5:30 P.M. SITE REIVEW MEMORANDUM
STAFF ORIGINATOR: Marty Asleson
DATE: August 26, 2009
TIME: 5:30 p.m. site review for those that can make it.
TOPIC: Pre - Environmental Board Field Review
thought it would be good to visit the "VFW" site, as it is an old proposal review
and a new consideration.
If we have time we can go over to Highland Meadows West 3rd addition. This is
also a review of an old project.

Agenda Item 5A
Environmental Board Meeting Date: August 26, 2009
Topic: Conditional Use Permit/7868 Lake Drive (VFW Building)
Background: The Environmental Board review of the VFW site proposal was
done at the October 2003 Environmental Board Meeting. Recommendations
from that review are included as Attachment 7. In addition to these
recommendations, the report also stated:
• Actual Parking stalls were 89.
• All sod areas should be designed with irrigation systems.
• Landscape Plan in 2003 was lacking detail
• Larger Shade trees should be planted on the South lot lines to
screen flag pole lighting from adjacent residence.
The original owners (VFW) fell into bankruptcy and the building has been vacant
for 6 years. North Springs Church made application in August 2009, to occupy
the building under a conditional use permit.
Analysis:
Surface Water
There is no information at this time on the RCWD recommendations that
may have been made in 2003. RCWD is researching this issue. The
site is over 2 acres in size so the threshold for review by RCWD should
have been met and a review done under the old rules.
A half - finished infiltration pond is located on the road right of way. In
2003, there was a question of whether the infiltration pond would be
allowed in the ROW. Engineering now has a letter from Anoka County
authorizing the use of the ROW for this purpose. Erosion and
sedimentation has caused the infiltration pond to fill in with the overflow
pipe half buried. The infiltration pond will have to be re- graded.
The Environmental Board recommended in 2003 that if additional
parking were needed that pervious parking be installed. The number of
needed parking stalls may go into a higher number because of different
use of the building. Because of possible increase in parking needs, it is
recommended that the church look at pervious parking on the remaining
parking lot areas that need to be paved. If pervious pavement is added,
a maintenance agreement should be written ensuring the vacuum
sweeping of the pervious surface at least 2 times a year.
Drainage swales in County Road right of way should be designed
according to the original plan.
A maintenance plan and agreement should be written for all infiltration
areas on the site, including annual cleaning of curb drop spillway areas.
Curb -drop spillway and parking lot on the NE corner and North side of
the site are undermined and must be repaired.
An erosion control plan should be submitted. A site for erosion control
plan /SWPPP access and erosion inspection Togs must be shown on the
site plan.
A concrete washout area must be shown on the map.
Landscaping
The Lino Lakes Environmental Board made recommendation in 2003
that there should be parking islands with trees. There are 3 or 4 islands
in the north lot that could be planted. These plantings should have
irrigation or a way to water trees planted if possible.
A salt tolerant sod or seed and hydro -mulch should be specified in the
plant list (Attachment2) for road ROW areas.
No soil should be imported or exported from the site without City staff
approval
If flagpole is to remain in the plan, than additional trees should be
planted to screen residents to the East, as per 2003 Environmental
Board recommendations. (Attachment 6)
Lighting
Lighting Plan is unchanged and meets the requirements for City lighting.
Recommendations and Comments -
1. North Springs Church look at pervious parking on the remaining
parking lot areas that need to be paved. Provide a maintenance
agreement to vacuum sweep pervious surface 2 times a year.
2. Plant islands on north side parking area and irrigate. or provide a
means to water if possible

control plan /SWPPP access and erosion inspection logs must be
