Ms. O'Dea called the Environmental Board meeting to order at 6:32 p.m. on
April 24, 2013.
2. APPROVAL OF MINUTES
March 27, 2013 Meeting Minutes have been approved with a few small changes.
Mr. Heiskary made a motion to approve the March 27, 2013 Meeting Minutes.
Ms. DeHaven seconded motion to approve the minutes. Motion carried
unanimously.
3. APPROVAL OF AGENDA

Ms. DeHaven made a motion to approve the agenda. Ms. Andrzejewski seconded
the motion to approve the agenda. Motion carried unanimously.

5. ACTION ITEMS
A. Metro Transit Park & Ride Facility
Mr. Asleson presented a Site Plan for a Metro Park and Ride Facility in the NW
corner of 35E and Country Road 14 with 297 parking spots and lighting.

Environmental board members recommended approval of the Site Plan for the
Metro Transit Park & Ride Facility based on the following conditions:
1. Sediment traps /clean out traps for sediment to be installed into the surface
water management features so that sediment can be removed before it gets
into the filtration area of the system.
2. A P8 analysis and a comparison to be performed before and after the
implemented of the site of the nutrient loads.
3. A protection plan is to be submitted for the preservation of the storm water
pond features and the use of low impact excavation equipment
4. A native seed management company that is approved by the city is hired to
plant and manage the native seed areas for a minimum of 3 years.
5. The Storm Water Pollution Plan must show
a. The name and certifications /qualifications of the Storm Water
manager on site
b. The location of the SWPPP on site where weekly, post rainfall
event inspection, and follow -up corrections documents will be
located
Mr. Heiskary made a motion to recommend approval the Site Plan for the Metro
Transit Park & Ride Facility. Ms. Andrzejewski seconded the motion. Motion
carried unanimously.
6. DISCUSSION ITEM
A. Earth Day
Mr. Asleson stated that Earth Day had a good turnout. Mr. Heiskary who attended
suggested that the Environmental Board should improve the displays for next year
to get the visitors to participate more in conversations concerning the
environment. There were discussions on getting pictures and information on the
following: herons, rain gardens, rain barrels, recycling and community gardens.
Comments included:
Ms. O'Dea stated that they should start preparing in January. Ms. Andrzejewski
suggested that if a board meeting is cancelled than it becomes a work meeting for
booth material. Ms. Bor suggested that everyone should take an area to work on.
B. Arbor Day
Mr. Asleson stated that he should be able to get a tree for planting at Lino Lakes
Elementary on April 26, 2013.

C. Recycle Day
Mr. Asleson stated that the city wide recycling day will be held on May 4, 2013
from 9 a.m. — 3 p.m.
D. Web Cam
Mr. Asleson stated that Brian Bourassa from the Rotary Club asked city staff to
consider a presentation to Rotary Club for a wildlife camera. On April 30th there
will be a meeting at Rice Lake Elementary about this subject with Mr. Bourassa,
Ms Andrzejewski, council member Dale Stoesz and Mr. Asleson.
E. Public Service Announcements
Ms. Andrzejewski presented a power point presentation that her 5th grade students
created relating to environmental issues.
7. ADJOURN
It was noted that the next meeting of the Environmental Board will be on
Wednesday, May 29, 2013 at 6:30 p.m.
Mr. Heiskary made a motion to adjourn at 8:11 p.m. Ms. Klebba, Ms. DeHaven,
and Ms. Morin all seconded the motion. Motion carried unanimously.

TOPIC: Public Hearing: Annual Stormwater Pollution Prevention
Program/City of Lino Lakes and the Minnesota
Correctional Facility of Lino Lakes

BACKGROUND:
In compliance with the provisions of the Clean Water Act, as amended, and Minnesota Statutes
Chapters 115 and 116, as amended, and Minnesota Rules Chapter 7001, the City of Lino Lakes
has adopted a Stormwater Pollution Prevention Plan (SWPPP) and authorized its submittal to the
Minnesota Pollution Control Agency as part of the City's application for enrollment in the State
of Minnesota's General National Pollution Discharge Elimination System Phase II Permit
program. The permit authorizes the City and Correctional Facility to discharge stormwater.
As part of the SWPPP, the City and Correctional Facility must solicit public input at an annual
meeting required under the Public Education and Outreach Plan including:
• A presentation about implementation of the City's Surface Water Pollution
Prevention Program in 2012.
• Affording interested persons an opportunity to make oral statements concerning the
Stormwater Pollution Prevention Plan.
• Consideration of relevant written materials that interested persons submit concerning
the Stormwater Pollution Prevention Plan.
• Consideration of public input in making adjustments to the 2012 implementation plan
for the Stormwater Pollution Prevention Plan.
ANALYSIS:
According to the 1996 National Water Quality Inventory, stormwater runoff is a leading source
of water pollution. Stormwater runoff can harm surface waters such as rivers, lakes, and streams
which in turn cause or contribute to water quality standards being exceeded.
Stormwater runoff can change natural hydrologic patterns, accelerate stream flows, destroy
aquatic habitats, and elevate pollutant concentrations and loadings. Development substantially
increases impervious surfaces thereby increasing runoff from city streets, driveways, parking
lots, and sidewalks, on which pollutants from human activities settle.
Common pollutants in runoff include pesticides, fertilizers, oils, metals, pathogens, salt,
sediment, litter and other debris are transported via stormwater and discharged — untreated — to
water resources through storm sewer systems.
The Stormwater Program for Municipal Separate Storm Sewer Systems (MS4's) is designed to
reduce the amount of sediment and pollution that enters surface and ground water from storm
sewer systems to the maximum extent practicable. Stormwater discharges associated with MS4's
are regulated through the use of National Pollutant Discharge Elimination System (NPDES)
permits. NPDES permits are legal documents. Through this permit, the City and Correctional
Facility are required to develop a Stormwater Pollution Prevention Plan (SWPPP) that
incorporates Best Management Practices (BMP's) applicable to their MS4.
Tim Payne of the City of Lino Lakes, Mark Ostrander and David Rydeen of the Lino Lakes
Correctional Facility are here to give a presentation on the 2012 BMP's occurring for each MS4.
Following these presentations a public hearing will be open for public comments.
RECOMMENDATION:
Staff recommends opening the public hearing, soliciting comments and then closing the public
hearing.
