Roll call was taken, members present were Pam Taschuk, Katie Boyle, Aaron Frederickson, Pat Huelman and George Lindy. Members absent were Paul Montain and Bill Kusterman. Also present was Rick DeGardner, Public Services Director. REVIEW FOX DEN ACRES CONSERVATION DEVELOPMENT WITH ENVIRONMENTAL BOARD Staff advised the Park Board reviewed the Preliminary Plat of Fox Den Acres at the May Park Board Meeting. He referred to a copy of the minutes from that meeting that was included in the packets. Since that time City Staff and the developer have been working with Jeff Schoenbauer to consider a conservation development approach. Mr. Schoenbauer is present this evening to discuss the Fox Den Development with the Park Board and Environmental Board. Mr. Jeff Schoenbauer thanked Mr. Mike Black, Developer of Fox Den Acres, for working with the City on the project. He noted the City would have to change its way of thinking in order to pursue conservation development. He stressed that staff is trying to present a development that aligns with the community's vision and goals. The City Boards have to understand the project is a package and every aspect is linked together. Mr. Schoenbauer reviewed a working example of greenways, trails and stewardship within the plan as well as the Fox Den conventional proposal. The conservation plan includes approximately 28 acres of open space that would be controlled and maintained. He reviewed the goals achieved within the plan along with the proposed commitments to the developer. He noted the most important commitment to the developer is approval to deviate from the City's current Growth Management Plan. The Environmental Board approved the Fox Den Acres development with the addition of the previously noted recommendations. Mr. Shoenbauer advised the plan is linked to the growth control issue. He recommended the City keep its Growth Management Plan in tact for conventional development. He also recommended the City allow for flexibility within the Growth Management Plan in terms of conservation development. The Park Board excused itself from the presentation at 7:38 p.m. • Rick advised the only park credit that would be given to the developer is for the trail construction. 1 Park Board Meeting - October 27, 2004 Minutes Aaron stated the City lacks long destination trails and the development is a good starting point for the City. It was the consensus of the Park Board to support the Fox Den Acres Conservation development as well as the conservation development approach as a whole. Aaron Frederickson made a motion of support, seconded by Pam Taschuk, for the Fox Den Acres Conservation Development as presented to the Environmental Board. APPROVAL OF MINUTES FROM OCTOBER 4, 2004: Aaron noted "Frederickson" is spelled incorrectly in the second paragraph on the first page of the minutes. Pam Taschuk made a motion, seconded by Katie Boyle, to approve the October 4, 2004 minutes as amended. The minutes were approved. SETTING THE AGENDA: There were no changes to the agenda. OPEN MIKE: • No one was present for open mike. REVIEW PARK DEDICATION STUDY: Rick advised a study was undertaken last month to analyze the current park dedication fee structure. That information was distributed to the City Council for review and comment. Included in the packets was a copy of the study as well as an accompanying memo that was distributed to all Council Members. It is anticipated that the City Council will formally discuss updating the Park Dedication Fee Ordinance next month. • Rick asked Park Board members to review the study and contact him regarding any proposed changes. REVIEW 2004 GOALS: Rick provided the following update related to each of the 2004 goals: Connect Existing Trail Along North Side of Birch Street - Black Duck Drive to Pheasant Hills Drive Staff has sent a letter to the Anoka County Highway Department requesting their comments related to this trail project. Since the proposed trail segment would not adhere to the County's new standards of a 22' buffer zone from a rural roadway to an off - road trail, staff hopes that Anoka County will be willing to work with the City to complete this critical project. Included in the 2 • Park Board Meeting - October 27, 2004 Minutes packets was a copy of the letter that was sent to the Anoka County Highway Department. Construct Trails at Birch Street /Hodgson Road Intersection These trails were completed during the week of October 18. Holly Drive Pole Relocation for New Trail This will occur during the reconstruction of Holly Drive. Pave Birch Park Trail - Boardwalk to Parking Lot This trail was completed during the week of October 11. Extend Glenview Trail to Sunrise Park Parking Lot This trail was completed during the week of October 11. Survey Arena Acres Residents Regarding Existing Tennis Courts Staff anticipates sending surveys to residents sometime next month. DETERMINE 2005 PARK BOARD MEETING DATES: Rick advised staff is recommending the following 2005 Park Board meeting dates. He noted the September meeting will be the annual park tour and BBQ. Pam Taschuk made a motion to approve the 2005 Park Board meeting dates. Seconded by Katie Boyle and approved. He noted three out of five trips planned for MEA were held. The trips included Bowling, Lunch and Como Zoo, Rockin' Out at Vertical Endeavors and The Ultimate Big Screen Experience: IMAX at the Zoo. Rick stated Tackle Football Championships would be held on Thursday, October 28 at Centennial High School and Saturday, October 30 at Centennial Middle School. The end of season Fall Soccer tournament for U10 and U12 Boy's Girls will be held on Saturday, October 30. Rick noted 140 people are currently registered for this year's Breakfast with Santa event. There is a maximum of 220 participants for this event. 3 • Park Board Meeting - October 27, 2004 Minutes Rick added the winter edition of the Recreation Review is scheduled to be in homes the last week of November. PARKS DEPARTMENT UPDATE: Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which summarizes the maintenance highlights for October 2004. Rick noted the winterization of the irrigation systems has begun. Staff also assisted the Environmental Coordinator with Recycling Day and Oak Wilt control work using a vibratory plow. Rick added the Highland Meadows Park and Marshan Park Sign projects have been completed. OLD BUSINESS: Rice Lake Estates Park - Rick stated a copy of the letter that was sent to the City of Circle Pines immediately following the October Park Board meeting was included in the packets. Rick advised he did receive a message from Dave Phipps regarding this issue. Mr. Phipps indicated no official action has been taken but they are exploring options. One option is to discuss the pooling of funds with Lino Lakes to develop Baldwin Park. Rick stated City staff would no longer be working with Circle Pines on the utilities for the development until this issue has been resolved. Rick added Park Board members should start thinking about 2005 Goals for the January meeting. He noted he would like to replace playground equipment and make improvements to the field at Birchwood Park. TKDA has been retained to perform the survey work as well as preparing the plans and specifications. To date we have received 32 responses. Listed below are the results from these surveys and comments: Do you or any members of your family play tennis at Arena Acres Park? Yes 14 No 16 Not indicated 2 Which of the following options do you and your family prefer? 18 Have the city continue to repair the tennis courts so residents can enjoy tennis at Arena Acres Park. 12 Remove the tennis court and replace with a maintained turf area for informal play (open space). 1 Other (Please explain) 1 Either option Additional Comments: While I don't play tennis, the tennis court area is used all summer long and in the spring and fall evenings by many people, especially teens who ride bikes and/or drive to the courts. Without the courts being there, they could be simply out on the streets with too much time on their hands. I have only seen someone use the tennis courts once last summer. If you remove it you should reduce our city taxes for maintenance. The open grassy area would be a great area for the (older) neighborhood kids to play football and soccer or other games. Plant trees and make into a park with benches (open space). Keep playground. We have a lot of birds, etc. If it could be used for some thing better, that would be good. Don't think it is used very much. There are people up there playing tennis every night in the summer. Also, kids can play in there when there aren't any games going, so they can learn. My kids are just learning the game and we love to use the courts for practice. Thank you! My kids use area a lot. I have four kids Thanks so much. We want our neighborhood to be kept up and looking nice. Save the tennis courts! Would not want a large asphalt area installed. — Do not want a skate park. Consider adding a small area for vehicles to park. The tennis court needs a BX board ($160) for solo players to hit to themselves! Please consider. Thanks. Remove the tennis court and leave the basketball and playground. I would like to see some benches around play area for parents who come to watch the kids play. Not anymore we did use it when the kids were younger. Only non - residents seem to use this feature. Add more equipment, benches for parents to sit on and a porta - potty! Make the space useable for all members of the neighborhood. I don't use it, but I certainly hope others are able to use it in the future. If you keep building there will be no place to play. Please take care of what we have. If you haven't noticed, if you do bulldoze it you could shove a house in there too. The PHPHA has committed to providing $5000 to the City of Lino Lakes if this project goes through. The community of Pheasant Hills Preserve is offering $5000.00 to the City of Lino Lakes to assist in completing this project as soon as possible. We believe the completion of the bridge will add value to the land and trails in our community as well as provide a much - needed safeguard to protect our residents. Currently the trail ends at a large pond and a bridge over the water would provide a safer trail system. The Pheasant Hills Preserve Board respectfully requests the City of Lino Lakes to act on this as soon as possible to ensure project completion by late spring or early summer 2005. We have received bids ranging from $35,000 to $40,000 from Sunram Construction and Jay Bros. Construction for installation and materials. The manufacturer of the bridge structure is Continental Bridge, based out of Alexandria, MN. We have seen samples of their impressive work and look forward to a useful, but also esthetically pleasing bridge. The community needs a bridge that would not only serve as a walkway, but will also support ice skaters and canoes underneath. Specifically the improvements would include complete regrading of the park area, installation of an irrigation system, and the installation of an informal ball field. The player benches would also be removed. Estimated project cost would be approximately $50,000. As you may recall, the Park Dedication Fund received $85,240 from the Raven's Hollow Development. Hopefully this issue will be resolved soon. I will keep the Park Board updated of any further developments. sw /parkbrd /meeting info /Rice Lake Estates Park Update 12- 04.doc • rit Lino Lae 'ParKs and (Recreation Department program Highlights - November Update Youth Youth Instructional: Our youth instructional programs are winding down for the fall season. Floor Hockey Mini Camp, Soccer Mini Camp, Fastpitch Pitching Clinics and Toss, Kick and Catch all ended this month. Tae Kwon Do and Dance will end next month. All classes were successful. Forty participants attended the Fastpitch Pitching Clinics - this remains a very popular program. Family Open Gym: Family open gym starts Friday, December 3 at Centerville Elementary. It will be held on Friday evenings from 7 - 8:30 p.m. until February 25. Field Trips: Two of our three trips scheduled for this month's school out days were cancelled due to low registration. The trip that was successful was Wild and Crazy Day on November 5 - 28 youth participated in this trip. Our next set of trips are scheduled throughout winter break in December. Adult Fitness: The participation level in our fitness classes is slowing increasing. We feel that the stronger marketing stance we've taken has been helpful - we have now been sending flyers out to past participants in addition to brochure information and flyers at the various classes. Open Basketball: This Monday evening program has been going well. We have been averaging 22 players per night. -Pla er Basketball: 5- Player Basketball starts Wednesday, December 1. We have 10 teams registered this year. O pen Volleyball: Open Volleyball starts Friday, December 3 at Centennial Middle School. It runs from 6:30 -9:45 p.m. Special events Family Turkey Shoot: Our 7th Annual Family Turkey Shoot was a success. 167 teams participated in the event this year - our second highest total yet. We could have used a few more volunteers, but the volunteers we had from Centennial and Forest Lake High Schools, as well as the Centennial Women of Today, did a fantastic job!! Special thanks to our sponsors: Circle Pines Lexington Lions, Forest Lake Area AthleticAssociation, Lino Lakes State Bank and Super Target. Breakfast with Santa: 165 people are currently registered for this year's event. Even though our registration deadline has passed, we will continue to accept registrations for this program until the week before the event. Secret Holiday Shop: We have moved our Secret Holiday Shop this year to City Hall. We have also changed the date and time to two evening dates - December 15 and 16 from 4 -7 p.m. each night. We hope the new location and new times will increase participation. If the changes this year do not increase participation, we may reevaluate the need for this program. General Interest Warming Houses and Skating: Warming house and skating instructor candidates were interviewed recently. We hope to have rinks and arming houses open December 20. Recreation Review: The winter edition of the Recreation Review is out in homes. Work will begin on the spring edition next month. Questions? Please call Liz Bursack or Brian Hronski at 651- 982 -2440. 4 Family Turkey Shoot Frisbee Toss Lino LaItes ParIts and Recreation Department program Highlights - December Update Special events Breakfast with Santa: 200 individuals attended Breakfast with Santa this year. This total remains constant with previous years since the event was moved to the Great Hall at St. Joseph's Church. Families enjoyed an all you can eat breakfast buffet and children enjoyed making holiday crafts, decorating gingerbread cookies and visiting with Santa. Volunteers from Centennial High School Student Council and Forest Lake High School National Honor Society assisted with the event. Secret Holiday Shop: The Secret Holiday Shop was moved this year to City Hall after dwindling attendance at the Social Hall at St. Joseph's Church. The event was also expanded to six hours over a two day period versus one and half hours on just one day. This increased length of time and new location brought an increased amount of participa- tion. 85 receipts were collected this year versus the 71 receipts that were collected last year. We did not receive any negative comments from families about the changes to this event, but did get a request from ECFE to open an hour earlier so that they could bring their students in to shop. Volunteers from Centennial High School Student Council and Forest Lake High School National Honor Society assisted with the event. Youth ix Family Field Trips: Six field trips are scheduled for winter break - three for youth and three for teens. So far registration is low for all trips except our outing to the Minnesota Zoo and IMAX to watch the Polar Express in 3D on December 29. e Kwon Do: This new program is generating a small, but strong following. Many of the students in the first beginner ss have continued on to the next level (aka the continuing class) and have attended each time it has been offered. Family Open Gym: Family Open Gym just started this month. We have been averaging 20 -30 participants each night. adult Fitness: Our fitness class are now on a winter break. They will resume mid - January, at which time we will also be bringing back our very popular Cardio Kick Boxing class. 5- Player Basketball: Men's five player basketball started on Wednesday, December 1. We have 10 teams in this years league. All games are played at Centennial Middle School and Centennial High School Red Building. Open Basketball and Open Volleyball: Open Volleyball, and Open Basketball have just started in the last month. We have been averaging 20 -30 participants for each of these events each night. Miscellaneous Warming Houses: Six warming house attendants were recently hired. Five of the six returned from last season. Warming houses are set to open on Wednesday, December 22, 2004. Skating Instructors: Two new skating and hockey skills instructors were recently hired for the 2005 skating programs. The two new employees have excellent dickey and skating experience. Recreation Review: Work is just beginning on our Spring Edition of the Recreation Review. It is scheduled to be out in homes the last week of February. Questions? We have finally gotten a little cooperation from the weather and we are hoping to have all rinks open beginning Wednesday, December 22. ❖ Replaced netting on all hockey goals. ❖ Cleaned and prepped warming houses. ❖ Organized maintenance yard, (set -up racking and placed attachments on racks). ❖ Cut, stump treated, and burned Buckthorn in Fawn Lane trail area. ❖ Removed high risk Red Oaks from City property. ❖ Equipment maintenance (chain saws, snow blowers, water tanker, groundsmaster). ❖ Shenandoah Park — Began removing trees from front boulevard area. Have removed approximately 20 trees so far, mainly Cottonwood and a few Boxelder. Would like to remove all remaining trees, install a low berm and plant to turf with a few quality shade trees. We have talked to adjacent property owners and they are in agreement. Those are December highlights.
