CALL TO ORDER Ms. O'Dea called the meeting to order at 6:38 p.m. 2. APPROVAL OF MINUTES January 25, 2011 Minutes - No Changes Mr. Heiskary made a motion to approve the January 25, 2011 minutes. Ms. Bor seconded the motion to approve the minutes. Motion carried unanimously. 3. APPROVAL OF AGENDA Amend Agenda to reflect the following additional items: Discussion Items: Anoka County Sprint Activity Guide Mr. Heiskary made a motion to approve the agenda. Ms. Bor seconded the motion to approve the agenda. Motion carried unanimously 4. OPEN MIKE Open mike closed at 6:40 p.m. 5. ACTION ITEMS A. Storm Water Ordinance Recommendation Mr. Asleson stated he is recommending approval of the changes and recommend forwarding on to the City Council for consideration. Ms. Bor made a motion to move the Ordinance ahead. Mr. Heiskary seconded the motion. Motion carried unanimously DRAFT MINUTES 1 ENVIRONMENTAL BOARD MEETING February 23, 2011 B. Community Garden Draft Rule Review Mr. Asleson presented the draft Community Garden Guidelines. Mr. Heiskary questioned the fencing sections. At one point it states 4'for a fence. Another section states 6 -7' for netting. It was agreed to change wording to read 6- 7' netting. Ms. Bor questioned if it be possible for a person to donate anonymously so that a resident who could not afford the fee could receive a plot? Mr. Asleson stated yes. It was questioned if the gardeners would have to follow the City's odd /even water ban. Mr. Asleson stated hand watering is not subject to odd/even watering. Mr. Asleson stated the City will bring in compost for the garden plots. Change the user fee from $15.00 to $10.00 per plot per year for water and fertilizer. The contact person to sign up for the plots will be Lisa Hogstad - Osterhues, Community Development Secretary at the City. Ms. O'Dea mentioned to include the Community Garden map showing the garden plots and parking on 77th Avenue. It was agreed this would be a good idea to add this as an attachment to the Guidelines. The Board recommended approving the Guidelines for the Lino Lakes Community Gardeners. Ms. Andrzejewski made a motion to recommend with changes and Mr. Heiskary seconded the motion. Motion carried unanimously 6. DISCUSSION ITEM A. Peltier Island/Herons Update Interested participants will meet at 9:30 a.m. on February 26 at Ron Marier's home located at 1801 77th Street East, Lino Lakes. From there, volunteers will head out to Peltier Island for maintenance work. Ms. Asleson stated he thought the work will take roughly 3 hours. B. Earth Day 2011 Earth Day will be on April 30, 2011 from 12:30 -1:30 p.m. and 1:30 -2:30 p.m. at Wargo Nature Center. Mr. Asleson stated there will be a rain barrel workshop at Wargo from 12:30- 2:30. The Board discussed topics for their table. The following topics were decided upon: Blue Heron information SHEP (Stream Health Evaluation Program) Project for kids to use recycle and insect stamps. Hand out "what can be recycled" magnets. Information on floating bogs. Details on the garden plots. Ms. Bor mentioned she would write a letter addressed to a local representative to encourage bottle cap recycling. C. Solid Waste Update • Mr. Asleson stated the Lino Lakes Spring Recycle Day will take place on May 7, 2011. • D. Anoka County Spring Activity: Mr. Asleson stated Mary Alice Divine, Economic Development for the City of Lino Lakes will try and submit an article about our Community Gardens in the upcoming Anoka County Spring Activity Guide. 7. ADJOURN It was noted that the next meeting of the Environmental Board will be on Wednesday, March 30, 2011at 6:30 p.m. There being no further business, Ms. Bor moved to adjourn at 7:20 p.m. Ms. Andrzejewski seconded the motion. Transcribed by: Lisa Hogstad Community Development Secretary DRAFT MINUTES 3 • Agenda Item 5A • Staff Originator: Marty Asleson Environmental Board Meeting Date: March 30, 2011 Topic: Motor Fuel Station, 7997 Lake Drive /Environmental Review /Conditional Use Permit Amendment. Background: The site is located in the SW corner of Lake Drive and Main Street. The site had a gas station /convenience store for many years and was shut down in 2009. At that time the gas station fuel tanks were removed. According to the Lino Lakes Planning and Zoning Report Dated March 9, 2011 the property owner wants to install a new canopy with gas pumps and fuel tanks. The new location of the canopy and pumps can be seen on Attachment C3 and C2. Reconstruction of the site will increase impervious. Analysis: The Conditional Use Permit for this site allows the gas station to continue on this site as it previously operated as such. The Conditional Use amendment would allow the expansion of the number of fuel pumps and a larger canopy. The following issues are of environmental concern: Lighting All canopy lighting should be flush mounted, fixtures recessed and downward focused. The proposed light fixture is displayed in Attachment 5. The lights meet our code standards. Any new building fixtures should meet similar requirements as the canopy lights. . Lighting should be turned off during times of store closure. The site proposed Photometric shows zero lumens at the property line. This also meets our city code. Pump Islands Pump islands must have an approved designed catchment for contaminants to prevent illicit discharge.. Structural Plans should meet the minimum requirements of the City Zoning Ordinance. A plan must be submitted for periodic inspection and maintenance of oil and grit containment structures. There should be a cleanup plan for accidental spills. All spills must be reported to the Minnesota Duty Officer of the Minnesota Division of Homeland Security, and the City of Lino Lakes. • • • Stormwater Pollution Prevention and Storm Water Attenuation For any project, site disturbance determines the level of stormwater management. The project will create 3,572 SF of new impervious and disturb 10,629 SF. The RMP -3 Rule is not applicable at this level of activity. RMP3 Rule replaces rules B, C, F. The location and small size of disturbance does not trigger rule D, however; a Notice of Intent is needed by the Rice Creek watershed District. Rule E and I don't apply, as no floodplain or ditch system appears on the property. A concrete washout area should be shown on the plan regardless of the project size. The emphasis here is to recycle discarded concrete from the project, and remove a source of soil contamination. In the Grading and Erosion Control Notes on C2, it is stated that turf areas are to be seeded within 7 days after rough grading. Sheet L1.0 is the Landscape Plan. The infiltration area on the plan is shown as lawn. Infiltration areas should be planted with materials from the City of Lino Lakes raingarden templates. In other words a designed infiltration /raingarden landscape design should be submitted to the city for review and approval.. Any other areas that will be maintained as a lawn should be irrigated. If we are establishing an official infiltration area on this site than the area must be protected as much as possible from compaction during construction. The gas pumps are indicated in the infiltration area. Gas pumps are impervious and should be removed from the infiltration location. The gas station is on city water. There is an unused well on the west side of the building. The well was drilled in 1978 and has a drill depth of 70 feet. County well index files are a bit old but indicate that this well has not been grouted. There is a concerted effort being made to seal unused wells at the county level. This is to protect groundwater from contamination.lf this well has not been used in the past and will not be used in the future, the well should be sealed and made safe from ground water contamination. Landscaping The infiltration area should have a designed plan approved by the City of Lino Lakes. All plants in the infiltration should be potted certified nursery material. A short term (3 years) and long term maintenance plan should be submitted to ensure plant establishment and function preservation. All lawn areas must be irrigated. Trees planted in alignment along the streets should be of a larger shade tree type. Oak or Hackberry would be suitable trees. .Trees should be planted 50 feet on center. Trees should be kept back 30 feet from the lot corner, and at • • least 15 feet from driveways. The shredded hardwood mulch shown as a ground cover on the west side of the building will decompose. The mulch should either be rock, or top dressed every few years to ensure esthetic appeal. Natural Resources There are no unique (National Heritage) communities within 1500 feet of this site. There are no modeled geomorphic features that would support threatened and endangered species on this site or anywhere near this site. Recommendation: Staff recommends approval forwarding on to the Planning and Zoning Board and City Council with changes suggested by the Environmental Board. Attachments: 1. C1 -Site Plan 2.
