APPROVAL OF AGENDA Add: A. Events B. Heron Updates C. Projects Mr. Heiskary made a motion to approve the agenda. Ms. Klebba seconded the motion to approve the agenda. Motion carried unanimously. 3. SWEARING IN NEW BOARD MEMBER Mayor Jeff Reinert was present to administer the oath and swearing in of reappointed Environmental Board Member Nancie Klebba. 4. APPROVE MEETING DATES FOR 2012 Ms. Klebba made a motion to approve the 2013 Environmental Board meeting dates. Ms. Morin seconded the motion. Motion carried unanimously 5. APPROVAL OF MINUTES February 27, 2013 Minutes have been approved with a few small changes. Ms. Morin made a motion to approve the February 27, 2013 minutes. Mr. Heiskary seconded motion to approve the minutes. Motion carried unanimously DRAFT MINUTES 1 ENVIRONMENTAL BOARD MEETING March 27, 2013 6. OPEN MIKE Ms. O'Dea closed open mike closed at 6:37 p.m. 7. ACTION ITEMS A. Surface Water Management Nan Review Mr. Asleson presented a quick introduction to the Surface Water Management Plan. He introduced Mr. Brett Emmons and Mr. Jason Naber that worked on the review. Mr. Brett Emmons briefly went over some of the main sections of the review. Emmons & Oliver Recourses, Inc. relied on some past studies and pulled together key points from these originals for the review. Included is a 10 year plan that shows the issues, goals and policies along with the cost to reach these goals. There were few comments and clarification from the Environmental Board. Comments will be forward on to the City Council. Ms. O'Dea said the report was very well done. Mr. Heiskary made a motion to approve the Surface Water Management Plan Review. Ms. Andrzejewski seconded the motion. Motion carried unanimously 8. DISCUSSION ITEMS A. Events Mr. Asleson stated that Earth Day is Saturday, April 20, 2013 at Wargo Nature Center and it was suggested that there be hand outs on Surface Water Management Information, Emerald Ash Borer fact sheet and display. Ms. Andrzejewski said her students are doing public service announcement and maybe she can get a loop ready to be shown by then. Mr. Asleson stated that Recycle Day is Saturday, May 4, 2013 and new this year will be the recycling of mattress for $15 each and also free paper shedding will be offered. Ms. O'Dea asked if there will be post card and newspaper ad for advertising and Mr. Asleson stated that yes he would do both. DRAFT MINUTES 2 • ENVIRONMENTAL BOARD MEETING March 27, 2013 Mr. Asleson stated Lino Lakes Elementary will be having Arbor Day 26, 2013. Mr. Asleson will try and get a tree because of the weather they may not be available. B. Heron Rookery Update Mr. Asleson will be updating the City Council at the Monday, April 1 work session with the Heron Rookery work that has been done and the results from the work. C. Project Updates A. McDonalds Mr. Asleson stated that McDonalds is coming in to the NE corner of Main Street and 35E. You will be hearing more about that later. B. Preserve Mr. Asleson stated that they are still working with engineers with that area. C. Community Garden Mr. Asleson stated that it is slow going because of the weather and Ms. Morin suggested that something be placed on Facebook. 7. ADJOURN It was noted that the next meeting of the Environmental Board will be on Wednesday, April 24, 2013 at 6:30 p.m. There being no further business, Mr. Heiskary moved to adjourn at 7:26 p.m. Ms Klebba seconded the motion. Little Canada, MN 55117 PROPOSED DEVELOPMENT The applicant has requested a Preliminary Plat review for a proposed Metro Transit Park & Ride facility. The proposed development site is located in the NW Quadrant of I -35E and County Road 14. The project includes 297 parking stalls. The project site is a 20.94 Acre Parcel being platted for proposed lot areas of: 1. Lot 1, 5 Acre 2. Lot 2, 14.42 Acre 3. Street Dedication, 1.05 Acre SITE CHARACTERISTICS Soils AECOM of Minneapolis performed soil borings for the site. According to AECOM, the general soil profile of the site consists of topsoil extending to depths ranging from 1 to 2.5 feet below the ground surface. The topsoil was underlain by moderately granular soils or semi- cohesive soils ranging in texture from sandy silt, silty sand, and clayey sand soils to depths ranging from 5 to 7.5 feet below the ground surface. There was silty clay below 7.5 feet. Ground water was observed in one boring at 12.8 feet below ground surface. Since groundwater fluctuates, AECOM recommended a design groundwater elevation of 5 feet below ground surface. AECOM describes soils in the stormwater detention pond area as the above soils. They recommend a clay liner in the bottom and sidewalls of the pond in the pervious area of the soil profile in order to hold water. Since there is a RMP -3 rule to attenuate water volumes, there should be investigation into at least some infiltration into this layer of soils. In addition to the impervious infiltration/filtration requirement, the rule also requires the first .5 inch of rainfall over impervious areas be reduced only by reestablishment of effectively drained wetlands and floodplain meadows, upland restoration/conservation, restoration of degraded wetlands, impervious disconnection, and soil amendments /tilling. This could reestablish hydrology to wetlands on the site. The longer term impacts if any should be looked at of infiltrating on top of a confining layer. Care must be taken to maintain existing soil structure and prevent compaction in the pond excavation areas if infiltration will be used as part of surface water management. No soils should be imported to the site without authorization from city engineering. Soil spading should be used to incorporate topsoil into planting areas. Land Cover The MLCCS indicates Agricultural Corn Field Rare and Unique Resources There are no Threatened and Endangered Concerns within 0.5 miles of the development site, including National Heritage concerns. There are no site specific indicators that would place rare plants on the site. Tree Preservation There is an area that a few non - significant trees will be removed. The trees are various height pine plantation trees all of less than 12 feet. There are no tree preservation requirements. Surface Water Management The AUAR Mitigation Plan requires conformance with the Rice Creek Watershed District Rules and was initiated to address volume control and poor drainage. The Watershed District RMP -3 Rule was adopted in 2009. The Rule specifies that water volume rates leaving a site cannot exceed the preexisting condition. The rule also established new parameters for volume controls and incentives for avoiding wetlands. The water quality standard for the RMP -3 Rule is to treat the volume of runoff resulting from a 2 year, 24 hour duration precipitation event. The peak rate must be controlled at the pre- development conditions. 2 to r • f • .40 • The development is required to meet both water quality and volume regulations consistent with RCWD and City requirements. A watershed district permit is required for development on this site. Preliminary review by our engineering firm WSB indicates that the Hydrocad calculations for the site filtration/infiltration ponds are correct. The plat area lies within the Clearwater Creek Resource Management Unit. Clearwater Creek is impaired for biota, but flows to Peltier Lake that is impaired for Nutrients. A two celled pond approach is depicted in the drawings. There are adjacent filtration areas. Nutrient runoff controls are built into the RMP -3 rule for upland areas. The Storm Water Pollution Prevention Plan (SWPPP) is on several detail sheets, and details SWPPP at sequential levels, and is fairly site specific. One of the items that needs to be addressed is the SWPPP manager; that is the person who will be performing the site inspections on a weekly basis and post Y2 inch rainfall events is not indicated on the plan. The City needs to have this person's name, credentials to perform stormwater /erosion control inspections, and phone numbers to contact this person 24 hours per day, seven days per week. We also need to have the location of a site rain gauge, and the on site location of the SWPPP, inspection sheets, and follow -up correction sheets. Wetlands Wetland areas on the plat total 2.01 acres. No wetland impacts are proposed. Wetland buffers are shown on the plan. Wetlands that are not located in a RMP3 wetland preservation corridor are not subject to buffers and signing. The city rule would than apply which is a 10 foot buffer. The developer is showing 25 foot buffers. Lighting Light spillage around the perimeter "zero's -out" on the property line. Code states it should not exceed .04 lumens at the property line. Security lighting is energy efficient LED. All fixtures are recessed, cut -off style to eliminate direct glare impacts. An example of lighting fixtures is attached. Landscape Plan City Planning will verify plant numbers in relationship to zoning code requirements. Planting specifications are included in the Landscape Detail Sheets. The specifications are right out of MNDOT Landscape Specifications Requirements which set the industry standard. All of the plant materials are acceptable and appropriate for the site. The trees meet our 2.0 -2.5 inch in diameter size requirement. Pond seeding and upland seeding mixtures are appropriate for the site. Landscape details show spading machine soil incorporation methods. This should be used on the site for seed bed preparation. Care must be taken in the excavation of ponds and the protection of those ponds during construction to prevent further soil compaction. All proposed ground cover seed mixes are native seed mixes. A long term maintenance plan for the native seed areas (3 -5 years) should be submitted as well as a plan to initially water the native seed during the plant establishment period. Island planting areas should have a minimum of 500 cubic feet provided per tree. This is from the Minnesota Sustainable Communities Guidelines with a recommended 600 -1000 cubic feet per tree requirement. It appears the islands on the site meet this "tree- need" Recycling Recycling containers will be located on the site.
