Call to Order and Roll Call (The meeting was called to order at 6:30p.m. Members present: George Lindy, Pam Taschuk, Katie Boyle, Pat Huelman, Aaron Frederickson. Members absent: Paul Montain and Bill Kusterman. Also present was Rick DeGardner, Public Services Director.) 2. Approval of Minutes from May 3, 2004 (Pam Taschuk made a motion to approve the May 3, 2004 minutes. Seconded by Katie Boyle and approved.) 3. Setting Agenda (There were no additions or deletions.) 4. Open Mike (There was no one present for open mike.) 5. Old Business A. Memorial Plaque Information (It was decided to allow park benches with engraved plate at this time.) 6. New Business A. Email Related to Baseball Field at Birchwood Acres Park (The Park Board decided to have staff remove park benches and install ag- lime infield.) 7. Recreation Department Update (Members reviewed the information in the packets. Rick advised board that Barry Bernstein was resigning and going to work as Park and Recreation Director in Hastings.) 8. September 29, 2004 TO: Park Board Members FROM: Rick DeGardner, Public Services Director SUBJECT: Rice Lake Estates Park Update On Wednesday, September 22, I was informed that City of Circle Pines staff removed the playground equipment at Rice Lake Estates Park. The following is a brief summary of the history of this situation: In 1998, the City of Lino Lakes leased a small area of land from the City of Circle Pines to provide some leisure amenities for residents in the Rice Lake Estates Development. The park area is located directly behind well house #2, 6697 Sandhill Drive. When the existing lease was discussed in 1998, the City of Circle Pines' future plans for the property at the intersection of Hodgson Road and Lake Drive was for future commercial and/or industrial development. In 1999, a trail connection from the park area to Baldwin Park (Circle Pines Park) as well playground equipment and a 1/2 court basketball court were installed. On June 29, 2004, I was informed by Circle Pines staff that they had recently platted this property consisting of 52 single - family homes. Unfortunately, the southern boundary of this residential subdivision bisects the existing location of the playground structure. Several options were discussed with Circle Pines staff agreeing to resolve this matter to our satisfaction. Last Wednesday, Mike Hoffman stopped at Rice Lake Estates Park and observed the playground structure being dismantled. Circle Pines staff was immediately contacted to express our disappointment on how this was handled. Consequently, the residents of Rice Lake Estates and city staff were caught off guard with the sudden removal of the playground equipment. It was my intent to notify the residents of the situation (including timeline of when equipment was scheduled for removal, how situation was going to be resolved, etc.) once an action plan from Circle Pines was developed. To date, we still have not received any communication/correspondence from Circle Pines pertaining to how this matter is going to be resolved. I have received several telephone calls from area residents wondering what happened to the playground equipment. Some residents have also contacted the Quad and Star Tribune. Perhaps a formal position statement from the Park Board may help expedite a workable solution to this situation. sw /parkbrd /meeting information / Rice Lake Estates Park Update •r„ Youth Youth Instructional: Our fall youth instructional programs are beginning to get under way. As is usual this time of year, registration for most programs is slow - the beginning of the school year tends to be a hectic time and registering for programs usually takes a back seat to school. Our registrations generally increase in the late fall and winter once school life gets more settled. A new program we added this fall was Tae Kwon Do. The response to it has been very positive. Lino Lae ParKs and 1Zecreation Department Program Highlights - $eptember Part: 'oard Update Field Trips: We have a great lineup of fall trips planned including some options just for middle school age youth. We hope to have more success with these trips than we did this summer. Fall trips planned for the elementary age youth include: Wheels & Reels, Bowling Lunch & Como Zoo, Pumpkin Patch, Wild and Crazy Day, and A Tropical After- noon. Middle school trips include: Rockin' Out at Vertical Endeavors, The Ultimate Big Screen Experience: IMAX at the Zoo, and On the Wild Side - Rainforest Cafe and The Tropics. TAAG Beach Party: 56 middle school age youth participated in the TAAG Beach Party on August 20, 2004. Despite the cool temperatures the youth still had a great time. Activities included the giant bounce, tandem biking, volleyball, free play games, swimming, canoeing and lunch. The collaborative partners of the event included: the University of Minnesota TAAG Study team, Anoka County Parks and Recreation, Lino Lakes Parks and Recreation, Centennial Community Services, Centennial Middle School and the Chain of Lakes YMCA. Football: A total of 310 participants (grades 2 -8) are in fall football - a total of 17 teams. The season began on •ptember 7 and will conclude with the post season tournament on Saturday, October 30. Soccer: A total of 412 participants (ages 5 -12) are in fall soccer this year - equaling 45 total teams. The season began on Saturday, September 11 and will conclude with the post season tournament on Saturday, October 30. Mutt Fall Softball: Lino Lakes offered four leagues this fall: Sunday Co -Rec (9 Teams), Monday Mens (7 Teams), Tuesday Mens (7 Teams), and Thursday Mens (7 Teams). The end of the season softball tournament was held on Saturday, September 18. Northern Wholesale won the tournament with Toppers and More finishing second. The top three teams from Lino Lakes will advance to the Fall State tournament that will be held on Saturday, October 2 and Sunday, October 3. Family Turkey Shoot: Our 7th Annual Family Turkey Shoot is just around the corner. We are currently looking for volunteers to help with this event - scheduled for Saturday, November 13, 2004 from 10 a.m. - Noon at Centennial Middle School. Maintenance performed during a, very busy August and September has included: • Weekly mowing of all turf areas. Athletic fields are growing like crazy and are getting cut twice weekly. Trim mowing and weed whipping have been neglected due to being short handed since our seasonals left. I hope to be caught up by the end of next week, please bear with us. ■ Weekly garbage pickup. Again we are not getting to everything weekly, but hope to be back on schedule by the end of next week. • Soccer and football field layout. Layout, line cut -ins and painting of 12 game and 5 practice soccer fields and 3 game fields for football. • Athletic field preparation: Softball fields — Three or four fields are being game prepped on Sunday, Monday, Tuesday and Thursday. Fair /foul lines are being cut -in and painted weekly. Soccer — 12 game fields and 5 practice fields. Weekly maintenance includes line cut -ins, painting as needed, and checking nets and anchors. Football — Three game fields. Maintenance includes weekly line cut -ins and painting as needed. • Athletic field improvements. Sodded three wear areas at CMS #5 (center circle area) and CMS #7 (2 soccer goal mouth areas). • Clearwater Creek Park. • Installed park sign. Sod cut and mulched all trees and shrub beds. ■ Highland Meadows Park. Worked with girl scouts on entrance sign project. Project consisted of: Site preparation. (staff) • • Installed first course of block. (staff) Installed remainder of block. (girl scouts) Added soil to bed. (staff) Planted native grasses and wildflowers. (girl scouts) Installed cap block. (staff) Remaining work on this project includes, installing sign, mulching bed and backfilling around bed. • Applied fertilizer to approximately 40 acres of turf (parks and school sites). • Broadleaf weed control (contracted). Applied to athletic fields at CMS, RLE, Sunrise and Highland Meadows turf areas. • Added rec. step (wood mulch) to playgrounds as needed. • Picked up and delivered party wagon. • Irrigation system audits: Checked all systems to determine maintenance needs. Example: Heads — spray pattern rotating properly - raise /lower. Valve boxes — locate, raise /lower, replace as needed. • Assisted Recreation Department with Safety Camp and playground party set -up. • Assisted Environmental Department with watering trees and oak wilt control. • Core aerated athletic fields at CMS, RLE, and Sunrise. • Leveled BMX track in S. Reshanau trail area. Cut Buckthorn and stump treated, left Buckthorn lay to discourage rebuilding of BMX track. • Equipment maintenance as needed. Those are the highlights from August and September.
