Service Award Committee.)

Park Board Meeting - January 4, 2005
Minutes
The January 4, 2005 City of Lino Lakes Park Board meeting was
called to order at 6:30 p.m., by Chair Lindy.
Roll call was taken, members present were Pam Taschuk, Katie
Boyle, Aaron Frederickson, Pat Huelman, Bill Kusterman and George
Lindy. Members absent were Paul Montain.
Also present was Rick DeGardner, Public Services Director.
APPROVAL OF MINUTES FROM OCTOBER 27, 2004:
Pam Taschuk made a motion, seconded by Bill Kusterman, to approve
the October 27, 2004, minutes as presented. The minutes were
approved.
SETTING AGENDA:
There were no changes to the agenda.
OPEN MIKE:
No one was present for open mike.
BEGIN 2005 GOAL SETTING DISCUSSION:
Review 2004 Goals - Rick reviewed the following 2004 Goals:
Connect Existing Trail Along North Side of Birch Street - Black
Duck Drive to Pheasant Hills Drive
The City has received preliminary approval from Anoka County to
proceed with this project. TKDA has been retained to perform the
survey work as well as preparing the plans and specifications.
Staff hopes to be prepared to go out for bid by the end of
January.
Construct Trails at Birch Street /Hodgson Road Intersection
These trails were completed during the week of October 18.
Holly Drive Pole Relocation for New Trail
This was completed during the reconstruction of Holly Drive.
Pave Birch Park Trail - Boardwalk to Parking Lot
This trail was completed during the week of October 11.
Extend Glenview Trail to Sunrise Park Parking Lot
This trail was completed during the week of October 11.
Survey Arena Acres Residents Regarding Existing Tennis Courts
Rick referred to a copy and the results of the survey that was
sent to residents. To date the City has received 32 completed
surveys.

Minutes
Review 2004 Park Dedication Funds - Rick reviewed the Park
Dedication Fund Summary as of December 28, 2004 noting the fund
balance is $247,445. However, the designated funds are in the
amount of $324,740. Therefore, there are more committed funds
than funds available.
2005 General Fund Budget for Trails - Rick advised the 2005
General Fund Budget, which was adopted by the City Council in
December 2004, included a line item for trail construction and
development. The line item is $50,000.
Identify /Discuss Possible 2005 Goals /Request form Pheasant Hills
Preserve Homeowners Association - Chair Lindy referred to a copy
of a letter from the Pheasant Hills Preserve Homeowners
Association Board (PHPHA) to the Park Board requesting the
construction of a bridge directly north of the existing Pheasant
Hills Park. The PHPHA has committed to providing $5,000 to the
City of Lino Lakes if this project goes through. The PHPHA is
requesting the bridge be part of the 2005 Park Board goals.
Mr. Jim McDonald, PHPHA, stated the neighborhood is concerned
about safety. The existing waterway is used for ice skating in
the winter and a canoe area in the summer.
Mr. Dale Trettle, PHPHA, advised the PHPHA would like to see a
bridge constructed for access to the park. He indicated the
PHPHA has two bids for the project. Once the bridge is
constructed the trail system would be complete in the Pheasant
Hills area.
Mr. McDonald stated the PHPHA is committed to improving water
quality and flow with the ponds in that area.
Mr. Trettle stated there are a lot of options for the bridge.
The two companies that bid on the project did visit the site. It
is estimated that the cost of the bridge is approximately $35,000
to $40,000 for all materials and labor exclusive of the asphalt.
Rick advised the Park Board could take the request under
consideration when determining the 2005 Park Board goals.
Birchwood Acres Park - Rick advised staff is recommending that
the redevelopment of Birchwood Acres Park be considered for 2005.
Specifically the improvements would include complete regrading of
the park area, installation of an irrigation system, and the
installation of an informal ball field. The player benches would
also be removed. Estimated project cost would be approximately
$50,000. The Park Dedication Fund received $85,240 from the

Raven's Hollow Development. The Park Board designated those
funds for future development of Birchwood Acres Park.
Rick advised the Park Board should also take into consideration
an open air shelter at Behm's Park when considering the 2005
goals. Behm's Park is a very heavily used park with no shelter.
The approximate cost for a shelter is $20,000.
Chair Lindy stated that at this point the Park Board has no funds
to work with. The Park Board may want to look at 2005 goals but
there is no funding to complete the goals. He suggested the Park
Board prioritize the suggested improvements.
Rick stated there would be a deficit in the Park fund balance
until funds from Miller's Crossroads Phase 3 and Phase 4 are
available. The Park Board may choose to not have any additional
goals until those dollars come in. He suggested noting the
proposed improvements and revisiting them when funds become
available.
Aaron suggested the possibility of a Frisbee golf course at one
of the City's parks. He stated that amenity would be fairly
inexpensive and would be unique.
Aaron Frederickson made a motion, seconded by Pam Taschuk, to
410 identify the Behm's Open Air Shelter and Pheasant Hills Bridge
for consideration in 2005 if funds become available. The motion
was approved.

OLD BUSINESS:
Rice Lake Estates Park Update — Rick advised to date, the City of
Circle Pines has not provided any resolution to the destruction
of Rice Lake Estates Park. Hopefully this issue will be resolved
soon. The Park Board will be updated of any further
developments.
RECREATION DEPARTMENT UPDATE:
Rick referred to the Program Highlights Flyer from November and
December 2004. He noted the 7th Annual Turkey Shoot was a
success. The Secret Holiday Shop had an increased amount of
participation due to the increased length of time and new
location.
Rick added six warming house attendants were recently hired.
Five of the six returned from last season. The warming houses
opened on Wednesday, December 22, 2004.
PARKS DEPARTMENT UPDATE:
Rick reviewed a memo from Mike Hoffman, Parks Supervisor, which
summarizes the maintenance highlights for November and December
2004. Rick noted work has been done recently at Shenandoah Park.

Minutes
Staff began moving trees from the front boulevard area. To date,
approximately 20 Cottonwood and Boxelder trees have been removed.
Staff would like to remove all remaining trees, install a low
berm and establish turf with a few quality shade trees. Adjacent
property owners are in agreement with the improvements.

Monday, February 7, 2005, 6:30 p.m.

Parks
• Installed open air shelter at Birch Park
• Installed full size basketball court at Rice Lake Elementary School
• Installed 1/2 court basketball court at Behm's Park
• Planted 70 bare root trees and 60 shrubs throughout various parks

Structure, Registration Process, and Program Changes
Beginning this spring, there are several significant changes related to the Parks and Recreation
Department I want you to be aware of. Perhaps the most substantive changes pertain to program
fees and the registration process. We have converted fees for most of our programs to a tiered
rate system. Those programs with the new tiered -rate system will have a regular fee and a Lino
Lakes resident fee, which is lower.
The process to register for programs will change dramatically. In summary, all resident
registrations received (by mail, fax, drop box) by February 28 will receive first priority. Resident
registrations (phone -in, walk -in) will be accepted beginning March 3 - they will receive second
priority. General registration will begin March 7. At this time, anyone who wishes to register
may do so. No residency requirements will apply at this time. I have included a copy of the
registration information page that will be included in the spring brochure.
Since the Centennial School District is now operating the Kid's Club program during the school
year and summer, the Parks and Recreation Department will no longer be offering the "Options"
program.
We will not be operating a summer playground program at Golden Lake Park in Circle Pines this
summer. However, we have expanded our summer playground program by adding a morning
program at Sunrise Park.
Finally, we have reduced the size of the adult softball program by eliminating the Tuesday night
men's league. This will provide additional fields for the various youth sports associations. We
have also given registration priority for resident teams, and will be charging an additional fee for
"non- resident" teams.

Registration Procedure
1. Pre - registration is required for all programs unless noted otherwise.
WRegistrations can be mailed -in, faxed -in (with Visa or MasterCard), dropped
f in the drop box, phoned -in or walked -in. Please note when each will begin.
3. Completely fill out a registration form with the information requested for
each individual registering. Missing information could cause a delay in the
processing of your registration.
4. Full payment must accompany registration form. Checks should be
made payable to "City of Lino Lakes."
5. Telephone registrations will be accepted with a Visa or MasterCard. We
are unable to accept telephone registrations without payment.
6. Instructors are not permitted to accept registrations at the activity location.
7. Classes are filled on a first -come, first - served basis. Register early.
We will continue to accept registrations throughout the season provided
there are openings in the requested program.
8. If the original program fills, a waiting list may be started. Additional sessions
will be started if interest is shown and if space /instructors are available.
9. Include a self - addressed stamped envelope if you would like a
confirmation of your registration. Letters of confirmation are not sent.
10. Requests to change activity locations, sessions or times for registrations
already completed will be accommodated on a space available basis.

Discuss Merit of Park Liaisons
Historically, the Park Board has assigned a member to each of the 21 neighborhood parks on an
annual basis to serve as the park liaison. Since my arrival in 1997, I do not recall a situation
where a designated park liaison has attended a neighborhood meeting or addressed concerned
residents without city staff and /or other members present. There have also been situations where
the designated park liaison was uncomfortable conveying the park board's position to their
neighbors. (Typically, park board members have been assigned to be the park liaison for their
neighborhood park.)
Perhaps we can discuss the merit of continuing with the practice of assigning an individual park
board member to address any concerns that may arise regarding a neighborhood park; or if we
state that any concerns, comments, or suggestions should be conveyed at the monthly park board
meeting.
I have included a copy of the 2004 Park Liaison List.
Elect 2005 Community Service Award Committee Member
Each fall, the Lino Lakes Community Service Award is presented to two residents whose actions
and service make a significant impact on the community. Dr. Lindy was a recipient in 2001!
Each of the advisory boards is requested to elect a member to participate in the evaluation
process. Last year Paul Montain was the Park Board's representative.

January Park Board Update
YOUTH
Youth Instructional: Our winter session programs are now
underway. Skating lessons, Fastpitch Pitching Clinics and Dance
began the second week of January. Toss, Kick and Catch,
Pre - Kids- er -cise, Soccer Mini Camp and Floor Hockey Mini Camp will
start the last week of the month /first week of February. Those enrolled in our Snack and Skate and Hockey Skills classes,
53 total, will be able to skate for free at Centennial Sports Center on Monday, February 21.
SPECIAL EVENTS
Snow Day: The 6th Annual Snow Day was held on January 29 from 1- 4 p.m. at Wargo Nature Center. Snow Day is a
cooperative event with Anoka County Parks and Recreation and Blaine Parks and Recreation. 463 people checked in with
our registration table this year - our highest total ever!! Event highlights included a snowflake craft project for the kids,
snowshoeing, ice fishing with the MN DNR's MinnAqua program, kicksledding, facepainting, snow snakes, a bonfire,
refreshments (courtesy of Super Target), a Kids Snowshoe Fun Run sponsored by REI (REI waterbottles were given to all
participants) and a magic show by Brian Richards. Overall, the event was a huge success! The only minor downfall was
parking (lack of parking and poorly parked vehicles). Next year we will talk with the Anoka County Park Patrol and /or the
Lino Lakes Police Department to see if they can help us out with parking.
Sweetheart Sock Hop: The Sweetheart Sock Hop, now in it's fourth year, is a cooperative event with the Centennial
Community Services Department and the Blaine Parks and Recreation Department. This event is scheduled for Saturday,
February 12 at Centennial Elementary School. Currently, 67 people registered. Activities will include dancing to music by
or -Kit DJ's, a valentine craft project, refreshments and photos.
ADULT
Community Outings: Our first trip of the year was held on January 27. It was a trip to the Old Log Theatre to see the
production Tom, Dick and Harry. Fourteen people from the Blaine and Lino Lakes area attended this trip.
Five Player Basketball: The regular season will conclude on February 2. The league tournament begins Wednesday,
February 9 and concludes on Wednesday, March 9. This is a double elimination event.
Fitness: Registration is lower than anticipated this season for fitness despite increased marketing. We may need to
reevaluated our program offerings.
Softball: Summer Softball information packets have been sent out and registration is set to begin for resident teams
starting Friday, February 18.
Co -Rec Indoor Soccer: We are now taking registrations for our Co -Rec Indoor Soccer League at Centennial Sports
Center. We anticipate filling the league again this year with 8 teams.
OUTDOOR SKATING RINKS
Warming Houses: There are three weeks left of the outdoor skating season. We'll try to keep the rinks at Birch, Sunrise,
and City Hall Park open until Monday, February 21.
RECREATION REVIEW & WEB SITE
Recreation Review: We are currently working on the Spring Edition of the Recreation Review. It is scheduled to be in
es the last week of February. We have made some changes in our department that can be seen in this edition of the
creation Review including a new tiered rate system, a new registration process and some program changes. Watch for
your copy of the Recreation Review to see the changes for yourself.

SUBJECT: January 2005 Maintenance Update
Well it finally happened, it snowed! Friday, January 21st marked the first major snowfall of the
season and to say we were busy on Saturday would be an understatement. Maintenance staff
reported at 4 a.m. and didn't clock out until 6 p.m. Saturday evening. Fourteen hours to clean all
parking lots, sidewalks, streets, intersections, cul -de -sacs, skating rinks and city trails. I think we
were all dragging by Saturday night.
• Maintenance activities during the rest of January included:
•
❖ Rink maintenance — daily sweeping, blowing, shoveling, and flooding of four hockey and
four pleasure rinks as weather permitted.
❖ Building maintenance — cleaning of warming houses as needed.
❖ Hockey goal repairs.
❖ Equipment maintenance and repair.
❖ Chipped Christmas trees at Sunrise (81) and Birch (50) park sites.
❖ Organized park loft and maintenance shop storage areas.
❖ Attended Minnesota Green Expo and Trade Show and Vehicle and Trailer Safety and
Regulations Seminar.
Those are January's highlights, more to come in February.
