Call to Order and Roll Call (The meeting was called to order at 6:30p.m. Members present: George Lindy, Pam Taschuk, Katie Boyle, Bill Kusterman, Aaron Frederickson, Paul Montain, and Pat Huelman. Also present: Rick DeGardner, Public Services Director.) 2. Approval of Minutes from February 2, 2004 (Pat Huelman made a motion to approve the February 2, 2004 minutes. Pam Taschuk seconded the motion and they were approved. Paul Montain abstained from voting.) 3. Setting Agenda (Paul Montain added 10b. Roads and shoulders to the agenda.) 4. Open Mike (Mark Tafte, 6441 Clearwater Creek Drive, asked about plans for Clearwater Creek Park. He was also interested in having an outdoor skating rink at the park. Rick will send him a copy of the master plan.) 5. Adopt 2004 Park Board Goals for City Council Consideration (Pat Huelman made a motion, seconded by Pam Taschuk to pave Birch Trail from Black Duck Drive to Sherman Lake Road. Motion passed, Paul Montain voted no. Paul Montain made a motion, seconded by Pam Taschuk to accept goals including Birch Street Trail Project. Motion passed.) 6. Review 2003 -2004 Warming House Report (Rick briefly reviewed report.) 7. Recreation Department Update (Rick reviewed information in the member's packets.) 8. Outdoor Recreation Grant for Clearwater Creek Park Completed (The City has received final payment and the project is completed.) b. 2004 Park Liaisons (Rick distributed the information that was approved at the February meeting.) 10. New Business a. Joint Meeting with Environmental Board on March 31, 2004 (Rick informed members that the meeting will be held on March 31, 2004. The regular Park Board meeting will follow the joint meeting. b. Road and Shoulders (Paul expressed concern about the road along the south side of Birch Street in front of the Stoneybrook Development. The shoulders have been eliminated because of the new turn lanes. There is no place for pedestrians and bicyclers so he feels it is an unsafe area. Rick will look into this and provide the Park Board with additional information at the next meeting.) 11. Next Park Board Meeting (The next Park Board Meeting will be Wednesday, March 31, 2004, in the Community Room after the conclusion of the joint meeting with the Environmental Board. Roll call was taken, members present were Pam Taschuk, Pat Huelman, Katie Boyle, Aaron Frederickson and George Lindy. Members absent were Paul Montain and Bill Kusterman. Also present was Rick DeGardner, Public Services Director, Community Development Director, Mike Grochala (part), and Economic Development Assistant Mary Alice Divine (part). SETTING THE AGENDA: Rick added Item 1A, Administer Oath of Office to Aaron Frederickson and Pat Huelman. Rick administered the Oath of Office to Park Board members Aaron Frederickson and Pat Huelman. APPROVAL OF MINUTES FROM JANUARY 5, 2004: Pam Taschuk made a motion, seconded by Katie Boyle, to approve the January 5, 2004 minutes. The minutes were approved. WELCOME MR. AARON FREDERICKSON, NEW PARK BOARD MEMBER: Chair Lindy welcomed Mr. Aaron Frederickson, new Park Board member. • OPEN MIKE: No one was present for open mike. • LEGACY AT WOOD'S EDGE UPDATE (THE VILLAGE): Community Development Director Grochala advised in 1998 the City of Lino Lakes, following award of a metropolitan Council Livable Communities Planning Grant, retained the services of Calthorpe Associates to design a Master Plan for the City's Town Center District. The purpose of the Lino Lakes "Town Center" development is to provide for the orderly and integrated development of a high - quality Town Center which includes a mix of shops, offices, entertainment, housing, recreation, community facilities and open space. The mix of uses is designed to implement the principles of the Livable Communities Act and the City's Comprehensive Plan by creating a Town Center for the community and providing more diverse, life -cycle housing- - including affordable and rental housing -- within an active and interesting pedestrian- oriented community. The development is a cooperative effort that will leverage public and private investment to create sustainable value, ecologically, economically and culturally. The City has concentrated its efforts to implement this plan on the land located adjacent to the Civic Complex, of which, approximately 6.7 acres has been reserved for the Chain of Lakes YMCA. 1 • • Park Board Meeting - February 2, 2004 Minutes Community Development Director Grochala stated the staff would like Park Board involvement in the park development. The City has retained the services of Short, Elliot, Hendrickson, Inc., to prepare the infrastructure plans for the development including the "Community Green ". A conceptual layout of the community green has been prepared which includes a large central green space, seasonal gardens, as well as a performance canopy. The green is intended to serve as a location for community events such as a farmers market or art fair. The "accessible commons" area, within the residential district, will be developed in conjunction with the specific plan review for that area. Staff is currently working with the developer and the YMCA to allow for joint use of the area. A pedestrian /bicycle trail is proposed to be extended along Town Center Parkway and through the proposed YMCA property, to connect with the Regional Park. Anoka County Parks is committed to working with City staff to coordinate the City's trail extension with future trail improvements within the regional park. Community Development Director Grochala noted the park dedication will be a combination of both land and cash. The dollar amount has not been finalized at this time. However, it is anticipated that cash payments will be used to develop the parks and trail system within the project area. Economic Development Assistant Divine reviewed the background of the project planning noting it is intended that the project incorporate great diversity in housing, commercial and retail areas. The goal is a lot of activity and liveliness. That goal will be accomplished by bringing in many different types of uses to the area. The community green will serve as a gathering place for residents of the community. Economic Development Assistant Divine reviewed the project plans in detail noting the trails within the project will be connected to the trails in the Regional Park. Other park areas within the project include open spaces and green space with natural grass and plantings. There will also be a small park within the townhouse area. The YMCA will program activities with the City and will also include a teen center open to all teens in the area. Economic Development Assistant Divine stated staff is looking forward to any ideas the Park Board has for the community green. Chair Lindy asked if the Park Dedication would include fees from the City property. Community Development Director Grochala advised staff has not yet determined the final park dedication 2 Park Board Meeting - February 2, 2004 Minutes numbers. The park dedication will be based on the City owned property as well as the privately owned property. Staff is working on how to apply park dedication to the mixed uses on the project. Chair Lindy asked if other smaller communities like Lino Lakes have similar developments. Economic Development Assistant Divine stated she believes the White Bear Lake downtown area is similar. Newer developments have tried to incorporate all the different types of uses but have not utilized all components of the plan. The trails within this type of development are key to making the project work. Community Development Director Grochala stated staff will look for guidance from the Park Board when going over details of the community green and the townhouse park. Chair Lindy asked how close the trails in the Regional Park system are currently. Community Development Director Grochala stated there are mowed trails behind City Hall that go all the way to the Regional Park. It is anticipated that those trails will eventually be paved. There will also be a bike trail along Town Center Parkway to the YMCA. Anoka County will work with the City on their trail connections when the City gets to that point in the project. Pat inquired about the relationship between this development and the three other quadrants in the area. Community Development Director Grochala stated some of the quadrants will be fragmented such as the Target area. The other two quadrants are planned for commercial and the City hopes to link them together. It is anticipated that there will be a bike trail going over the bridge when it is reconstructed. There is land set aside on the Target site for bike trail development at some point in the future. Community Development Director Grochala stated he would keep Rick informed on the project. It is intended that the development will take care of all park costs. RECREATION DEPARTMENT UPDATE: Rick referred to the Program Highlights Flyer from January 2004. He noted 160 people attended the Snow Day event, which was held on Saturday, January 24 at Wargo Nature Center. This attendance number is much higher than last year, but still not as high as it was the first couple years of the event. Over 120 people are currently signed up for the preschool parent /child Sweetheart Dance that will be held on Valentines Day (Saturday, February 14) at Centennial Elementary School. The first Community Outing this year is "I Do! I Do!" on Valentines 3 • • • Park Board Meeting - February 2, 2004 Minutes Day. Participants will watch the Minnesota Showboats production and have lunch at Forepaugh's Restaurant. Approximately thirty participants are signed up for this trip. Rick advised nine teams are participating in the Adult 5- Player Basketball program which is no in mid - season. Fitness programs Cardio Kick Boxing and Yoga saw significant increases in enrollment this season. The warming house shelters are operating effectively this winter. There have been very few complaints over the closure of the warming houses. Rick noted the spring edition of the Recreation Review would be in homes the last week of February. Pam asked if the City is offering the Options Program again this summer. Rick advised the Options Program will be offered again this year at the same location as last year. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarizes the maintenance highlights for January 2004. Rick noted the maintenance activities have included daily rink maintenance that includes sweeping, blowing, shoveling and flooding of all the City's rinks. Staff has also been assisting the Street Department with plowing of parking lots, sidewalks, streets, cul -de -sacs and trails after snow events. Twenty bluebird houses have been constructed and will be placed in City parks and trails. Rick added the annual employee performance reviews have been conducted and went very well. NEW BUSINESS: Appoint Park Liaisons and Community Service Award Committee - Rick advised each year the Park Board designates a park liaison for each neighborhood park. He referred to a list of year 2003 Park Liaison List as a reference. He noted a Community Service Award Committee Member also should be appointed. Michael O'Connor was the Park Board Representative in 2003. Rick explained when neighborhood meetings occur that relate to a certain park, that Park Liaison should be present. A Park Liaison also gives residents someone other than City staff to discuss problems, concerns, frustrations, or compliments in relation to City parks. 4 • • Park Board Meeting - February 2, 2004 Minutes Chair Lindy stated the Park Liaisons were very important when the City was master planning several parks within the City. Rick distributed additional information on the sale of LaMotte Park and the possible trails serving the Stoneybrook development. Recent implementation of the new Anoka County Standards relating to the placement of trails along county roads has resulted in substantial increases of project costs. After further discussion of the Park Board Goals, it was determined that Rick would meet with Anoka County Parks and Recreation Department to further discuss various trail segments along Birch Street. Rick indicated he will provide additional information regarding this issue at the March Park Board meeting. Birch Street — North Side from Black Duck Drive to Pheasant Hills Drive The estimated project cost is $237,000. This project will necessitate the extension of two 88" concrete arch pipes near Quail Ridge Park that must maintain the flow of water during construction. Several retaining walls to facilitate the trail construction are also included in project estimate. The estimated project costs do not adhere to the County's new standards of a 22' buffer zone from a rural roadway to the trail. Further discussions with Anoka County would need to occur to determine whether this project is acceptable. If Anoka County is unwilling to deviate from the 22' wide buffer zone on rural road sections, curb and gutter and storm sewer would need to be installed, since several areas along Birch Street do not provide adequate space to construct a trail with a 22' wide buffer (steep slopes, wetlands areas, etc). I met with Jon Vondelinde, Anoka County Parks and Recreation Director and Nick Eeloff, Anoka County Parks Planner last week to discuss the proposed trail project. Both have indicated their support to work with City staff when discussing this project with the Anoka County Highway Department. • • • • Birch Street - Sherman Lake Road to Centerville Road The purpose of this trail project is an attempt to provide safe pedestrian access for the future residents of the Stoneybrook Development. The estimated project costs while maintaining a 22' clear buffer zone on both sides of Birch Street is $220,000. Approximately $70,000 of the project cost is to provide curb and gutter along about 500' of the project to reduce the clear zone from 22' to 10', thereby reducing the impact on the wetlands. The estimated project costs if we are not mandated to adhere to the 22' buffer zone is $158,000. Again Jon Vondelinde and Nick Eeloff have expressed their support for our plans. Outdoor Recreation Grant for Clearwater Creek Park Completed The City just received the final payment for the Outdoor Recreation Grant for Development of Clearwater Creek Park. The $125,000 certainly went a long way towards the development of this park. City staff is very pleased with the final product of Clearwater Creek Park and we have heard several favorable comments from neighborhood residents. 9b. 2004 Park Liaisons Attached is an updated copy of the 2004 Park Liaisons. You will notice that Birch Park had very similar attendance figures as last season while Sunrise Park attendance figures grew from last season. It was determined to cease the warming house functions at Lino Park and City Hall Park for this season. The Parks and Recreation Department did not field any communications from the Lino Park neighborhood. The Parks and Recreation Department did however field two communications from people who reside on the north side of the city. The Park Board may wish to consider eliminating an hour per night at each of the existing shelters and transfer these hours to operating City Hall Park as a staffed warming house next season. This would eliminate the later hours that were of low attendance and allow City Hall Park to once again be open for the general public. The fourteen hours would not be sufficient to operate City Hall on a full time basis, but the Parks and Recreation Department could open this shelter part time such as Thursday- Sunday. This season the shelter was only opened upon request from hockey associations, boy scouts or neighborhood gatherings. Classes were cancelled on February 2 due to bad weather and the school districts decision to close all buildings for the evening. Field Trips: Our next set of outings will take place over Spring Break week (March 29 - April 2). Each day will consist of morning activities at Centennial Elementary and an afternoon trip. Trips planned include Eagles Nest, Grand Slam, Tropics, bowling at Flaherty's and a movie at White Bear Township. Snack and Skate: These outdoor lessons have become very popular. The number of participants increased to the point of needing two instructors. We have been fortunate to have the same enthusiastic instructors for the past three years - they have done a wonderful job! Hockey Skills Development: Volunteer and paid coaches teach participants hockey skills in this program. This program is not as large as other programs, but the young participants have a positive hockey experience. Keeia1 Weenies Sweetheart Dance: Approximately 209 children and adults were in attendance for our 3rd Annual CLUB (Centennial and Lino Lakes Unite with Blaine) Sweetheart Dance that was held on Saturday, February 14 at Centennial Elementary. Participants enjoyed music by Mar -Kit DJ service, a craft project, refreshments and photo opportunities. Adult Team Basketball: The season is winding down, but some teams will be participating in a post season playoff. Indoor Soccer: We are currently accepting registrations for this program, however, this season we will be reducing the number of teams from 8 to 6/7 due to the youth indoor soccer program's need for additional turf time. Adult Softball: The registration period for returning teams is open. It is anticipated that all our leagues will fill. We can accommodate 64 teams in five different leagues. Warming Houses: The warming house season began on December 30, 2003 and closed on February 20, 2004. This was a more traditional season in the sense of weather. There were no significant closings due to warm or cold temperatures, although we did close early a few times due to extreme subzero temperatures. A detailed report is included in this report. Next season we may see another reduction in the number of shelters open and hours of operation. This reduction is not due to attendance, but limitations with allocated funds necessary to operate this program as in the past. Maintenance activity has included: o Daily rink maintenance — sweeping, blowing, shoveling, and flooding as needed. • o Snow plowing — February has been a pretty snowy month and a lot of time has been spent plowing roads, trails, parking lots, and rinks. o Snow blowing — the amount of snow we've seen in late January and in February has required us to do a lot of snow blowing with our Case skid loader and Erskine blower. We use the blower primarily for widening trails when the banks get too high to plow. This machine also does a great job of clearing rinks and removing snow in parking lots. o Building maintenance — cleaning shelters as needed. o Equipment maintenance — as needed. o Attended pesticide recertification training and school of turf grass management. Those are the major highlights for February. Not a lot of variety just a lot of snow removal. The purpose of this meeting is to update the board members on the Comprehensive Parks, Recreation Facilities, Open Space /Greenways, and Trail System Plan project. Mr. Jeff Schoenbauer of Brauer and Associates has been retained to coordinate this project. This will also provide an opportunity for the Environmental Board Members and Park Board Members to provide input in several areas such as reviewing citywide open space, greenways- parks, and trail issues. It is anticipated that the Park Board will continue to be involved throughout the various phases of the project. The final draft plan will be presented to the City Council, Environmental Board, and Park Board at a joint work session, perhaps in May or June. This meeting will take the place of our regularly scheduled April 5 Park Board meeting.
