Call to Order and Roll Call (The meeting was called to order at 6:40pm. Members present: George Lindy, Pam Taschuk, Katie Boyle, Bill Kusterman, Pat Huelman, and Paul Montain. Also present: Rick DeGardner, Public Services Director and Sandie Wood, Public Services Office Manager. 2. Approval of Minutes from October 6, 2003 (Paul Montain made a motion to approve the October 6, 2003 minutes. Seconded by Pam Taschuk and approved.) 3. Setting Agenda (There were no additions or deletions.) 4. Open Mike (There was no one present for open mike.) 5. Old Business a. Requested naming rights information (Rick informed the board that he researched this issue and found the City of Lakeville and Farmington does not allow businesses to name the parks. After general discussion Paul asked that Rick keep this in mind for the future.) 6. New Business a. Review 2003 Accomplishments (Rick reviewed the accomplishments that were listed on the memo in the packets and answered member's questions.) b. Adopt Meeting Calendar for 2004 (Rick talked about the memo included in the packets. He indicated that the July and September meetings would be held on the first Tuesday of those months. Pat Huelman made a motion to approve the 2004 Park Board Calendar. It was seconded by Pam Taschuk and approved.) 7. Recreation Update (Rick highlighted the Grand Slam Trip, Breakfast with Santa, skating rinks and when the next Recreation Review would be going out. He then responded to member's questions.) 8. Park Update (Rick told members that the general skating rink at Sunrise Park had been relocated and two lights installed. Rick touched on a couple other issues and answered member's questions.) 9. Discuss Potential 2004 Goals (This item was discussed after the Park Board Meeting was adjourned.) 10. Members absent were Pat Huelman. Also present was Rick DeGardner, Public Services Director. APPROVAL OF AUGUST 4, 2003 MINUTES: Pam Taschuk made a motion, seconded by Bill Kusterman to approve the August 4, 2003 minutes. The minutes were approved. SETTING THE AGENDA: Paul added New Business, Park Signs and Names. The agenda was passed as amended. OPEN MIKE: No one was present for open mike. DETERMINE SKATING RINK LOCATIONS AND HOURS: Rick advised staff is recommending the following warming house shelters and hours of operation: PARK LOCATION WEEKDAY HOURS WEEKEND HOURS Sunrise 6918 Sunrise Drive 4 -9pm Saturday 12 -9pm 2 Hockey rinks and general skating Sunday 12 -6pm Birch 6520 Pheasant Run S 4 -9pm Saturday 12 -9pm 1 Hockey rink and general skating Sunday 12 -6pm Staff is also recommending the following ice rink locations that will not have supervised warming houses: City Hall Park 1189 Main Street Hockey rink and general skating Lino Park 7850 Lake Drive General Skating Staff is looking at the feasibility of putting a timer at City Hall Park. City staff is working with the youth hockey associations to make arrangements to provide access to the warming house during scheduled hockey practices. Chair Lindy stated the Lexington ice rink works with a key system with the coaches of various organizations and it works very well. He stated the City also needs to look at the cost of maintaining rinks when the weather is not conducive to ice rinks. 1 • • • Park Board Meeting - October 6, 2003 Minutes Rick stated that based on the city's current budget situation and the low level of attendance at the rinks the past several years, the amount of rinks could be reduced this year. The City is also getting more requests to maintain the trails during the winter. Also, ongoing maintenance issues such as boulevard tree trimming needs attention. Bill suggested the City enter into an agreement with the various youth groups to help maintain the rinks. He stated that he believes the rinks will have more use if they are better maintained. He suggested Rick contact the youth groups and inquire about the possibility. Rick advised the City does do flooding on the rinks during the workday to avoid overtime pay. The main priority during the winter is the streets. If the City determines there is enough demand on the weekends for flooding the budget would have to be revised to include the overtime pay. He stated he would talk to youth groups about the possibility of helping maintain the rinks. He indicated an update would be given at the next Park Board meeting. REVIEW PROPOSED OBJECTIVES WHEN ALLOCATING FIELDS TO YOUTH SPORTS ASSOCIATIONS: Rick advised one of the responsibilities instilled upon the Parks and Recreation Department is to ensured that the park facilities are utilized and maintained in an appropriate manner. The current budget crisis has made the proper allocation of athletic fields even more critical. Currently, the City provides and maintains athletic fields for several youth sports associations including Centennial Soccer Club, Centennial Lakes Little League, Forest Lake Area Athletic Association, and Centennial /AAU Babe Ruth Baseball. Staff is proposing that the City provide youth sports associations game and practice fields in proportion to the number of Lino Lakes residents participating in their program. For example, if 75 percent of youth sports association's participants reside in Lino Lakes, then the City of Lino Lakes will provide fields for 75 percent of the games and practices. When allocating fields, the City also needs to consider the long- term condition and quality of the fields. There are several fields within the park system that have been over -used and are at the point of creating potential safety issues. This new policy may allow the City to take a field out of commission periodically for renovation. Rick referred to a draft letter to the Centennial Soccer Club. If the Park Board is comfortable with staff's approach, the letter will be sent out to allow for adequate time to analyze the soccer field allocation for spring 2004. It is staff's intent to address the 2 Park Board Meeting - October 6, 2003 Minutes • allocation of athletic fields with each youth sports association the City currently serves. • • Paul asked if the City has a field suitable for the Centennial Baseball League noting that league requires seventy -five foot bases and a mounded field. Rick stated that league has used Lino Park and Rice Lake Elementary. He indicated the AAU League does not use a raised mound. Paul stated allocating fields is a good idea if the City had a high school. He asked if staff feels the proposal is a workable formula. Rick stated allocation of the fields has to be worked out. It appears that the City provides an excess of fields for various organizations. Due to budget constraints the City cannot justify this when the users are not Lino Lakes residents. The proposal may be difficult to work out but it is possible. Pam stated that in her experience, Little League teams practice on any field they can find. Rick stated after further investigation is done, the City may be willing to commit fields for practice nights with the various user groups. Pam inquired about the possibility of field allocation becoming political in terms of the drafting of team members. Rick stated he is looking at the whole picture in terms of what participation numbers are for the entire youth sports association, not team by team. The City needs to make sure it is providing the appropriate level of fields for Lino Lakes residents. Paul stated the City also needs to consider its relationship with surrounding communities and the use of their fields. Rick explained the current process used for the allocation of fields noting the City has not yet had to tell any organization "no" to field use. The new system would be based on past year's enrollment numbers. It will take quite a bit of work with the various organizations to analyze the data. Chair Lindy asked what would be done with the fields that are no longer used. Rick stated neighborhood parks would have less activity if any changes are made. Some fields may be taken out of the rotations for maintenance and upgrading. The fields that are being used would not be scheduled as heavily. It was the consensus of the Park Board to direct Rick to move forward with the letter to the Centennial Soccer Club regarding field allocation. 3 Park Board Meeting - October 6, 2003 Minutes • RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from September 2003. He noted registration has now concluded for fall soccer. There are approximately 600 participants registered. The City is now in its third year of overseeing the youth tackle football program. This year over 320 youth are participating in the six different leagues. The Options program concluded on August 22. The program went very well this year. Over 280 participants were involved in 13 different sessions of T -Ball this summer. The City has a record number of 125 participants this year at Safety Camp (held August 14). The fall season of softball just finished. Twenty -seven teams participated this year. That number is up five teams from last season. Staff is currently working on the winter 2003/2004 edition of the Recreation Review. The in -house production is going well. Pam inquired about the status of the YMCA. Rick advised the YMCA is still 1 % to 2 million dollars short of the funding necessary to start construction. The YMCA is looking at the possibility of scaling back on some of the proposed amenities to make up for the lack of funding. • PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarized the maintenance highlights for August and September 2003. Rick noted maintenance activities have included trail inspection and trail tree trimming along with irrigation system maintenance. Staff also installed two park benches with concrete pads on Timberwolf Trail. Eight new picnic tables were assembled and placed in the parks. Other maintenance activities have included playground inspections and repairs, and extensive work at Highland Meadows Park and Clearwater Creek Park. The area at Highland Meadows Park is expected to be cut during the week of September 29. If the weather cooperates it is expected there will be a good stand of turf before the snow comes. Clearwater Creek Park will be fertilized one more time in October and should have a good stand of turf heading in to the winter. Paul asked how many native grass areas within the park system the City is maintaining. Rick advised there are approximately 3 -5 acres of prairie grass area the City is maintaining in Behm's Park and Highland Meadows Park. • Park Board Meeting - October 6, 2003 Minutes • OLD BUSINESS: 2003 Goals Update - Rick updated the Park Board on the following 2003 Goals: Clearwater Creek Park Development Roundup was applied to the entire site in early August followed by tilling, seeding and fertilizing on August 25. The landscape block planting bed was installed as well as a swale in the southeast corner of the park to provide adequate drainage. A second fertilizer application was applied on September 23. Landscape edging should be completed within the next few weeks. Staff is planning to fertilize the turf again later this month. Highland Meadows Park Development Roundup was applied on all seeded areas in early August followed by harley raking, regrading and seeding during the week of August 18. Fertilizer was applied on August 27 and again on September 18. Birch Park Open Air Shelter The gazebo has been ordered. This will be done in the spring. Behm's Park % Court Basketball Maintenance staff has flail mowed and staked out the area. The contractor should begin earthwork within the next few weeks. Sunrise Park - Pave Parking Lots Construction plans are being prepared. It is anticipated that this will be completed yet this fall. Pursue Full Court Basketball at Rice Lake Elementary School The contract was awarded to T.A. Schifskys and Sons. Earthwork should be commencing very soon. Pheasant Hills Northeast Trail It is anticipated to complete this project in conjunction with trail work construction in Centerville scheduled for June 2004. Bruggeman Properties (Miller Crossroads)Update - Rick advised the City Council approved the Bruggeman Properties Development at the September 22, 2003 City Council meeting. After considerable discussion at City Council Work Sessions and Council Meeting, the proposed park area will remain private. The City will be receiving Park Dedications as follows: 152 units X $1,665 Commercial is 1.7 acres X $2,175 = $253,080 = $ 3,698 Total Park Dedication $256,778 • Park Board Meeting - October 6, 2003 Minutes • Credit will be given for all sidewalks /trails located adjacent to roadways (approximately $60,000). • • Chair Lindy noted he thinks it is appropriate that the Park Board make a recommendation to the City Council for park dedication but the City Council should determine the appropriate numbers. NEW BUSINESS: Parks Signs and Names - Paul stated he has noticed in other communities, such as Lakeville, that they are allowing businesses to name the parks. He suggested this may be a way for the City to raise dollars for the parks within the City. The City could charge businesses to advertise their names at the parks. Rick stated dollars for naming rights typically go to larger parks or athletic complexes. He stated he is not familiar with that concept for neighborhood parks. He stated he will look into that possibility. NEXT PARK BOARD MEETING: Rick advised the next Park Board meeting would be held Monday November 3, 2003, 6:30pm. I subsequently contacted both the Lakeville Parks and Recreation Department and the Farmington Parks and Recreation Department. Neither department indicated that they allow businesses to name the parks. The City of Lakeville has four athletic complexes; King Athletic Complex, Quigley -Sime Athletic Complex, McGuire Soccer Park and North Park. The first three parks are named after families that had dedicated the land. Attached is a summary of the department's accomplishments over the past 12 months. • sw /parkbrd/Meeting Information /Review 2003 Accomplishments.doc • Lino Lakes Public Services Department 600 Town Center Parkway Lino Lakes, MN 55014 (651) 982 -2440 Fax (651) 982 -2439 2003 PARKS AND RECREATION DEPARTMENT ACCOMPLISHMENTS Parks • Clearwater Creek Park Development - Completed development of 5.5 acre park including final grading of the entire park area, poured 6 ADA trail entrance ramps and 4 bench pads, installed 1/2 court basketball court, paved internal trails, installed irrigation system, landscaping, seed entire park area, installed 1800 lineal feet of continuous curb around landscape beds, installed landscape block for landscape bed for future park sign, and installed site furnishings. • Highland Meadows Park Development - Completed development of 4 acre park including installing playground equipment and wood fiber safety surfacing, the 1/2 court basketball court, irrigation system, landscaping, seeding the entire park area including washed -out prairie areas, and installed park amenities including park benches and picnic tables. • Rice Lake Elementary - Graded and installed base for full size basketball court. • Behm's Park - Graded and installed base for 1/2 court basketball court. • Birch Park - Ordered open air shelter for spring, 2004 installation. • Completed Birch Park boardwalk and landscaping project. • Sunrise Park - Paved parking lots and reclaimed several areas within park for maintained turf. Also renovated warning track s at Sunrise #1 and Sunrise #2. • Pheasant Hills Park - Installed 40' of 6' high chain link fencing behind basketball 1/2 court to keep balls from entering wooded area. • Installed park bench with concrete pad adjacent to trail near LaCasse Drive. Installed two park benches with concrete pads along trail segment near Timberwolf Trail. Planted over 100 new and replacement trees in City parks, including 35 in Behm's Park. • Transplanted 45 trees slated for removal along Elm Street. • Removed and trimmed trees along roads, trails, and parks from June 24th storm. • Removed several hazard trees at Sunrise Park and near Timberwolf Trail. Also removed several stumps at Sunrise, Country Lakes and Lino Park. • Installed vinyl flooring, painted all walls, and installed shelving at Marshan Park storage building. • Renovated landscape bed in front of Council Chambers. • Assisted Environmental Coordinator with removal of high risk oak wilt trees. • Several staff attended MTI University seminar - Irrigation, turf establishment and maintenance, and sports turf. Attended shade tree short course. • Attended CPR and other safety training. • Conducted AWAIR, Right -To -Know Training. • Staff attended chain saw safety and defensive driving training classes. • • • Recreation • Prepared recreation brochure in house resulting in savings of at least $4,000 per year. Public Services web page has been dramatically enhanced. Special Events continues to shine: Second Year of Sweetheart Dance - 206 participants Family Turkey Shoot - 142 teams Breakfast with Santa - 209 participants 4th Annual Snow Day had poor attendance due to no snow and extremely cold weather. Every time we get close another prolonged warm spell hits and sets us back. Talk about frustration! Maintenance activity during November and December has included: ❖ Removing nets and goals from soccer fields. Top dress and seed worn areas. ❖ Irrigation system blowouts and winterization. Every year it seems we add another system or two; we currently have systems at the following sites. City Hall Park, Highland Meadows, Behm's, Marshan, Sunrise, Rice Lake Estates, Birch, Clearwater Creek Park, Fire Station, Town Center, Rice Lake Elementary, Centennial Middle School, and well houses at Sandhi11 Drive, Birch Street, and Clearwater Creek Drive. ❖ Sunrise Park parking lot construction. Hauled fill, graded, tilled and backfilled edges. ❖ Equipment maintenance, changeover and storage. It is often overlooked but in the spring and fall we spend a lot of time on equipment changeover and maintenance. A few examples: JD 6410 — in the fall we remove, service and store the 16' Landpride mower, remove and store turf tires, install bar tread tires and 11' angle plow. Toro Groundsmaster — remove, service and store mowing deck, install cab and snow blower. Ford 3930 Tractor — remove, service and store flail mower. Install 8' wide front mount angle broom. ❖ Applied late fall fertilizer application to approximately 40 acres of irrigated turf. ❖ Assisted with election set -up and takedown. ❖ Hockey and pleasure rink preparation. Leveling, board repair, gate repair, light repair, goals and net repair, clean and prep shelters, snow removal and flooding. ❖ Constructed new pleasure rink at Sunrise (installed 2 new lights). ❖ Spot mowed as needed. ❖ Garbage collection as needed. ❖ Ball field maintenance — cleaned out base boxes, stored scoreboard controllers. ❖ Playground inspection and repair — added pea rock and fibar where needed. ❖ Snow removal of roads, trails, parking lots and sidewalks as needed. ❖ Assisted with Family Turkey Shoot — loaded and unloaded trailer. ❖ Installed park bench along trail near LaCasse Drive. • Top dressed fields 6, 7, 8 at Centennial Middle School. • Hazard tree removal — Wenzel Farms trail and Highland Meadows Park. • Attended safety training — AWAIR. • Pruned encroaching limbs along trails. • Inspect and inventory (measure) trails. • Ran electric to Clearwater Creek gazebo (contracted). • Installed timer for rink lights at City Hall Park (contracted). • Cleaned and prepped wood duck houses. Out of 54 total boxes 39 or 72% had successful wood duck hatches. Approximately 200 ducklings were hatched from the successful boxes, which is about 5 ducklings per box. Those are the highlights for November and December. Assuming the goals are formally approved at the February 2nd , 2004 Park Board meeting, it is expected that the Park Board will present the goals to the City Council during the February 4th or February 18th City Council Work Session. As required during the application process, the City Council committed to matching a successful grant award. Clearwater Creek Park will be functional by this Fall due to the installation of playground equipment, a gazebo, paved trails, landscaping, final grading, and seeding. The remaining required $25,000 match needs to be made by the Summer of 2003. Future development plans will include a 1/2 court basketball court, sand volleyball, and an irrigation system when funds become available. Recommended Funding Sources: 2002 General Fund, Capital Outlay — Parks $25,000 Park Dedication Fund — Undesignated Funds $75,000 Highland Meadows Park Development - ($199,200) Highland Meadows Park was master planned earlier this year with the Park Board approving the master plan in April, 2002. This four acre park is located at 607 Lois Lane and will primarily serve residents in Highland Meadows, Bluebill Ponds, Mar Don Acres, Carole's Estates, and Twilight Acres. Preliminary total development costs are $383,000, with 25% of the costs designated for removals, earthwork, erosion control, importing and spreading topsoil. Further evaluation of existing site conditions may significantly reduce the total development costs. Assuming City Council approval, staff hopes to have Highland Meadows Park general site work completed, playground equipment installed, and the base of trails installed by this Fall. Recommended Funding Sources: Park Dedication Fund — Designated Funds Bluebill Ponds /Highland Meadows 3rd Addition $175,800 Park Dedication Fund — Designated Funds VFW Playground Equipment Donations $23,400 A copy of the master plan and preliminary master plan cost estimates are attached for your review. • • • Birch Park Trail (Up To $20,000) This trail segment has been "in the works" since 1996 and is finally near reality. The City Attorney continues to work with the property owner's attorney to execute the proposed agreement. Construction documents have been prepared and are ready to go out for bid when the proposed agreement has been executed. Total project costs including attorney fees, easement acquisition costs, engineering fees, and construction costs may exceed the designated funds for this project by as much as $20,000. Recommended Funding Sources: Park Dedication Fund — Undesignated Funds $20,000 I have attached a summary of the Park Dedication Fund that reflects the 2002 Park Board goals. The additional dollars will provide playground equipment, complete the 1/2 court basketball court, seed the entire park area, and provide park amenities such as park benches and picnic tables. Clearwater Creek Park Development ($75,000) - This park began development in 2001. The additional dollars will be used for final grading of the entire park area, 1 court basketball court, paving internal trails, irrigation, and seeding. Upon completion of Clearwater Creek Park, the City will be reimbursed $125,000 from an Outdoor Recreation Grant awarded in 2001. Pheasant Hills Northeast Trail ($45,000) - The City has been working with the Pheasant Hills Homeowners Association to provide a trail connection to the Regional Park Reserve Trail System. The City Council recently approved Resolution 02 -178 that outlines an arrangement to provide a quitclaim deed for a trail easement. The funding for this project will provide an asphalt trail from Sherman Lake Road to the Regional Park Reserve Trail System. An on -site visit with Anoka County staff on January 9th has led to a realignment of the proposed trail via the St. Paul Water Utility Easement. The estimated project cost reflects the additional length of the new trail alignment. Behm's Park -'/2 Court Basketball ($10,000) - A' /2 court basketball court has been requested by residents adjacent to Behm's Park and is indicated in the master plan. Birch Park - Open Air Shelter ($25,000) - With recent completion of the boardwalk, Birch Park is used by residents in several nearby developments. An open shelter will be a nice amenity for area residents and participants in our summer playground program. Also, an open air shelter is indicated on the master plan. • • • January 10, 2003 Sunrise Park - Pave Parking Lots ($50,000) - Since Sunrise Park is our most heavily used neighborhood park, paving three parking lot areas will provide more efficient parking and eliminate the dust problem on windy days. Public Works staff will stripe the parking lots in- house. An on -site visit with a representative on January 8 indicates that the existing broken pavement near the warming house should be removed. Paving the fourth area is an additional $16,000. I will provide more detail at the February Park Board meeting. Pursue Full Court Basketball at Rice Lake Elementary ($20,000) - Residents and Park Board members have expressed the need /desire for a full size basketball court. Rice Lake Elementary School seems to be the most logical location. Discussion with the Centennial School District will need to occur to determine whether this is possible. Stoneybrook Development Park Dedication ($110,000) - Potential parks and trails projects to benefit residents in Stoneybrook will be considered as this development progresses. 1/10/03 RD /Park Board /2003 goals
