or cleaning any highways, streets, or other public
ways within the City made necessary by the special burden resulting from
transporting thereon by the applicant material to or from the site, the
amount of such cost to be determined by the Council; and conditioned
further to comply with all the requirements of this Ordinance and the
particular permit, and to save the City free and harmless from all suits or
claims for damages resulting from the negligent excavation, removal,
storage, or filling of rock, sand, dirt, gravel, clay, or other like material
within the City.
18. Permits from the Anoka County Highway Department must be submitted
to the City prior to any activity.
19. The CUP will be reviewed annually. If the site is not kept in compliance
with the conditions set forth, the permit will be revoked.

Holiday Stationstores
BACKGROUND
Holiday Companies has applied for a final plat for their property at 7509 Lake Drive. Located
on the southwest quadrant of Interstate 35W and Lake Drive, the final plat depicts a two lot
commercial subdivision.
ANALYSIS
The final plat generally conforms to the Preliminary Plat which was approved by the City
Council on March 12th with Resolution 07 -41. The title commitments have been forwarded to
the city attorney for review, along with the shared driveway easement documents.
The conditions of approval from Resolution 07 -41 specific to the preliminary plat are as follows:
1. The final plat must convey the appropriate drainage and utility easements and deed right
of access to Anoka County along Lake Drive.
2. A cross access easements must be provided for the driveway shared by both lots.
The final plat as submitted appears to address both of these items, though the right of access on
Lake Drive will need to be slightly revised so it appears along the new right of way line. This
will be accomplished prior to the final plat mylars being signed by the city.
RECOMMENDATION
Staff recommends approval of the final plat.

TOPIC: Hardwood Creek Project Update
BACKGROUND
We wanted to provide an update since this project has been out of the public eye for so
long. Recall that the City amended the Comprehensive Plan to guide the site for Mixed
Use land use and establish some parameters for development.
Staff has been working with the developers, Anoka County Highway Department, and the
Rice Creek Watershed District on important design elements. These elements include the
creation of a new signalized access on Main Street and surface water features that will
serve to manage stormwater and provide both wildlife habitat and recreational
opportunities. The concept for the site is being revised to accommodate these features.
Representatives of the development team will present a summary of the project as it
stands and the anticipated schedule.

TOPIC: Comprehensive Plan Update
BACKGROUND
The Comprehensive Plan Advisory Panel met April 4. The Panel discussed topics to be
included in the preparation of goals and policies. The suggested topics will be combined
with the goals and strategies in the 2020 Vision Plan to create a set of draft goals and
policies for the new Comprehensive Plan. The draft will be discussed and revised at the
Advisory Panel's next meeting on April 18. Then we will bring the draft goals and
policies to the Environmental Board, Economic Development Advisory Committee, and
Park Board for review.
The Advisory Panel discussion was very productive, resulting in better understanding that
various elements that make up a community transportation, neighborhoods, commercial
development, natural resources —are interrelated and interdependent.
Staff is interested in comment from P & Z members on the Advisory Panel meeting.
